KUNA HISTORY

Kuna started as a railroad stop

I

n 1863, silver and gold ore were discovered in the Owyhee Mountains, resulting in a boom town called Silver City and a trail toward it from Fort Boise. One way station along that treacherous route was known as Fifteen Mile Station, because it was 15 miles southwest of Boise and approximately 20 miles from the Snake River. The station was abandoned after a mine shutdown due to violence. In 1881, when the Oregon Short Line Railway Company started building its line westward across Idaho, it bypassed Boise City due to the uneven terrain, and instead established a construction and materials camp at Fifteen Mile House station, because the Silver City road crossed the railway right of way there. Weather, accidents and violence reportedly killed nine mine workers, followed by a diphtheria epidemic that killed 11 more. When the line was put into operation in September of 1882 or 1883, a station was placed at that point and called "Kuna." A settlement grew up around the station and flourished. During the years 1883 to 1887, supplies for Boise City, Idaho City, Placerville, Centerville and Silver City were transported by freight wagon from the railroad at Kuna.

Hauling goods and passengers to Boise became an important local industry. The early town consisted of at least three warehouses, a depot and a post office, which was established in 1884. But the early settlement of Kuna was short. After the branch line from Nampa to Boise was completed in 1887, the need for a deopt at Kuna was over. The settlement closed down and Kuna became just another railroad siding. Years after the original settlement, all that remains is a signboard with the name Kuna and a graveyard containing the victims of the diphtheria epidemic, now known as Pioneer Cemetery. The cemetery is located near the original route of the Silver Trail along Stage Coach Road. Pioneer Cemetery honors the early pioneers who settled the region. Early pioneers found themselves building shacks of basalt rock to live in, because there was no wood or even sod to build houses. The land was covered with sagebrush, which they grubbed from the fields and burned for fuel. It took the promise of water, through the engineering marvel of irrigation, to bring new life to the region. When the U.S. Reclamation Service continues on page 10

was established in 1902, their planned project sites included the Boise Valley. Major reservoir development began on the Boise Project, including expansion of the New York Canal system. Eventually it ran south of Boise to the Kuna area, and extended onto Deer Flat Reservoir near Nampa. In 1905, Mr. and Mrs. Fremont H. Teed anticipated the coming irrigation trend and filed a 200-acre claim under the Desert Land Act, where Kuna stands. Until irrigation began, water for stock and human consumption was hauled in barrels from the Snake River, 20 miles away, and later from an 18-foot well, dug in the bed of Indian Creek, which was dry most of the year, near Mora. The Teeds re-established the post office on July 21, 1905, and that same year the town site was opened. In 1907, Teed and his brother-in-law D.R. Hubbard filed adjacent land claims, platting the area as orchard tracts. They marketed Kuna's access to the

railroad as an enticement for people to homestead the land. By the fall of 1908, the community of Kuna had enough school-age children to open its own school. The community school opened in a 16-by-24foot tent. There were 14 pupils enrolled, with Mr. Gaylord Greene as the first teacher. In January, the school moved from the tent into the Teed home, on the site of what is now the Grange Hall on Linder Road. During the summer of 1910, the first school

building was erected for $7,000. On Feb. 22, 1909, the first water was let into the New York Canal at Diversion Dam east of Boise. Irrigation water was now available to the Kuna region. Soon, 50,000 acres were developed and under irrigation. In an effort to promote the area, Hubbard placed advertisements in the local Boise newspaper, the Idaho Daily Statesman, that claimed "To Build a City of Kuna ... We want 200 partners to help build a city." 200 lots were available for sale at $100 a lot. The Kuna town site was sold at public auction on May 4, 1909. A special train consisting of four coaches from Boise, Nampa and surrounding areas brought people out. Before the drawing, 144 lots were sold, and the remainder were auctioned. That same spring, Avalon Orchard Tracts Company was organized southwest of town. Two years later, a portion of the land was platted and placed on record as the Avalon Addition. Many of the 713 acres were planted in vineyards, apples and prunes. On Oct. 25, 1909, State Master D.C. Mullen met with some 15 or 20 farmers for the purpose of organizing a grange at Kuna. On May 2, 1910, the organization was completed. A charter was issued by the national organization on May 11 to "Kuna Grange No. 59," which was instrumental in promot-

ing agriculture and various improvements. Farmers also had to deal with hordes of jackrabbits that ate their crops. Mass hunts were organized to eliminate the pests, and dead rabbits were sold for meat by the wagon load. In the spring of 1910, the first building, a double store with an assembly hall, office and living quarters above, was built downtown. The Kuna Mercantile was then organized. Some months afterward the Kuna Savings Bank moved into a room and remained there until its liquidation in 1915. This building still stands today. The first service of the Church of Jesus Christ of Latter-day Saints was held on March 12, 1911. By October of 1916, the Methodist Episcopal Church had partially completed its building. The excavation for the Baptist Church started on May 24, 1915. The building was completed with an all-day dedication service held on Dec. 5, 1915, making it the first completed church building in Kuna, with 14 members. A permanent train depot building was built in 1913, replacing an old boxcar used for a waiting room that had gradually been torn apart for firewood by people waiting for trains. continues on page 12

In 1914, the Kuna Non-Sectarian Cemetery Association incorporated with 10 acres of land. Kuna's first regular newspaper, the Kuna Herald, went to press on Nov. 19, 1914, with Charles H. Shepherd the editor and publisher. The Kuna Herald was one successor for the Kuna Store News, which was printed by the business firms of the town and which served as an advertising medium as well as containing local news items. Kuna was incorporated on Sept. 13, 1915, in the middle of a prosperous decade of land development brought on by the opening of the New York Canal. At that time, the town site covered some 540 acres, had a population of 227, and an assessed valuation of $268,744. In 1918, and for the next five or six summers, Kuna hosted the Chautauqua Program, a traveling variety show from the town of Chautauqua in upstate New York with singers, lecturers and other performers. By 1919, Main Street included the Kuna Herald building, the Kuna State Bank building, the Kuna Lumber and Coal company, a building called George's Place that hosted the Kuna Barber Shop and the Kuna Confectionary, the Kuna Post Office, the Kuna Mercantile company, the Kuna Livery Feed and Stable, and the Kuna Hardware Company. Other

businesses included two blacksmith shops, a garage, restaurant, print shop, two lumberyards, an artificial ice plant, barber shop, pool hall, produce store, theatre, drugstore, planing mill, carpenter shop, milling and elevator company, butcher shop, a creamery and a millinery shop. The Church of Christ and the Nazarene Church were formed in 1923. The Kuna school burned down in 1925 and was rebuilt. Kuna High School was built in 1924. The construction of the gymnasium in 1947 marked the greatest major improvement in the physical plant of Kuna High School since the building of the auditorium more than 10 years earlier. The gymnasium, located on Fourth Street, is still in use today. Kuna continued as an agricultural community after World War II and grew slowly, as it was considered to be far away in the country. As recently as the 1970s, some major roads in Kuna were still dirt. The building of Interstate 84 in the 1960s and 1970s brought more people to Kuna, as did the widening of Highway 69 in the late 1990s. That, combined with rising land and home prices in the rest of Ada County, began bringing even more people to Kuna, fueling its rapid growth. In 1990, Kuna had 1,955 people and grew to 5,222 by 1999, 8,839 by 2003 and more than 15,000 by 2010.

D

riving down Meridian Road, toward Kuna, drivers will see mounds of dirt for two new subdivisions, — one with a commercial complex — a wooden structure, soon to be a restaurant, a car wash, convenience store — with a small chain restaurant inside — and a gas station, all currently being built. This represents just a fraction of the residential and commercial development either underway or planned for Kuna. “I don’t see it slowing down,” said Wendy How-

ell, director of planning and zoning. Some residents have expressed the growth and development seems to be happening too fast and feels a bit out of control. City officials, like Kuna mayor Joe Stear, assure residents the the city is working to guide that development, firstly by updating the city’s comprehensive plan document. The comprehensive plan is a map showing current and desired areas of residential and commercial development. The comprehensive plan is being updated to show preferred areas of development. prehensive plan is being updated, the city has sought input from residents in online surveys and public workshops, the most recent being held in May. City officials say the current and potential population growth is attractive to commercial developers. Kuna’s population is estimated at 20,740, according to COMPASS. “We’re getting to the size where we’re going to attract a Walmart or a Fred Meyer a Winco,” said Troy Behunin, city planner, “but none have approached (yet).” WHAT’S COMING? In addition to the corners of Deer Flat and Meridian roads, other areas of Kuna are either currently hosting or preparing for construction projects. Howell said Kuna Kaves, a storage facility located on Ten Mile Road, is getting ready to increase the number of storage units, then add commercial buildings on the land as well. She also said a mixed use lot (meaning it can have residential and commercial structures) on Deer Flat Road and School Avenue is getting ready to be developed. “I’m very excited for the additional commercial because it provides additional opportunities for local jobs,” Howell said. “For commercial (development), you have to have the houses. They’re now starting to get very interested in Kuna.” Howell also said the city does not control what businesses decide to build in Kuna. “The developers approach us with what they want to do,” Howell said. “We simply process the applications.” However, the city is looking into ways of guiding commercial development some residents have expressed interest in. Mayor Stear is looking into hiring a new economic development coordinator.

One aspect of that role will be to help market areas of desired commercial development. This is where the comprehensive plan comes in. Once the comprehensive plan update is completed, city departments like planning and zoning and economic development should be able to show developers a wider selection of properties they could develop on. “There is a lot of property that is marketable in Kuna,” Stear said. “There is stuff that is for sale but we don’t have anything to sell yet because our plan isn’t in place. The other factor of being able to market certain properties, according to Stear, is the property owner. If the comprehensive plan shows a property that is desired to be commercial, Stear said city officials have to be able to “sell” that idea to the property owner. “We don’t want to start aggressively telling people what they can and can’t do with their property,” Stear added. “What we’ll do is, when we have a good plan … we will work on selling that to the property owners.” This is dependent on whether or not the property owners want to sell any or all of the property they own. Howell said the city is on track to have the comprehensive plan updated by October. The next parts of updating the plan include synthesizing the community’s input, seeing what the “dominant outcomes” are to ensure those are part of the plan. “We really do want to make sure this is a community document,” Howell said, “their vision of Kuna. I’m thankful for all the community involvement we’ve had, and for our advisory team. The cooperation and the insight we’ve gotten from everyone has been valuable to the city of Kuna.”

CALENDAR OF EVENTS APRIL

Kuna Easter Egg Hunt: Hundreds to thousands of local residents come to the Kuna High School football field for the town's annual Easter Egg Hunt. The hunt begins at 10 a.m. sharp and is held the Saturday before Easter. The Kuna Flea Market begins in April and is the first Saturday of every month from 10 a.m. to 5 p.m. It costs $35 to be a vendor and it is free for visitors. The market is in the Kuna City Hall parking lot.

MAY

The Kuna Farmers Market begins its season with delicious spring produce, baked treats, live music and fun craft vendors. The market is open from 9 a.m. to 1 p.m. every Saturday from May to October at the Bernie Fisher Memorial Park in downtown Kuna. JUNE

Outpost Days: A fun annual event held in Owyhee County to celebrate the county's unique western heritage. The two-day event includes contests, food trucks, a cattle drive and women dressed in 1800s garb. The local museum stays open and old fashioned games are played. Visit Outpost Days in Murphy in June.

JULY

Melba Olde Tyme Fourth of July: A Treasure Valley tradition for decades, the Melba Fourth of July celebration includes contests, live music, parades, races and some of the best Fourth of July fireworks to be found. The annual Lavender Festival, held at a small farm outside of Kuna city limits, brings many visitors from the valley. The Lavender Farm is 2871 Stroebel Rd in Kuna. It's a premier event in consumer fair and carnival. The event includes food, games and fresh picked lavender bunches.

AUGUST

Kuna Days: This yearly celebration of the city of Kuna is hosted for two days by the Kuna Chamber of Commerce. The event used to be held by the Kuna Lions Club but was taken over by the chamber

in 2015. This weekend event includes a breakfast sponsored by the Kuna Boy Scouts, a parade through town, a food truck rally and craft fair in Bernie Fisher Memorial Park, live entertainment, contests, a children's fair, a city-sponsored mud run, street dances and a whole lot more.

SEPTEMBER

FFA Auction: Kuna's renowned FFA Chapter holds an auction every year to help bring in money for scholarships, educational trips and for the program costs. The auction includes a delicious barbecue to feed the community who gives so much to them.

OCTOBER

Kuna High School Homecoming: See a small town homecoming parade, vote for homecoming court and cheer on the Kuna Kavemen during homecoming weekend in Kuna. Trunk R Treat: A fun and safe way to celebrate Halloween with the whole family. Sponsored by the Kuna Chamber of Commerce at Kuna City Hall on the Saturday before Halloween, the event includes safe treats and fun costume contests.

NOVEMBER

Veterans Day Assembly: Come see the town's best high school assembly of the year in honor of Kuna's past military members. Hosted at the Kuna High School gymnasium on Veteran's Day, local veterans are invited to participate in the show. The assembly includes a presentation of a large American flag from the Kuna High School cheer squad, speeches, a fun video and musical performances. The annual Mary Woodbury Memorial Frozen Turkey 5K (photo opposite) is from 9-10 a.m. on Thanksgiving day at the Kuna High School track. The 5k is a memorial to Mary Woodbury held by her family and proceeds go towards the next year's race and winners have a chance to win a free turkey and groceries from local stores.

DECEMBER

Down Home Country Christmas: The first Saturday of December the Kuna Chamber of Commerce puts together a large festival for the holiday season. The event features a children's fair, the popular night light parade and community fun.

To qualify, tax payers must own and occupy their home before April 15, and they must file an application with the Ada County Assessor’s Office by April 18. Once they apply and qualify for this exemption, they only have to reapply if they move or if the ownership changes. This exemption allows 50 percent of the value of your home including up to one acre of land to be exempted, or up to $100,000 worth of exemption; whichever is less. WHO QUALIFIES? To qualify, applicants must own, occupy and use the dwelling as their primary residence as of January 1 but before April 15. Although there are no income or age restrictions to qualify for the

Homeowner’s Exemption, taxpayers can qualify for an exemption on only one home. The statute governing qualifications for the Homeowner’s Exemption is 63-602G. The exemption will be extended to all newly constructed and occupied residential structures, including new manufactured housing, if the owner applies for and meets the requirements for such exemption within 30 days of notification of appraisal by the assessor, according to Statute 63-317. HOW DOES ONE APPLY? Homeowners must complete an application for Homeowner’s Exemption. You can get an application by emailing the Ada County Assessor’s office or calling the office at 208-287-7200. If you file via email a receipt will automatically be sent upon completion of our validation process; all other delivery methods have receipts available upon request. Receipts are not proff that an application has been approved. WHAT HAPPENS AFTER MY APPLICATION IS APPROVED? When the application is approved, the exemption is permanent as long as one owns and occupies the property. If the property is sold, the new owner must file a new application. Homeowners do not need to reapply after a home refinance, unless there has been a change made to the ownership/title of the property. Notices of approval are not sent to homeowners; to verify that an exemption has been processed please review your annual assessment notice. If you believe there is an error pertaining to your exemption contact the assessor’s office at 208-287-7200. WHAT IS THE APPLICATION DEADLINE? The deadline for applying for the homeowner’s exemption is April 18 at 5 p.m. (if the 15th falls on a weekend, the deadline becomes the next immediate business day thereafter). THE KUNA LIBRARY

T

he Kuna Library is considering adding some services once its bond is paid off. The library has issued 7,065 library cards. Card carriers can check out books, eBooks, audio books, movies, magazines etc. from the Kuna Library. The library would like to offer even more options of materials for patrons to check out. The library is considering joining LYNX! Consortium, meaning Kuna Library card holders could check out books and most other materials from any library, such as Boise or Meridian, in that consortium. The cost could be close to $55,000. Some community members have expressed it would be worth it. So, library co-directors Jana Cutforth and Tam Svedin will discuss the option with the board around August, once the bond is paid off and the 2018-19 budget will be discussed.

The Kuna Library offers eight different programs and classes for infants to adults. The library

also recently added board games available for check out and a teen space for youth to utilize. The Kuna Public Library, 457 N. Locust St., was built in 1999 after 78 percent of voters approved a $1.23 million construction bond. POLICE BUDGET

T

he city of Kuna pays for police services from the Ada County Sheriff’s Office. The Kuna Police Department is comprised of chief Jon McDaniel and several deputies. Kuna police chief McDaniel asked for a $290,635 increase in the city’s contribution to the police budget for the 2017-18 fiscal year. Kuna Police Department’s budget is about $1.6 million.

The additional funds would support: • two new patrol deputies • a new marked patrol car • a part-time School Resource Officer position The part-time SRO would work primarily on juvenile cases. Ideally, the SRO has unique expertise in these cases because they are already working with Kuna youth in the schools, McDaniel said last year. This also provides an opportunity for educational and intervention efforts from law enforcement.

KUNA RURAL FIRE DISTRICT

T

he fire district provides fire protection, 911 ambulance service, rescue services and wildland fire protection to 110 square miles in Kuna, the southern portion of Ada County and the southeast portion of Canyon County. The district is a mix of urban, rural, agricultural and wildland areas. The population served is about 30,000. To help compensate for servicing incoming development, the Kuna Rural Fire District recently approved collecting impact fees from new residential and commercial development. The fees are $701 per new residential unit and 35 cents per square foot of new non-residential development. Impact fee funds can only be used to compensate for needs of the community created by new growth in the fire district. So impact fee funds can’t go toward replacing existing equipment. The Kuna Rural Fire District board of commissioners is also considering putting a levy measure on a future ballot. That date and amount are being discussed. The Kuna Rural Fire District has one operating fire station. It has also recently purchased land to build a second station on in the future.

KUNA CEMETERY

K

atherine Elizabeth Richey was the first person to be buried in the Kuna Cemetery. Her gravestone is handmade, carved intricately with flowers and a manson in the clouds. Richey died in 1912. Her grave site established the site of Kuna’s cemetery. Now, 106 years later, other headstones are lined in the emerald green grass. Marie Beatty, cemetery secretary, is finalizing plans for the cemetery’s annual Memorial Day Ceremony, which includes music and a guest speaker. Newly added to the cemetery is a pavilion, which event attendees might utilize if the rain pours or the sun beats down. The cemetery is run by Beatty and a Sexton, Efren Garcia.

The Kuna Cemetery District has three board members elected to fouryear terms. The cemetery district is in two counties, although the physical cemetery is in Ada County at 1321 W. Boise Street, Kuna. One commissioner is from Canyon County and the other two are from Ada County. This year’s board members include: Linda Ostolasa, chairwoman Jayne Davis Robin Sanders

KUNA SCHOOLS

T

he Kuna Joint School District is enacting changes in the 2018-19 school year. Firstly, the school district has changed the residential boundaries for each school. The primary reason for this was because of sixth-grade students moving into the middle schools. The second change is Teed Elementary School is becoming Fremont Teed Middle School. It will commonly be called Fremont Middle School, according to district officials. Construction

is underway to modify the school to middle school standards. (See maps on pages 38-19) Several other schools are also undergoing construction upgrades and repairs. As a result of the sixth-grade changes, staff adjustments are being made as well. Those are currently being discussed by district administrators. Finally, the school district purchased land for the new career technical high school, at Columbia and Linder roads. The school
