Distinguished Colleagues, It gives me great pleasure to welcome such a diverse and respected group of military, industry and government leaders to this inaugural Non-Conventional Threat: CBRNe Asia 2012 Conference, Exhibition & Exercise. Thailand has long recognised the need to take action against the security threats and challenges faced by ASEAN nations. We are very proud to host such an esteemed gathering of military and government speakers and international delegations in Thailand to network and strengthen CBRNe security. Providing our first responder networks with the most advanced equipment and training for countering the CBRNe threat is a complex and highly challenging undertaking. Introducing the Non-Conventional NON-CONVENTIONAL: 1. not bound by traditional ways or beliefs 2. not established by accepted usage or general agreement 3. non-traditional a nonconventional lifestyle 4. (Military) (of weapons, warfare, etc.) nuclear or chemical Threats to society are nothing new. Actors threatening society have always innovated and found new ways to harm us. However, recent developments of new, nonconventional threats have taken a more devastating and potentially catastrophic direction. The terrorist attacks in Tokyo (1995), New York (2001), Madrid (2004) and London (2005) have proven international cities and capitals to be terrorist targets. The danger of terrorist attacks using CBRN-means, which are Chemical, Biological, Radiological or Nuclear, is often underestimated. However, man made threats are not the only issue, pandemic outbreaks, accidents and other incidents involving dangerous substances and use of CBRN agents by state parties, all form a danger to society and pose challenges for first responders. Chemical, Biological, Radiological, Nuclear and explosives (CBRNe) is a relatively new concept used to refer to incidents or weapons involving any of these five hazards. In our view, non-conventional threats comprise manmade hazards which are novel in their source, use or in their impact. It includes cyber terrorism and CBRN but also armed attacks and explosives, if the source, use, or impact is novel. IB Consultancy is committed to support society in prevention, preparation and response. The Non-Conventional Threat (NCT): CBRNe Asia 2012, focusses on one important element of this matrix: the challenges presented by CBRNe agents. Before the acronym CBRN became commonplace, the term NBC (Nuclear, Biological and Chemical) was used to address these types of weapons and their countermeasures, albeit mostly in a military setting. In the military context the risk of radiological weapons was not perceived as very high or likely. Some state actors did experiment with the radiological concept, but no serious programmes are currently known about. The radiological threat became much more

Threat: CBRN Asia 2012 relevant when terrorist groups like Al-Qaeda started to express an interest in the CBRN arena. Radiological weapons, for instance, lend themselves perfectly to spreading fear and long-term contamination of buildings and entire areas, giving rise to the new acronym - CBRN. The addition of â&#x20AC;&#x2DC;eâ&#x20AC;&#x2122; for explosives is the latest extension of the acronym. It reflects a trend in counterterrorism, where professionals dealing with CBRN and explosives are increasingly joining forces and operating under a common umbrella. This applies equally to Explosive Ordnance Disposal Service teams who would most likely be required to address the use of possible CBRN agents. Policy makers and managers of high-risk infrastructure are also required to explore comprehensive response strategies: hence CBRNe. Although CBRNe Terrorism is considered a low incidence threat, a successful attack would have a catastrophic impact; creating massive disruption; posing a clear challenge to large-scale public health and safety with the potential for a wide-spread effect upon global economic and political stability. The risk of CBRNe Terrorism is constantly changing but it is commonly considered the worst-case scenario of all terrorist attacks. Due to the complex nature of CBRNe prevention and response, a multi-layered approach, involving international and national organisations, publicprivate partnerships, and coordinated actions at all levels is vital. NCT: CBRNe Asia 2012 connects experts from across the globe to share information, exchange experiences on best practices and explore cutting edge technology and products to better prevent and respond to CBRNe Terrorism. Assess plans, policies and procedures and determine the types of systems and processes to guide the prevention of, response to and recovery from a defined CBRNe event. The exercise will allow you to discuss key CBRNe issues in depth and develop alternative solutions to challenging issues through interactive facilitated discussion. 1230 Departure for Live CBRN-Scenario Demonstration Coach transportation will depart at 1230 sharp from the Plaza Athénée main entrance. Transportation to the site is expected to take 1.5 hours; participants are asked to move directly from the Table Top Exercise to the buses at the hotel front entrance, as no additional transportation arrangements will be made

for participants who miss the official conference coach service. A boxed lunch will be provided on board for all participants.

Speakers and Moderators Ram Athavale, CBRN Security and Disaster Management Specialist, Former Director Perspective CBRN Defence, Government of India As a key advisor to the Government of India, Col (Dr) Ram Athavale (Retd) has handled the critical aspects of conceptualizing, planning and enunciating CBRN policies and equipment philosophy for all phases of CBRN incident management. He is a domain specialist in CBRN protection to critical national infrastructure and has been the nodal coordinating officer for CBRN preparedness during the Common Wealth Games 2010. Col Athavale is often a CBRN subject panelist in seminars and conferences and has authored numerous articles on CBRN related subjects. Jacek Bylica, Head, WMD Non-Proliferation Centre, Emerging Security Challenges Division, NATO International Staff Ambassador Bylica became WMDC Head in 2008, following a posting as Poland’s Resident Representative to the IAEA and other international organizations in Vienna. In the Foreign Ministry in Warsaw he served notably as Director for Security Policy and Director for Asia-Pacific. He has also worked at the Embassy in Beijing. Noor Fitriah Bakri, Nuclear Security Officer, International Atomic Energy Agency Ms Fitriah Bakri is involved in building nuclear security infrastructure for nuclear material and radioactive sources which are no longer under proper regulatory control. She manages country’s nuclear security infrastructure focussing in building radiation detection architecture to further strengthening their capability to combat illicit trafficking of nuclear and other radioactive materials in the country. She is also involved in IAEA’s missions to support states in the evaluation of their national nuclear security infrastructure and provides training in nuclear security for member states. Her work focus on implementing infrastructure projects, especially border monitoring activities in South and Southeast Asia and the Middle East.

Before joining the IAEA, Ms Bakri served in the Malaysian Atomic Energy Licensing Board (AELB), as a science officer in the Policy and Codes Division focusing on Non Proliferation in nuclear security and safeguards issues. She has been deeply involved in drafting the Malaysian Strategic Trade Act and the new draft Atomic Act, based on the IAEA’s comprehensive nuclear law. Jordi Carrasco-Munoz, IfS Programme Manager, EEASBangkok Mr Carrasco-Munoz is the Attaché for Instrument for stability in the EU delegation for Thailand, Myanmar, Cambodia and Laos. Matthew Foster, Assistant Legal Attaché/Regional WMD Liaison (Asia-Pacific), FBI Mr Foster joined the FBI in 1996, assigned to the Joint Terrorism Task Force (JTTF) in Houston, Texas. He was a founding member of JTTF Houston’s Domestic Terrorism Squad, which investigates American-born extremist threats to national security. Mr. Foster currently works on cases involving international terrorists and designated state sponsors of terrorism. He has been involved in multilateral investigations in Europe, Central America, the Caribbean, and the Middle East. Mr Foster joined the Counterterrorism Division at FBI Headquarters in late 2007. Mr Foster reported to Singapore in August 2011 as the Assistant Legal Attaché for U.S. Embassy Singapore and regional liaison for FBI WMD matters in the Asia/Pacific region. He is responsible for facilitating public-sector and private partnerships, exchanging intelligence with those partners, and coordinating assistance provided by the FBI’s WMD Directorate to counterparts across the region.

Hironobu Nakabayashi, Partner, Limited Liability Partnership Security Knowledge Networks; Research Fellow, Center for Crisis and Contingency Planning, Meiji University After graduating from the Department of literature at Ritsumeikan University in 2000, Dr. Nakabayashi received his Master and PhD. from Keio University. After completion of his doctoral course, Dr Nakabayashi served as senior researcher at JII focusing on policies and administrative measures of counterterrorism, analysis of a trend of terrorism, research on critical infrastructure protection, the study of energy security and defense related issues. Dr Nakabayshi has served as Research Fellow at Meiji University Research Center for Crisis and Contingency Management and in August of 2010, he established LLP Security Knowledge Networks (SeKNet). He participated in The Independent Investigation Commission on the Fukushima Nuclear Accident as a member of a research working group on nuclear security aspects and also participated in the National Diet of Japan’s Investigation commission as a researcher on the project management team.

Lee Nam Taek, Professor, Department of Chemistry, Korea Military Academy Dr Nam Taek Lee is a Professor of Chemistry at the Korea Military Academy(KMA), and currently acting as the President of the Korean Society of Chemical, Biological and Radiological Defense(KSCBRD)and Technical Advisor to Korea Strategic Trading Institute (KOSTI).

Katsuro Nagai, Cabinet Counsellor, Government of Japan Mr Katsuro Nagai has served as the Cabinet Counsellor for National Security and Crisis Management Office since 2010. He joined the Ministry of Foreign Affairs of Government of Japan in 1990, and has worked for variety of foreign policy issues such as Middle East Peace Process, multilateral trade issue in APEC, WTO and ODA policy. He served Prime Minister Koizumi’s Administration as one of the junior advisors on diplomatic issues, and moved to Washington DC as political officer and Deputy Press Secretary at the Embassy of Japan there. He also holds a Ph.D. in Biochemistry & Molecular Biology from the University of North Carolina at Chapel Hill, an M.S. in Biochemistry and B.S. in Chemistry from Seoul National University, and a B.S. in Mechanical Engineering from KMA. Li Hong, Secretary General, China Arms Control and Disarmament Association Mr Li Hong, Secretary General of China Arms Control and Disarmament Association, has a technical background with a bachelor degree in Control Engineering and master degree in Information Engineering from Xi’an Jiaotong University. Her current efforts focus on reviewing how radiation emergency medicine system functioned after the Fukushima Nuclear Power Plant Accident of Tokyo Electric Power Company. Ms Ojino received her B.A. in Law from Faculty of Law, Fukuoka University. She worked as a medical analyst in the Fukuoka Prefecture Medical Association from 2007 to 2010 and was involved in the medical care system, such as health insurance system and home care medical system, in Fukuoka prefecture. Stefano Miorotti, CBRN Area General Manager, Cristanini Dr Stefano Miorotti is native of Genoa, Italy. He is part of Cristanini Company as CBRN Area General Manager. He is a retired officer of the Italian Army and in particular he attended the 177th Military Academy Course Tenacity. He served to the 7th CBRN Defense Regiment as Chemical Unit Commander where he was RECCE Platoon Commander and CBRN Coy Commander. He participated with his Unit in operations in Kosovo, Iraq and Afghanistan. During this campaign he was awarded of the Italian bronze crux for special decon missions. He was graduated in economics in the University of Turin in 2002 and in International diplomatic law (WMD oriented) in the University of Trieste in 2004. Moreover he attended a II Level Master in Biological and Chemical Defense in the University of Rome. His CBRN education comes from the military academy and includes courses to the Joint Italian CBRN school, in the NATO School in Oberammergau. His last duty assignment was as CBRN Officer of the NATO Rapid Deployable Corps in Italy in Milan. Sharrudin bin Mohd Noh, Staff Officer Grade 1 CBRNE, Malaysian Army Lt Col Sharuddin bin Mohd Noh is currently the Staff Officer Grade 1 Chemical, Biological, Radiological,

Nuclear and Explosive for Engineer Corps Directorate, Malaysian Army Headquarters. He graduated from Royal Military College of Australia in 1992. He was commissioned into Royal Engineer Corps and subsequently has served in various appointments at units, formations, training institution and Army Headquarters. Eric Stevenson, CBRN Capability Advisor-Army, Department of Defence, Australia Mr Eric Stevenson retired from the Australian Regular Army in 1998 following a successful military career in armored units and instructing in officer training institutions. While in the military, He first undertook Chemical, Biological, Radiological and Nuclear (CBRN) Instructor training in 1979, and advanced CBRN training in the United States, Canada and United Kingdom in 1985. He went on to instruct in CBRN at the Australian Defence Warfare Establishment in 1986-87, and has maintained his specialist CBRN knowledge and skills since then.

Since 2004 he has been a Defence civilian. He is currently the CBRN Capability Adviser-Army, located in the Australian Army Headquarters in Canberra. He monitors and actively contributes to the Australian Defence Force’s CBRN defensive capability, develops Joint CBRN operational policy, engages with other National and International Organisations, and enhances CBRN interoperability; primarily with Australia’s coalition partners, NATO and South-East Asian countries. Mr Stevenson is a graduate of the Royal Military College of Australia and the Australian Army Command and Staff College. He is also a graduate of The University of New South Wales, with a Bachelor of Arts in Military Studies awarded in 1978. He completed a Master of Arts in Community Education with the University of Canberra in 1996. His thesis was on the military training at the Australian Defence Force Academy. He is currently in the final year of his Doctorate centred on accurately measuring how effective and less effective leaders construct their ideas on leadership.

Ian Stubbs, Superintendent - Head of Centre, Police National CBRN Centre, UK The UK Police National CBRN Centre is unique in the UK in that it has for many years had embedded representatives from partner agencies, to promote a multi-agency approach and response to CBRN. Mr Stubbs has been with the Centre for over 5 years and has been involved in Police CBRN planning, response and exercising since 2001. For the majority of his time at the Centre Ian has been responsible for the management of projects and programmes including management of a 2 year £20m PPE evaluation and procurement programme and the production of CBRN doctrine and guidance from the Strategic to the Operational level. Since 2008 Ian has been the UK Police lead on CBRN planning for the 2012 Olympics, working closely with multi-agency partners in support of the Olympic Security Directorate CBRNe project, Ian led on the development of the CBRNe multi-agency Concept of Operations for the Olympic Games, Paralympic Games and the Olympic Torch across the UK as well as leading for the emergency services on the development and testing of Olympic site specific CBRN contingency and response plans. A serving police officer, Ian is also responsible for delivering support to operations during the Games and is the lead CBRN representative in the National Olympic Co-ordination Cell. Michael Teague, Vice President, Global Sales, Safer Systems Mr Michael Teague joined SAFER Systems in March 2005, bringing with him over 25 years’ experience working with high tech companies, both domestically and in the Pacific Rim. He is a Supervisory Special Agent seconded to INTERPOL from the Federal Bureau of Investigation, where he has served for 23 years with multiple supervisory assignments at FBI Headquarters, supervised investigations in all FBI Programs in the field, and trained Special Agents as a staff instructor at the FBI Academy. Mr Thomas has been posted to a broad range of international assignments, including a diplomatic posting as an Assistant Legal Attaché at the U.S. Embassy in Islamabad, Pakistan. His activities included efforts to address cross-border proliferation of precursors for bulk explosives and components utilized in mass casualty attacks. Mr. Thomas has provided consultation in Threat Management at the national government level, as well as Command & Control for senior law enforcement officials. His operational experience also includes tactical operations and service as a Supervisory Bombing Specialist and Special Agent Bomb Technician in Iraq and Pakistan. Ed van Zalen, Programme Manager CBRN, Netherlands Forensic Institute Mr Ed van Zalen graduated at the University of Utrecht in analytical chemistry, specializing in environmental methods. Since May 2008 Van Zalen has been employed as programme manager, CBRN within the Netherlands Forensic Institute. Earlier he was employed at

the laboratories of the Institute of Inland Water Management and Waste Water Treatment and the Hoogheemraadschap van Delfland. In both laboratories he was involved in the development of analytical methods for the analysis of pesticides in surface waters. In 1991 Van Zalen joined the Netherlands Forensic Institute as head of the department of Environmental Crimes. Van Zalen resided in technical committees of the EU responsible for the development of analytical methods for the analysis of waste. He was project manager for the building of and removal to new NFI facilities and he was location manager of a forensic consultancy unit for the NFI.
