Allen Township Supervisors Discuss upcoming road work, Approve ‘No Parking’ Ordinance for Willowbrook Road

During their meeting on Tuesday, March 28, the Allen Township Board of Supervisors unanimously approved an ordinance prohibiting parking on Willowbrook Road, ending several months of headaches for local commuters following long queues of tractor-trailers blocking the road.

The ordinance prohibits parking, stopping, idling, or standing on Willowbrook Road from the Hanover Township line to Savage Road. This new ordinance will be enforced by the state police, and signs will be erected to ensure compliance.

In other news, Township Manager Ilene Eckhart provided an update on two upcoming PennDOT bridge projects in the township. Both the Indian Trail Road Bridge and Howertown

Road Bridge will see construction, closures, and detours in the coming months.

Starting on May 1, the southbound lane of the Howertown Road Bridge will be closed until October as construction crews replace a box culvert. The northbound lane will remain open. Southbound traffic will detour to Seemsville Road via Old Carriage Road; however, supervisors worry that drivers may opt for the more direct route via Mud Lane.

Construction on the Indian Trail Road Bridge will begin in the summer, overlapping with the Howertown Road construction. As a result, drivers can expect a significant amount of overlapping signage at the Kreidersville intersection, which may confuse motorists.

Bath Borough Council hears Presentation from PSP Station Commander

The Bath Borough Council met Monday, April 3 to hear a presentation from Pennsylvania State Police Troop M Bethlehem Station Commander Lieutenant James W. Thomas, Jr. and to discuss regular agenda items.

Lieutenant Thomas reported that in 2022, PSP responded to 76,309 crashes with 1,978 of those responses being by Troop M Bethlehem station, and 74 of those crashes occurring in Bath.

Of the 495 crashes with fatalities, only one occurred in Bath, and of the 16,612 crashes including injury/death, nine of them occurred in Bath. Additionally, out of the 3,931 DUI crashes that PSP responded to, only one occurred in Bath. Out of the 9,109 hit and run crashes, 12 of those were in Bath, out of the 525,905 citations, 82 occurred in Bath, and out of the 389,742 warnings

issued, 29 of those occurred in Bath.

Lt. Thomas also presented that in 2022, PSP had 103,312 criminal investigations, with 84 of those for crimes committed in Bath, of the 64,244 criminal arrests made, 40 were made in Bath, of the 12,463 drug investigations, only two occurred in Bath, of the 26,463 crimes against a person, 20 occurred in Bath, and of the 39,162 crimes against property, 49 occurred in Bath, which makes Bath’s crime rate relatively low.

Following the shooting that took place in the 100 block of E. Main Street on Friday, February 3, PSP is still investigating the incident.

During an aggressive patrol on Monday, March 13, PSP apprehended an individual at Broad Street and East Main Street during a traffic stop where the individual was found to be in possession of

drugs and prohibited offensive weapons at 8:36 p.m. Additionally, troopers patrolling the area observed a male run out of the Penn Jersey Gas Station and took to foot chase due to suspicious activity. It was discovered that the individual had stolen several items from the gas station.

During an aggressive patrol on Tuesday, March 14, the Supervisor Led Enforcement Detail throughout the borough resulted in 30 warnings issued, 13 citations issued, and one DUI arrest. Then, during a four-hour aggres-

Nazareth Native Continues 50 Year tradition Of women in Naval aviation

March marked the observance of Women in Aviation Month, which highlights the contributions of women in the history of flight. This year commemorates 50 years of women flying in the U.S. Navy.

Lt. j.g. Julia McFarland, a native of Nazareth, is training to be a U.S. Naval Aviator, carrying the torch for the next generation of women aviators.

McFarland is currently a student Weapons Systems Officer (WSO) serving with Strike Fighter Squadron (VFA) 106 located aboard Naval Air Station Oceana in Virginia.

VFA 106, also known as the "Gladiators," fly the single seat and two seat variants of the Navy’s strike fighter aircraft the F/A-18E and the F/A-18F Super Hornet.

McFarland did not have other family members in the military nor did she yearn to become a pilot growing up. However, in a turn of fate, she received a brochure in the mail for the Naval Academy’s summer seminar.

Richard A. Dech

Richard A. Dech, 79 of Bath, passed away peacefully surrounded by his family on Monday, March 27, 2023 in Lehigh Valley Hospital, Cedar Crest. Born on Sept. 8, 1943 in Bath, he was a son of the late Kathryn (Dech) and step-father, James Kish. Richard and his wife, Maryann (Flick) celebrated 55 years of marriage together. He was employed as an assembler for Mack Trucks for over 20 years. He also served as a police officer for Bath for 10 years. He was a member of St. John the Baptist Ukrainian Catholic Church in Northampton where he volunteered with church events and pierogi making for many years. In addition, he was a member of the Northampton County PASR, Amateur Radio Club W30K and W30I, Bath American Legion Post 470 and former member of the Bath Fire Co., and Ambulance Captain for Bath Vol. Fire Co. He enjoyed NASCAR racing and attending family sporting events, especially field hockey and softball.

Survivors: In addition to his wife, Richard is survived by brothers, Barry Kish, James Kish, sister, Grace Eckert; uncle, John Umstead; sisters-in-law, Jean Rundle, Jacqueline Flick; beloved stepbrothers and stepsister; nieces; Donna Smith, Melanie Dziadual; nephews, Lane Rundle, Da-

ryl Flick, Ryan Flick; great nieces, nephews and great-great nieces, nephew. A brother, Charles Kish preceded Richard in death.

Services: A Parastas was held on Friday, March 31 at 10:30 a.m. in the church, 1343 Newport Ave., Northampton. Family and friends could gather on Friday from 9 a.m. until time of service in the church. Interment with military honors was at the parish cemetery. At the family’s request, those in attendance were asked not to wear black attire.

State Police Respond to Swatting Incident at Catasauqua High School

The Pennsylvania State Police (PSP) Troop M Bethlehem Patrol Unit responded to Catasauqua High School, located at 2500 W. Bullshead Rd. in Allen Township, on Wednesday, March 29 for a report of an active shooter within the school.

On Wednesday, March 29 at 7:57 a.m., PSP Bethlehem received a phone call reporting there was an active shooter within Catasauqua High School and students had been shot. Multiple Troopers from both the Bethlehem Station and Fogelsville Station responded within minutes and tactically cleared the school and determined that there was no shooter within the school and the call was a hoax.

The Pennsylvania State Police Bethlehem Criminal Investigation Unit is the lead agency in this investigation and is being assisted by the Federal Bureau of Investigation and the Catasauqua School Resource Officer.

Troopers will continue to have a visible presence at schools throughout the region for the remainder of the school year.

Lehigh Twp. Supervisors Conduct routine business, Hear requests

The Lehigh Township Board of Supervisors met on Tuesday, March 28 beginning with candidate introductions. Members of the board seeking reelection in 2023 introduced themselves and spoke about what they have accomplished during their terms to date, as well as what they hope to accomplish if elected for another term. Those in the audience who are running for positions on the Northampton School Board were also invited to make themselves

and their platforms known. The work at the Cherryville intersection is completed, and PennDOT has provided the closeout for the work done by the contractor. The contractor must provide a few small items before payment can be rendered. The board approved the payment pending receipt of these remaining items, and Township Manager Alice Rehrig will have the check cut once everything has been received, thus closing out the grant.

The township has received an additional $1 million grant for the maintenance building project from state gaming funds; this brings the total amount of grant money for the project to $3.5 million. The revised architectural plans will be presented to the board for review at the April 8 meeting. Once approved, the process of gathering bids will begin.

The resolution drafted by board members Cynthia Miller and David Hess, concerning a process for appointment to boards and commissions, has been fine-tuned by Township Solicitor David Backenstoe and was presented for review by the rest of the board. After a brief discussion, it was approved and will be implemented going forward. The board also reviewed a resolution drafted by Police Chief Scott Fogel, outlining which police records are to be destroyed; this too was approved. Bella Vista Estates brought a request to the board to reevaluate the street lighting district of the development. It was explained that the development was built in

two phases, and street lights had to be installed for the first phase. The second phase is not part of the street lighting district, and the board was asked to change this so that the entire development would be part of the district and all residents would have to pay the necessary fee for the street lights. A discussion ensued, in which board member Philip Gogel pointed out that those who

bought their homes in the second phase did so with the understanding that they would not be charged for street lights, and the proposed alteration would charge them with a fee for which they were not necessarily prepared.

Driving under the Influence

On March 10 the CRPD responded to Dryland Way in Easton for a male not responding in a vehicle that was running. Police identified the driver as 33-year-old Nesstor Enrique Cely Vargas of Easton. CelyVargas was found to be under the influence of an alcoholic beverage and was placed under arrest. Cely-Vargas had a blood alcohol content of 0.227%. Charges were filed.

Retail theft

On March 11, CRPD officers were dispatched to Walmart in Lower Nazareth Township for a call of a retail theft in progress. Officers were able to identify a female, 34-year-old Pricilla Pitre of Nazareth, as well as her stepdaughter. Pitre and her stepdaughter selected and concealed

to people talk about it being their first choice for school," said McFarland. "I left the camp interested in going to school there without fully understanding the impact it would have on my future. I believe going through this process on my own terms has been beneficial as it has allowed me to enter each new stage with little expectations from myself as well as little expectations from others. My family is supportive and loves to hear about the adventures naval aviation has already taken me on."

After graduating from the U.S. Naval Academy, McFarland was selected to join the training pipeline to be a naval flight officer.

McFarland began her journey as a student at Naval Air Station (NAS) Pensacola, Florida, learning to be a weapons systems officer directly involved in all air operations and weapons systems for naval aircraft.

"We train with the pilots then break off and do primary and advanced flight training on our own," said McFarland. “As students, we are expected to brief our instructors on how we will execute each simulation or flight. It was a difficult test in confidence and attention to detail, but it definitely forced us to learn the material."

After NAS Pensacola, McFarland transferred to the Strike Fighter community which flies the F/A-18 Super Hornet.

"I fell in love with aviation very

early on," said McFarland. "I was totally shocked by how difficult the learning curve was for learning how to fly. Once I crossed over, I felt like I had unlocked this new world. I would come back from flights so excited to try again and get better the next time. I knew that joining the Strike Fighter community would mean that feeling would never go away. It’s fun to slowly start putting the pieces together on how to fly this jet effectively.”

In 1973, the first eight women began flight school in Pensacola; one year later six of them, known as "The First Six," earned their “Wings of Gold.” Over the past 50 years, the Navy has expanded its roles for women to lead and serve globally and today our women aviators project power from the sea in every type of Navy, Marine Corps, and Coast Guard aircraft. Our Nation and our Navy is stronger because of their service.

As women continue to grow in strength in the aviation community, history was made prior to kick off on Super Bowl Sunday as the military flyover commemorated 50 years of women in Naval Aviation. For the first time ever, the military aircraft flying over the game were all operated by women.

"I watch the role naval aviation plays in society and I feel shocked that I am a part of it, such as watching the new Top Gun film or watching the Super Bowl flyover,” said McFarland. “I had no idea this world existed. Then one day, I wake up, and the job that I am

over this confusion, as well as the ongoing Mud Lane water project/pavement restoration at East Allen Gardens. She has contacted the City of Bethlehem, urging them to expedite the project's completion so there is smoother travel during the detour.

Prologis and Jaindl-Watson have also been contacted, as their warehouses should be occupied by this summer, increasing local traffic. The township also asked Prologis whether emergency vehicles can use their private roads temporarily to make for faster response times during construction. Prologis has scheduled a meeting to discuss this matter.

Emails and social media will be distributed with more information on these upcoming projects. State police and local schools will also be informed of ongoing changes.

“Hopefully, this will go quick,” said Supervisor Dale Hassler. “It’s going to be messy,” Eckhart agreed.

Finally, Eckhart announced a hearing for April 20 with the Zoning Hearing Board. The hearing is due to a zoning appeal by the owners of the Landis property.

Several buildings have been constructed on this property, located in the rural zone. Eckhart explained that this zone provides for a family farm support business, but no application for the Landis property has been filed. A landscaping business is operating on the property, which is not purely agricultural.

Eckhart asked for the board’s approval to send solicitor Lincoln Treadwell to the hearing on behalf of the township. However, Treadwell said Eckhart and himself should visit the property before the hearing to see whether an agreement can be determined beforehand.

This request was approved 4-1 by supervisors. Only Supervisor Gary Behler voted no. He worried the township may set a precedent by meeting with the property owner before the hearing and may be too lenient. Supervisors asked that Treadwell and Eckhart

report their findings to the board before further decisions are made.

The next Board of Supervisors meeting will be Tuesday, April 11 at 6 p.m.

Gogel suggested sending the request back to Bella Vista, and instructing them to ask the residents if they are willing to take on this additional expense. Board member Gerald Pritchard felt the situation should be left as is. The board decided to take no action at present.

As the floor was opened up for public comment, a resident commended the fire company and fire commissioner Richard Hildebrand for the excellence of their sportsmen’s night fundraiser on March 25. The sentiment was echoed by all in attendance; Hildebrand offered his thanks, and then apologized to anyone who had been at the event and smelled anything amiss. A prankster got into the fire hall and dropped stink bombs in the building. Apart from this, the event was a success, and he expected the funds raised to pay for the company’s electricity for the rest of the year.

Board member Gogel advised any residents who have experienced unduly high electric bills from PPL in recent months to contact the offices of elected officials Zack Mako and Nick Miller. They have a dedicated hotline for the matter, and residents are asked to urge them to put pressure on the utility commission to look into the debacle.

The board members then left the room to conduct an executive session concerning a personnel matter. Because they expected to be making a decision that would be announced publicly, the meeting was not adjourned. After deliberating for 45 minutes, the board members returned with the news that an individual identified as “employee number 209” would be suspended for one day due to violation of the code of conduct. Chief Fogel will schedule the day of suspension so that police department operations will not be disrupted by it.

The next meeting of the board of supervisors is scheduled for Tuesday, April 11 at 7 p.m. in the municipal building at 1069 Municipal Rd., Walnutport.

If you’re looking for help with your new device or if you’d like to brush up on your computer skills, Tech Tutoring is a wonderful option for you. Nazareth Borough Council approves repairs And new vehicle

The Nazareth Borough Council met Monday, April 3 with a brief agenda.

Under public property, council

unanimously approved to open the borough pool at full capacity on Saturday, May 27 and to reopen on Sunday, May 28, and Monday, May 29 for Memorial

The Vanishing Village of Jacobsburg

Few traces of the village of Jacobsburg survive. A decade of archeological work (1973-1983) recovered the footprint of the small community, but it has received little attention since. Dr. Scott Paul Gordon, Jacobsburg Historical Society, will discuss the people who lived in Jacobsburg and the activities they engaged in. He will also discuss how Jacobsburg is connected to the Henry family at Boulton and Nazareth.

Statewide Local Share Account funding in the amount of $40,000 for a pickup truck to be used in the park for recreation purposes.

Under finance, council certified submission of the 2022 annual borough audit to PA DCED by the CPA auditing firm Campbell, Rappold, and Yurasits, issued a $668.80 tax refund to a resident for a property assessment decrease, directed the treasurer to designate and send Mayor Lance E. Colon do’s 2022 Lehigh Valley Chamber of Commerce Mayor of the Year award monetary prize of $1,000 to the Nazareth Center for the Arts to help with their kitchen renovation project, and approved the motion to finance whatever is necessary in the way of a down payment or deposit so that the borough can secure a firm price for the Pierce Fire Pumper vehicle to be acquired through the 2022 Statewide Local Share Account grant.

Under police, council unanimously approved the request of the American Legion Post 415 to stage the annual Memorial Day parade through downtown on Monday, May 29 beginning at 10 a.m. and the Honors Service that follows at Council Chambers, an ordinance amending Chapter 15 of the Motor Vehicle Code to establish Section 111 “Unregistered Vehicles” and to ticket and remove the plates of unregistered vehicles, a handicapped parking space at 215 S. Main St., and the purchase contract for the Police Total Station Device at the borough’s May 1 business meeting following the opening of bids at the March workshop meeting.

During the month of March, the Nazareth Borough Police Department had a total of 267 police activities/calls for service, with 33 crimes reported and investigated, 16 criminal arrests, six drug related crimes, seven Part 1 offenses, 79 traffic citations, 57 warnings issued, three reportable traffic accidents, and 11 non-reportable traffic accidents. Parking Enforcement had a total of 295 parking violations with 42 officer issued citations and 337 parking tickets issued for the month. In total, Nazareth collected $15,996.83 for fees, fines, permits, receipts, tickets, and rentals during the month of March.

Under fire, council approved the motions to lock in the price, provide necessary deposits or down payments, and place the order for the Pierce Fire Pumper vehicle to be acquired through the 2022 Statewide Local Share Account gaming grant, as well as the formal acknowledgement of the receipt of the grant, which was for $700,000. The borough will be responsible for the purchase balance above this cost as its grant matching funding.

During the month of February, Vigilance Hose Company No. 1 answered a total of 15 fire service calls, which accounted for three fire alarms, two gas leaks, one wire problem, one EMS assist, one odor investigation, one carbon monoxide alarm, one police assist/ incendiary device, and five mutual aid calls for two motor vehicle accidents, one dwelling fire, one EMS assist, and one structure fire.

Next, under public works and law, council unanimously approved the 2023 low bids for the highway and road material bid, which is part of the annual aggregate and paving materials bid solicitation, direction for the secretary to re-advertise for bids for some specific 2023 highway and road materials because no bids were received for some specific materials during the initial bid solicitation, direction for the secretary to re-advertise bids for the

Possession of marijuana, Drug paraphernalia

Colonial Regional Police observed a vehicle parked in the lot behind a building on Easton Nazareth Highway on March 28 at 8:38 a.m. Food bags were around the exterior of the vehicle and the windows were fogged up. Police investigated to see if anyone was inside and observed three individuals sleeping. Police also observed suspected drug paraphernalia on the dashboard. Police contacted the occupants and observed the odor of marijuana. Permission to search the vehicle was given by the offender, 18-year-old Damani Perry. Police located a small amount of marijuana and other drug paraphernalia. Perry will be charged through Judge Capobianco’s office with possession of a small amount of marijuana and drug paraphernalia.

Retail theft

CRPD responded to Walmart in Easton on March 25 for a retail theft involving a female. Upon arrival, police met with Loss Prevention who related that they observed a female, 61-year-old Maria Cruz, selecting merchandise and then concealing it in plastic grocery bags that she had in her

pockets. Cruz proceeded to pass all points of sale without rendering payment. She attempted to exit the store. She was cited with one summary citation for retail theft. The total amount of merchandise that Cruz had selected and concealed was $68.26.
