fter falling short of the two-thirds voter approval needed to pass a bond this month, the Meridian Library District board is considering another bond election in May or next November. Half of the funding was slated for a new library branch to serve both the community and students at the future Hillsdale Elementary and YMCA facility in south Meridian. The other $6 million would have paid for land and construction of a new branch in north Meridian. The three precincts with the lowest support for the bond were on the northern and southern edges of the district — the areas that would be getting a new branch. The library district’s next step is to meet with the team of volunteers who helped support the Nov. 3 bond election and discuss ways to educate the public next time around. Library district Director Gretchen Caserotti will also look at possible sites in north Meridian that the district could purchase or receive as a donation. Board members said not having a more concrete plan for the north branch hurt the bond election. “We had made the choice that we would not spend a lot of time and money developing the specifics until we knew if this is what the citizens wanted,” she said. “Fifty-nine percent turnout tells me that it’s a good idea, the projects are a good idea.” The 20-year bond would have addressed the library’s need for more space, parking,

computers and availability of programs, Caserotti said. Library programs are growing in popularity, including childhood reading programs, technology projects for teens and fit-and-fallproof classes for senior citizens. Total program attendance grew from about 53,000 last year to an estimated 83,000 this year. The district owns one branch, an almost 28,000-square-foot facility on Cherry Lane built in 1996 for a population of 40,000. The district new serves a population of 88,000 and has more than 51,000 card holders, Caserotti said. The district leases a 4,500-square-foot branch in the Silverstone Plaza near the Eagle Road Interchange. The roughly $100,000-peryear lease expires in 2017. The district also leases 2,700 square feet in downtown Meridian for a digital services branch called unBound, which specializes in technology and digital tools.

MOVING PIECES WITH PARTNERSHIP The vision for the new Hillsdale Elementary school is for the YMCA and the Meridian Library to be located in the same building as the school, near the corner of South Eagle and East Amity roads. The library bond would pay for a 20,000-square-foot branch that would serve not only Hillsdale students but the public at

large. If the library is unable to build a branch there, Hillsdale will have a temporary library ready for students when the school opens next fall, West Ada School District interim Superintendent Joe Yochum said. The details of the YMCA’s plans are fluid as the organization seeks to raise money for construction. The Treasure Valley Y is also experiencing a leadership change, as CEO Jim Everett is retiring. His replacement, David Duro, started Nov. 16. Part of the Y’s funding depends on whether or not the Western Ada Recreation District will run a bond. The district announced plans to run a $16 million bond in the Nov. 3 election, but it later backed out. Half of that money would have gone toward the construction of an aquatics center at the new YMCA facility. The recreation district has not discussed any further plans for the bond, Secretary/ Treasurer Carol White said Nov. 20. The Y has raised $7.6 million, Treasure Valley YMCA Senior Vice President Scott Curtis said. “The difficult questions to answer are … how much more we need to raise and the timeline of the project,” he said. Those answers depend on how big the facility will be and if construction will be completed in phases.

hanksgiving marks the beginning of the holiday shopping season. You’ve got Black Friday, Small Business Saturday and Cyber Monday. I like what comes next: Giving Tuesday, when the nation collectively slows down and focuses on giving back to meaningful charities. One local group asking for your support is the West Ada Education Foundation, a nonprofit founded 28 years ago that runs on donations and the dedication of volunteers. You can give to the foundation yearround, but the priority for Giving Tuesday donations is to care for the basic needs of students. “The list (of needs) is long,” West Ada Education Foundation President Randy Morgan said. “Unfortunately we have students in the West Ada School District that are not just at or below the poverty level, there are some that are actually homeless. The foundation can, on a needs basis, provide for some of those children, to give them clothing, shoes, eyeglasses, things that they really do need.” It’s surprising to stop and think that 420 West Ada students experienced homelessness last school year. Almost 70 of those students lived apart from their parents or guardians, often because of family dysfunction including neglect and abuse, according to the foundation. The foundation has a program to help these students called “Housing + High School = Success.” Another major focus for the West Ada Education Foundation is

TRENDING 4 Meridian Fire Department buys new $518K fire engine



The Meridian Fire Department’s newest fire engine, Engine 33, joined the fleet Nov. 3 at the Locust Grove Road fire station. The $518,000 for the engine came from last year’s budget. This year’s budget will fund two additional engines, totaling $1.02 million. Meridian City Council approved one engine during the budget creation process this summer and a second engine on request this month. Waiting to buy the second engine would have resulted in a 6 percent price increase, Meridian Fire Chief Mark Niemeyer said. Four more engines will need replacing in the near future, he said. Engine 33, a 2016 Pierce Arrow built in Wisconsin, replaces a 1982 Pierce Fire Engine.

First American Foundation for Suicide Prevention chapter opens in Idaho



The American Foundation for Suicide Prevention has chartered its first chapter in Idaho, a state where suicide is the eighth leading cause of death. AFSP Idaho is dedicated to help fund research, offer educational programs, advocate for public policy, and support those affected by suicide. This is the 81st Chapter for the foundation, but the first in Idaho. The national foundation’s goal is to reduce the suicide rate in the United States by 20 percent by 2025. During the foundation’s Out of Darkness Walk on Nov. 7, hundreds of walkers raised almost $27,700 for the new chapter, surpassing the $25,000 goal. Walk donations are welcome through Dec. 31. “We are thrilled to receive this charter from our national organization,” stated Carmen Stanger, chairperson of the Idaho Chapter for AFSP. “The credit really goes to the volunteers and dedicated board members who work to raise awareness about suicide prevention in Boise and throughout the state.”

Water line leak causes evacuation at Village Cinema



Moviegoers evacuated Village Cinema at The Village at Meridian Sunday night because of a break in a fresh water line that caused a flood on the second floor, according to The Village spokeswoman Ramona Merrill. The water line was repaired and the theater was cleaned up in time for the cinema to open as usual Monday. Refunds are available for customers who evacuated the theater or had tickets for a movie that was canceled. Meridian mayor, schools earn $2,500 through ‘Walktober’ challenge



Three Meridian schools and Mayor Tammy de Weerd earned a total of $2,500 through the Mayor’s School Walking Challenge and “Walktober” event, sponsored by High Five Children’s Health Collaborative, Idaho Dairy Council and St. Luke’s Health System. The month-long event in October included 60 schools in Southwest Idaho. Discovery, Ponderosa and Siena elementary schools in Meridian were among 24 schools to receive $500 each because students averaged five miles or more during the month. The money will go toward promoting childhood wellness. Because De Weerd was among 12 mayors to average more than 10,000 steps per day, she received $1,000 to go toward school or park improvements. During Walktober and the mayor’s challenge, 26,745 students walked 177,096 miles. Twenty-five mayors logged 9,682 miles.

On Nov. 9, West Ada School District trustees voted 4-1 to fire former Superintendent Linda Clark rather than accept her short-notice resignation on Oct. 23. Trustee Russell Joki made the motion, saying Clark had violated the Idaho Professional Educators Code of Ethics by: 1) Abandoning her employment and breaching her contract (principle XIII, subsections A and B), and 2) Using her “institutional privileges for the promotion of political candidates or for political activities” (principle X, subsection D). The board’s attorney, William “Breck” Seiniger, later said in an email to Meridian Press that trustees were presented with emails gained through a public records request. “Those emails included email correspondence between Dr. Clark and others that I think can be fairly characterized as promoting and opposing candidates for the West Ada School District in the last school Board election,” Seiniger said. For example, he said, former Trustee Anne Ritter emailed Clark on May 7 — 12 days before the school board election — with links to articles about a sexual harassment complaint from the 1990s against then-candidate Russell Joki. “Get it public,” Clark responded. Meridian Press accessed the email exchange through a document posted on the “West Ada Files” Facebook page. When Clark resigned, she called the board’s search through her emails a “witch hunt.”The board’s request for her emails, she said, wasted 175 hours of staff time and 15,000 pieces of paper. Trustee Russell Joki told Meridian Press in a Nov. 23 email that the public records requests for emails did not come from trustees. “A number of citizens made public records requests,” he said. “Board members did not make any.”

Construction would take 12 to 14 months without an aquatics center and about 20 to 24 months with an aquatics center, he said.
