WHERE IS THE ICC IN GREENLANDIC POLITICS? By Hjalmar Dahl, ICC Greenland President Everyone involved in politics knows that the political agenda changes in line with developments at national, regional, and international levels. In the late 1970s and for many years, the ICC and its work for Indigenous Peoples’ Rights, the right to self-determination and the rights to be a hunters’ nation in a tolerable environment were valued in Greenland and seen as a model for many other World’s Indigenous Peoples. Kalaallit is a people with mainly two gen masses, our ancestors from the west and the east. ICC Greenland cooperates with Inuit in both west and east, in Canada, Alaska, and Chukotka. At the regional level in the Arctic Council and the international level at the United Nations. In these forums, we speak with our own voice and do not need to ask our state for permission first. It is a unique situation! In recent years, ICC Greenland has felt that a majority of the politicians in the Inatsisartut (the Parliament) do not know about our work or perhaps even have a desire to end the organization’s work. It’s hard to tell. Suppose the politicians seriously want the Inuit cooperation through ICC in a respectable manner. In that case, they must continuously provide ICC Greenland with an office and a qualified staff to enable us to participate as an equal partner, which will not be possible with the annual cut downs that the majority of the Inatsisartut impose on us that weakens our workforce.
THE ARCTIC AS A PEACE ZONE ICC Greenland is witnessing a worrying and somewhat unacceptable armament in the Arctic – not just in the military but also diplomatically, economically, and in terms of values. ICC Greenland’s president Hjalmar Dahl’s evaluation following the youth seminar: The ICC has always advocated for the demilitarized Arctic or, at least, a still area. Of course, we are sceptical of the current military build-up. Still, on the other hand, we are optimistic about the more direct diplomatic contact we have with the other Arctic players. But let us not forget what the driving force behind both military and diplomatic armament is – economic control over resources. Financial management is particularly worth keeping an eye on, as more and more players outside the Arctic also want to play a role. At the latest ICC General Assembly in Alaska in 2018, the importance of putting the Arctic as a peace zone on the world map was one of the decisions that ICC made.
our voice to speak about our changed living conditions and what values we have to give up – or vice versa – do not want to give up.
INVOLVEMENT The ICC values and works for active citizen involvement, which means that every citizen has the right to say yes or no to development projects that may interfere with the same citizens’ cultural, social, economic, and business interests. It is a right we will always protect. ICC is closely following the developments and has, among other things, recently contributed to the drafting of the Kingdom’s Arctic Strategy. We also appreciate that the United States has re-joined the Paris Agreement. We expect that the newly elected members of the Inatsisartut will consider all possibilities for Greenland to join current activities and future conventions where humans, the environment, and development can benefit each other. This way, we live up to our responsibilities as world citizens.

ICC PRESIDENCY IN GREENLAND
Many are sceptical about the development as mentioned above, especially the environmental impact this development may cause. That is why we are also witnessing more environmental organizations ‘rearm’ in the Arctic. We should acknowledge this, but it is not just about endangered habitats and animal populations for us - it is also about our existence as a people. We will be the ones making the decisions on what kind of development we want. We, the Arctic Peoples, are strongly affected by climate change, which is why we must use
Next year – in 2022 – the ICC will change the presidency. Once again, it has become Greenland’s turn to lead the organization for four years. It comes as no surprise that we hope that the newly elected Inatsisartut will support this. Viable Inuit cooperation through ICC Greenland needs political and economic support. We are fully dependent on the support to strengthen all Inuit in the Arctic, from Greenland and to Chukotka in Russia. We need and would be thankful for your participation.

THE UNPFII ARCTIC REGIONAL MEETINGS AND SESSION By: Inaluk S. Jacobsen In the end of March this year, the UN Permanent Forum for Indigenous Issues (UNPFII) held its regional meeting for the Arctic in two sessions as a preparation for the UNPFII session that took place in April. The overall theme of this year’s UNPFII session in April was “Peace, justice and strong institutions”.
“ARCTIC WITHOUT BORDERS” In the first Arctic regional meeting with the headline “Arctic Without Borders” Kuupik V. Kleist presented the work of the Pikialasorsuaq
Commission on behalf of ICC under the theme “Shared Ocean”. On the same meeting the Greenlandic Environmental Youth Group called Greenland 4 Nature and two Saami representatives presented under the themes “Marine resource management and biodiversity” and “Unity and cultural integrity.”
“PEACE, ACCESS TO JUSTICE AND STRONG INSTITUTIONS AND THE ARCTIC” In the second Arctic regional meeting with headline “Peace, access to justice and strong Institutions and the Arctic”, Dalee Sambo, international chair of ICC, presented human rights issues. The themes on this day were “Addressing conflicts on indigenous lands

and territories under the peace and security agenda of the UN” and “Indigenous peoples’ institutions”. The overall theme of this year’s UNPFII session in April was “Peace, justice and strong institutions: the role of Indigenous peoples in implementing Sustainable Development Goal 16” - which was supposed to be the theme for last year but was postponed because of Covid-19. For the same reason, this year’s UNPFII was held virtually. It took place the 19th-30th of April. ICC participated in the forum as part of the Arctic Caucus representing the two distinct Indigenous peoples, Inuit and Saami, and their organizations from the recognized socio-cultural area known as the Arctic Region. Three ICC statements and two joint Arctic statements were presented at the forum. The ICC statements addressed the marine environment & Pikialasorsuaq, the pandemic & infrastructure deficit, as well as the International Decade of Indigenous Languages (2022-2032). The joint Arctic statements addressed the lack of implementation of Indigenous peoples’ human rights, and enhanced participation in the United Nations.

The contribution from ICC and IPS referred EMRIP to the work of the ICC’s Inuit Education Committee and their works of securing the

Inuit Circumpolar Council (ICC) collaborated with the Human Rights Council of Greenland (IPS) in submitting a contribution to the United Nations Expert Mechanism on Indigenous Peoples (EMRIP) in their call for submissions to the study on the rights of the Indigenous child under the UN Declaration on the Rights of Indigenous Peoples (UNDRIP). EMRIP provides the UN Human Rights Council with expertise and advice on the rights of Indigenous Peoples. A finalized report of the study will be presented to Human Rights Council at its fortyeighth session in September 2021.

EMRIP was also referred to ICC’s project in collaboration with the SDWG Arctic Council, CREATeS, that addresses and have worked on suicide prevention among youth in the Arctic. Furthermore, the contribution referred to the best practice of MIO, the National Child spokesperson in Greenland, and the IPS’ status reports about children’s rights in Greenland. Lastly, the contribution referred the study to look into various work for children’s rights in Inuit Nunaat. It is important for ICC to include all Inuit children and did so together with IPS’ work for children in Greenland. The contribution was the first collaboration of the like between the ICC and HRCG, that shares office in Nuuk in the daily. ICC submitted another contribution to EMRIP on their report on Self-Determination under the UN Declaration on the Rights of Indigenous Peoples.

SUBMISSION TO EMRIP’S REPORT ON SELF-DETERMINATION UNDER THE UNDRIP ICC’S CONCLUDING REMARKS: As proven and shown in the submission, there is still a need to make indigenous peoples’ rights advocacy in different statues and the international community, including implementing UNDRIP and how to understand self-determination in praxis. There seems to be an understanding in some Arctic governments that the implementation of Indigenous selfdetermination is a level up in human rights
and, therefore, rights as Indigenous gets less relevant. This highlights that working for our rights is continuous work, and we can never take our rights for granted. ICC hopes advocating for Indigenous Rights as well as UNDRIP will be continuously spread across the states. When that has been said, it is also clear that there is still a lot of work to be done

in RESPECTING, PROTECTING, and PROMOTING the human rights and Indigenous peoples’ rights across Inuit Nunaat. We observe a general lack and therefore need to collect more data on conditions and developments in human rights issues, especially Indigenous Peoples Rights, and we need to act on the issues. Inaluk studies her BA in anthropology at the University of Copenhagen through which she is doing an internship in her hometown Nuuk
at ICC and IPS. In her internship at ICC, Inaluk participates in various meetings with the ICC and completes written work. Some of the areas she has been assigned have been the Inuit Education Committee, the Emerging Leaders and work with Indigenous Knowledge. “My internship at ICC has given me great insight in the international as well as national work of the organization. It has given me access to follow the work of, and work with, dedicated people who work for Inuit rights across Inuit Nunaat and Indigenous rights globally. It is very giving to gain experience in the processes and roles there are in the work, as well as getting

ICC PRESENTS CASE FOR CONSULTATIVE STATUS TO IMO COUNCIL ICC Press release March 1, 2021 – Ottawa, Canada – The Inuit Circumpolar Council (ICC) presented its case for consultative status to the International Maritime Organization (IMO) The IMO is also now an Observer at the Arctic Council, and coordination of Inuit shipping positions between these organizations is important to ensuring Inuit have a rightful say in Arctic marine governance. “Article 9 of the Utqia vik Declaration encouraged ICC to engage more fully in international organizations,” said ICC Chair Dalee Sambo Dorough and continues. “Though presently active in a diverse range of intergovernmental organizations, the IMO is of particular interest because of our reliance upon the marine environment and the fact that Arctic shipping is increasing. Inuit must have a seat in organizations where decisions are being made that directly impact us. This has been a lengthy process and we hope that all IMO states will support our application.” Lisa Koperqualuk, ICC Canada Vice President International has attended IMO meetings over
the past three years. She is contributing the unique knowledge Inuit hold of the Arctic marine environment and the importance of this region to our food security and as major transportation routes for our communities. NEW NAALAKKERSUISUT OFFERS HOPE By Hjalmar Dahl, ICC Greenland President Friday, April 23, 2021, will be a day to be remembered. It was the day when the new government announced its distribution of affairs. A few days earlier, on April 16, the political parties Inuit Ataqatigiit and Naleraq agreed to form a new coalition-government, Naalakkersuisut, under the headline ‘Solidarity, Stability, and Growth.’
On behalf of the ICC, I want to congratulate the new government as well as all the newly elected members of the parliament (Inatsisartut) and wish them the best of luck with their work. Respect for the diversity of the population and a sustainable roadmap for the work of the government offers us hope. Everyone knows that a coalition agreement is a framework agreement around goals and
strategies. Although the individual points of the agreement have not been elaborated in detail, we are excited about how the departments will prepare the working plan for the individual areas of responsibility.
COALITION AGREEMENT The non-uranium-mineral-extraction-policy is in line with the ICC Arctic Policy regarding the exploitation and use of hazardous and radioactive materials in the Arctic. According to the coalition agreement the new government respects “our way of life and culture” and will develop the society “based on democratic values, in respect of the applicable rights and conventions.” Furthermore, it gives hope that children and youth will be prioritized after establishing a separate Children & Youth minister (Naalakkersuisoq). We find this a historic and vital initiative.

Greenland is entering a new political era, where considerations for nature, environment, culture, language, education, business, etc., are highlighted as key issues for the new Naalakkersuisut. It offers hope for future development. Many of the initiatives the government seeks to promote are also central to the interregional cooperation that ICC promotes nationally, in the Arctic Council, and the various UN-institutions. Therefore, we are looking forward to constructive cooperation, not only limited to the Naalakkersuisut but to a large extent also with the overall Inatsisartut. Even if the Inuit cooperation by the ICC is not mentioned in the coalition agreement, we have reasonable expectations for the preparation of the working plans for the individual areas of responsibility in the ministries.

A PERSON INCREDIBLY DEVOTED TO HIS FELLOW HUMANS IS NO LONGER AMONG US By: Kuupik V. Kleist aamma Tukumminnguaq N. Olsen Our beloved colleague and friend is no longer among us. Alfred Emil Rosing Jakobsen (born 1958) came to rest on the 12th of February 2021, after an extended illness due to a brain hemorrhage. We miss him, and we offer our condolences to his family for their significant loss. Alfred accomplished a great deal of meaningful work and passed away too early, feeling that he still had work to do. Without mentioning every accomplishment on his path, Alfred will be remembered for his unrelenting fight for the Arctic environment, social matters, wildlife, and hunting. Not least for his work on sustainability of the wildlife for us to live off for generations to come.
Alfred has been the head of the ICC office, he was a board member, and he has been Executive Director. Alfred was also one of the first to study at The McGill University through ICC from Greenland. We in the ICC have cooperated with Alfred based on his will and interest in politics, the environment, nature, and not least cooperation between the Arctic peoples. Last but not least, we in the ICC have Alfred to thank for his cooperation and work for Pikialasorsuaq through Ocean North Canada. May Alfred’s memory be honored, and may his soul rest in peace.
