Formed in 1994, the Interlocking Concrete Pavement Institute (ICPI) expected and delivered much from its members and staff. This commemorative publication characterizes that energy and creativity as ICPI heads into merging with the National Concrete Masonry Association (NCMA) on July 1, 2022. The history presented here reveals how ICPI developed and matured to become the pride of its members and the envy of concrete paving product associations from across the globe. ICPI’s history points to lessons learned that can be applied in the new organization.

1990
Concrete Paver Institute • A Division of NCMA
ICPI’s story begins in 1990. Its embryo was called the Concrete Paver Institute, which was a part of NCMA. As a fledging pavement system, there was a need for greater visibility and institutionalization in the commercial and municipal markets. Charles Gamarekian served as the Chair of the Concrete Paver Institute.

Segmental Concrete Systems Institute
A debate over where dues were to be spent caused a new group to be formed in 1993 called the Segmental Concrete Systems Institute. While the initials were SCSI, it was jokingly called “Scuzzy” for short. The group launched a new organization that would represent pavers and other products. Three men led the effort, Charles Gamarekian, David Streeter, and Larry Nicolai. SCSI is reminiscent of the new organization that lied ahead.

1994
First ICPI Office & Membership Brochure
The fledging ICPI was launched in late 1993. The new ICPI consisted of 66 charter members who committed over $300,000 to get the organization off the ground. Administration was run by Collins Associates, an association management company.

Canadians Join ICPI Most Canadian paver producers joined ICPI with help from Tony Iacocca with Oaks Concrete Products and Gerry Colquhoun with Northern Pigment. First Contractor Certification Course The contractor and producer members initiated a certification program for paver installers in 1995. This resulted in over 32,000 participants taking this best practices course over 27 years. The key to its success was sponsorship by producer members who added value to their products by offering certification to their contractor customers. Contractor courses and designations later covered advanced residential construction, PICP, and commercial pavement construction.

Bostrom Corporation In 1998, ICPI moved to a bigger and more effective association management company called Bostrom Corporation located in Washington, DC. This is where we discovered Charlie McGrath, who at the time was running two other associations.

The graduation of ICPI to Bostrom gave us exposure to the professional approach of running trade associations. This approach included documenting staff time and labor costs, as well as outsourced expenses, all based on a chart of accounts. Well-run trade associations rely more on non-dues income compared to dues income. In FY 2019, ICPI non-dues income was 62% of total income. This allows ICPI to enhance programs and services to members and promotion of the industry resulting in increased member value.

The First Step – Standard Occupational Classification US Department of Labor Recognizes Paver Installers In 1999, ICPI was instrumental in getting the US Department of Labor to recognize paver installers as an occupation. This new occupational classification enabled the Department’s Bureau of Labor Statistics to collect information on employment and wages for those who install concrete, clay, or stone segmental pavements. This was the beginning of getting recognition by the government of paver installation as a distinct construction trade.

ICPI Foundation Created
Besides ICPI’s first website, the year 2000 initiated the start of the ICPI Foundation for Education and Research. The group set a goal of a $5 million dollar endowment from which the proceeds from investment earnings would fund research and education projects. The $5 million dollar goal was reached in 2019. In 2000, almost overnight, PICP was broadcast to the nation on the US Environmental Protection Agency’s website as a best stormwater management practice. PICP was listed as one of the many ways to comply with the new national permit system for clearing stormwater runoff pollution. This was administered by most states and called the National Pollutant Discharge Elimination System (NPDES).

US EPA creates the PICP market
While PICP was regulated into existence, the industry knew very little about design, construction, and maintenance. The learning curve was supported by a series of PICP manuals. The latest, fifth edition, was issued in 2017. These manuals were supported by many live and virtual seminars, and continuing education programs for design professionals.

Up to the early 2000’s, most sales were to commercial and municipal markets, with only a small portion to port and industrial projects. 2002 saw the start of the largest installation of ICP in the western hemisphere. Tumbled Pavers: The Stone Look for Concrete Prices
The early 2000’s saw the emergence of the residential market focused on walkways, patios, and driveways. Tumbled pavers were the rage because homeowners could have the expensive stone look at concrete prices.

8th International Conference on Concrete Block Paving
In 2006, ICPI hosted the eighth International Conference on Concrete Block Paving in San Francisco. Started in 1980, this conference was initially held every four years, then to every three years. 2018 was the 12th international conference held in Seoul, South Korea. These international events produce useful information for the industry and users.

Charles Gamarekian was the main fundraiser and chair of the organizing committee for the conference in San Francisco. Marshall Brown, PhD, led technical presentations as the Program Chair. The conference received substantial sponsorships from associate and producer members that enabled the ability to bring in speakers experienced with ICP design from the US and overseas. It also allowed a design professional seminar attended by over 100 people.

Hardscape North America Launched 2007 was a big year for ICPI. It was the inaugural year of Hardscape North America (HNA) at the Opryland Hotel in Nashville, TN. ICPI leadership entered this venture knowing that the first few shows would not generate income. However, the investment paid off. After three shows and a $250,000 investment, the show began to yield net income for ICPI. HNA is now a major source of nondues revenue.

A deal was worked out with Bostrom to hire Charlie McGrath, Marketing Director Jessica Chase, and David Smith and the team moved to offices in Herndon, VA.

HNA Joins the Green Industries Expo, Louisville, KY
2010 was the first year HNA co-located with the Green Industry Expo aka GIE+EXPO and now Equip Exposition in Louisville, KY. This partnership exposed thousands of landscape contractors to hardscaping materials, installer education, demos, and to ICPI. The growth in attendance speaks to the success of this partnership.

First ASCE Standard on ICP Structural Design 2010 also marked the release by ASCE of a national design standard for ICP. This was followed in 2018 by one for PICP. One is planned for paving slabs and will likely be released in 2023 or 2024. These standards have gone a long way toward acceptance of segmental paving systems by civil engineers.

ICPI Logo & Branding Refreshed The ICPI logo and branding was refreshed in 2012. The old logo, affectionately called ‘the pineapple’ was replaced by a cleaner looking logo that suggested the letters of ICPI.

Purchased Office Condo in Chantilly, VA
The Great Recession from 2008 reduced commercial real estate prices and ICPI seized this opportunity in 2013 by purchasing about 4,300 square feet of unfinished office space and built it out. Members rallied and raised a 40% down payment on about an $800,000 mortgage. This investment helped reduce annual operating expenses by about $40,000 when compared to renting.

Largest PICP Project in Atlanta, GA
The largest PICP project emerged in 2016 that consisted of four miles of PICP in Atlanta. This was a landmark project because it demonstrated the use of PICP streets to reduce sewer overflows and flooding. The project also lifted neighborhood home prices. Since the project, larger ones have been installed in other parts of the country.

ICPI Uses Social Media to Promote Careers in the Hardscape Industry In 2018, ICPI initiated a workforce development program to encourage young people to consider hardscaping as their career. This included the creation of social media channels and website explaining the advantages of this career path and how ICPI can help. The program included training instructors in secondary and post-secondary schools to teach the ICPI Concrete Paver Installer certification course. To date there are 110 instructors trained from 78 schools.
AEC Daily Users of ICPI Continuing Education Programs AEC Daily is a web platform that hosts self-paced programs for design professionals that earn continuing education credits towards licensure. We’ve seen several thousand designers take these education programs. AEC Daily delivers technical education that promotes our pavement systems. 2018 saw the first three ICPI-sponsored courses with three more following in 2019.

STRATEGIC PLAN MAP 2019-2022
ICPI created a Strategic Plan Map that will conclude at the end of the fiscal year in June 2022. The map covers ICPI’s vision, mission, goals, objectives, initiatives, desired outcomes, and values.
The Strategic Plan dashboard includes objectives and tactics or tasks for each committee to accomplish.

COMMITTEES ICPI committees are the life of the organization. Their deliverables point to the value you are receiving for dues and participating in meetings. Education Committee ICPI offers a rich selection of in-person and on-demand installer courses and webinars. The Education Committee saw a complete buildout of installer courses and webinars on the website learning management system, increasing access to ICPI programs for industry professionals, design professionals and contractors.
In 2021, ICPI held the first Virtual HNA after COVID-19 forced the cancellation of Hardscape North America in 2020. The online education event attracted 615 registrants and consisted of 42 presentations on business, installation, sales, and marketing. Virtual HNA allowed ICPI to generate non-dues revenues during the pandemic.
The other big accomplishment in 2021 was completion of a job task analysis for concrete paver installers and a new certification exam. This raised the bar on our 27-year-old installer program by making it comply with certification industry best practices. This effort sets the stage for moving toward apprenticeship and licensure should that be the direction the association decides.

This committee reviewed, modified, or created countless policies allowing the association to run smoothly and efficiently. Examples include updating ad policies and member use of ICPI’s intellectual assets among many others.

ICPI-NCMA Unification In 2021, the membership of ICPI and NCMA approved unification. With this approval, NCMA and ICPI will unify effective July 1, 2022 under the transition name ICPI-NCMA. Specifics on how the new organization will operate are contained in the Unification Plan Summary. The unified association will accomplish more for members as a stronger, more influential single organization focused on the advancement and greater use of manufactured concrete products. Over the years, NCMA and ICPI have partnered on a variety of projects and initiatives to benefit members and increase market share for member products. Efforts in codes and standards, government advocacy, workforce development and promotion to consumers are all areas where ICPI and NCMA have overlapping interests. Additionally, there is considerable overlap in membership between both organizations. Full details on can be found on the ICPI-NCMA website.

CHARLES MCGRATH, CAE, FASAE ICPI thanks Charles McGrath for his dedication and leadership. Charlie served as the Executive Director of ICPI from 1998-2022 and will retire on June 30, 2022. Under McGrath’s leadership over the past 24 years, ICPI has grown from 157 member companies to over 1,000 today and from a budget of $750,000 to $4 million. McGrath has also been active in trade and professional associations. He recently completed a six-year term on the Board of the Directors of the National Association of Manufacturers, Council of Manufacturing Associations. He has served as Chair of the American Society of Association Executives (ASAE) Associations Advance America Committee, the Board of Directors for the New York Society of Association Executives and is a Past President of the Meeting Professionals International Greater New York Chapter. McGrath was honored by ASAE with the prestigious designation as a Fellow (FASAE). ASAE annually recognizes executives as fellows who are proven leaders and promise future accomplishments within the field of association management and he also received his certification as Certified Association Executive (CAE).
