Northampton School Board holds Meeting to determine future of Route 329 project
By SAVANNAH BROWN On Monday, December 18, the Northampton School Board met to discuss terminating the previously awarded construction contracts. First, Arif Fazil from D’Huy Engineering Inc. presented the implications of terminating the contracts, so that the board could make an informed decision on where the district stands. Fazil expressed that cost factors associated with potentially terminating the construction contracts for the Route 329 elementary school and education center would include all design, approvals and permit costs completed,
work completed by contractors thus far, work in progress and stored materials by contractors, cancellation of purchase orders authorized by contractors and subcontractors, removing work completed and restoring the site, demobilization and potential legal claims that could result in additional monetary payments. Since work began on the project on November 30, there would be a significant financial impact to the district. Costs incurred through December 19 include the following: design, planning and bidding phases - $3,489,587.65; general contractor work completed - $665,157.61; mechani-

cal contractor work completed - $154,350; electrical contractor work completed - $172,890; plumbing contractor work completed - $33,075; total work completed - $1,025,472.61; and retainage held to date $113,941.40. Since this is an estimate, the work in progress and stored material costs could vary, and the work to restore the site would cost an additional $584,126.37. Also, the work in progress and stored materials are estimated to include the following: general contractor work in progress and stored materials - $1,879,451.21; Continued on page 7
2 new officers join Colonial Regional Police Dept.

By HOME NEWS STAFF On Monday, December 18, the Colonial Regional Police Department welcomed their newest officers to the force. Both officers recently graduated from the 112th Allentown Police Academy class and were sworn in by District Judge Capobianco. Officer Mark Maguire is a native of Phillipsburg, N.J. He graduated from Kean University and served eight years in the Army National Guard as an infantryman. He had his badge pinned on by his parents during the ceremony. Continued on page 6
Fella Studios, Part 2 of 5
In this second column, we are speaking to Mr. Martin Fella in his photography studio at 1465 Main St. in Northampton. We are tracing the history of Fella Studios, a business that has provided photography service to the area for 77 years. His grandfather emigrated from Austria to New York, where he was a partner in a Brooklyn studio. Mr. Fella moved to Bethlehem and opened a studio on Buchanan Street. Oscar, the patriarch, died in 1931. Elizabeth, his wife, and four sons, Martin Sr., Bernard, Rudolph and Edward, had to determine the future of the business. The oldest son, Bernie, was 16 years of age and a student at Liberty High School. He quit school to help run the studio with his mother and brothers. The studio became a family enterprise. Their first Bethlehem studio was sold to Bethlehem Steel for a parking lot. They found a new location on Fourth Street. Martin’s grandmother assumed the leadership of the studio and, through dedication, hard work and the cooperation of her family, became a successful businesswoman. Mr. Fella’s father, Martin Sr., was born in Bethlehem in 1920. He was delivered at home by a midwife. While attending Liberty High School, he worked in

Families had photos sent to sons and daughters who were serving in our military. Photographs were sent around the world to the battlefields of Europe and Asia. When Continued on page 4

Man trapped While Attempting to Steal copper From Allen Township Substation
By HOME NEWS STAFF On Sunday, December 24 around 1 p.m., state troopers responded to the substation in Allen Township. A 45-year-old man from Whitehall became trapped while attempting to steal copper from inside an electrical apparatus. Troopers were able to locate the man via a nearby ladder. According to state police, after approximately six hours, the man was successfully rescued and provided further emergency medical attention. The Northampton County DA’s office approved a felony burglary and criminal trespass charge as well as other applicable charges. During the incident, a transformer valued at $800,000 was damaged.

Some of our older readers will remember Gene Autry, former country singer and film star. His theme song was “Back in the Saddle Again.” He was thrilled taking a photograph. When Mr. Fella returned home, he married the former Navy WAVE, Ms. Caroline Kovalchik, and resumed his photography career at the Fourth Street studio. While in the service, his mother received a letter from Mrs. Lenhart, who owned a photography studio in Northampton, and offered to sell the business to Mrs. Fella. Could the family afford to purchase the studio in 1946? We’ll have the answer in two weeks.

Northampton residents Demand answers after Flooding damages properties By KERI LINDENMUTH Several East Fifth Street property owners appeared before Northampton Borough Council on Thursday, December 21 to demand answers after their properties were severely damaged following a pipe burst in Cedar Alley on November 26. Casey and Eric Sbat were two such homeowners who shared their experiences over the past month. The couple, who also have a young child, are now
forced to clean up the damage left behind after an estimated tens of thousands of gallons of water flowed through their basement. “This is the community we chose…to raise a family of our own…[but] we have truly been failed by this community,” Casey Sbat said in a statement to council. She appeared before council, she said, so that councilmembers could “put a name to a face [and] a family to a home.”

She said over 20 individuals were contacted, with no followups or resolutions offered. “Every expert outside of this borough let us know their hands were tied,” she continued. She estimated that 15,000 to 20,000 gallons of water per week have flowed into the family’s basement and first floor since November 26. Her husband, Eric, said the family has lived in the borough for six years and has never had water in their basement. Starting on November 26, the family first noticed the water but attributed it to a storm. However, when the water continued to rise, they knew something more had occurred. The water, they noticed, was coming from Cedar Alley, behind their home. When the water authority was contacted, they said there was an underground spring. Sbat called 811 and received permission to dig. Engineers the family hired found no spring and instead attributed the flooding to a burst pipe. Despite these findings, the Sbat family claims the
water authority did not respond. “I just spent 25 days not sleeping trying to save our house,” Eric told council. Melissa Lemmerman, another East Fifth Street property owner, has lived in the borough for 21 years without any water issues. Now, she says, “My sump pump runs and never stops.” “We don’t have backyards any-

As such, the total estimated costs to be paid is approximately $9,567,638.49 but could be higher due to potential legal costs. Business Administrator Craig Neiman noted that terminating the contracts would not be covered by insurance and that the district would have to come up with the funds. During the meeting, there was an increase in the number of residents in attendance that spoke up about being in favor of the Route 329 project during public comment. Several residents and previous board members also brought up how they feared history repeating itself because this same scenario happened when the middle school was initially proposed and new board members stopped the project, which ended up costing the district and taxpayers $60 million more when the idea was revisited, and the school was finally built. The consensus amongst those in favor of the project was that borough schools are overcrowded, which will only exacerbate when the 1,800 proposed homes are built throughout the district, and that conditions of Franklin Elementary, Moore Elementary and Siegfried Elementary must be addressed. Franklin Elementary teachers attended to share how the deplorable conditions at the school disrupt learning and stated that all students in the district deserve an equitable learning experience. Several residents also voiced concerns regarding a lack of alternative solutions to fix the overcrowding and issues at the schools, and because stopping the project at this point would incur over $9.5 million in debt with nothing to show for it. Previous director Robert Mentzell stated, “A yes vote for this school is a responsible and economically viable move in a positive direction for our kids and for our community. A no vote is reactionary with no viable plan to accommodate our impending growth [that] condemns our kids to overcrowded conditions.” Residents in opposition of the project continued to voice concerns as well, citing that Route 329 is an unsafe location for an elementary school due to tractor trailer traffic and accidents, air quality, noise and EMS proximity, in addition to economic and tax concerns, declining enroll-

New board members opined that exiting members forced their hand in the project due to contracts being awarded at the November 13 meeting (before they took office) and bonds being awarded at the December 4 meeting, which they felt should have been tabled to provide them with ample time to review information they were not previously privy to. In a vote to terminate the prime construction contracts approved during the November 13 meeting, the motion failed 5-4 with directors Michael Baird, John Becker, Chuck Frantz, Ross Makary and Doug Vaughn voting not to terminate the contracts, whereas Kim Bretzik, Joshua Harris, Brian McCulloch and Kristin Soldridge voted in favor of the termination. He was thanked for his guidance, counsel and friendship. Council President Judy Kutzler read aloud some of Lopsonzski’s many achievements. He helped spearhead the creation of the Uptown Park and Canal Park. He helped revamp the borough’s code office, in addition to being a passionate supporter of the borough’s EMS and first responders. “You’re a dedicated servant to our taxpayers,” she said. “I can’t see you sitting down… Thank you for your service and love to the borough.” “This community is my heart,” said Lopsonzski. In addition to serving as a councilman, he also served the borough as a policeman. “My heart pumps black and orange.” In honor of Lopsonzski’s nearly two decades of service, Mayor Anthony Pristash declared December 22 Anthony “Tony” Lopsonzski Day in the borough. “It has been a pleasure to serve with you,” the mayor said. The borough’s fire department also presented Lopsonzski with a parting gift. “On behalf of the fire department, I want to say thank you,” said Fire Chief Keith Knoblach. “You’ve always been, in your tenure, a big supporter of emergency services.” Knoblach presented Lopsonzski with a sweatshirt and a water bottle. He asked the councilman to look at the logos on the gifts and “think fondly of what you did accomplish” to help support the fire department. “Because it was a lot.” “Maybe the things I did in the past people have recognized,” said Lopsonzski, who admitted to wondering whether he has done enough. “[But] it’s not about me. It is about the people who look like me who do the same thing.” He wants to ensure they also receive appreciation.
“I feel blessed,” he continued. “I feel satisfied. I thank you all from the bottom of my heart.”

time, emotions and physical wellbeing. Worry is insidious because you are so used to it that you aren't aware how often, or how readily, you worry. For some people, worry is a way of life. We grow up being taught, by example, to make worry a regular activity. We worry about what happened. We worry about what is happening now. We worry about what might happen. We worry about what others will do. We worry about what other people won't do. We worry about just about everything. Worry becomes a default reaction to uncertainty. At the very least, worry is like being in a rocking chair; it's a lot of activity which doesn't get you anywhere. At its worst, worry causes, or worsens, physical and mental ailments. Some of the many conditions worry can be responsible for include stress, anxiety, headaches, high blood pressure, coronary issues, sleep disorders and eating disorders. Ironically, people commonly react to the onset of these maladies by worrying even more. Taking control of and reducing worry has no negative side effects. The only impact of this strategy is a substantial improvement in your quality of life, and a markedly higher level of happiness. Regardless of how much you currently worry, you can substantially decrease the level. This starts with recognizing how much you worry and then making a commitment to doing what it takes to reduce the degree to which you worry. Here are some practical strategies for reducing worry. Stop worrying about the past by recognizing there is nothing you can do to change it. There are two lessons to be learned from your past; what worked and what did not. Eliminate any behavior which does not bring you your desired results. Keep repeating those actions which have been successful. Past bad decisions are counteracted by making better decisions now. Issues, which you are concerned about, fall into two categories. There are those things which you can't do anything about. Since there's nothing you can do about them, let each one go. Your energy is better spent with the second category, those things you do have influence over. With these issues, replace worry with action by taking the necessary steps required to accomplish your objective. Keeping things in perspective reduces worry. Many of the things you worry about don't matter, or are irrelevant. Don't devote any time to them. They are not worthy of your attention. Ask yourself if what you are worried about today will matter five years from now. If it won't, save yourself the five years and stop worrying about it now. Have positive expectations for today and tomorrow. Don't think about what you don't want. Do not become embroiled in an endless cycle of what-if scenarios of Continued on page 11

what could go wrong. Instead, focus your concentration on visualizing exactly what you want to achieve and how you want your future to look. There is a solution for every problem. Your objective is to find it. Stop rehashing problems over and over, from every possible angle. Identify a problem once, and then get to work fixing it. Solutions are only implemented through action. Believe in yourself. You have what it takes to live the life you want. You can attain your goals. Your past does not limit you, it prepares you. Don't allow bad experiences to pollute your future. You can escape the black hole of worry. Start making positive changes today. Implement at least one of the above strategies. Once you have done so, add another. The journey of personal development is not as easy as one would think. The frontier to be assessed and surveyed is that of the inner man rather than fields, streams and property boundaries. Such
talk in a younger version of me would seem like poppycock. Now, the passion to truly understand the mysteries of this life, my life, is taking center stage. Does anyone else feel the same way, even in the slightest? Why exactly do I, do people, think a certain way, act a certain way, have faith or no faith, eat a certain way, and treat themselves like this or that? It truly is something to behold. Some laugh at horror films and cry at comediesriddle me that one. Have you ever wondered why two people who live under the same roof and suffer through the same afflictions respond completely differently? Such questions answered seem to bring about another question. Now while we could call all this human psychology (and you would be correct), why don’t we call all this stuff simply human nature for the time being and move on? If you take a minute to think about it, day in and day out, the vast majority of us do about the same thing, think the same thing and act the same way with minimal variability. It’s true even if we do not want to admit as much. By and large, we all follow the same ingrained mental and physical patterns over and over, day in and day out. Almost mindlessly. I do not say this in a derogatory fashion, I am merely stating an observation. I have observed this in myself. Looking deeper we see basic patterns in each of us. In fact, if you understand patterns, you can navigate life much easier. The same holds true with emotions. Again, day in and day out, we generally have the same couple feelings/emotions over and over. Think this is a stretch? Tell me, how many different emotions did you experience yesterday? Were they completely different than today? Who was jumping for joy the Monday morning after Thanks-
giving weekend? The truth is, we all experience around the same three or four dominant emotions over and over. Collectively, over the span of let’s say a month, you will see it’s the same life patterns, emotions, activities and all the rest repeated over and over with minimal variations. Have we each been programmed somehow? Was it my granny’s wooden spoon by chance?
Trying to break free from these psychologically branded patterns, emotions and the like takes serious grit and determination. Your brain’s neural pathways have essentially been hardwired from years and decades of it all. To change the brain, break the patterns and alter feelings/emotions is quite grueling. My best guess is these freeflowing thoughts I am sharing
may very well be the foundation for the old adage that you cannot teach an old dog new tricks. Oh, the injustice of it all. Even when you want to change it’s as if you’re pushing a boulder uphill. It is much easier to stay suffering with what you know rather than do the heavy lifting to improve upon the self; that is until you have simply Continued on page 12

By SAVANNAH BROWN The East Allen Township Board of Supervisors met Wednesday, December 13 to discuss the 2024 budget and a presentation from Traditions of America for a zoning amendment. First, the board unanimously adopted the 2024 township budget with $3,999,839.68 in projected revenue and $4,246,577.68 in projected expenses. The slight deficit will utilize existing fund balances for both the capital fund and liquid fuels with no revenue coming in for those expenditures. The board also unanimously approved an ordinance establishing the 2024 general tax rate and a resolution establishing the 2024 fire hydrant tax. The budget has a 0% tax increase and will be the township’s 18th year of not raising taxes, keeping the tax millage rate at 6.5 mills, and also keeping the townships fire hydrant tax for properties within 780 feet of a fire hydrant at $30. In other news, supervisors unanimously approved the appointment of an additional sewage enforcement officer to assist with permitting and percolation tests for sewage systems in the township at no extra cost. Next, Traditions of America provided a presentation on the 250-acre site bordered on the east by Route 512 and on the west by Route 987. Traditions of America was founded in 1997 to build 55+ lifestyle communities and have built eight 55+ communities in
the Lehigh Valley. The area of land is currently zoned agricultural/rural residential for the conditional use of age qualified or restricted residential community to accommodate a 55+ community. Timothy McCarthy of Traditions of America explained that all public utilities are already at the site (sewer, water, electric and gas), and that it is rare to find a site that has all four elements of accessibility, roads, infrastructure and utilities already there, which makes it a prime site for development and residential growth within the township. McCarthy presented that Traditions of America proposes the southwest quadrant (two-thirds of the property) be developed as a 55+ community, whereas the northeast corner would need to be rezoned for their proposed planned residential development that would have a mix of residential market rate units such as apartments, townhomes and single-family homes. McCarthy identified that the site would require stormwater feature improvements that they are prepared for, but that the overall development plan has not been mapped out to definitively say how many units will be proposed. Traditions of America requested the board grant them a public zoning hearing to consider the zoning amendment and allow them to begin communications with the township engineer, East Allen Township Planning Commission and Lehigh Valley Planning Commis-
sion to start the collaborative process in order to come up with the best plan for the township. However, the motion to hold a public hearing failed 3-2 with supervisors Chris Cruz, Georgiann Hunsicker and Mark Schwartz voting against the hearing. Traditions for America expressed that they intend to revise their development plans to accommodate several board members not being in favor of the proposed high-density apartment complex and bring their revised plans before the board again in the coming months. In other business, supervisors unanimously voted to amend Section 220 Taxation Article VII related to the Volunteer Service Tax Credit Program, which provides volunteer firefighters and EMS personnel with 100% earned income tax and property tax credits based on specific eligibility criteria as an incentive to boost and maintain volunteerism. The board tabled the recommendation to reject upcoming expiring subdivision and land development plans, as well as a resolution for the Moyer minor subdivision sewage planning module. The East Allen Township Board of Supervisors will hold a reorganization meeting on Tuesday, January 2 at 7 p.m. and the next monthly meeting will be held on Wednesday, January 10 at 7 p.m. in the municipal building, located at 5344 Nor-Bath Blvd.
