1. Get Your Finances in Order
• Preapproval: A mortgage charges the title of the property until repayment of the loan is complete, at which time the charge is released. It’s always best to start by making an appointment with a local lender to seek pre-approval for financing. Confirm with your lender how long preapproval lasts for.
• Stamp Duty: The Government Stamp Duty charged on the transfer deed should be considered. Your attorney will prepare a mortgage deed; there are stamp duty and legal costs associated with this document, too, and these costs are the sole responsibility of the purchaser/borrower.
2. Find a Property Attorney
While purchasing a property can be a relatively straightforward transaction, each deal presents its own unique circumstances that require the guidance of professionals trained in the intricacies of buying/selling Bermuda property.
3. Background Checks
Know what you are actually purchasing.
• Property Condition: Bermuda is known for its proven construction methods; thus, buyers do not customarily request structural surveys. However, if the site is sloped, there is a possibility of termite infestation or outdated electrical and/or plumbing installations.
• Boundaries: Ensure that the seller restakes the property boundaries to ensure there are no encroachments or other discrepancies.
• Tenants: When purchasing a property that contains one or more units, verify:
• If tenants are currently living in the property
• Rent registered with the Rent Commissioner’s Office
• There have been no illegal increases in rent and the history of tenant payments.
• Planning Search: A planning search is conducted to ensure that no property development has been made without
planning permission. This usually takes four weeks to be processed.
• Title Search: Your attorney will conduct a title search and will also search the Land Title Registrar’s Office and Supreme Court for any outstanding mortgages and judgments against the property, the seller, and predecessors in title.
Land Taxes: These are payable twice a year in equal instalments. The history of payments should be verified.
4. Sign on the Dotted Line: Once you have made an offer on the property, and it has been accepted, your attorney will review the sale and purchaseagreement and make any necessary amendments before you sign it.

From saving for a deposit, to finding a home, making an offer and securing the deal, here’s a guide to help you through the process.
1. Build up your savings
The first step to getting your dream home is having sufficient funds. If you don’t have enough for a deposit, make a savings plan. You can also create a budget to see where you can cut back and save more. It’s a good idea to save as much as you can when planning to buy a home because:
• a larger deposit may help you reduce your monthly repayments
• you will need money to cover the costs of buying a property such as stamp duty, conveyancer’s fees, and moving
• your savings can help you furnish or complete work on your new home

2. Get an idea of what you can afford
It is then important to get a rough estimate of how much you could borrow for a mortgage to give you an idea of the type of property and location you could afford. 3. Know what type of property you’re looking for
Take some time to think about what is important in a home versus what you’d like. This will help you narrow down your search when it comes to looking at properties. For example: What is important What you would like

When making your list, think about your long-term needs. For example, if you’re hoping to start a family, finding a
place with room to expand may mean that you won’t have to sell to buy a bigger place in the future.
Location is also important. Visit different areas to get an idea of what it would be like to live there and what areas you can afford to buy in.
4. Get a Pre-Approval Letter
A Pre-Approval Letter – also known as an Agreement in Principle – gives you a clear idea of how much you could borrow based on your circumstances. It usually involves a verification of income and savings towards down payment.
A Pre-Approval Letter is not a guarantee that your mortgage application will be accepted, but it can help you understand your options and what you may be able to afford. It also shows real estate agents that you’re serious about buying a property.

5. Find the right home and make an offer
With your list of requirements in hand it’s time to contact real estate agents, search for properties and arrange viewings. It may take some time, but when you find a property you want, deciding on the right price to offer can be exciting and scary. From asking the right questions to negotiating tactics, get tips on how to make an offer on a property.
If your final offer is accepted –congratulations. If not, keep looking – your new home, at a price you’re happy with, could be just around the corner.
6. Apply for a mortgage
Once your offer has been accepted on the property, you can apply for a mortgage. There are different types of mortgages to choose from. The one for you will depend on your financial situation, future plans and the type of property you’re buying.
The mortgage application process can take a few weeks. It involves detailed checks of your finances and your lender may want to conduct its own valuation on the property you want to buy. If your mortgage application is approved, your lender will send you an offer.
7. Carry out the legal work
There will be legal work involved with buying a property which is carried out by a lawyer. Typically mortgages close within 30 days of sign off and there will be costs involved.
Among other tasks, a lawyer will typically:
• check the legal title to the property
• manage the chain for exchange of contracts and completion
• collect and transfer money including Stamp Duty (if payable)
• carry out property searches to check for any environmental or planning issues that might affect the property’s value
8. Exchange contracts and agree a completion date
The exchange of contracts is when lawyers swap signed contracts on behalf of you and the seller. It’s also when they’ll ask you to transfer your deposit over to them. When you exchange contracts – you’re legally bound to buy the property. You will need buildings insurance in place at this point.

As we dive into the current state of Bermuda’s real estate market, we’ve gathered insights from four prominent agents in the industry: Sharon Cranfield, Broker, Cranfield’s Property Bermuda Ltd.; Albert Moura, Broker/ Operating Principal at Keller Williams Bermuda; Buddy Rego, President, and Penny Macintyre, Partner, Rego Sotheby’s International Realty; and, Cecilia ‘Cesa’ Edwards, Broker, Bermuda Longtail Real Estate. Here’s what they had to say about the trends, challenges, and future outlooks for real estate in Bermuda.
Sharon Cranfield describes the market as dynamic, with a particularly active international sales segment over the past two years. The luxury market is moderately priced compared to similar global locations but is undersupplied in terms of large, contemporary homes on the waterfront or beach. Buyers are expanding their searches beyond central parishes, where value for money is better, influenced by the increasing acceptance of remote work.
Albert Moura notes a significant shortage of inventory in both sales and rentals, leading to properties selling or renting at or above asking prices if correctly priced. This scarcity has increased competition and sustained market activity despite rising interest rates.
Penny Macintyre and Buddy Rego highlight the low inventory across all segments, including residential sales, rentals, and commercial properties, coupled with high demand from both local and international communities.
Cesa Edwards points out that the Bermuda real estate market is currently experiencing unprecedented high demand coupled with an overwhelming low supply, creating a highly competitive environment for both renters and buyers. Multiple offers are common, with some tenants and buyers willing to pay above asking prices and offer other incentives like pre-paid rent or cash/mostly cash purchases. It’s distinctly a landlord’s and seller’s market, making it advantageous for property owners. First-time homebuyers should explore two government initiatives: the Bermuda Housing Corporation’s Home Start
Programme, in partnership with Clarien Bank, and the Mortgage Guarantee Programme offered by Bermuda Commercial Bank. Buyers with sizable down payments can also consider excellent options from HSBC and Butterfield Bank.
Albert Moura reports that residential property prices are rising due to limited inventory and many cash buyers. Sales volumes have remained stable, balancing out the effects of low inventory and rising prices. According to Sharon Cranfield, turnover is high relative to the number of available properties, but inventory remains low, limiting the number of potential sales.
Cesa Edwards notes that home prices in Bermuda are on the rise due to high demand and low supply. Despite challenges in tracking trends accurately because the Land Title Registration Office (LTRO) is approximately 18 months behind in providing updated data, anecdotal evidence from real estate professionals indicates that prices are climbing and properties are selling quickly, often above the asking price.
Penny Macintyre and Buddy Rego emphasise that sales volumes are lower due to low inventory, but home prices have strengthened as a result of high demand.
Penny Macintyre and Buddy Rego report that “turnkey” properties requiring little to no renovations are in highest demand due to rising construction costs.
Cesa Edwards emphasises that the demand for homes in Bermuda is extremely high across the board and throughout the entire island, with a particular emphasis on high-end
properties and those in desirable locations, such as waterfront properties or those with significant amenities. This includes fixer-uppers and properties for first-time homebuyers. Rental properties are also in high demand, with many prospective tenants struggling to find available units.
Sharon Cranfield observes a stable but undersupplied market, particularly in rentals, where increased lease values benefit landlords but challenge tenants. This has led to higher interest in investment properties, and a boost in the sales market.
Albert Moura finds that demand for homes is stable, perhaps slightly declining. Detached homes are the most sought-after, followed by condominiums and vacant lots. The high cost and long duration of construction have significantly impacted land sales.
All agents agree that there is a notable shortage of homes to meet demand. Cesa Edwards reiterates that the supply of homes in Bermuda is significantly lagging behind the demand. There are not enough rental properties to accommodate all qualified tenants, nor are there sufficient homes for sale to meet the needs of qualified buyers. This imbalance is driving up prices and making the market highly competitive.
Penny Macintyre and Buddy Rego mention that based on current numbers of stand-alone homes, there is approximately one year’s supply on the market, indicating a significant gap between supply and demand, and not enough homes to meet the needs of the population.
Albert Moura highlights the challenge of high construction costs and long timelines, which deter new residential projects, especially since market conditions could
change by the time projects are completed.
Sharon Cranfield points out that the Bermuda Government is trying to address these issues through initiatives to encourage new residential development in the City of Hamilton.
Sharon Cranfield says sales of international properties will meet expectations, no more.
Penny Macintyre and Buddy Rego note that while international buyers are present, their impact is not overwhelmingly significant, with only 20% of the properties available to overseas buyers purchased by non-Bermudians. Most transactions involve local buyers.
Albert Moura concurs, stating that international buyers do not significantly affect the Bermuda real estate market.
Cesa Edwards highlights that international buyers have a considerable impact on the Bermuda real estate market. Many foreign investors are attracted to Bermuda’s appealing lifestyle, tax benefits, geographic location, and stable political environment. These buyers often have significant financial resources, contributing to higher property prices and increased competition in the market.
The major challenges identified include:
• Supply of homes: All agents agree that low inventory is a pressing issue.
• Cost of renovation: Rising costs of building materials and labor make new builds and renovations expensive.
• Affordable housing: There is a lack of truly affordable entry-level homes for purchase and rental.
• Market data: Sharon Cranfield highlights the difficulty in making accurate market assessments due to unavailable government records of sales transactions since
COVID-19.
• Regulatory and resource constraints: Cesa Edwards adds that limited resources and regulatory delays further complicate market dynamics.
Penny Macintyre and Buddy Rego point out that the decline in the number of hotel beds over many years has led to the growth of the Airbnb and VRBO market on the island. This shift has taken homes and apartments off the long-term rental market, exacerbating an already low availability of properties for local rental. Until the much-discussed hotel redevelopments are completed, this situation is unlikely to change. In the commercial sector, new office and retail developments, such as Brookfield at 91 Front Street and the Green family’s redevelopment of Belvedere Place on Pitts Bay Road, along with other new and renovated commercial spaces, are projected to add almost 200,000 square feet of office space in the City of Hamilton. If this new space is filled by more international companies, start-ups, or expanding local businesses, it will further increase the demand for housing in an already challenging market.
Sharon Cranfield remains optimistic, suggesting that buying property is a good hedge against inflation.
Penny Macintyre and Buddy Rego foresee increased hotel/tourism activity such as Southampton Fairmont, Elbow Beach Hotel, and Ariel Sands redevelopments, which all plan to offer villa and condominium elements, and more residential developments in the City of Hamilton, driven by EEZ/government initiatives, including 33-35 Church
Street, Victoria Hall, and repurposing of underutilised or derelict properties.
Cesa Edwards suggests that unless significant new developments increase the housing supply, the Bermuda real estate market is likely to remain competitive, with prices expected to keep rising. The market may also see more creative financing solutions from banks and other entities, along with potential regulatory efforts to stabilise housing affordability.
Albert Moura expects continued upward pressure on prices in the next 3-5 years, though long-term predictions are challenging.
Penny Macintyre and Buddy Rego anticipate that improved hotel properties, marketed by globally recognised brands, will boost tourism interest. This increase in tourism is expected to enhance airlift and routes, drive real estate market growth, and eventually lead to stabilised pricing.
Cesa Edwards highlights several emerging trends that could shape the future of the market, including increased foreign investment, new construction projects aimed at alleviating the housing shortage, a growing demand for sustainable and luxury properties, and greater use of technology in property transactions and marketing.
Sharon Cranfield sees the opening up of new developments in Hamilton for all buyers, including Work Permit holders, as a positive trend.
Due to a backlog of nearly one and a half years of sold property entries awaiting input by the Land Title Registry Office, comprehensive up-to-date statistics are not available. Penny Macintyre and Buddy Rego provide insights from their own data, noting a significant increase in the average price of condominiums sold in 2024 compared with 2023, and the average price of residential stand-alone homes holding relatively firm at $1.4 million.
Cesa Edwards notes that real estate professionals rely on anecdotal evidence and internal data to gauge market conditions, with ongoing efforts to improve the accuracy and timeliness of these statistics.
