By initiative of the International Customs Law Academy ICLA the XIII World Customs Law Meeting 2017 was held in Rome, Italy hosted by the Agenzia delle Dogane e dei Monopoli to which we appreciate its hospitality and support provided to ensure the successful realization to our annual meeting.

We were honored to have the participation at the opening ceremony to Mr. Alessandro Aronica, Deputy Director of the Italian Customs and Monopolies Agency; Mr. Yi Xiaozhun, Deputy Director General of the WTO; Mr. Ernani Checchucci, Director Capacity Building of the WCO; Mr. Andrés Rohde, President of the ICLA; Mr. Massimo Fabio, Member of the Board of Directors of the ICLA, and Mr. Giovanni De Mari, President of the Italian Council of Customs Brokers CNSD.

Panel 1. The speakers Edwini Kessie, Director of the Agriculture and Commodities Division of the World
Trade Organization WTO; Jean Bédard, Member and Acting Chairperson of the Canadian International Trade Tribunal; Joy Kategekwa, Head of the UNCTAD Regional Office for Africa; Ernani Checcucci, Director Capacity Building of the World Customs Organization WCO, they talked about the following topics: The Interface between Multilateralism and Regionalism; Canadian experience and the practice of the Canadian International Trade Tribunal with regard to WTO jurisprudence. Cases in recent past; Measures to encourage participation in International Trade of the Least Developed Countries (LDC) and the customs instrumentation of the multilateral trade through the tools and the World Customs Organization Agreements. The capacity building and its potential to improve international trade. This panel was moderated by the Prof. Hans-Michael Wolffgang, Head of the Institute of Customs and International Trade Law, University of Muenster and Member of the Board of Directors of the International Customs Law Academy.
In the Panel 2 the topics were: The Union's Customs Code: the New European Legal Basis and its Effects on International Trade; The stages, disciplines and scope of the updating of the North American Free Trade Agreement (NAFTA); The Association of Southeast Asian Nations ASEAN and the 50th anniversary: new challenges and new possibilities and the political and juridical premises for the economic integration of South America. The cases of the Andean Community and Mercosur. The speakers in this panel were: Cinzia Bricca, Director of the Legislation and Customs Procedure Central Directorate of the Italian Customs and Monopolies Agency; Beatriz Leycegui Gardoqui, Former Director Legal Analysis, office in charge of negotiating NAFTA. Former Undersecretary for Foreign Trade; Esther Peh, First Secretary of the Permanent Mission of Singapore to the WTO in Geneva; César Montaño Galarza, President of the Andean Center for International Studies of the Andean University Simón Bolívar and, Sara Armella, Member of the ICLA as moderator of the panel. The topics presented in the Panel 4 were: the Customs Broker´s challenges to the new environment; National Trade Facilitation Committees. Moving Towards Implementation; Customs Compliance; Authorized Economic Operator and the integration between the Academy and the international trade institutions and teaching programs and their contribution to international trade. These issues were discussed by Alejandro Ramos Gil, Former President of ASAPRA, CAAAREM and, IIFA; Arántzazu Sánchez Belastegui, Economic Affairs Officer, Trade Facilitation Section at UNCTAD; Prof. Wieslaw Czyzowicz, Head of Customs Policy and Law Department at the University of Economics in Warsaw; Alejandro Arola García, President of the Foundation for Knowledge and Customs Law; Rosaldo Trevisan, Member of the Board of Directors of the International Customs Law Academy ICLA. The moderation of this panel was led by Giovanni Mosca, Head of Authorized Economic Operator, other simplification and Relations with the Users Office of the Italian Customs and Monopolies Agency.
The speakers of Panel 3 were: Alice Tipping, Programme Manager and leads the ICTSD’s Environment and Natural Resources programme; Prof. Jorge Witker, Researcher of the Institute of Legal Research and Director of the Department of Studies on International Trade of the Faculty of Law of the National University of Mexico (UNAM); Achim Rogmann Professor of European and International Business Law and Member of the ICLA, and Karolyn Salcedo, Regional Development Manager for the Americas and the Caribbean Region, Capacity Building Directorate of the World Customs Organization WCO. They talked about: Sustainable Development and Natural Resources on the agenda of Trade Negotiations; Economic competition to new operators and free trade agreements; From Regional to Multilateral: TPP and CETA as Standards for Future Global Trade Rules?; Digital economy, e-commerce and services-related issues in electronic commerce. The moderator in this panel was Juan Patricio Cotter, Member of the Board of Directors of the International Customs Law Academy ICLA.
At the closing ceremony, we heard the speaches of Mr. Roberto Alberti, President of the Italian Federation of International Freight Forwarding Companies FEDESPEDI; Mrs. Cinzia Bricca Director of the Legislation and Customs Procedure Central Directorate of the Italian Customs and Monopolies Agency, and the message of our Founding Presidente Mr. Andrés Rohde. As usual, at the end of the successful World Customs Law Meeting, the members of the ICLA met up to hold their Annual Ordinary General Assembly, on this occasion was held in the Sala Europa at the Agenzia delle Dogane e dei Monopoli. The members read out the agenda in which the President of the ICLA gave his annual report. The next issue the President Andrés Rohde informed to the Assembly about the candidates applying for membership, as everyone of them is an expert jurist in Customs Law who meets all the other statutory prerequisites.

Also, the new publications of the academics Sara Armella, Massimo Fabio and Ricardo Basaldúa were presented by the academic Raúl González Berro. Finally, the Educational Excellence Program in Customs Law for the integration between Universities and Teaching Institutions in Customs Law and the ICLA was presented to the Assembly in which the academic Rosaldo Trevisan will act as Director.
