By KERI LINDENMUTH During their meeting on Wednesday, June 16, the Upper Nazareth Township Board of Supervisors granted final conditional approval to JVI, LLC for the development of a warehouse property on Gun Club Road. Known as Project Tadmor, this development has been a focal point for both supervisors and residents since it was announced in 2018.
The warehouse development consists of two warehouses, one 870,000-square-feet and the other 208,000-square-feet. Located in the general industrial zoning district, the property is currently zoned for warehouses, a fact that township solicitor Gary Asteak stressed to those in attendance. A warehouse, he said, is a permitted use. The board cannot

The doctors of Horner's Cemetery Submitted by PEGGY MOSER Not too many people can say they had four doctors in their family, but that is exactly what the Humphrey family had. Doctors Edward, William, Charles and Robert Humphrey are all buried at Horner's Cemetery. Brother Thomas Humphrey joined the Union forces in the 15th Regiment Cavalry. He was exposed to tuberculosis during the war, and died at home afterwards. None of the doctors in the family could save him. Dr. Charles H. and his wife, Elizabeth (Stanton) Humphrey, were born in Northampton County and lived in Cherryville. During the Civil War, Charles was an examining surgeon. For over 60 years, he practiced medi-
cine in Cherryville. Dr. William J. and his wife, Ellen (Mushlitz) Humphrey, were members of the Presbyterian Church by Horner's Cemetery. He was a mason in Slatington and a Republican, as well as doctor and surgeon. Dr. Robert Humphrey graduated from the University of Penn. He practiced medicine in Council Bluffs, Iowa. He retired there, and moved back to Cherryville. He only had nieces and nephews when he died. Dr. Edward was born, practiced medicine, and died in Cherryville. He married Elizabeth Hays, of the Hays family who owned the Weaversville Hotel. They had five children. Matthew McHenry served in
the Revolutionary War as the surgeon of the Provincial Ship Montgomery in 1776. His parents were Rev. Francis McHenry and Mary Ann Wilson, daughter of Hugh Wilson of Wilson's Blockhouse in Northampton. Dr. John Boyd was married twice. His first wife was Elizabeth (Brown) Boyd. She was related to Gen. Robert Brown. His second wife was Nancy (Clyde) Continued on page 2

Boyd. She was a descendant of the original Clyde family. Dr. Boyd died at age 45. His wife died at age 90. This author usually tells people on tours that she lived so much longer because he was not there to bring the germs home from work. Guided tours of Horner’s Cemetery have resumed. lum is so perfect for girls this age right now because they need to learn how to be social again [after COVID],” stated Liz Fones, Council Director of GOTR. “The Girls Have Heart camp is about navigating friendships.” Girls on the Run is not only focused on promoting young girls’ selfesteem and self-image, but also on teaching them the benefits of exercise, a healthy lifestyle, and working together with others, which will in turn be reflected in the curriculum taught at camp. Camp GOTR will include games like scavenger hunts, crafting, and relay races balanced with exercises like the “Compliment Circle”, where girls will learn how to compliment one another, appreciating their differences while still working together as teammates. As part of Bethlehem Area School District’s “Fun and Free in July in BASD,” Camp GOTR will be offered at the following schools for girls in 3rd-5th grade; Asa Packer Elementary, Governor Wolf Elementary, Marvine Elementary, Fountain Hill Elementary, and Clearview Elementary (including participants from Hanover Elementary, James Buchanan Elementary, and Clearview Elementary). “Camp GOTR is perfectly timed for this summer; it's time to get outside, reconnect with caring coaches and friends, discover more about yourself, and have fun,” says Dr. Jack Silva, Assistant Superintendent and Chief Academic Officer of the

many residential neighborhoods that proved very disruptive to people’s lives and undermined their quality of life by having to endure the discharge of such fireworks throughout the day and late into the night,” Freeman said. “This disruptive behavior is unacceptable and must be reined in. “My proposal would provide local governments with the authority to pass local ordinances to better regulate the use of fireworks and to impose substantial penalties for the violation of those local ordinances,” Freeman said. Under Freeman’s bill (H.B. 1628) a municipality could enact an ordinance regulating the use of consumer fireworks, provided that the ordinance does not conflict with state law. The bill would limit the use of fireworks to between 10 a.m. to 9 p.m. Sunday through Thursday and 10 a.m. to 10 p.m. on Friday and Saturday, with extended hours for certain holidays. Additionally, the legislation would require each consumer fireworks purchase to include a notification that provides the conditions, prohibitions and limitations for using fireworks. Those who violate the municipal regulations would face increased penalties under Freeman’s bill. A first conviction would be a summary offense and a fine between $100 and $500. A subsequent offense committed within one year of a prior conviction would be a third-degree misdemeanor and a fine between $500 and $1,000. According to the 2017 law, fireworks cannot be discharged: • on public or private property without express permission of the property owner. • from, within or toward a motor vehicle or building. • within 150 feet of an occupied structure, regardless if a person is present. • while the person is under the influence of alcohol, a controlled substance, or another drug. "We need to give local governments the ability to deal with this disruptive behavior and impose substantial penalties for violating
local ordinances. My proposed legislation will give them that option," Freeman said. Freeman, who voted against the 2017 state law that allows consumers, 18 or older, to purchase and use “Class C” or “consumer-grade” fireworks is also co-sponsoring House Bill 988 that would outright repeal the 2017 fireworks law, reverting to what was previously permitted in Pennsylvania. “One of the reasons I opposed making these fireworks legal back in 2017 was because I thought they would be disruptive and unsafe,” Freeman said. "If those using fireworks cannot do it responsibly with consideration for how disruptive they can be to a neighborhood, then the legislature has no other recourse than to repeal the 2017 fireworks law. If we can’t get the votes in the legislature necessary for an outright repeal of the 2017 fireworks law then, at the very least, we need to enact my legislation to give local governments the authority to crack down on the abusive use of fireworks so that communities don’t have to endure the type of disruptive behavior caused by an irresponsible use of fireworks.” House Bill 1628 has been referred to the House Local Government Committee for consideration.

Patrice Ann Imbody
After a long and brave fight, Patrice Ann Imbody, 60, died peacefully at home on Monday, June 14, 2021, surrounded by her loving family. Born in Phillipsburg, NJ, Patrice was a lifelong resident of Moore Township and a daughter of Marianne T. (Tascone) Imbody of Moore Township, and the late Robert W. Imbody, Sr. Patrice grew up caring for animals, both large and small, and she took this passion with her into adulthood. Her loving heart led her to a lifelong career in nursing; Patrice was a Bachelor trained Critical Care Registered Nurse. Patrice’s beautiful spirit re-
mains in many hearts, including her mother, Marianne; sister, Lisa; brothers, Robert Jr., Anthony, and Alfred. She was a loved and adored aunt to Anthony III, Adrienne, Robert III, Troy, Richard, Raymond, and Marianne; a special great aunt to Mela, Ivy, Santino, and Sevi; and a supportive in-law to Ana, Brenda, Christopher, Nicole, and William. Patrice also shared laughter and love with cousins and friends too numerous to list that she held deep in her heart. She joins her father, Robert; they both believed that the fear of death follows from the fear of life. As a result, they lived fully prepared to die at any time. A celebration of life will be held at a later date. Arrangements have been entrusted to the George G. Bensing Funeral Home, LLC, in the Village of Moorestown – Bath. In place of flowers, please contribute to the American Cancer Society in remembrance of Patrice.

are getting around the ordinances and other requirements needed to maintain a rental property or hotel. However, it is also a gray area not explicitly addressed by a borough ordinance because their popularity took off overnight. Panella will look into the best way to handle regulating Airbnbs in the borough. Other communities such as Jim Thorpe and Bath are facing a similar problem. Finally, council passed a motion to transition to a summer meeting schedule for July and August. They will only be meeting on the third Thursdays (July 15 and August 19) of those months, at 7:30 p.m. in the municipal building.

reject these plans without reasoning that is supported by zoning ordinance. Under SALDO, they are required to vote on this issue. The project had been recommended for approval by the township’s planning commission. Plans were also approved by the Lehigh Valley Planning Commission and a highway occupancy permit has already been submitted to PennDOT. Members of the Upper Nazareth Township Citizens Group submitted a letter to the board outlining their concerns and voicing their questions, which Asteak addressed during the meeting. The group asked how supervisors were allowed to vote on the plans while litigation, brought forth by the Citizens Group, is still being fought. Without a stay, said Asteak, there is no legal impediment to voting.
The group also questioned the transparency of the township meetings. Asteak countered by saying that all board of supervisors and planning commission meetings have been open to the public and streamed online during the pandemic. “There has been full disclosure,” he added. “This is a bad place for a warehouse,” said Supervisor Scott Sylvainus. “[But] the property is zoned for that use. “For the neighbors who are affected by it, is it unfortunate, but we all suffer [from] zoning designations that we live in.” Only supervisor Kristin Mullen voted against approval. In other news, township manager Lisa Klem said there are still two openings on the new Environmental Advisory Council. The council needs at least seven participants. Members will serve three-year terms and will monitor the Open Space program, making recommendations to the board as needed. Finally, Supervisor Donna Hirst addressed serious sinkhole issues affecting residents across Northampton County.
