‘Perfect day’ for festival Fundraisers successful for local groups JACKSON CENTER — After a wet start for the festival on Thursday night, the Jackson Community Days was blessed with nice weather for the annual parade and other events Sunday as the festival came to a close. “It was a perfect day,” Bruce Metz, village administrator and member of the Community Days organizing committee said of Sunday’s pleasant weather and activites. Metz said festival had good crowds on Saturday and Sunday following a small turnout on Friday night. “Friday night it rained early and the crowd never showed up,” Metz said. Local groups operating food stands did well with weekend sales. Metz explained the festival is major fundraiser for the groups, such as the Jackson Center Fire Department’s bratwurst sandwich stand. He said the stand raises money for the two $500 scholarships the department awards to graduating seniors. Although the number of See FESTIVAL/Page 17

30 graduates turn dream into reality PIQUA — Thirty students from the Upper Valley Career Center Adult Basic and Literacy Education (ABLE) program turned the dream of graduating into a reality Saturday. The annual event was attended by Upper Valley Career Center and ABLE staff members, special guests from the Western Ohio Chapter of the Korean War Veterans Association, family, friends, and special guest speaker, Troy Mayor Michael Beamish. Mary Ellen McKinley, ABLE Instructor, welcomed those assembled and commended the graduates for their strong self discipline and perseverance in achieving this milestone accomplishment. Special tribute was paid to three graduates who by demonstrating superior work ethic, attendance and academic success earned the honor of induction into the
National Adult Honor Society. Those individuals include: James Stengel of Sidney, Paula Bixler of Bradford and Marica Kristic of Tipp City. Beamish congratulated the graduates and challenged them to use this achievement as a new beginning. “All of you have reached a goal today and should be proud. Let this serve as a foundation to lifelong learning,” Beamish said. He went on to commend the graduates on their hard work and encouraged them to set new goals and learn new skills. “Don’t stop here; use this as an opportunity to grow and move forward,” Beamish said. Why is there an overlap of the two taxes? Editor's note: In preparation for the August special election, the Sidney Daily News, in conjunction with the Citizens for Sidney Schools levy committee, will be publishing a question of the week to inform voters about the fiveyear, 1 percent income tax levy. Why is there an overlap of the 5 year, 1 percent income tax and the retiring 9.9 mill property tax levy? Property taxes are paid a year behind, so although the 9.9 mill school levy expires in 2013, it will be collected in 2014. Assuming voter acceptance,

the 1 percent income tax begins collection Jan. 1, 2014. There will be only one payment (in April) to Sidney City Schools in its 2014 fiscal year ending June 30 and “school districts can count on that payment being relatively small.” “It will take approximately one and a half years for districts to receive the full amount.”* To maintain sufficient cash balance throughout the transition, the income tax needs to be ramped up while the 2013 property tax from the retiring
9.9 mill levy is being paid in 2014. The estimated revenue from the 1 percent income tax is $4,773,662 per year.
