As surprisingly great numbers of European youths join radical movements in Syria and Iraq, the fear of returning warriors steadily increases. About a year after the attacks with chemical agents in Syria, we are reminded again of the dangers we face and the need to be prepared for the worse. Consequently, providing defense professionals and first responders with the most advanced equipment and training to counter and respond to CBRNe threats is crucial. It remains a complex and highly challenging task that needs collaboration and cooperation across agencies and borders, and across sciences and industries. In bringing together experts from all over Europe, NCT CBRNe Europe 2014 aims to support the European CBRNe community in facing these challenges and future threats. Speakers Lt. Col. Bernd Allert, Senior CBRN Defence Officer, Bundeswehr CBRN Defence Command, Germany Bernd Allert joined the German CBRN Defence Corps in 1977. From 2008 to 2013, he had been working for NATO’s Weapons of Mass Destruction Non-Proliferation Centre (WMDC). His areas of expertise covered CBRN defence training, civil-military cooperation and international outreach. Prior to the NATO HQ assignment, he worked as a Deputy Force Protection Officer / Staff Officer CBRN Defence for Allied Component Command Headquarters Heidelberg (ALCC HQ). A seven-month tour as HQ ISAF’s Deputy Theatre Force Protection Officer was included. In May 2013, Lt. Col. Allert got his current duty post within the Policy & Forces Development Division of the Bundeswehr CBRN Defence Command. He is responsible for international cooperation and standardization. For years, Lt. Col. Allert represented either Germany or ALLC HQ HD in various CBRN defence bodies like the former CBRN Defence Training Working Group or the CBRN Operations Working Group. Nowadays, he is the German speaker within NATO’s Doctrine & Terminology Panel and the chair of the (JCBRND-CDG) Team of Experts CBRN Defence 2020. Maj. Peter Balázs, Commander of HDF MBLC/ Leader Engineer of BioLab Project, Hungarian Defence Forces, Hungary Major Péter Balázs graduated from University of Miskolc, Hungary as mechanical engineer, specialisation of environmental engineering. His military career started in 1997. During his military career at Hungarian Defence Forces he worked in several positions such as an engineering unit leader, CBRN defence company deputy commander, commander of the HDF Mobile Biological Laboratory Complex. Major Péter Balázs was posted to NATO missions in Kosovo and Iraq several times, and participated in the Olympic Games in Greece and in NATO Summit in Latvia as a CBRN expert. He completed successfully medical logistic courses in European countries and USA. Major Balázs is leader engineer for the Biological Laboratory Development project of the HDF and the Rapid Diagnostic Laboratory project for civilian defense purposes.

Col. (Ret.) Ayhan Batur, Former Commander, CBRN School of the Turkish Armed Forces, Turkey Mr. Batur graduated from the War Academy and served for the Turkish Armed Forces for 25 years. With over 15 years of Turkish Armed Forces military experience as a Chemical, Biological, Radiological and Nuclear Specialist, he has served as senior trainer and director for the Turkish Army Chemical Defense; CBRN Company and CBRN Battalion commanding officer; Chief NBC at NATO Rapid Deployable Corps; 6 years at the Turkish Armed Forces CBRN School as Academic Director and CBRN School Commander. He was responsible for the management, planning and execution of training and courses for the Turkish Armed Forces. He developed and conducted training for officers, NCOs, Specialists and civilians. He established standard training processes and formats for the CBRN School and Training Center. He successfully executed many exercises and participated in and also led projects and research activities requiring coordination with high level officers, civilians, companies and universities. He gained experience in a number of International (UN and NATO) operations. He has been awarded by NATO the Service Medal- Bosnia, NATO Service Medal- Iraq, several badges and more than 80 appreciation letters. He has retired just a few months ago, following a 34 years’ service in military uniform. Prof. Dr. Iossif Bodgevitch, Research Institute for Soil Science and Agrochemistry, Belarus Prof. Dr. Iossif Bogdevitch expert in Agrochemistry and Radioecology of Research Institute for Soil Science and Agrochemistry in Minsk, Belarus (BRISSA). He is an active member of National Academy of Sciences of Belarus, former Director of BRISSA (1980-2005) and coordinator of State Research Programme of Belarus for Monitoring and Remediation of Contaminated Land after Chernobyl Accident. Furthermore, he has participated in several International Projects (IAEA TC Projects, French-German Initiative, ETHOS, CORE) for mitigation of consequences of Chernobyl Accident in agriculture.

German representative in the NATO JCDG CBRN-Defense, Evaluator and expert for the European Union FP 7 program and the European Defense Agency. Alexander Heyl, CEO, Heyltex Corporation, USA Mr Heyl currently is the Managing Director of Heyl Chemisch-pharmazeutische Fabrik Berlin GmbH & Co. KG., as well as the Chief Executive Officer of Heyltex Corporation in Houston, Texas. He holds a Bachelor’s Degree, a Master of Arts and a Master of Business Administration in Health Care Management. His
professional experience includes four years as the Director of Revenue Management for Omni Colonnade in Miami, Florida, and three years as the Director of Revenue Management of Sofitel Miami, Florida. In 2006, Mr Heyl joined Heyltex Corporation in Houston, Texas, as the Director of Sales and Revenue. He also founded the Radiological Threat Awareness Coalition (RTAC), which he chaired as Executive Chairman of the Board from 2008 - 2010.

Dr. Matteo E. Bonfanti, Research Fellow, Sant’Anna School of Advanced Studies of Pisa, Italy Dr. Matteo E. Bonfanti serves as Research Fellow at the Institute of Law, Politics and Development (DIRPOLIS) at the Sant’Anna School of Advanced Studies, based in Pisa. He holds a PhD in International Fundamental Rights Law. His current research focuses on legal, policy and fundamental rights issues raised by targeted initiatives adopted by the EU and its Member States to foster their internal security. These include new solutions to enhance CBRNe preparedness and response, critical infrastructure protection, policing and intelligence cooperation as well as the development and use of new or emerging technologies for security purposes. Matteo is active in EC and EDA funded projects since 2010.

Ursula Ă–stereicher, Section Biological Radiation Effects and Biological Dosimetry, Department of Radiation Protection, Germany Dipl. Biol. Ursula Oestreicher, supervises the biological dosimetry laboratory (German reference laboratory) of the section "Biological Radiation Effects and Biological Dosimetry" at the Federal Office for Radiation Protection (BfS). She has wide expert knowledge in the field of biological dosimetry including classical and molecular cytogenetics and was involved in different EU Projects (MULTIBIODOSE, RENEB) performed in the

frame of biological dosimetry. The research focuses on establishing a sustainable European network in biological dosimetry that will guarantee maximum efficiency in processing and scoring of biological samples for fast and reliable results and will be integrated into the EU emergency management structures. Sven Rademacher, Fraunhofer Institute of Optronics, System Technologies and Image Exploitation IOSB, Germany Sven Rademacher received his degree in Technical Computer Science from the University of applied science Furtwangen in 2001 and his Master degree in Embedded Systems from the University of Hagen in 2010. He is working at the Fraunhofer Institute for Physical Measurement Techniques in Freiburg in the working group Integrated Sensor Systems since 2001. Nikita Smidovich, Senior Political Affairs Officer, Office for Disarmament Affairs, UNODA Mr. Smidovich has been dealing with political, legal and practical issues of weapons of mass destruction (WMD) arms control and disarmament throughout his whole professional career. His main areas of expertise and practical experience are disarmament and non-proliferation in areas of biological and chemical weapons and missiles. He was a leading negotiator of the Chemical Weapons Convention (CWC) in multilateral and bilateral negotiations from 1985 to 1991 and of the first set of confidence-building measures adopted at the second BWC Review Conference (1986). Since 1991, Mr. Smidovich has been working for UNSCOM/UNMOVIC dealing with issues related to conceptual planning of monitoring activities, practical implementation of inspection activities in Iraq and training of international inspectors. He joined the UN Office for Disarmament Affairs in March 2008 and is currently working on issues related to the implementation of UNSC resolution 1540 (2004) on non-proliferation of WMD and their means of delivery.
Lt. Col. Oliver Toderiška, Commander, CBRN Defence Battalion/General Staff of the Slovak Armed Forces, Slovak Republic CBRN Battalion Commander Toderiška was born in 1968 in town Považská Bystrica. He graduated from the Military Vocational School (branch of Military Chemistry) in 1986 and continued with the Military Academy until 1990. He received continuous additional training since 2011, including the CBRN recce FOX Course and the Disaster Preparation Officer Specialist Course of the US Army CBRN School in Fort Leonard Wood, MI, USA. He started his service as CBRN platoon commander in 1990 and continued as a Company Commander, CBRN specialist in the Land Forces, Commander of Mobile Identification Laboratory, until he was awarded his current title as CBRN Battalion Commander in 2012. He has been deployed in Operation Desert Storm in Iraq in 2003 as the 2nd in command Slovak contingent, as well as in KFOR in Kosovo as Specialist Officer J-3 CONOPS. He is much decorated with more than 10 medals. Lt. Col. Toderiška is married with two children.

Since 2009 he is head of the R&D department, responsible for the development of CBRN concepts, technical development and engineering of new solutions, system integration and consulting. He is thereby working especially in the fields of decontamination and CBRN reconnaissance. He is also point of contact of the scientific and military competence board of OWR which involves experts from different disciplines. The OWR competence board acts as an interdisciplinary board in order to solve complex problems. Fraunhofer SENEKA: Sensor Network with autonomous UAS and UGV for hazard detection

Dr. Andreas Meissner Fraunhofer Institute of Optronics, System Technologies and Image Exploitation IOSB Karlsruhe, Germany When it comes to deploying sensors in a suspected CBRNe hazard area, a common question is: How to get them there? Should people be sent in, or is there another way to acquire on-site sensor data without any pre-existing infrastructure? Could a network of novel autonomous air and land based mobile sensor carriers be a solution? Germany’s Fraunhofer Gesellschaft has looked into the matter as part of its SENEKA research project, where a "sensor network with mobile robots for disaster management" has been developed. This article looks into SENEKA’s basic setup and the benefits that may arise from using such a system.

SENEKA includes unmanned aerial systems (UAS) and unmanned ground vehicles (UGV) that are networked with their peers and with a ground control station. UAS and UGV are equipped for autonomous operation, i.e. they do not require joystick-style control commands by a human operator, they rather find their way by themselves. Using a method called SLAM, simultaneous localization and mapping, they scan their environment while moving, building a digital map of their surroundings that gets more and more detailed and may also serve as an input to a situational picture presented to human experts. SENEKA’s UGVs are four-wheel-drive robust vehicles dubbed "Quanjo", developed by Fraunhofer for autonomous operation in unknown terrain. UAS are based on commercially available platforms. Following a multi-sensor approach, the carriers may be equipped with cameras and with mission-specific sensors such as gas sensors. They can be used on a fly-in-fly-out (or drive-in-drive out) basis, but some UAS and UGV are additionally designed to drop special low-energy high-endurance sensor nodes at places where they are to remain on a long-term basis during the mission. Those droppable sensor nodes are a new feature of SENEKA and come in two varieties: "High-End" sensor nodes may be deployed by a Quanjo UGV with a robotic arm along its path, so areas may remain under surveillance even when the UGV has moved on. They will be collected again when the mission is over. "Best-price" sensor nodes are disposable sensors shaped like a small ball; they may be dropped by specially equipped UAS while flying e.g. over a heap of debris where sensors have to physically enter the heap in order to obtain meaningful data. Those sensor nodes will not be recovered. Figure 1 shows the SENEKA UAS and UGV sensor carriers, the high-end sensor node, a control station view and some of the communication links. Speaking about sensors, SENEKA nodes may contain commercially available sensors as well as low-energy colorimetric or photo-acoustic "SniffNode" gas sensors developed by Fraunhofer within the project (Figure 2). In order to establish reliable wireless communication links between the carriers, the sensor nodes, and the control station even in a hostile environment, Fraunhofer has come up with a robust radio communication system using a number of frequencies to form a multi-hop redundant network. The SENEKA control station is the hub for mission control and data analysis, normally deployed in a vansized vehicle. Fraunhofer believes that, once moved ahead from a research prototype to a fully developed system, SENEKA has the potential to significantly enhance the ability of hazard response teams to get their sensors to where they need to be in order to acquire meaningful data. Due to SENEKA’s autonomous operation features, experts may concentrate on defining the mission and on analyzing the data instead of having to put much effort into controlling the fleet of carriers. Moreover, SENEKA reduces the exposure of responders to risk by keeping them out of the immediate hazard areas, and the SENEKA UAS may even reach otherwise inaccessible areas.

Practical Leipzig Leipzig is the second largest city in the German federal state of Saxony, with a population of approximately 521,000. Leipzig is renowned for being a trade fair center for centuries. It is the industrial center of the region and a major cultural center, offering interesting sights, shopping possibilities and lively nightlife. Some of its famous past inhabitants were the composers Johann Sebastian Bach, Felix Mendelssohn, Robert Schumann, writer and statesman Johann Wolfgang Goethe and many others. Additionally, it is worth mentioning that the demonstrations that took place in Leipzig in the late 1980’s were the trigger for the fall of the socialist regime in East Germany and the reunification of Germany. The 8 must-see places in Leipzig: 1. St. Thomas Church and Bach Museum – Johann Sebastian Bach was choir director at the late Gothic congregation from 1723 until his death in 1750. In addition to Bach’s crypt, the church has several spectacular interior features. The proximate Bach Museum of course, is a must see. 2. Leipzig Zoo Historic Leipzig Zoo has been a city mainstay since 1878. The huge animal park covers more than 225,000 m2 and contains approximately 850 different species. 3. Augustusplatz The predominant civic feature in Leipzig is home to a notable array of city monuments and consistently wins raves as one of the most beautiful urban squares in Germany. Prime attractions include several University of Leipzig landmarks, the marvelous Leipzig opera house and the Neues Gewandhaus, a concert hall and home of the Leipzig Gewandhaus Orchestra.

4. Mädlerpassage and Auerbachs Keller – Fans and students of Johann Wolfgang von Goethe’s famous work Faust would like to make a pilgrimage to the historic Auerbachs Keller. The historic restaurant is one of the most popular points of interest in the phenomenal Mädlerpassage arcade market and trade fair quarter. A perpetual hive of activity, the Mädlerpassage hosts some of the most important annual exhibitions and conventions in Germany. 5. Leipzig Botanical Garden – A terrific point of interest for recreation, to admire nature or indulge in a market picnic, do not miss Leipzig Botanical Garden. The first in Germany is still one of the best and a vital source of pride in the city. 6. Altes Rathaus Another fine German city, another remarkable Altes Rathaus. The old city hall of Leipzig is no ordinary landmark however. The 16th century masterpiece contains a wonderful historic museum. 7. Völkerschlachtdenkmal The Monument to the Battle of the Nations, or Völkerschlachtdenkmal, was built over Leipzig in 1913 to commemorate the centennial of a landmark victory over Napoleon. This massive stone monument is perhaps the best archetype of Wilhelmine architecture in Germany and offers superlative views of Leipzig. 8. Alte Spinnerei The concept is ingenious. Take one massive former 19th century cotton mill factory, the Leipziger Baumwollspinnerei, and redevelop and transform it into a gallery space for contemporary, avant-garde artists. Getting around in Leipzig

By tram/bus LVB, the tram network, is the most common means of public transportation. Most lines run every 10 minutes during the day and at least hourly at night. A singletrip ticket costs €2.40 and a full day bus & tram ticket, valid 24 hours, costs €6.00. After 8pm, you must enter buses through the driver’s door and show/purchase your ticket. The tram network is structured like a star with a circle in the center. Tram lines generally lead from the outskirts into the city, which they half-circle on the ring, and continue to someplace else in the outskirts. Bus lines provide additional direct connections that often do not touch the center. By taxi Taxis in Leipzig are usually yellow, but there are some grey or black ones as well. All of them have the distinct Taxi sign on the roof. Starting price during day time is 2.50€ and you can roughly calculate another 2€ for each additional kilometer.
