Northampton Borough Council approves 2025 budget

The Northampton Borough Council unanimously approved the 2025 budget during its meeting on Thursday, Dec. 19. This came after they approved and reviewed the draft budget on Dec. 5. This budget proposes a 1.5 mill tax increase, something Mayor Tony Pristash said is necessary.

“Painful as it is, there is going to be a tax increase,” he said. “For the safety and welfare of the community, it is a necessity.”

He said expected price increases are something the borough “has

to stay ahead of.”

“We have it very good here in Northampton,” he continued, praising public works as well as the borough’s fire and police departments. He said he looks forward to this progress continuing in 2025.

Mayor Pristash also praised Borough Manager Brian Welsko and Assistant Manager Jerry Serensits.

“In this time of high inflation and tough finances in this world, I want to compliment our new

Kathleen pulled back the curtains on her front room window. It was a sunny, cold Saturday morning in November, and she was missing her mother. She could almost see her walking up the driveway as she looked out the window. She held her breath, waiting to hear the doorbell ring, then exhaled when she realized that having her mother with her would never happen again.

Kathleen returned to the kitchen and looked at the calendar on the side of her white refrigerator. She turned the November page and fixed her eyes on Dec. 14.

It was the day her mother had

made her journey to heaven.

Kathleen wiped the tears from her eyes as she reminisced about everything she and her mom always shared during the weeks leading up to Christmas. They were both known for their love of collecting antiques and little trinkets. It was one of many things they loved to do on weekends.

When her mother passed, Kathleen stopped doing the little things that brought her joy.

On Saturday morning, Kathleen made her bed, she picked up her mother’s picture and gently held it to her heart.

borough manager and assistant for all the work they’ve done on the budget itself,” he said.

“The one-and-a-half mill increase was not exactly what I was intending to do,” Welsko told council. However, increasing costs left the borough with no choice. Electricity for street lights alone is estimated to go up by $90,000 in 2025.

The new budget also proposes recreation fee increases.

Councilwoman Judith Haldeman acknowledged that these increases may be “frustrating” but are needed.

“We have not hiked prices in some of those areas in quite some time,” she said, adding that the prices are still “reasonable.”

These fee increases will be reviewed during council’s next meeting.

In other news, Councilman Ronald Glassic was reappointed to the Northampton Borough Municipal Board for a five-year term.

“Mr. Glassic is a valuable member of that board,” said Councilwoman Haldeman.

“I look forward to working with the water authority, as well as borough council,” Glassic said after his appointment.

Two other borough residents were reappointed to community boards. Irene Urban was reappointed to the Board of Health for a five-year term, while David Stubits was reappointed to the Planning Commission for a fouryear term.

Council also approved a fiveyear lease agreement with the Northampton Memorial Community Center.

“[This has] been on people’s minds for many, many years,” Mayor Pristash said, thanking a committee that worked on this agreement.

Finally, Welsko said work on sewer pipes beneath Canal Street

will start in February and run until December. Engineers will walk through the site in January. Residents can expect street closures and detours at certain times throughout the year.

The next Northampton Borough Council meeting will be on Thursday, Jan. 2 at 7 p.m.

She closed her eyes and said, "Mom, I miss you beyond words. I wish you were here with me. I miss your voice and the time we spent together. I miss hunting for little Christmas treasures, baking cookies and finding the right tree. My heart broke on the day you took your last breath. Mom, I cannot seem to heal my heart. Please help me.” Then Kathleen kissed the picture of her dear mom and wiped her tears.

After breakfast, Kathleen decided to walk through her lovely, historic town. The frosty air

brought back images of her and her mom on one of their many treasure hunts through their town's quaint antique shops.

Stopping for a hot cup of cappuccino, she overheard a conversation about a new shop in the town filled to the brim with old and new things just waiting to be discovered. Kathleen thought she would walk by and check out the front window of the new store.

Her mother used to say, "Kathleen, you can tell a lot about the store just by stopping and gazing at the window."

With her cappuccino, she strolled down the street and stopped in front of From the Heart Antiques. Kathleen took a deep breath and knew her mother would love this shop. As she turned to walk away, a gust of wind swirled around her, taking her breath away.

Then, without thinking, Kathleen walked through the front door of From the Heart.

The owner, an older woman with short white hair and blue

sparkling eyes, greeted her with, "Good morning, my dear, and welcome to From the Heart.”

As she rummaged through the various items on sale, her eyes landed on an old cookie tin with a winter scene etched on top, tucked away in an opened, old trunk. Intrigued, she bent over and picked it up and blew off the dust that covered two of the corners.

Opening the tin’s lid, she found a beautiful old Christmas card tucked inside, yellowed and brown with age around the edges. The pretty vintage design kept her attention.

Then, carefully, she opened the card and found a handwritten message that read: "To my dearest Caroline, may the light of Christmas always warm your heart, even in the darkest times. Love always, James."

Kathleen was touched by the heartfelt message, imagining the tender love shared between Caroline and James. She felt a sense of warmth enveloping her as if the spirit of Christmas had touched her soul. A tear rolled down Kathleen’s cheek as she held the card. A gentle voice whispered behind her; it was her mother.

"Kathleen, my dear, Christmas is a time for faith, hope and love; just like the love Caroline and James shared for each other. Although I live in heaven, I am always with you. My love for you will never change. We will be together someday, but until that day, promise me you will find happiness and joy every day."

Kathleen turned around, her eyes filled with tears, as she embraced her mother's words. She knew that her mother's journey to heaven had brought her to this moment, reminding her of the true meaning of Christmas—love, and the everlasting bond between hearts.

From that day on, Kathleen kept the old Christmas card in a special place, next to her mother's picture, reminding her that love transcends time and space and that the spirit of Christmas lives on in our memories we hold dear.

A New Year, A New Beginning

The New Year is a time of resolutions. It's a time when people commit to making a change in their life. Losing weight, changing jobs, saving money, making money, a new relationship, getting in shape, going back to school, or giving up smoking are just some of the goals people set for themselves on Jan. 1.

Although it's possible for anyone to make a change or a new start, it takes determination, commitment and persistence. A new goal must be your own. You have to really want it. Without a burning desire, your motivation will fade quickly. It's virtually impossible to make a change due to external pressure. You may agree to what someone else wants you to do, but it's very difficult to succeed without an internal drive. So, in order to successfully make a change or reach a goal, you have to make sure it's what you really want.

Don't start off on the wrong foot by making excuses as to why you will probably fail. If you don't truly believe you can do it, you won't.

People who do this will say something like, "I'll try to do it, but …” or, "I tried before and it didn't work but I'll give it anoth-

er go." Before you begin, make sure the only things you are telling yourself are, "I can," "I will," and "I will do whatever it takes."

A new beginning is a three-step process. You have to first know what you want, formulate a plan to achieve it, and then take the necessary action to get it. Setting a specific goal is essential. The more detailed the better. If you want to lose weight, how much and by when? If you want a new job, what will it be and how much will it pay? If you want to save money, how much and how often?

Next, you need a plan. Just like your goal, your plan must be as detailed as possible. If you are going to lose weight, what will be on your menu each week? Are you going to go on a specific diet, cut out certain foods, or just eat less? For finding a new job, what will be your strategy? Do you need a new resume? Will you look online, in the classifieds, use an employment agency, network, cold call, or all of these? If you want to save more money, in what areas will you cut back? Do you know where your money is going? Have you created a budget?

You want your plan to be doable. The smaller the steps are, the more likely you will be to succeed. Any time you feel a step is too big, break it down further. It doesn't matter how small each step is so long as you keep going and never give up.

Losing 20 pounds may feel overwhelming, but dropping 2

pounds a month doesn't seem too bad. If you keep at it for 10 months, you will reach your goal. Saving $3,000 might appear beyond reach, but cutting back $9 a day on family spending is manageable.

Finally, you must take action. The best goals and greatest plans will go nowhere without action. The reason you divided your plan into small sections is so it would be easy to take action, one day at a time. All you have to do is keep going, until you achieve your goal.

Northampton Regional EMS

Borough

Residents should be aware that the 2025 ambulance subscription for Northampton Regional EMS has been mailed out. The subscription program offers residents and businesses the opportunity to contribute to the organization. In doing so, those funds help NREMS maintain readiness in order to respond to emergencies 24 hours a day.

NREMS is not funded directly by any taxes from any municipalities it serves. NREMS is a non-profit organization, and is primarily funded by subscriptions, insurance payments and donations.

Those who subscribe will have their co-pays waived 100% in the event that an ambulance is needed and will receive a 50% discount on any out-of-pocket expenses, such as deductibles. If you are a subscriber and have no insurance, as a patient you would receive a discount on the fee. If you are not a subscriber, in the event that an ambulance is needed, as a patient you would be responsible for any balance left after insurance.

It is important to check with your health insurance provider to see what coverage you have.

Residents should also be aware that some of the NREMS mailers were inadvertently sent to addresses within the Walnutport Borough. NREMS provides services to Lehigh Township (sharing a Walnutport zip code), and Northern Valley provides services specifically to the Walnutport Borough. If NREMS receives any subscription from a Walnutport Borough household, they will be returned to them along with a letter explaining the mix-up.
