Northampton Borough Council Approves short-term rental ordinance, Continues to explore grant options By KERI LINDENMUTH During their April 7 meeting, the Northampton Borough Council unanimously approved a short-term rental unit ordinance. Under this ordinance, the borough will have the ability to regulate short-term units rented out via sites like Airbnb and Vrbo. These popular sites have allowed individuals to rent out entire properties or single rooms on a short-term basis and earn passive income. The borough is seeking to address possible is-
By ED PANY Robert Jones was raised in Slatington, graduating in 1997. While in high school, he played hockey for the Lehigh Valley Comets and for Central Catholic because his school, Northern Lehigh High School, did not have a team. He attended Penn State, Allentown, and studied kinesiology. A neighbor informed him that Hercules (Buzzi Unicem) was hiring summer help. Mr. Jones said, “I enjoyed working there and saw an opportunity for longtime job security. Bruce Breininger, production manager, hired me.” He started on the labor gang and also worked as a process attendant, lubrication technician, repairman, millwright and presently is the maintenance manager. Men who shared their skills with Bob included oldtimers Rodney Rissmiller, Danny Schmalzer, Mike Drosnok, Bryon Keller, Ronald Smith and Wayne Werkheiser - all good, solid cement workers. His present supervisor is Fabiano Scalaro. Each day, he works closely with
Francis Schadler. Mr. Jones said, “We strive to ensure the plant operates in a reliable, safe and efficient manner. Each day, we have two meetings to coordinate plant operations and improve the work environment.” Mr. Jones is on call 24 hours daily. A hands-on man, he enjoys working in the plant, looking for solutions to plant problems. “I have received great support from everyone and am glad for the opportunity I have been given,” he said. He credits his brother Jason for his work ethic, as some of his days are long and challenging. Bob has been married for 12 years to Michelle Albold, a Northwestern High School graduate. They are proud of children Aiden and Chelsea, who are elementary students in the Northwestern Lehigh School District. The friendly family resides in Germansville. In other news, community planner Victor Rodite appeared before council to outline several community development proposals. First, he recommended that the borough apply for a Community Development Block Grant to fund sewer plant
updates. He also suggested that the borough look at grant opportunities in 2023 for park surveillance cameras. Rodite also announced that he is looking for grants to support the River Front Garden proposed at Canal Park and traffic improvements at 21st and Main Streets. Bethlehem Steel history Book now available
Submitted by TRACY BERGER-CARMEN A new local history book is now available, “Bethlehem Steel,” by Tracy L. Berger-Carmen. The Lehigh Valley Railroad established the Bethlehem Iron Company in 1860 along the Lehigh River in South Bethlehem. The Bethlehem Iron Company manufactured the largest steel axle to date to support the first Ferris wheel at the 1893 World’s Fair. Bethlehem Iron Company became Bethlehem Steel in 1899. In 1904, Charles Schwab incorporated the company, and ultimately, it became the secondlargest steelmaker in the United States. Bethlehem Steel built battleships, such as the USS Massachusetts and USS Missouri, and bridges, such as the Golden Gate and George Washington, and provided steel for iconic structures, such as the US Supreme Court Building and Madison Square Garden. er, Tracy L. Berger-Carmen of Moore Township, was a local media photographer, covering news assignments at Bethlehem Steel. She heard many stories about Bethlehem Steel and wanted to keep the historical memories alive with a book that made Bethlehem what it is today. Moore Township Prepares for Upcoming Electronics Recycling Day
By SAVANNAH BROWN Moore Township will have an electronics recycling day on Saturday, August 6 from 9 to 11 a.m.
at the Moore Township Rec Center located at 635 English Rd. in Bath. The electronics recycling day will be for Moore Township and Chapman Borough residents only and ID will be required. Additionally, residents must stay in their vehicle and have exact change or a check prepared (payable to Responsible Recycling Services or RRS), preferably in an envelope. A list of items that can be recycled for free as well as a list of items that can be recycled with a specified fee can be seen on the electronics recycling day flyer posted on Facebook. “Fortunately, the county will be reimbursing the township for the costs associated with the event,” said Moore Township Vice Chairman David Shaffer. Moore Township BOS discuss Reports and major municipal Building renovations
By SAVANNAH BROWN The Moore Township Board of Supervisors met Tuesday, April 5 at the Moore Township Municipal Building. Among the discussion items were Ronald White’s lot line adjustment, township reports, local timber harvest, road plan updates, and possible major renovations for the municipal building. A motion was made to approve White’s lot line adjustment so long as it follows the conditions set forth in the Keystone letter dated March 21, 2022, which was granted unanimously by the board. Next on the agenda, various township departments gave their reports for the month of March. Officer Roberts of the Moore Township Police Department listed the monthly incidents for the township, which included a total of 331 incidents responded to. Of those, 15 incidents were warnings for traffic stops, 77 were traffic citations, one reportable accident occurred, and three non-reportable accidents occurred. Additionally, three criminal arrests were made—criminal trespassing and theft, aggravated assault and simple assault, and receiving stolen property and possession of a bank access device. Moreover, one non-traffic citation was issued for a dog running loose, and one case was closed by Township Detective Jason Gianatiempo regarding theft. Fire Police Captain Jason Harhart gave the township fire and ambulance report for the month

Chairman Richard Gable of the First Regional Compost Authority (FRCA) announced the winter hours will remain the same going into the 2022 summer, as posted on the webpage. For public dropoff hours, the FRCA hours of operation will remain the same, which will be the first and third Saturdays of each month from 8 a.m. to 1 p.m., as well as Wednesday and Friday from 8 a.m. to 4 p.m. The commercial drop-off hours are Monday through Friday from 8 a.m. to 4 p.m. Gable also said the FRCA will begin accepting grass clippings only at the Weaversville site beginning April 15. All clippings must be dumped from containers up to 32-gallons at a cost of $1 per container and composting bags are no longer allowed. Isabel S. Bickert
Isabel S. Bickert, 91, of Point Phillips, peacefully passed away at home while in the loving care of her family on Tuesday, April 5, 2022. She was the wife of the late Harvey J. Bickert, with whom she shared 57 years of marriage prior to his passing in 2007. Born in Moore Township, she was a daughter of the late John E. and Lottie M. (Werner) Kocher. She was a graduate of Nazareth High School, Class of 1948. Isabel served as a secretary for the Northampton School District for more than 30 years, before retiring. Prior to that, she was employed by the Bethlehem Steel Corp. where she worked as a secretary at the Homer Research Center. Among her favorite pastimes, Isabel enjoyed crocheting and counted cross-stitch. A faithful and active member of Covenant United Methodist Church of Klecknersville, Isabel served as a Sunday school teacher and was a member of the choir as well as the United Methodist Women. Survivors: She is survived by her three daughters, Judith Remaly and husband, Harold, of Moore Township, Carol Heckman and husband, Sherwood, with whom she resided, and Barbara Dornbach and husband, James, of Klecknersville; a daughter-in-law, Dona M. (Wyzykowski) Bickert

Gable also stated the FRCA will not accept yuca plants and ornamental grass at any of the sites. “All equipment is up and running, we’re processing mulch and making compost at this point,” said Gable. In other business, Township Manager Nicholas Steiner identified there has been some vandalism and a lot of graffiti at the Recreation Center, which includes the Recreation Commission having to replace a port-a-john and grill in the pavilion. Steiner added they are looking into setting up some security cameras in the area. Steiner discussed the possibility of a new township open space conservation plan and a county grant that would provide half the costs of supporting such a plan. Steiner met with Northampton County Parks & Recreation Conservation Coordinator Sherry Acevedo to discuss if the township parks would qualify. Acevedo suggested the Recreation Commission would need a master site plan, detailed budgets for projects, and not to apply for the grant until the township gathers this information. Steiner added this information will help the Commission apply for grants in the future, and that it would be a good idea to update the township’s current open space plan and to create a long-range plan that they will be able to submit next year. Next, the Land and Environmental Protection Board announced they are looking for new articles for the upcoming newsletter. All articles need to be in by June 1 and can be sent to Lois Kerbacher at Lkerbacher@mooretownship.org or Vice Chairman David Shaffer at dshaffer@mooretownship.org. The board requests that all articles submitted be new, rather than the same articles residents sent in last year. Residents can look for the
upcoming newsletter near late July or early August. Board member Michael A. Tirrell Jr. announced the Moore Township Lions Club will host its annual Block Shoot & Meat Raffle on May 1 from 1 to 5 p.m. at the Petersville Rod & Gun Club, located at 550 Club Road in Bath. In other news, Chairman Robert Romano brought up the Land and Environmental Protection Board would like to begin stocking the ponds at Schiavone Park with smaller bass, blue gills, and minnows. Romano stated, “The funds will be from the Land Preservation and Environmental Preservation funds.” Although the final costs of the project are not currently estimated, Romano does not believe the total costs will exceed $2,000. A motion to approve the release of funds was granted by board member Michael A. Tirrell, Jr. and Vice Chairman David Shaffer. Next on the agenda, Vice Chairman Shaffer discussed a possible timber harvest for the Appalachian Park on Skunk Rd., which consists of a 155-acre wooded area consisting of game lands and federal lands for the Appalachian Trail. Shaffer pointed out that in 2016 the township had a stewardship plan done for the park, where one of the recommendations was for the township to do a selective timber harvest on the proposed woodland area. Typically, timber harvests such as the one the township is looking into involve hiring a consulting forester to scope out the property and mark the trees they deem to be declining or on the verge of dying, which the township would then harvest. The beneficial factors of a timber harvest would include improving the habitat for wildlife, maintenance of plant biodiversity, and the promotion of recreational opportunities such as improving access for hunters. Shaffer also identified that timber harvests are common in town-

In regards to Pool Road, township manager Steiner clarified that PennDOT already reviewed the proposed plan once and kicked it back with corrections. Updated letters have since been sent to neighboring residents and to PennDOT. Using a funding formula, the BAVTS upcoming school year proposed budget shows a 2.69% district contribution increase for NASD, which totals $275,981 due to the 40% increase in NAHS participation over the last 3 years. Various board members had questions for Lazarchak regarding the programs available to students and enrollment trends at BAVTS. Lazarchak identified that the school offers vocational and technical instruction in 26 unique programs of study within seven career clusters in construction, creative arts, culinary arts, health, manufacturing, service and safety, and transportation. Lavarchak stated, “Every program leads to viable occupations or careers out of high school, which can save them time and money as they move on to their career goals.” Lazarchak also added that many programs at BAVTS are at capacity for enrollment, which could potentially lead to the vocationaltechnical school having to waitlist applications for students looking

to enroll in certain programs during the a.m. session. However, Lavarchak addressed that BAVTS does not currently have a cap on the number of students able to enroll from each school district. The next presentation was given by Chris Bamber from PFM Financial Advisors on PFM bond refunding. Bamber provided board members a packet of information on refinancing one of the board’s existing bonds. Bamber expressed that each bond issue has an associated call date, which is the earliest date that these bonds can be refunded with tax exempt debt. Bamber stated that the board’s series A of 2014’s bond for $28,150,000 at a 4.6% interest rate becomes callable October 1, 2022. Bamber stated, “Based on a conservative estimate of where current conditions are, we can still estimate $1.1 million of net local resulting savings and replace higher existing interest rates with new lower rates.” The proposal will provide the “head nod” to the financing team to draft parameters resolution at the board’s May meeting, which would enable PFM to price the bonds in early June, settle in early July, and puts PFM in a position to be able to call the bonds in October 2022. Board member Robert Mentzell commented on the community council recent meeting, where the status of the Route 329/Seemsville Road school project was discussed.

Mentzell noted, “It was reported by the Allen Township representative that PennDOT has some preliminary plans in that area. Specifically, PennDOT is tentatively planning to redo the Howertown Road bridge near the Kopper Penny, and it’s planned that it will be only one-way going north for a certain time period.” Mentzell spoke about constituents concerned about the closing of Moore Elementary School. Mentzell made the clarification, “Decisions about Moore Elementary never came up at the community council meeting.” Mentzell continued, “I want to be clear to the public. No decision about Moore Elementary has been made by this board. The board has never debated, much less voted on this issue.” Several members of the audience voiced their concerns during the appropriated public comments section of the meeting. Multiple parents and residents voiced concerns that they don’t feel heard by the board. A few public comments also brought up the possibility of having more meetings that would allow the public to voice their opinions and concerns with the board. One parent stated, “If public comment was important, you wouldn’t just sit here once a month, you would get public input and have open dialogue.” Continued on page 7

In addition to the future connection with the D&L trail, council is exploring additional access points in the community. After unofficial access to the trail was blocked last year, Borough Manager LeRoy Brobst is meeting with the Northampton County Division of Parks and Recreation to see how a safe access point can be created at McKeever Lane. During the meeting, council also hired a new public works

Last, the board unanimously approved the miscellaneous items in the agenda, which included the creation of a Middle School Student Activity Account for the Northampton Area Middle School Video Game Club, and the nomination of Dr. Michael Baird to serve as the Northampton Area School District representative to the CIU 20 Board of Directors to serve a three-year term beginning July 1, 2022 through June 30, 2025. Superintendent Joseph Kovalchik ended the meeting with a few words, stating that the school district has some challenging decisions coming up regarding the future of the district and how to prepare for upcoming changes. Kovalchik added, “There will always be people that don’t agree with the decisions made, but our ultimate goal is still the same: Do what’s best for the students in the Northampton Area School District as well as the community.” The NASD Board of School Directors will meet next on Monday, May 9 at 6:30 p.m. in the Northampton Area High School auditorium, located at 1619 Laubach Ave.

DUI Nazareth Pike On March 26 at 11:54 p.m., CRPD responded to a motor vehicle accident with entrapment. A vehicle had swerved off the road and struck the business sign in front of Stofanak's Cabinets. The vehicle careened off the road into a ditch. The driver, 39-year-old Luis Ferrer, exhibited multiple signs of impairment and was taken to the hospital for his injuries. DUI Macada Road On March 26 at 8:43 p.m., 36-year-old Kayleen Raymondo of Bethlehem was reportedly driving recklessly on Macada Road. During the encounter between CRPD and Raymondo, she displayed signs of impairment and was placed under arrest for DUI. Theft at Walmart On April 8, Northampton County Dispatch notified CRPD that the Asset Protection officer from Walmart had a female in custody for theft. Upon arrival it was relayed that the female, identified as 50-year-old Maria M. Rodriguez, did select merchandise from Walmart, then concealed the merchandise. She then left the store. She passed all points of sale without rendering payment for the merchandise. DUI Hanover Township The Colonial Regional Police were working a DUI Roving patrol on March 19 in the area of Bath Pike. A vehicle was seen driving north bound on Bath Pike without any taillights on. A traffic stop was done on the vehicle. During the interaction with the driver, the officer smelled the odor of an alcoholic beverage coming from the driver. The driver was identified as 30-yearold Colin D Gotzon. Gotzon was run through field sobriety testing and did not pass. Gotzon was arrested and taken to the Bethlehem DUI center for a blood

Home Improvement fraud On March 7, CRPD was advised about a home improvement fraud that had happened on Allen Drive in Hanover Township. It was determined that 39-year-old Timothy Carnes of Bethlehem was paid $914.60 as a down payment to perform home improvement services for a residence in Hanover Township Northampton County. After being paid for the services, Carnes failed to perform any of the agreed upon home improvement services. Charges for Timothy Carnes were filled through DJ Vivian Zumas' office.
Retail theft at Wegmans Colonial Regional Police responded to Wegmans in Hanover Township for a report of a retail theft suspect in custody. Police identified the male suspect as 73-year-old Manuel J Vieira. Loss prevention related that Manuel was stopped after he selected and concealed merchandise and then exited the store without paying. The total value of the theft was $101.12. Loss prevention advised that Manuel also committed a theft on March 22 and selected lobster meat and concealed it. Manuel exited the store without paying for the merchandise that day as well. The total value of that theft was $149.94. Manuel was released from custody and will receive charges through the mail from Judge Zumas' office. Possession of marijuana On March 27 a traffic stop was conducted on N. Commerce Way due to a window tint violation. Upon investigation the driver of the vehicle, 27-year-old David Edwards Jr., was in possession of a small amount of marijuana, drug paraphernalia and was operating the vehicle without a license. Appropriate charges were filed.

Beersville Road requires extensive work to be done because in addition to the roadwork, Public Works will also need to replace a couple cross pipes on the road, which will be the challenge this year. A motion to approve the 2022 Road Plan and its $118,000 estimated costs, which includes
road work on S. Cigar Road, Love Road, W. Beersville Road, and Sickle Road for a total of 2.3 miles was granted by board members Tirrell and Shaffer. Next, Township Solicitor David Backenstoe brought up revisiting the concept of agritainment and agritourism, which would help struggling farmers to augment their income and be able to continue farming. Backenstoe added some of the possible options would be for farmers to host private weddings, gatherings, wineries, corn mazes, and petting farms for entertainment and tourism purposes that would supplement additional income.

Board member Tirrell expressed he felt it would be appropriate to table the discussion for next month’s meeting due to Chairman Daniel Piorkowski missing the April 5 meeting. In other news, Township Solicitor Backenstoe addressed the Miller Lot Consolidation. Backenstoe stated, “Over the years when a property owner wants to consolidate lots, the county won’t allow property owners to do that until the township, borough, or city has reviewed the request and made a positive motion to allow it. The reason for this is because what looks like one thing on paper, could be very different in the field. What we’ve always required in Moore Township is that property owners, developers, or attorneys send a memo so we can take a look at it ahead of time with the engineer.” Backenstoe identified that this was in fact done, and a memo was sent by attorney Joseph Piperato on behalf of Doug and Craig Miller. Backenstoe clarified that Doug Miller and his wife own 1130 Mink Road, which is approximately 10 acres, and Doug
and Craig Miller own three other lots at 3240, 3230, and 3220 Delps Road for a total of approximately 20 to 30 acres of land, which they want to consolidate for family planning and preservation purposes. At the discretion of the board, Backenstoe recognized that upon approval, his next step would be to initiate the process by sending a letter to attorney Piperato indicating a unanimous vote was granted, which can then be used to go down to the county and put a consolidation deed together. A motion to authorize the consolidation of the Miller lots was granted by board members Tirrell and Shaffer. Next on the agenda, Township Manager Steiner brought up the township’s use of the American Rescue Act Plan (ARPA) funds. Steiner disclosed that he spoke with the township consultant about how the funds can be used. Steiner explained that between the past two years it will be over $900,000 the township ultimately receives. Steiner added their consultant recommended transferring

the money into general funds right away and report it as a general revenue loss for pay and benefits, which would free up over $900,000 to be spent on general fund items and projects. However, Steiner noted he would not transfer more than $750,000 because anything more than this amount would trigger an audit by the federal government. A motion to approve the movement of ARPA funds to the township’s general fund account was then approved by board members Tirrell and Shaffer. In other news, under resolution 2022-11, board members unanimously approved a motion to move Mary Ellen Wetzel’s 2 parcel 84-acre property on Whitetail Deer Road into agricultural security. Under resolution 2022-12 America250PA, board members also unanimously approved the motion of the resolution that would ultimately provide the township’s endorsement and support of the events being planned for the quincentennial commemoration of Pennsylvania’s 250th anniversary in 2026. Last on the agenda, board members discussed the possible major renovations for the township municipal building. Steiner expressed he reached out to Senator Mario Scavello about the Redevelopment Assistance Capital Program (RCAP), which is a grant program that would provide up to 50% of the costs for a construction project. Steiner added that State Rep. Ann Flood’s office would be reaching out, and that Scavello advised the township “to make sure to have a very high estimate, and we’re going to apply and try to get into law.” Steiner said he looked at similar projects with Public Works Director Hoffman and came up with an estimated cost of $6 million, which would mean the grant application would be for $3 million to either renovate the existing township municipal building or to construct a new municipal building. Steiner stated he has sent the application in. Steiner believes the township will need to create an internal building committee to go over what the township’s needs would be, sit down with an engineer, and find individuals that would be in charge of the project and the project’s finances. Additionally, the only other grant that could be used in conjunction with the RCAP grant is the county specific LSA grant of up to $1 million, which would provide additional funds that are geared towards public safety and building a new police department and is a fully reimbursable grant.
