School in session for copper thieves Will E Sanders

PIQUA —School was in session Tuesday as students across the Piqua City School District returned to class after summer break. Unfortunately, school was also in session for a set of copperthieving criminals on Tuesday, too. Constructions crews working hard all summer long at the future site of Springcreek Primary School returned to work Tuesday and discovered that overnight someone entered the work zone and stole a large amount of copper pipe. According to sheriff’s reports, more than 500 feet of copper pipe was pilfered from the work site sometime in the early morning hours of Aug. 20 and workers arriving at the site made the discovery. Some of the copper wiring that was stolen was already installed and was removed from the walls of the fledgling school site, which caused damage to some of the masonry work, those reports disclose. Authorities said the work site was locked, but the suspects “were able to push it open enough to gain entry.”

The company handling the school construction, Gilbane Construction Management, told authorities that aside from the copper pipe that was stolen, the thieves caused an estimated $4,000 in damages to bathroom walls and other material that the pipe was removed from. Matt Niemeyer, project engineer, said one month ago the company invited local law enforcement to tour the sites and encouraged them to make any additional security checks around all of the locations, including the Springcreek site, which falls under the purview of the Miami County Sheriff’s Office. The thefts have encouraged Gilbane to implement additional security measures in light of the crime, Niemeyer said. “We are going to get some cameras installed out at the site to avoid this happening again,” he said. The sheriff’s office is continuing to investigate this case. Piqua Police Chief Bruce Jamison said police routinely patrol around large construction sites in the city, but that they specifically have routine contact with school officials in order to swap intelligence. “We will be keeping an extra eye out,” Jamison said.

MIAMI COUNTY — Miami County detectives have arrested David C. Shuman, 39, of Sidney, and Morgan D. Mitchell, 29, of Greenville, on single counts of burglary. Both are suspected of being involved in numerous daytime burglaries in Miami and Darke counties, according to Miami County S h e r i f f ’s Office Chief Deputy D a v e Mitchell Duchak. T h e arrests were made in Darke County with the assistance of Darke County detective, he said. Shuman is incarcerated in the Miami County Jail, while Mitchell is incarcerated in the Darke County jail facing a warrant for probation violation there. Mitchell will be extradited to Miami County in the near future to face the Shuman burglary charge. Detectives are continuing to follow up and additional burglary charges will likely be forthcoming when the investigation is completed. Shuman was the registered owner of the red/maroon colored Plymouth Breeze that is now impounded by the Miami County Sheriff’s Office. Both suspects are known to law enforcement as heroine addicts, which Duchak said was likely fueling the need pairs burglary spree. Jewelry boxes, along with other likely stolen items, were recovered from the vehicle, according to Duchak. “We will be positing photos of those items on the Miami County Sheriff’s Facebook page in the near future requesting the public’s assistance with identification of property,” he said. Duchak said the sheriff’s office is asking the public to remain vigilant in reporting suspicious vehicles and persons in their neighborhoods. He said they believe there are still others actively committing burglaries in Miami County other than Shuman and Mitchell.

Mother figure: Ga. school suspect was mentally ill Kate Brumback Associated Press

DECATUR, Ga. (AP) — A woman who took in the suspect in an Atlanta-area school shooting said Wednesday that he was mentally ill but never violent in the past. Natasha Knotts told The Associated Press that Michael Brandon Hill lived with her and her husband for a time when he was in his late teens. She says they took him in after he started coming to the church where they serve as pastors. She says Hill called her sister

Tuesday afternoon before the shooting and said he had a rifle but didn’t say what he was planning to do. She said she believes that Hill acted out as a plea for help. “This is something that’s totally out of his character. This is not him. This is not the Mike that I know. For anyone that knew Mike, this was a total devastation,” she said. Knotts said she thinks of herself as the 20-year-old Hill’s adoptive mother. Hill told her that his birth mother was dead and that he didn’t know his father. He also has a brother.

There were no injuries in the gunfire Tuesday, but the situation terrified parents who have students at the school. Hill held one or two staff members in the front office captive for a time, the police chief said, making one of them call a local TV station. As officers swarmed the campus outside, he shot at them at least a half a dozen times with an assault rifle from inside the school and they returned fire, said DeKalb County Police Chief Cedric L. Alexander. Hill then surrendered. Hill is charged with aggravated assault on a police officer,

terroristic threats and possession of a firearm by a convicted felon. Police questioned him for hours at headquarters. There was no information on a possible court date. Alexander said police were unsure of Hill’s motive and that Hill, who had an address listed in court records about three miles from the school in Decatur, had no clear ties to the school. Parents feared the worst for their children. Rufus Morrow was at work when he got a phone call with See GEORGIA | Page 2
