Man fleeing from police Jumps into Lehigh River By CATHERINE STROH On Saturday, February 17 around 10 p.m., a man jumped into the Lehigh River in Coplay to evade police. The Northampton Borough Police Department was originally dispatched to Ninth and Main streets for a man that was possibly suicidal. A man matching the description that had been given to police was spotted across the Coplay-Northampton Bridge, who then ran from law enforcement and jumped into the river from the shoreline of the Coplay side of the bridge, said Northampton Police Chief Bryan Kadingo. Officers then lost sight of him.
The water search for the man was a joint effort between the Coplay Fire Department and the Northampton Fire Department, with many other neighboring fire departments also responding to the scene. After searching for a few hours, police found two sets of tracks nearby, however it is unclear if they belonged to the man. The investigation is ongoing; at time of print the name of the man has not been released. It is believed the man has outstanding warrants, however it is not believed that he is a danger to the public, said Kadingo.
Residents request policy Revision at Northampton School Board meeting By SAVANNAH BROWN At the Northampton School Board meeting on Monday, February 12, five residents read a prepared statement to the board regarding Policy 903: Public Participation in Board Meetings. During public comment, residents stated: “Policy 903: Public Participation in Board Meetings prohibits a broad array of constitutionally protected speech. It uses terms that are vague and subjective. I am requesting that the board revise the policy tonight and remove the words ‘personally directed,’ ‘abusive’ and ‘irrelevant’ from item nine on page two.”
Guideline nine of the policy states that the presiding officer may “interrupt or terminate a participant's statement when the statement is too lengthy, personally directed, abusive, obscene, not related to school district business, or irrelevant; request any individual to leave the meeting when that person does not observe reasonable decorum; and call a recess or adjourn to another time when the lack of public decorum interferes with the orderly conduct of the meeting.” The residents reading the statement shared the sentiment that the guideline is unconstitutional Continued on page 5

By LAURA KLOTZ During the February 13 Lehigh Township Board of Supervisors meeting, representatives from the Zachary Bittner subdivision project asked for an extension on their plan approval. They explained that there are some remaining issues, including stormwater testing, which cannot be completed due to the current weather conditions, so the extension would give them enough time to perform testing in the spring and comply with all stipulations in the engineer’s letter. On the recommendation of Township Engineer Michael Muffley, the board agreed to grant the extension until August 31, however the representatives were urged to have their client attend future meetings of the planning commission. Next the board heard an update from representatives of the Lehigh Valley Resort and Spa project, on the site of the former Mary Immaculate Center on Cherryville Road. Coordination with the utility providers is ongoing, while a parking deck has been added in an area where it does not detract from the view. The spa area is taking shape with both hot and cold water pools, saunas, treehouses and an amenity garden. A barn for special events, situated near Cherryville Continued on page 2
ketball team. The photo was sent to this writer by LeeAnn Jacksits, of Northampton. So, we did some research and were fortunate to have a 1923 Amtennian, the high school yearbook. My father-in-law, Mr. Raymond Shoemaker, was a member of that class. We wanted to look back and make a brief comparison with our current high schools. Naturally, they were small compared to our present schools. The 1923 graduation class consisted of 30 students17 girls and 13 boys. During the 1920s, high school was not a major priority for some families. Many prospective students joined the workforce at an early age. The school enrollment included 42 juniors and 48 sophomores, with a total enrollment of 120 students in high school. Northampton, as our neighboring schools did, had a superintendent and school principals. Faculties were very flexible. The Northampton High School staff consisted of teachers who taught multiple subjects. The assistant principal also taught mathematics. The athletic program sponsored five sports- football, boys
The Northampton High School girls basketball team, 1923 and girls basketball, track and baseball. Girls basketball was a new sport that gave the girls the opportunity to participate in the sports program. Eight girls were members of the 1923 team. They were Marguerite Berg, Ruth Newhard, Anna Kelly, Marion Kline, Helen O’Loughlin, Ethel Morey, Elizabeth Newhard and Eva Dotter. They played 13 games. Opponents were Lehighton, Bethlehem, Easton, Emmaus, Slatington, Catasauqua and Palmerton. Their record was six wins and seven losses. There was also an eighthgrade girls program. Road, is likely to be the “final piece of the puzzle.” They informed the board that it will be at least a few months before they reach that stage. Muffley reported that he and Public Works Director Frank Zamadics paid a visit to a residence on South Cottonwood Road, whose owners appealed to the board in January for assistance with a flooding issue. The public works department can handle the matter in-house and the only cost to the township will be for materials. The board authorized the public works crew to take care of the matter in April, following the spring leaf season, at a cost of no more than $5,000. The project should take less than two days. Sandra Hopkins stated that the recreation board has received requests for repairs to two of the township parks due to recent weather damage. The rec board is considering selling advertising space on the fence at Bryfogle Park to raise funds. Plans are moving forward with converting one of the tennis courts at Danielsville Park into a pickleball court. Frank Zamadics, in his public works report, recommended locking down the dog park at Delps until April 26, so the crew can perform necessary maintenance and mowing. The roads in the township will need a lot of repair thanks to the winter weather, and he will provide more information at a future meeting about paving needs and projected costs. The board gave permission to move forward with the purchase of a 2004 Freightliner engine for one of the township vehicles. Zoning Officer Elizabeth Amato stated the zoning board received 35 permit applications in January, 34 of which were issued. The board’s next meeting has been rescheduled from March 14 to March 21. Police Chief Scott Fogel reported that the township’s new police officers have completed their field training and are doing
well. Their presence is reducing overtime significantly, and they did very well on calls related to the recent snowstorm. Fogel provided the supervisors with statistics about the department’s activity in 2023, and noted that the number of criminal arrests has dropped significantly since 2020. Their grant from the Pennsylvania Liquor Control Board is up for renewal; this grant provides them with $50,000 every two years, and the board approved applying for it once again. Fire Commissioner Richard Hildebrand went with some of his men to Long Island for a final inspection of a new truck. They will be traveling to Harleysville on February 26 to make payment and receive the vehicle. The department has received a $16,000 grant from the state to purchase new equipment. A member of the department provided the board with a list of their planned

activities, but will be asked to resubmit it with more specific details for insurance purposes. The 2024 budget, which has been amended to include elected auditor fees, was approved. The board then held a discussion about the farm field at Delps Park. The current farmer has already invested in supplies for this year’s farming, so Township Solicitor David Backenstoe recommended leasing the farm to him for 2024 and then offering the lease out for bids next year. Meanwhile, Muffley will determine the exact acreage of the property, as it is currently unclear; Township Manager Alice Rehrig will contact three different appraisers for quotes, one of which will be hired to determine the value of the property. The board voted to award a contract to Hannabery HVAC for the heating and air conditioning of the meeting room and the rear portion of the municipal building, not to exceed $21,000. Backenstoe brought an issue to the board on behalf of the owner of Vineyard Estates. He explained that the owner has deeds of dedication for Persimmon Road, Long Lane and Willow Road. These deeds have been signed and notarized and are ready to be recorded, but require the board’s approval, which they agreed to grant. On a final note, during public comment, Katherine Mack complimented the board members on the new signs at the parks, noting they are nice and well made. The next Lehigh Township Board of Supervisors meeting is scheduled for Tuesday, February 27 at 7 p.m. in the municipal building, located at 1069 Municipal Rd., Walnutport.

Carol Ann Kloiber, 70, of Moore Township, formerly of Goshen, Ind., passed away on Monday, Feb. 12, 2024 at Lehigh Valley Hospital, Cedar Crest. She is the wife of the late William "Ben" Kloiber. Carol was born on Dec. 22, 1953 to the late Earl and Marie (Walters) Huber. Carol was a graduate of Northampton High School and Easton School of Nursing. She worked as a registered nurse at the former Gnaden Huetten Hospital, Lehighton. Carol was a lifetime member of the American Dairy Goat Association where she raised a herd under the name of Peach Valley. Aside from her animals she was very proud of her kids and grandkids and loved them dearly. She was a leader at the Northampton County 4-H. Carol was a mentor to many. Survivors: Children: Brant Kloiber (Amber Barnes) of Lehigh Township and Crystal Kniesly and her husband Ken of Goshen, Ind.; grandchildren: Brynn, Cora and Blake. He also loved attending the U.S. Open to see his daughter, Jenelle, and visiting many great golf courses over the years. John Mirro, 74, of Moore Township, passed away on Saturday, Feb. 10, 2024 at home. Born May 12, 1949, in Pittston, Pa., and raised in Moore Township, he was the son of the late Eugene Sr. and Lillian M. (Granteed) Mirro. John and his wife, Mary Ellen Chuss-Mirro, celebrated their 44th wedding anniversary on October 6. John graduated from Northampton High School in 1967, where he was valedictorian. He continued his education at Lehigh University majoring in Engineering Mechanics, where he was also the Class of 1971 valedictorian. John then earned his Master’s degree from the Massachusetts Institute of Technology (MIT) in 1972 in Mechanical Engineering. John worked in the mechanical engineering field for 50 years, specializing in RotorDynamics. Beginning his career at Ingersoll-Rand Co., he then went on to co-found and lead CONMEC, Inc. as President. Following his time at CONMEC, John worked as an Engineering Manager for GE Oil & Gas and assisted many other companies and engineers as a consultant for decades. John’s proudest career achievement came in 1997 when he was honored by Ernst & Young LLP as the Entrepreneur of the Year for Business Achievement in high technology manufacturing and engineering. The greatest passion John shared with many of his friends and family was his love of driving race cars. He was a very accomplished driver, receiving accolades and achieving many awards throughout the years. Northampton Borough hires 4 public Works employees, invests in new Notification system By KERI LINDENMUTH Northampton Borough has welcomed four new employees to its public works department, just in time for spring. Joshua Deveney, Noah Hassler, Colyn Gerstenberg and Matthew Ackerman were officially hired by Northampton Borough Council on February 15 after interviews with Borough Manager LeRoy Brobst, Public Works Superintendent Greg Morey and members of borough council. Brobst, who started his career with the borough as a public works laborer, called them the “future of the public works department.” “I was in your seat at one time,” he said. “You’ll find, at times, the job is rewarding, is frustrating, but always appealing.” He told the new hires that they’ll learn new skills, meet new people, and ultimately, enjoy the position. Councilman Ronald Glassic called their interviews “outstanding,” while Councilwoman Judith Haldeman said they showed “enthusiasm." “We look forward to what you guys can bring to the borough,” continued Councilman Trevor Stone. New councilmember, Councilman Ronald Knopf, said he still considers himself a “new employee” too and is happy to help
the new team with anything they need. In addition to the four new members of public works, borough resident Kathleen “Kitty” Hucaluk was also appointed to the Northampton Borough Municipal Authority Board of Directors. A former nurse and 20-year resident of the borough, Hucaluk said she applied to the open position because she wanted to be more active in the community. “I want to see if I can…help make things better,” she said. Hucaluk was unanimously appointed. In other news, borough council approved a motion to purchase citizen notification software from GOGov. This software, which costs $4800 per year, will allow Northampton residents to download a custom app that will alert them to snow and weather emergencies, upcoming bills, changes to the garbage schedule and other special events. Notifications will be sent via email or phone, depending on the user’s consent. In addition to the borough administration, other borough departments can use the app to send citizen alerts, including fire and police. Assistant Borough Manager Brian Welsko has been instru-

Borough council approved the purchase, with Councilman Stone saying it is a good investment at less than 50 cents per resident per year. The borough can also opt out of the agreement after one year. Finally, Mayor Anthony Pristash announced the launch of the Hometown Heroes online campaign. This social media campaign was created in conjunction with volunteers from Northampton Area High School, The campaign will launch on March 1. Social media posts will showcase the stories behind the men and women on Northampton’s Hometown Heroes banners. Posts will share their stories and “show what these people mean to the Borough of Northampton and what Northampton meant to them” as they served their country, said Mayor Pristash. Sunshine Act, President Doug Vaughn addressed the matter, stating the policy would be reviewed by the Policy Committee during their next meeting on March 4. Any committee recommendations will then be voted on by the board at a later time. In other news, Robert Travis from Gorman & Associates shared a presentation regarding the district’s 2022-2023 audit summary findings, which found that the district’s financial statements “present fairly, in all material respects, the respective financial position of the governmental activities, the business-type activities, each major fund and the aggregate remaining fund information of the Northampton Area School District as of June 30, 2023.” Travis noted that total district revenues amounted to $119,910,097, whereas expenditures totaled $120,572,318 for the year. This net change in fund balance resulted in an ending fund balance of $20,356,449. Other findings included no detection of any deficiencies in internal control over financing reporting that were considered material weaknesses, no instanc-
es of noncompliance or other matters that are required to be reported and no findings discovered in relation to federal awards. Next, Bethlehem Area Vocational-Technical School Executive Director Adam Lazarchak provided two presentations on the school’s expansion plan and its proposed 2024-2025 budget. In terms of expansion, Lazarchak shared two options for the building addition’s design. The smaller of the two, “Scheme A1,” included plans for a new culinary commercial kitchen, classroom and storage, a new veterinary technician program clinic area, classroom, dog kennels, dog runs and storage, a mechatronics lab/ classroom, four health services labs/classrooms, cyber security, medical office and social media/ marketing renovated labs/classrooms and a parking lot expansion/traffic pattern with two access points. Option A1 would provide 226 new seats with room to add 40 extra seats at an estimated total cost of $23,363,728. However, since BAVTS had
to turn away 200 applicants for the 2023-2024 school year due to being at or beyond capacity, “Scheme B” proposes a larger project that would include option A1, but also add a new lab/ classroom for the two existing technology classes, a new lab/ classroom for the existing auto collision repair lab, an aviation mechanics renovation to the lab/ classroom in place of the old auto mechanic shop, a renovation to the welding program’s lab/classroom in place of the old auto body shop and repurposing the main building for the computer net, cyber security, medical and office administration, social media/marketing and aviation mechanics programs. Option B would provide 330 new seats with room to add 80 extra seats at an estimated total cost of $46,604,863, which would be split amongst the three member districts based on their respective stakeholder share. BATH AREA Allen Township Supervisors Approve preliminary/ Final plan for Stone Ridge Commercial development
By KERI LINDENMUTH During the February 13 Allen Township Board of Supervisors meeting, supervisors granted preliminary/final land development approval for Stone Ridge Commercial, a commercial property development along Route 329, Savage Road and Horwith Road. This property, adjacent to the recently approved Wawa development, will feature a fast-food restaurant and retail space. It has been before the Planning Commission and Board of Supervisors several times since being introduced in 2022. The only concerns voiced by supervisors included sidewalks. The plan proposed sidewalks along the entire frontage of Route 329, Horwith Road and Stonegate Drive. Per the plan, sidewalks would be installed with each development or installed ahead of time at the township's request. The commercial property would be responsible for maintaining these sidewalks. Supervisor Dale Hassler wondered whether sidewalks along the western portion of the development would be needed at all. On Horwith Road, an old stormwater ravine would prevent the sidewalks from connecting to Hollow Drive in Northampton. He added that internal sidewalks within the residential neighborhood are safer than the proposed sidewalks on Route 329. Solicitor Lincoln Treadwell wondered whether the commercial association could take care of the new sidewalks on Savage Road and John Drive as a “trade-off” instead of installing new sidewalks along Route 329 and Horwith Road. Originally, the township was going to be responsible for maintaining these sidewalks. While Stone Ridge developers said they would have to vet this proposal with the HOA and Wawa, they believe it is “possible.” “I am a huge proponent of sidewalks, as you all know, but I think I could get behind this,” said Supervisor Gary Behler. “Especially with indefinite maintenance.” Supervisors agreed to waive these portions of the sidewalk on the condition that the HOA or Wawa agree to maintain the Savage Road and John Drive sidewalks. Otherwise, sidewalks would be required. With this, supervisors approved the plan. In addition to approving the commercial property, supervisors also granted preliminary/final approval for Phase 3 of the Stone
Ridge major subdivision residential plan, once again waiving the sidewalk requirement along Horwith Road. In other news, supervisors approved the motion to solicit bids for three road repaving projects in 2024. As the township works on a four-year paving plan, roads that need immediate improvement, according to Township Manager Ilene Eckhart, include 23rd Street, Kensington Circle and White Circle. tal upgrade costs are estimated to be $127,000. The dog park will also see new gates following complaints of aggressive dogs. These additional gates on each side of the park will help separate dogs and provide an additional entry and exit point. With these new upgrades in the works, supervisors and the township have started planning summer park events, including the return of the popular outdoor movie nights. Four movie nights are planned for 2024, scheduled for July, August and October. Two movie nights will be at Howertown Park and two at Kreidersville Covered Bridge Park. New this year will be an ice cream or food truck at the event, and the potential for high school clubs to participate by selling food or hosting fundraisers. The township is in contact with local businesses to help sponsor the events and defray costs, which are estimated to be $4,925. The touch-a-truck event with first responders will also return. The next Board of Supervisors meeting will be Tuesday, February 27 at 6 p.m.

BAVTS proposed $14,597,899 budget, which includes an expenditure budget net increase of 1.68%. The district’s proposed contribution of $3,140,829 includes a 9.12% or $262,407 increase. During agenda discussion, board member Joshua Harris proffered a “town hall” meeting at Moore Elementary School in the form of a question-and-answer session for the board to discuss potential renovations, open/closure options and financial costs with the public. Board members concurred that the meeting would provide transparency with residents in light of the decision to keep Moore Elementary open and have five elementary schools, which they will need to formally vote on by June, Superintendent Joseph Kovalchik approximated. Kovalchik expressed that he will look into the logistics of the meeting and shoot for a meeting at the end of March to give the public ample notice. Aside from the First Student driver list revision, which was removed from the agenda, all regular agenda items were unanimously approved. The detailed agenda can be found on the district website. The next Northampton School Board meeting will be held on Monday, March 11 at 6:30 p.m. in the NAHS auditorium, located at 1619 Laubach Ave.
