nly four communities in Idaho have a paved racetrack, and Meridian is one of them. The Meridian Speedway, established in 1951, started its 65th season on Saturday.

“We appreciate the community support,” Meridian Speedway General Manager Adam Nelson said. “We’re happy to be here, and we’re happy that everyone in town loves us being here. It’s certainly a crazy and fun place.” The Speedway attracts an average of 2,400 spectators for the Saturday races, he said, and more than 300 drivers as young as 11 years old will compete on the track this season. The 2016 season features 29 scheduled events and races, including the popular by Holly Beech Fourth of July party hosted in hbeech@mymeridianpress.com conjunction with Meridian Parks © 2016 MERIDIAN PRESS and Recreation. This year marks the beginning of a new partnership between the Meridian Speedway and NASCAR. The Meridian Speedway was among about five tracks last year invited by NASCAR to be part of the Home Tracks program, Nelson said. This means more perks for drivers and more publicity and support for the Speedway. Meridian’s track has continued to thrive over the years even as other tracks in Boise, Caldwell and Ontario shut down. The Speedway tries to be a good neighbor by keeping the noise down when it gets late and being considerate of nearby residents, Nelson said. The track also has a good relationship with city officials, he said. “They know that this is our little gem,” Nelson said. “And they don’t want to miss out on a foot-long hotdog on a Saturday night just like everybody else.”

y mom once called me and said she wanted to drop off some homemade cupcakes that had one-tenth of the calories as normal cupcakes. Knowing my mom is always trying out healthy recipes — which actually sometimes turn out tasting pretty good — I readily agreed. She showed up with a plate full of miniature cupcakes. “See?” she asked with a grin. “Only a tenth of the calories.” Not quite the healthy solution I had expected, but delicious nonetheless. Definitely better than the time she tried to incorporate mashed black beans into her brownies. With Mother’s Day coming up, and my mom’s birthday being this week, I’ve been thinking about this generous, vibrant and wild woman who has shaped my life (not to mention who gave me life). The older I get, the more I realize how much she’s influenced me — even in areas where I promised myself I would be different, like telling corny jokes, getting overly competitive during board games or clapping when I get excited about something. Heck, even our names are only one letter off. My parents had the lack of foresight to name me Holly, even though it rhymes with my mom’s name, Molly. Introducing ourselves one after the other usu-

TRENDING 4 Volunteers to give local neighborhood a spring cleaning Saturday

The Meridian Police Department’s 11th annual Spring Clean Meridian event starts at 9 a.m. Saturday. Many community partners with over 170 volunteers will come together to help “spring clean” a Meridian neighborhood, according to the city’s website. Volunteers will help move unwanted debris from yards, gardens and homes. The Ada County Mobile Household Hazardous Waste truck will be stationed to collect items such as old paint, pesticides and old computers. Each year, the Meridian Police Departments’ Code Enforcement team selects a neighborhood to offer free disposal for hard to get rid of items. This year the location will be Meridian’s Old Town around the Meridian Food Bank, which sits at 133 W. Broadway Ave. The volunteer staging area will be at the corner of West Broadway Avenue and West Second Street. If you would like to volunteer this year or suggest your neighborhood for this event in the future, contact Stephany Galbreaith at 846-7360.

Unplug Week: Step away from the screen

Unplug and Be Outside Week is from April 25 to 30. The week will be full of free activities offered by the city of Meridian to inspire and empower families to get off the couch and get active, according to a post on the city of Meridian’s website. The post states that the obesity rate in children ages 6 to 11 has quadrupled over the past 30 years, and that there’s a connection between the number of hours spent in front of a TV and childhood obesity. The average American child spends more than 30 hours a week in front of a screen, such as with a TV, computer or video game.

Safely dispose of expired medication

Rather than leave old prescription medications and pills in your home, the Meridian Police Department and Mayor’s Anti-Drug Coalition encourage you to dispose of the pills safely. They are hosting a drug take-back event April 30, when you can turn in your unused or expired prescription drugs. The drop-off site will be open from 10 a.m. to 2 p.m. at The Village at Meridian, on the corner of Eagle Road and Fairview Avenue. Call 846-7313 with any questions or visit meridianmadc.org to learn more.

Idaho Gives Day to support hundreds of nonprofits

Donors who give on Idaho Gives day on May 5 will have more than 600 nonprofit organizations with more than 800 causes to choose from when they make their charitable donations. Last year, Idaho Gives raised more than $1 million for causes across Idaho, with donors from each of the 44 counties pitching in to help. The event mostly takes place online, driven by a central idahogives.org website, where donors can learn about and designate funds for nonprofits in a variety of categories. Corporate and individual donors have contributed an additional $57,500 for a pool of award funds, which will be distributed to nonprofits through random drawings and daylong contests, allowing organizations and donors to multiply their donations. Idaho Gives allow nonprofits to elevate their profile, expand their online and social media presence, call attention to the work they’re doing and raise critical funds. Idaho Gives is sponsored by Idaho Central Credit Union, PacificSource Health Plans and the Idaho National Laboratory.

LOCAL NEWS Gayann DeMordaunt, Doug Jones face off for House seat

G

ayann DeMordaunt’s interest in politics reaches back to high school, and she has been active in the Republican party since. Now, the mother of six hopes to represent District 14 in the Idaho House of Representatives. She’s running for House seat B, which is currently held by her husband, Reed DeMordaunt, who is stepping back to focus on his business. DeMordaunt faces a seasoned opponent in the May 17 primary election. Doug Jones served in the Idaho House of Representatives for 20 years in the Twin Falls area, where he grew up farming, until he moved to Hawaii in 2005 to run a sugar cane farm. While in the Legislature, he served on education and agricultural committees and earned recognition such as Legislator of the Year from The Biotechnology Industry Organization. The organization praised Jones for his unique ability to build consensus, according to a 2003 article on PR Newswire. Jones said it’s impor-

Idaho’s business climate is also a top issue for DeMordaunt. She comes from a family of entrepreneurs, and she and Reed own three businesses. “I feel strongly about providing an environment to help our businesses grow and creating a more vibrant Idaho economy,” she said. “We do that when we limit regulation on small businesses, and we do that by leveling the playing field in terms of the tax burden with our surrounding states.”

on the 2006 campaign to add a provision to Idaho’s Constitution that defines marriage as only between a man and a woman. The initiative passed with 63 percent of the vote, according to the Associated Press, but has since been overruled by the U.S. Supreme Court. For years, “Add the Words” advocates have been calling on legislators to ban discrimination based on sexual orientation or gender identity. DeMordaunt said it’s important to have the discussion about adding those protections to the Idaho Human Rights Act, but she’s not willing to voice support without having a bill in front of her. Jones said he supports adding “gender identity” and “sexual orientation” to the Human Rights Act. “Those people deserve the same protection as we offer to other classes that may have been discriminated against in the past,” he said. “I really don’t see any reason why we shouldn’t do that.” The winner of the primary election will face Democrat Glida Bothwell of worked Eagle in November.

Meet Boaz! He is living in a foster home and is now ready to find his perfect forever home. This little guy is about 8 months old and is already neutered and current on his shots. Boaz can be a little shy at first, but once he warms up he is a great snuggler. Because he is a little timid, he would prefer a home with children at least 10 years old. Boaz is selective on what dogs he wants to be friends with, so slow introductions would be necessary. He is house trained and kennel trained and knows how to use a doggy door. Boaz is an eager learner, and his foster mom is working with him on his basic commands. T

he Idaho State Department of Education is seeking to engage stakeholders in developing a consolidated state plan to implement the Every Student Succeeds Act, Superintendent Sherri Ybarra announced this week. Individuals interested in participating as a stakeholder may complete an application survey online at surveymonkey. com/r/ESSA_Workgroups. The survey will be available through April 29. The Every Student Succeeds Act was signed into law with bipartisan support on Dec. 10. This new law replaces the No Child Left Behind Act (2001) and reauthorizes the Elementary and Secondary Education Act (1965). The Idaho State Department of Education’s goals are: n All Idaho students persevere in life and are ready for college and careers. n All education stakeholders in Idaho are mutually responsible for accountability and student progress. n Idaho attracts and retains great teachers and leaders. Major work-group subcommittees responsible for writing the plan include: n Standards and assessments n Accountability n Report card requirements n School improvement n Educator effectiveness n English language learners n Federal programs n English learners n Migrant education n 21st century programs n Homeless education The stakeholders play an important role in providing input and feedback either by participating in a work group or by being part of a broader stakeholder group

that is regularly informed of the group’s progress and reviews work to date. Stakeholders will represent key constituencies and have the authority and/or influence to act as key messengers. Stakeholders will be knowledgeable about the work group’s area of work and committed to the group outcomes. Responsibilities of the stakeholders include: n Act as a key adviser to provide knowledge and expertise in the area of work. n Give advice and help the ISDE team make sense of issues and adapt activities in a variety of contexts. n Bring the perspectives of the stakeholder’s role and/or organization into the work. n Engage with the stakeholder’s network and communities around the work in a constructive manner. n Serve as a critical thought partner throughout the interpretation, design and development stages of the area of work. n Share ideas and provide input to create informed recommendation for Idaho’s plan in the key areas through a collaborative approach. n Update stakeholder’s own constituencies using ISDE created documentation. n Meet formally (in-person) or informally (electronically) with department subcommittee work group to share progress and recommendations. The ESSA Consolidated State Plan, once approved by the Idaho State Board of Education, will be submitted for approval to the Department of Education by Feb. 1, and implementation will begin July 1, 2017. Questions may be directed to Jeff Church at 332-6934 or jchurch@sde. idaho.gov. — Meridian Press staff

Enrollment increase needed for ISU’s tuition-lock program BOISE (AP) — The Idaho Board of Education on April 13 approved a key component to Idaho State University’s tuition-lock program, but its success depends on whether the school can attract more students. The pilot program aims to attract and retain students by keeping college tuition the same for incoming freshmen through all four years of college attendance. ISU officials told the board members last week they will initially use their reserve finances to pay for the program, but they will need another 203 students enrolled over the next three years to continue to finance the plan. Meanwhile, two of Idaho’s three public universities have witnessed a decline in student enrollment. ISU’s total enrollment was 13,032 in 2015, compared to 13,977 in 2005. University of Idaho’s enrollment decreased from 12,476 in 2005 to 11,372 in 2015. ISU officials acknowledged this challenge during the board meeting Wednesday, but said they are offering more scholarship opportunities in an effort to attract and retain more students. The school’s Chief Financial Officer Jim Fletcher said they were also more aggressively courting out-of-state students in an attempt to boost enrollment. “This is an experiment,” Fletcher said. “We are all watching to see what it does. If it is successful, hopefully it will spread to other Idaho institutions.” The tuition lock is one of many measures state officials have pushed in hopes of reaching the state’s 2010 goal of getting 60 percent of

Idaho’s young adults complete a post-secondary degree or certificate by 2020. Currently, only 40 percent of Idaho’s residents between the ages of 25 and 34 have completed post-secondary education. Gov. C. L. “Butch” Otter backed a statewide tuition-lock initiative during this year’s session, but the measure failed to pass the Legislature. Shortly after the Legislature’s adjournment in March, Otter and ISU president Arthur Vailas unveiled ISU’s fixed tuition pilot program that’s based on the statewide model. As college tuition continues to skyrocket, more universities across the country are considering the tuition-lock model as a way to make college more affordable and overall more attractive to potential students and their parents. One such tuition-lock program was implemented in 2007 at the University of Texas at Dallas. In the last 5 years, that school’s enrollment has increased by over 7,000 students. However, it’s unclear if fixed-tuition is the sole motivator driving more students to the school. Idaho’s neighboring state of Montana has implemented a similar costcutting measure. A tuition freeze has been in place at the two flagship universities for six of the last 10 years. The average tuition and fees for the two universities is about $6,500 per year. However, University of Montana reported a 4.3 percent decrease in enrollment last fall, while Montana State reported a 1.7 percent increase.

volved in interest-based bargaining, he said. The big issue in negotiations is typically teacher salaries, Roberts said. Last year, the district and the MEA — the teachers union — had to go to mediation over a disagreement regarding the pay raise system for teachers, he said. Roberts and MEA President Kendra Wisenbaker agreed the negotiations this year are going well. The district has close to 2,000 full-time and part-time certified teachers. The state provides money for teacher salaries, including a $3.5 million boost next school year for the career ladder system, and the district contributes more than $10 million from its discretionary funds for teacher salaries, Roberts said.

Recall

Continued from page 3 Voters in zone 5 will see a recall initiative on the ballot against former Trustee Russell Joki, who resigned after the ballot language was already approved. Joki said he left his position because of urgent personal matters that had come up. “What they say about my performance as a school trustee is NOT TRUE,” according to Joki’s

statement on the ballot. “I SPEAK UP for parent involvement, respect for teachers, administrator transparency and fiscal accountability.” At one point, all five West Ada School District trustees were targets of recall efforts. Since February, two trustees have resigned: Joki and Julie Madsen of zone 4. Both were elected in 2015. Those wishing to recall zone 2 Trustee Mike Vuittonet, elected in 2001, decided to call off their recall campaign last fall. Vuittonet is a leader with the Concerned Citizens recall group.

Other interested candidates in zone 5 have until 5 p.m. today to apply at westada.org. The West Ada Board of Trustees will interview candidates in an open forum Tuesday night and will either make their decision that evening or in the following days. The seat was vacated April 5 when former Trustee Russell Joki resigned abruptly, citing personal reasons. The appointee will serve the remainder of the term through 2019.

The board replaced Madsen with appointee Philip Neuhoff and will interview candidates for zone 5 on Tuesday.

RECALL NUMBERS In May 2013, Dean was elected with 188 of the votes in zone 1, and Sayles was elected with 339 of the votes in zone 3. In order for an officer to be recalled, 1) a majority of the votes cast at the recall election must be in favor of the recall, and 2) the num-

ber of votes cast in favor of the recall must equal or exceed the votes cast in the last general election for that officer, according to Idaho Code 34-1712. If recalled, Dean and Sayles would leave their trustee positions as soon as the results of the recall election are proclaimed, per state statute. The board would then appoint trustees to fill those seats, provided that there is still a quorum of three trustees on the board.
