Rudi Guraziu, Chief Executive, IBDE I am pleased to welcome you all to the “4th International Banking and Finance Forum Restoring Confidence, Credibility and Growth”. In the past 12 months we hosted a number of high-level forums to explore the tremendous changes in the financial services sector in countries across the globe and especially the UK. These meetings were extremely useful in understanding more clearly the banking crises, which led to costly bank bailouts, bank failures and overall disruption in economic activity. Consequently, this crisis has greatly damaged public trust in banks and financial services. As was discussed in previous meetings in this series the changes in the banking landscape and banking crises have focused policy makers’ and industry participants’ attention on the appropriate role and structure of banking supervision and regulation. The vulnerabilities exposed in the crisis affect banks and states globally while regulatory policy is organised along national boundaries – raising difficult policy coordination issues in the international regulatory field. IBDE forums in this series will continue to encourage greater focus on best practice in banking and finance in the quest to restore confidence in financial services as well as to reinforce the position of the UK as a financial centre of European and global strategic importance. Taking place at the heart of the UK’s Financial Centre, today’s event brings together a wide range of policymakers, regulators, industry practitioners, diplomats as well as economic and financial experts from participating sectors and institutions to explore further the progress and remaining challenges in restoring trust and confidence in financial services sector as well as to discuss the challenges in achieving sensible regulatory reforms in financial services and its impact on competitiveness and long-term investment. IBDE in partnership with the City of London hosed on 31 October 2013 a high level meeting on the impact of the financial services regulatory reforms on growth and long term investment so I hope that today’s event will explore further some of the issues discussed at that meeting. The summary of the meeting is available for download at www.ibde.org We are delighted to welcome today such a diverse number of distinguished speakers who will be able to discuss these and other issues in detail. There will also be an opportunity to ask questions; so please feel free to participate in the debate. We are grateful to David Craig and colleagues at Thomson Reuters for their generous support and for hosting this meeting. I wish also to thank all our distinguished speakers for accepting our invitation and all of you who have taken time out to be here today. SPEAKERS Cyrus Ardalan, Vice Chairman, Barclays Cyrus Ardalan is a Vice Chairman of Barclays and Head of EU and UK Public Policy and Government Relations and Chairman of the International Capital Markets Association. Previously he was a Vice Chairman of Barclays’ Investment Bank where he oversaw the various aspects of the Banks investment banking activities in Europe, Middle East and Africa. Mr Ardalan joined Barclays in 2000 from BNP Paribas where he held a number of senior positions between 1990 and 2000 in London and New York including President and CEO of Paribas broker dealer in the US. Mr Ardalan began his career at the World Bank where he spent 12 years in a variety of roles.

Andy Baldwin, Managing Partner, European Financial Services, Ernst & Young Andy Baldwin has over 25 years of experience in the financial services industry, focused primarily on the European market and with particular expertise in the insurance sector. As the Managing Partner for EY’s European financial services business, Andy oversees the firm’s FS portfolio across Europe. Andy is also a member of the firm’s EMEIA Executive Board, which has responsibility for all EY’s financial services business in Europe, the Middle East, India and Africa. In his capacity as leader of the European financial services business, Andy supports EY’s relationship with key regulators such as FINMA, FCA and the PRA. Andy has a degree in economics from Sheffield University and an MBA from Cranfield School of Management, as well as further qualifications from the Chartered Institute of Marketing and the Chartered Institute of Insurance. David Craig, President, Financial & Risk, Thomson Reuters David Craig is president of the Financial & Risk business of Thomson Reuters, which accounts for US$ 7 billion in revenue and is a leading provider of financial information, news, technology and regulatory solutions to the global financial community with operations in over 100 countries. Prior to this appointment in 2011, David founded and headed up the Governance, Risk and Compliance business to help professionals deal with the growing raft of regulation, risk and compliance requirements. He also served as Chief Strategy Officer at Reuters Plc. In his 20 year career in the financial services industry, David has held senior level roles including partner at McKinsey & Co and principle at American Management Systems. David is a trustee and board director of the Thomson Reuters Foundation and is a board member of the Atlantic Council based in Washington DC, reflecting his work in financial services regulation globally. Margaret Doyle, Head, Financial Services Insight, Deloitte Margaret began her career as a strategy consultant in the financial institutions group of McKinsey & Company before moving into financial journalism. She covered business and finance for The Economist and The Daily Telegraph for a decade and for two years edited Global Agenda, the magazine of the World Economic Forum’s annual meeting at Davos. She was one of the first columnists hired when Reuters launched a commentary service,

later Reuters Breakingviews, where she covered investment banking. Margaret has commented on finance and current affairs for a variety of news organisations, including BBC radio and television, America’s NBC and NPR networks, Japan's NHK, Ireland's RTE and Newstalk, Sky News and CNN. She has guest-presented several flagship current affairs programmes for the BBC. Margaret has addressed and chaired conferences on economic and financial subjects hosted by Economist Conferences, the European Commission, the Financial Services Authority, the Insurance Institute of Ireland, Commonfund, Trinity College, Dublin, Holland Financial Centre, Enterprise Ireland, ING and Procter & Gamble. Margaret read economics at Trinity College, Dublin. She earned a Masters in Business Administration from the Harvard Business School. She has served on the HBS European Leadership Council since its creation in 2003.

Martin Gilbert, Chief Executive Officer, Aberdeen Asset Management Martin Gilbert is a co-founder and Chief Executive of Aberdeen Asset Management PLC, the holding company of the fund management group that was established in 1983. Martin was appointed Chairman of the Prudential Regulation Authority's Practitioner Panel in December 2013. He sits on the UK Treasury’s Financial Services Trade and Investment Board and the Scottish Government’s Financial Services Advisory Board. He is also a member of the International Advisory Panel of the Monetary Authority of Singapore and the International Advisory Board of British American Business. Martin is also a non-executive director of British Sky Broadcasting Group PLC. Martin, who was born in Malaysia, was educated in Aberdeen and has an MA in Accountancy and an LLB. He divides his time between Aberdeen, where the business has always been headquartered, and London, as well as overseeing the international operations of the Group.

John Griffith-Jones, Chairman, Financial Conduct Authority John Griffith-Jones became Chairman of the new Financial Conduct Authority in April 2013. He previously joined the FSA Board as a Non-executive Director and Deputy Chairman on 1 September 2012. John worked at KPMG from 1975 to 2012. He spent eleven years in Audit and fifteen years in Corporate Finance before becoming CEO of KPMG’s UK firm and subsequently Chairman and Senior Partner of the UK in 2006. In 2007 John became Joint Chairman of KPMG Europe. John is currently Vice Chairman of the National Numeracy Trust, whose role is to promote numeracy across all parts of society. He is a Council Member of Heart of the City. He sits on the Advisory Board of the Cambridge Judge Business School. He studied Economics at Trinity Hall, Cambridge. He was the Chairman of the Every Child a Chance Trust, a special purpose charity which completed a major project, in collaboration with the Government, on numeracy in primary schools.

Huw Jones, European Regulation Correspondent, Thomson Reuters Huw is based in London and covers European and UK regulatory issues and global rulemaking bodies such as the G20, Financial Stability Board, IOSCO, IASB and the Basel Committee. He has covered EU regulation in Brussels, the emergence panEuropean stock markets, and has also been a Wall Street reporter in New York.

Rt Hon Pat McFadden MP, Member of the Treasury Select Committee Pat McFadden was elected as MP for Wolverhampton South East in 2005, pledging in his maiden speech to fight for education and opportunity for all regardless of their background. Prior to that Pat worked as a researcher for Donald Dewar MP, a speechwriter for John Smith MP and an adviser to Tony Blair, both in opposition and later in 10 Downing St. In 2006 he joined the Labour Government as Parliamentary Under Secretary at the Cabinet Office. In 2007 he was appointed Minister of State at the Department for Business, Enterprise and Regulatory Reform and remained as Minister of State in its successor department, the Department of Business Innovation and Skills. Following the 2010 election he was appointed Shadow Secretary of State for Business Innovation and Skills and in September 2010 returned to the backbenches. In 2011 Pat was appointed to the Treasury Select Committee. Pat was educated at Holyrood Secondary School in the south side of Glasgow and studied politics at Edinburgh University.

Philip Wood QC (Hon), Head of Global Law Intelligence Unit, Allen & Overy Philip Wood is head of the Global Law Intelligence Unit and Special Global Counsel at Allen & Overy. He is Visiting Professor in International Financial Law at University of Oxford, Yorke Distinguished Visiting Fellow at University of Cambridge and Visiting Professor at Queen Mary College, University of London. Philip is one of the world's leading experts in comparative and cross-border financial law and an experienced practitioner. He works full-time for Allen & Overy in the firm's London office. He has written around 18 books, including nine volumes in the series Law and Practice of International Finance published in 2007/8. He pioneered a method of measuring financial law according to key indicators and is particularly well-known for his colour-coded global law maps. He has developed a methodology for legal risk ratings of the jurisdictions of the world with regard to both their written law and the application of the law. He completed the London Marathon in 2005, and the Berlin Marathon in 2011 (at age 69). He climbed Mount Kilimanjaro in 2009.

Rudi Guraziu, Chief Executive, IBDE Rudi is founder and Chief Executive of IBDE (International Business and Diplomatic Exchange). He is a member of the International Steering Group & Thematic Board of the International Festival for Business 2014. Rudi was one of the principals in the running of a large pharmaceutical business for a decade until 2000. For many years, following that, he has been actively engaged with business leaders and diplomats as an expert on international affairs. Before founding IBDE, he initiated the establishment of the Centre for Business and Parliamentary Dialogue. For much of that time he has worked with different parliaments particularly in the relationship between legislative bodies and economic operators. His expertise covers trade & investment promotion, international affairs with a particular focus on EU affairs, public policy, financial services, political risk, business and commercial diplomacy. His research interests are in exploring the impact of international events and turning crises into opportunities. He holds an MA in International Relations (distinction).
