In addition, we continued expanding efforts to reach a wider audience through virtual instructional media while improving the installer certification program. Moreover, ICPI completed a detailed job task analysis that set the stage for national recognition as a trades apprenticeship program. In this report, you will find details on Virtual HNA, certification, and other offerings. 3. Workforce Development: THE GOAL: Empower the industry to attract, train and retain a highly qualified workforce to meet market demand.
ICPI’s top priority of providing valuable resources that support more industry sales continues. The multiplier from this is increased member confidence and user satisfaction. ICPI delivers value for members even as market conditions frequently and unpredictably change. I’m pleased to report ICPI’s culture of innovation and quick adaptation to market and member needs transcended many challenges during this past fiscal year. This heightened level of energy and commitment helped fulfill our 2019-2022 Strategic Plan goals noted below. 1. Industry Growth: THE GOAL: Increase understanding, awareness, and adoption of segmental concrete pavement systems. Pavement material and construction specifications issued by state and provincial transportation departments are often adopted by municipalities. They rely on the greater resources and technical review from these departments. Significant inroads are being made by ICPI into transportation departments offering a resilient technology, permeable interlocking concrete pavements (PICP), to help address flooding, especially in coastal areas. ICPI embarked on increasing transportation department awareness and understanding by proposing review and adoption of PICP with positive responses as a result. This top-down approach is typically fundamental to municipal acceptance. 2. Industry Expertise: THE GOAL: Deliver education and industry best practices as the recognized authority on segmental concrete pavement systems. ICPI quickly moved past the frustration of canceling a live Hardscape North America (HNA) in 2020. In response, ICPI led the industry by creating a two-day virtual HNA education event available to
With workforce development as one of ICPI’s highest priorities, we’ve placed the installer certification program in at least 20 Canadian and U.S. trade schools and colleges. Partnering with NCMA to expand our financial resources, our workforce development social media campaigns reach large audiences that include young career-seekers and parents. ICPI Strength: THE GOAL: Grow ICPI membership through increased awareness of benefits, participation in programs and perceived membership value. ICPI membership retention in 2020 reached a 15-year high with 87% of our members renewing. Members continue enthusiastic participation in past virtual and now live committee meetings with the latter delivering networking opportunities only trade associations can provide. In addition, we continue receiving invaluable and much appreciated advice on programs that increase membership value from our committees and the ICPI Board of Directors. The ICPI Board and staff continue to drive ICPI’s forward-thinking, innovative programs and resources for members to grow their businesses. In 2021, ICPI and NCMA membership approved unification. With this action, NCMA and ICPI will unify effective July 1, 2022, under the transition name ‘ICPI-NCMA’. Specifics on how the new organization will operate are contained in the Unification Plan Summary. The unified association will accomplish more for members as a stronger, more influential single organization focused on the advancement and greater use of manufactured concrete products and systems.
Over the years, NCMA and ICPI partnered on a variety of projects and initiatives to benefit members and increase market share for member products. Efforts in codes and standards, government advocacy, workforce development and promotion to consumers are all areas where ICPI and NCMA hold overlapping interests. Additionally, there is considerable overlap in membership between both organizations.

WORKFORCE DEVELOPMENT FY21 Workforce Development Marketing Efforts Strategic partnerships continue to be a cost-effective way for ICPI to promote careers in the hardscape industry.
ICPI’s partnership with Cue Career continues to flourish. Page views for ICPI’s microsite increased from 56,003 in FY20 to 71,896 in FY21, and unique visitors to the site are up from 49,777 in FY20 to 70,458 in FY21. A new interview video featured Miranda Ebelar, a sales representative with Mutual Materials, whose interview had 26,334 views in FY21. An ongoing alliance continues with the National Association of Landscape Professionals (NALP) for promotion of careers in the hardscaping industry and promotion of a joint job board with hardscape industry job openings. These gave ICPI members a unique opportunities to expand the hardscaping workforce. NCMA has maintained its support of promotion of hardscaping careers with a contribution of $25,000 to the workforce development effort. This helped with the @Hardscapingis campaign, supported an increase in @HardscapingIs social media ad buys, and supported the development of additional programs and promotional ideas including a student video contest to launch in FY22. ICPI was named the Association of the Year by Cue Career and the Patty Alpert Family Foundation for its work on the @HardscapingIs campaign. ICPI was awarded $1,000! In its press release about the award, Cue Career said, “With many industries facing a shortage of workers and a skills gap, associations can play a critical role in addressing workforce development. The Association of the Year award was for the association making workforce development a priority. ICPI had a multifaceted approach teaching 17–20-year-olds and their parents about their industry.”
FY21 Social Media Campaign Results In FY21, the @HardscapingIs campaign on Facebook and Instagram reached 1.8 million people, up from 1.13 in FY20. Efforts generated approximately an additional 625 followers on Facebook for a total of 1,125 followers on that platform and an additional 6,500 followers on Instagram for a total of 9,500 followers on that platform.

With the pandemic continuing in FY21, ICPI’s learning management system, the Hardscape Institute, helped bridge the gap while live courses were scarce. Course sales rose from 76 in FY20 to 517 in FY21, with revenue increasing from $26,440 in FY20 to $169,502 in FY21. Likewise, recorded webinars sales increased from 272 in FY20 to 389 in FY21, with revenue increasing from $12,170 to $17,635.

1. It meets certification industry best practices and moves toward ISO compliance certification standard. 2. There will be less confusion about whether an individual is certified when the certification exam and review course are two independent products. 3. The Concrete Paver Installer course will be more affordable, so contractors will be able to send crews to the review course. 4. The student manual will be sold separately to those who want it. This will reduce printing costs for the association and expenses of offering the review courses. 5. The separation of the exam from the courses significantly reduces staff time for grading exams and sharing results with course participants. With funding from the ICPI Foundation, ICPI completed a new job task analysis (JTA) and developed a new exam to match the JTA for the Concrete Paver Installer course in FY21. Pilot testing and validation of the revised exam was conducted in April through June 2021 and a minimum passing score was set for the exam. The completion of the JTA and new exam sets the stage for an overhaul of the Concrete Paver Installer course which is planned for launch in July 2023. The Education Committee approved a new business model for certification to bring the program in compliance with the ISO certification standard, under which the student manuals, review courses, and exam are completely separated. A Certification Committee will be formed in the new unified association. Its role will be developing new policies and procedures for the certification program based on certification industry best practices and writing a Code of Ethics for concrete paver installers.

Hardscape North America co-located with the huge Equip Exposition (formally GIE+EXPO), is the largest hardscape and landscape tradeshow in North America. HNA is produced by ICPI with endorsement from the Brick Industry Association and the National Concrete Masonry Association. The event continues presenting great opportunities to reach target audiences in the hardscape and landscape industries.

After a year hiatus, Hardscape North America returned in 2021 with a demand for education. Sessions were crowed after in-person events were tabled in 2020. Exhibitors reported productive visits and networking with hardscape and landscape professionals wanting to grow productivity and profit.

GOVERNMENT RELATIONS HIGHLIGHTS Significant accomplishments in FY21 include:
Much of the Technical Committee’s work focused on influencing existing national standards and developing information for the American Society for Testing and Materials International (ASTM), the Committee initiated:
Completion of a life-cycle cost study to present to the Toronto City Commissioners demonstrating that interlocking concrete pavement maintenance is less than conventional pavements. The report was prepared to confront the “Paver Tax” by the City on developers to cover supposed additional maintenance costs. The Committee affirmed a task group’s recommendation to focus on PICP promotion to state departments of transportation (DOT) in North and South Carolina, New Jersey, Florida, Texas, and Washington. A consultant, Peter Loughlin, was brought on board to assist with contacting and establishing staff presentations to these agencies. The emerging Infrastructure Investment and Jobs Act (aka “the infrastructure bill”) included ICPI text on permeable pavements and flood control offered by ICPI lobbyist Randy Pence to legislators. This bill was signed into law on November 15, 2021. The text follows. The Secretary is the Secretary of Transportation.
> Clarification on defining the length of width of paving slabs in ASTM C140. > Clarification of the span length between rollers under paving slabs when testing for flexural strength (modulus of rupture) in C140. > Slab test specimen conditioning for more uniform curing i.e., 14 days moist cure and 14 days air cure. The change to C140 harmonizes conditioning in ASTM C1782 with CSA A231.1 on paving slabs. > Revising ASTM C936 text formerly under the ‘Rejection’ heading to ‘Compliance’ with text that aligns with other ASTM manufactured concrete product standards. > Changing admixtures sections in C936 and C1782 to align with other ASTM manufactured concrete product standards. > Minor adjustments to moist curing and temperature requirements in C1645 to align with those in C140 and CSA A231.1.
SEC. 11518. PERMEABLE PAVEMENTS STUDY (a) In General.--Not later than 1 year after the date of enactment of this Act, the Secretary shall carry out a study-(1) to gather existing information on the effects of permeable pavements on flood control in different contexts, including in urban areas, and over the lifetime of the permeable pavement; (2)
to perform research to fill gaps in the existing information gathered under paragraph (1); and
(3) to develop-(A) models for the performance of permeable pavements in flood control; and (B) best practices for designing permeable pavement to meet flood control requirements. (b) Data Survey.--In carrying out the study under subsection (a), the Secretary shall develop-(1) a summary, based on available literature and models, of localized flood control capabilities of permeable pavement that considers long-term performance and cost information; and (2) best practices for the design of localized flood control using permeable pavement that considers long- term performance and cost information. (c) Publication.--The Secretary shall make a report describing the results of the study under subsection (a) publicly available.

Recomposing a committee to update ASCE 58-16 Structural Design of Interlocking Concrete Pavement for Municipal Streets and Roadways. While the design method uses that for flexible pavement, the committee is considering the addition of structural design using rigid concrete bases since concrete pavers are often installed on them.
Seventy (70) illustrated pages of text on interlocking concrete pavement and permeable interlocking concrete pavement materials, design, construction, and maintenance were submitted to the AASHTO Subcommittee on Pavement Design. This submission is a proposed addition to the 2015 AASHTO Pavement Handbook, a 1,000-page e-book on asphalt and concrete pavements. The submitted text must pass a Subcommittee and a Pavements Committee ballot in 2022 for publication approval.
A pre-standard committee was formed to start drafting a national ASCE design standard for segmental concrete paving slabs.

The US Geologic Survey analyzed seven years of permeable pavement temperature data and confirmed infiltration during winter rain and snow melting events, with subsurface temperatures remaining above freezing even when air temperatures were below freezing. PICP surpassed pervious concrete and porous asphalt with fewer days below freezing, higher temperatures on melt days, slower freeze and faster thaw times, and less penetration of freezing temperatures with depth. This means less deicer use. From modeling, laboratory and field tests, Oklahoma State University developed deflection testing protocols using lightweight deflectometers (LWD) for compacted, open-graded aggregate bases typically used for permeable pavements. This will result in an ASTM test method for use by agencies, designers, and contractors. Since 1995, over 32,000 people took the ICPI Concrete Paver Installer course. This curriculum passed through a professional job task analysis which details the knowledge and skills to install segmental concrete pavements. Moreover, this process enables the curriculum to move toward an apprenticeship trade. Next will be updating the ICPI course and exam, with passing the exam a part of certification of installation experience. Taking the updated course will then move to an option rather than a requirement for certification as previously noted. Ongoing studies include: > Developing a center-point load test method and acceptance criteria for pedestal-set slabs > Evaluating the performance of open-graded base under interlocking concrete pavement > Measuring and compare vehicle speeds on ICP and on adjacent pavements for traffic calming > Surveying municipalities with ICP to determine maintenance costs > A ‘Tools for Schools’ grant program supporting schools that instruct the ICPI installer course.

Since the ICPI Foundation is affiliated with the ICPI and is operated exclusively for its benefit, the two organization’s statements of financial position are consolidated. The ICPI Foundation Board of Trustees continues to manage Foundation finances from an endowment fund to support research and education benefiting the ICPI and the industry. With the Foundation, ICPI continues to be strong and well-positioned to advance its mission to deliver education and technical guidance leading to awareness, acceptance, and use of segmental concrete pavement systems in the United States and Canada.

Revenue ICPI’s total operating revenue in FY21 was $2.53 million a decrease of $1.37 million from FY20 or 54%. Revenues from membership dues ($1.3 million) decreased by $6,169. Meetings and Exhibits ($296 thousand) decreased by $1,430,513 due to the cancelation of Hardscape North America in October 2020. Programs ($478 thousand) decreased by $181,717 due to cancelation of in person installer courses. Services/Investments ($422 thousand) increased by $239,784 due to gains on investments. Publications income ($31 thousand) increased by $5,521.

ICPI contained FY21 operating expenses to $2.38 million, a decrease of $1.29 million or 54% compared to FY20. ICPI continued to invest in member value in furtherance of its mission and keeping administrative and governance expenses at a total of 25% allowing 72% to be spent on programs and services for members. Programs/Research of $527,993 included expenditures for Concrete Paver Installer courses, development of Boot Camp training, workforce development, technical resources developed by the Technical and Construction committees, support of ASTM, CSA, ASCE standards and university curriculum. ICPI also provided webinars for design professionals and contractors. Meetings and Exhibits of $527,993 includes Hardscape North America and Annual and Summer Meetings decreased by $976,918 compared to FY20 with the cancelation of Hardscape North America. Services expenses of $220,731 includes the ICPI web site, commercial technical promotion, regional municipal symposiums, social media, industry surveys, and design professional services. Relations of $171,205 includes public relations, government and association relations. Publications expenditures of $49,561 supported educating and informing design professionals, contractors, and manufacturers through Tech Specs, The PICP Design, Construction and Maintenance Manual, software, and other literature. In addition, $291,530 was invested in membership services and development. ICPI also supports the ICPI Foundation administrative and governance expenses.
