Northampton 2020 Budget includes first Tax increase since 2016

Residents express concern over Lack of library funding By JASON KAMERY It was standing room only as residents came to the Board of Supervisors meeting for Upper Nazareth Township on Nov. 20. Handing out buttons and waving signs, the community expressed concerns over funding being cut to the Memorial Library in Nazareth. Lisa Klem, the Upper Nazareth Township manager, provided background detail to the audience about what they have cut to combat the town’s deficit. “We still have a $50,000 donation in the budget for the Memorial Library,” Klem said. “My salary will not increase, that’s a cut of $2,640.” Klem also stated other budget cuts including $16,000

of permitting software, $45,000 of part-time patrolman salaries, $35,000 for a police vehicle and the town will not participate in Pibbles Paws, a savings of $6,400. Next year’s budget is expected to run a deficit of $135,000. When public comments were allowed, library Director Holly Bennett was first to speak to the Board of Supervisors. “I want to thank this committee for their support this evening,” Bennett said. “But I also want to make a comment that I participated in the budget meetings and with all due respect Mr. Rinker, when we talked about this your response to me was everything you do at the library I can do on Google. So I would like to hear other voices tonight, not because I am the director but because this library is so important to this community. From children reading books, to seniors getting their taxes prepared. It’s not just about getting on your computer and using Google. Some of the people that use our library don’t even
have access to Google and they count on us to provide it to them so they can get a job, so they can go forward and make their life better.” Residents then took turns discussing personal stories about the library, services that it has offered to help them in a time of need and how the library helps everyone, especially the low-income community members. One resident praised the library saying, “I came to this town six years ago and one of the main reasons I came was because you have a great library here.” Another resident stated, “It’s not just Upper Nazareth Township being impacted by the budget cuts we made, it’s also the neighboring communities and our library was just awarded a Gold Star by the state because of what it does, we shouldn’t be cutting their budget.” Terri Sayago, the library board vice president, addressed the Continued on page 2
By KERI LINDENMUTH The 2020 draft budget was presented to Northampton Borough Council during their November 19 meeting. The budget includes a 0.5 mil property tax increase, the first tax increase for borough residents since 2016. The tax increase will equal roughly $25 for the average borough property. The budget totals about $7 million, with a $1.4 million clos-
ing balance. Several new hires are included in the budget, including one new police officer, two new public works employees, and one new sewer plant trainee. Funds have also been designated for new police, fire, and public works equipment. A new Chevy Tahoe will be purchased for the police department, while Continued on page 5

Board of Supervisors stating that out of the four supporting townships, Upper Nazareth Township was the only one cutting their library budget. After public comment about the library ended, the supervisors voted 3 to 1 approval to pay for an advertisement for the Open Space tax that was approved by voters on Election Day. They also approved an exoneration of $36.43 in taxes from a home that has been razed.
The next Upper Nazareth Township Board of Supervisors meeting will be held at 7 p.m. on Dec. 4 at the Township Building.

The book easily could be used in our schools so our industrial heritage will not be forgotten. These individuals laid the foundation of many industries that employed our parents. Read the book. It will bring back memories.

Moore Township woman Pronounced dead, clothing caught fire by HOME NEWS STAFF Elizabeth Grube, 73 of Moore Township, was pronounced dead Friday night inside her home, located at 140 Robin Ave., according to Northampton County Coroner Zachary Lysek. Lysek stated on Saturday that he had not yet determined a cause or manner of death. Grube’s clothing had apparently caught fire but it was not confirmed if that contributed to her death. Grube was the only occupant and only person home at the time of the incident, at the Scotty’s Manufactured Homes park for ages 55 and older. Po-
lice responded to Grube’s home around 6 p.m. on Friday, Nov. 22 for a welfare check. Grube’s family became concerned after not hearing from her. An autopsy was scheduled for Sunday, Nov. 24 to determine the cause and manner of death. Lysek stated a determination would likely be subject to further testing. The fire did not extend into the home. The Klecknersville Rangers Volunteer Fire Co. and Moore Township police responded to the scene. No further information was known at time of print.

GWHS 39th Annual Christmas House Tour
Peter Rohn home submitted by CAROL BEAR-HECKMAN Plans are underway for the 39th Annual Christmas House Tour. The Governor Wolf Historical Society will open six private historic homes and four early buildings on Saturday, Dec. 7. The homes will be open from 10 a.m. until 4 p.m. This year’s theme is “Artistic Dates and Documents,” featuring dated frakturs, early birth certificates, old family bibles, dated quilts and more. The Home News will feature one of the homes each week until tour day. The Peter Rohn home was purchased in 1997 by the current owners. Deeds were researched back to 1737 when the property was warranted to William Allen. In 1802, Johannes Peter Rohn, a prominent farmer, purchased 300 acres. His large Federal cut limestone farmhouse was built circa 1812. In the 1820s he built an oc-
tagonal school (since demolished) down the street from his home. A previous owner operated a popular restaurant, the "Dutch Oven,” in the home while they lived here in the 1950s. The home has all six original fireplaces, 10' ceilings, most of the original trim, doors, windows, and floors. Missing pieces were duplicated and restoration is almost complete. An addition provides storage, baths, pantry, and laundry allowing the original rooms to be left intact. An unusual feature of the kitchen walk-in fireplace are two original bake ovens, one 3' deep, and the other 5' deep. The stone foundation for the deeper oven is a prominent feature in the first floor addition. In winter this fireplace is frequently used for hearth cooking. For the tour both floors will be open. include converting the attic into an arts and crafts studio and the restoration of the summer kitchen. On the same day, the Annual Historic Christmas Family Day will fill the GWHS campus from 9 a.m. to 4 p.m. Historic craftsmen will demonstrate, the 153 Civil War Coddington Reenactors will be encamped. Taste and watch hearth cooking, spinning and weaving, iron crafts, early powder horns and flintlocks, and more. There will be arts and crafts for children. Make this a yearly family destination. There is no parking or admission fee. A free-will donation may be dropped into our preservation jars if you wish. There will also be quality crafters selling their wares and fresh greens for sale. The Daily Grind in the Schoolhouse Café will offer food to take with you on the tour, or to enjoy there. Ticket books are available- $25 advance and $30 day of tour. Booklets will be sold at S. payments for the fire department’s new aerial truck will begin at the end of 2020. A Ford F250 will also be purchased for snow plowing, as will a multi-purpose vehicle for lawn maintenance and brush cutting. Meanwhile, the borough’s subdivision rec fund will see an increase due to new development in the borough. With the Willow Brook Farms development expected to begin, as well as the development of 40 townhomes behind the Redner’s Quick Shoppe on West 21st Street, the borough will see an increase of $600 per new home. Borough Manager LeRoy Brobst prepared the budget over the course of three weeks. He told council that the budget is his “best guess” as to the costs the borough may face over the next year. He asked council to review the draft budget and come to him with any questions before approval is voted on.

This week, it's been 22 years since the new Treichlers bridge opened, local farmer Nicholas Cihylik, Jr. crossed that bridge first with his corn husker tractor. . . now they're getting ready to open the Coplay - Northampton bridge over the Lehigh River soon, I wonder who's gonna get to go over it first? With only one more to replace, the Cementon bridge is eligible to be listed in the National Register of Historic Places for its engineering significance, built in 1933, it has lots of traffic over that one. PennDOT had it for sale, haven't heard if it was sold yet? . . Gotta go help Elmira put up some Christmas lights before it gets so darn dark.

Jacobsburg Historical Society’s Christmas at Boulton Open House
submitted by AMY GULAR The Jacobsburg Historical Society will proudly open its museums and displays for our annual Christmas at Boulton on Saturday, Dec. 14 and Sunday, Dec. 15. This special weekend will showcase the J. Joseph Henry House, adorned in beautiful Victorian Christmas décor. This exquisite house museum was built in 1832 and was continuously occupied by the Henry family for five generations. We are grateful that the Henry family saved so many of their precious belongings because today’s visitors are able to view a unique display of original furnishings, clothing, musical instruments, china, and other antiques within the home where they were actually used. Joseph Henry House contains many historic treasures, including a full-size replica of the most important history painting produced in colonial America. The 1756 work, entitled “Death of Socrates,” was painted for William Henry I of Lancaster by the famous artist Benjamin West. The original painting hung in this home until the Henry family donated it to the Historical Society of Pennsylvania several decades ago. In addition to the Henry House museum, Christmas at Boulton visitors will be able experience the warmth of the fire in the Summer Kitchen. The historic site's exhibit areas will be open including a lighted display of historic carriages and sleighs in the Carriage Barn, the Blacksmith Shop and the Boat House. This museum, open during Christmas at Boulton, contains a substantial collection of original, handcrafted Pennsylvania longrifles and items related to the making of longrifles from the eighteenth and nineteenth centuries. This museum features more than 100 historic arms on display and is currently featuring an impressive 18th c. Horn Object Collection on loan from Tim and Terri Lubenesky along with new displays of Henry family artifacts including some of their personal firearms. The Historical Society’s Gift Shop is stocked with unique items for holiday gift giving. Thanksgiving Every Day?
I appreciate having a special day dedicated to giving thanks to God, but shouldn’t every day be a day of thanksgiving to God? It was for Daniel even after he knew it was against the law to pray and to give thanks to God. “Now when Daniel knew that the writing was signed, he went into his house; and his windows being open in his chamber toward Jerusalem, he kneeled upon his knees three times a day, and prayed, and gave thanks before his God, as he did aforetime” (Daniel 6:10). Thanksgiving every day? Why not? Romans 14:6 says, “He that regardeth the day, regardeth it unto the Lord; and…giveth God thanks.” Our lives should be filled with thanksgiving every day! Everything we say and do every day should overflow with thanks to God as Colossians 3:17 tells us, “And whatsoever ye do in word or deed, do all in the name of the Lord Jesus, giving thanks to God.” This truth of “Giving thanks always for all things unto God” (Ephesians 5:20) is not just some isolated scripture—it is repeated again and again in the Bible for our benefit because by nature we tend to be so unthankful. In fact, the Apostle Paul goes so far as to say that this is God’s will for us! “In every thing give thanks: for this is the will of God in Christ Jesus concerning you” (1 Thessalonians 5:18). God gave His only begotten Son, Jesus Christ, as the Lamb of God and the only sacrifice for our sins. David, looking forward by faith to that wonderful work said, “I will offer to thee the sacrifice of thanksgiving” (Psalm 116:17). We all deeply owe the Lord our daily and continual thanks for providing our salvation! Hebrews 13:15 says it this way, “By him therefore let us offer the sacrifice of praise to God continually, that is, the fruit of our lips giving thanks to his name.” Yes, let’s offer to God thanksgiving every day! --Written by the late Pastor Daniel E. billing per address. This will alleviate concerns for landlords who have multiple units in the same building, but different addresses per unit. McHale said it was never the intent to charge those landlords more. He said the committee had not realized that some apartment buildings used multiple addresses. Councilman Ed Pany asked McHale to confirm that the inspection fees will cover the costs of the inspections, so that taxpayers do not have to subsidize the program. McHale confirmed, adding that the committee will look at

Some members of council said they hope residents see the benefits of this program after several months of controversies and delays. “We were accused of creating a ‘cash cow,’” said Councilman Anthony Lopsonzski, Sr. “[The program] is not here to punish people. It is here to make sure they have a healthy, safe, clean environment to live in.” Councilwoman Judy Kutzler agreed. If you’re in the mood for gift giving you can bring along paper towel tubes, egg cartons, soda bottles, and unwanted catalogs to share. You will go home with your own creations to help brighten your home as we near the longest night of the year. This program is best for ages 5
and up. Registration is required. Environmental Club: Aquatics Night Wednesday, Dec. 11 from 6:30 to 8:30 p.m. Looking to expand your knowledge of environmental science? Interested in competing in Envirothon? Join other teens 1318 from our area once a month at Jacobsburg to learn the concepts and content that you need to be competitive, not just in Envirothon, but in an environmental career. Natural resource professionals will assist in presenting each topic, assisted by teens who are familiar with Envirothon and resource conservation. The first session will explore the topic of aquatic ecology with local Waterways Conservation Officer Zachary Rudd. Investigate organisms that live in water and the issues affecting water quality. Adult advisors must be accompanied by a teen in order to attend. Registration is required. Speaker Series: Aaron Haines “Acoustic Survey Techniques for Bat Identification and Conservation” Friday, Dec. 13 from 7 to 8 p.m. Join biologist Aaron Haines from Millersville University as he talks about bat research along the Kittatinny Ridge. The Pennsylvania Wildlife Action Plan identifies seven bats species of greatest conservation need. Researchers at Millersville University and Bat Conservation & Management Inc. conducted active monitoring for rare bat species along the Kittatinny Ridge. Bat surveys were conducted during the summer of 2018-19 using stationary remote acoustic recording devices at five natural areas along the Kittatinny Ridge (including Jacobsburg EE Center). A permanent publicly accessible remote acoustic bat kiosk has just been established at Hawk Mountain. Bat survey data for summer 2018-19 will be presented. Registration is required. Winter Wildlife Watch Saturday, Dec. 14 from 10 a.m. to 3 p.m. Spend some of your Saturday watching wildlife at Jacobsburg. Our educators will have cool winter wildlife activities available at the visitor center. You can also join us for an afternoon hike in search of winter birds and animal signs. Hot chocolate will be available all day long. Registration is not required. First Day Hikes Wednesday, Jan. 1, 2020 from 10 to 11:30 a.m. or 1 to 2:30 p.m. Get out and get hiking on the first day of 2020. Join educator Lauren Forster for one of two 2-mile hikes at Jacobsburg. We will explore the old growth forest of Henrys Woods and the fields of the Homestead Trail. The hikes will leave at 10 a.m. and 1 p.m. from the visitor center at 400 Belfast Road. Dress for the weather, wear comfortable hiking shoes, and bring a water bottle. Registration is required as spaces are limited.

Letter to The Editor Well, Christmas is just around the corner. So what’s on your Christmas list? More warehouses? It seems like our little corner of the world has become a magnet for warehouses! And what do we gain? More traffic, noise, pollution, retention bonds (bugs, critters, slime), just what the doctor ordered. Now lately, with only a couple warehouses up and running, I’m beginning to notice rubber along our little side roads. Yep, retreads are showing up just like on Routes 22, 33 and 78. So who has the responsibility of cleaning them? Or will that too be just another decoration along our cow paths? My big question is- just who is PennDot accountable to- who do they report to- who gives them orders to approve all these traffic nightmares? They need to answer to somebody. I know it’s not the residents. All I would like to see is for PennDot to wait until the warehouse located at Airport Road and Route 329 and the warehouse located at Century Boulevard (new road) and Route 329 are up and running. Then do a traffic study before giving final approval to Jaindl for his warehouse complex. This complex is to be built from Seemsville Road to Howertown Road with 800 tractor trailers a day, which equates to 1600 trips a day plus approximately 300 cars. We really don’t want to end up with a 329 parking lot. I am told by many that PennDot reports directly to the governor, so I am asking everyone to get involved and write, email or call Governor Wolf and explain our area dilemma. When asked what was next for The Art Den, Kelsey replied, “[We just recently hosted a paint and sip and next] I am hosting a pop-up craft shop on Nov. 30, for Small Business Saturday, which is the same day as The Cookie Stroll. I will have various crafters here selling their handmade crafts

Northampton Community College delivers in production of ‘Amadeus’ Submitted by KATHERINE NOLL Northampton Community College students and local actors brilliantly presented Peter Shaffer's award-winning play, “Amadeus.” Jonah Padula of Nazareth, who held the role of Orsini-Rosenberg, and Stephen Simone of Nazareth, who held the role of Salieri's Cook were among the student actors. worked hard to bring about the classical production of a timeless musical genius and his envious rival, Anotonio Salieri. Playing that rival was local actor Barry Glassman, who is known in the Lehigh Valley theatre world for various notable performances. As the play goes, in the court of the Austrian Emperor Joseph II, Antonio Salieri is the established
composer. Enter the greatest musical genius of all time: Wolfgang Amadeus Mozart. Salieri has given himself to God so that he might realize his sole ambition, to be a great composer. Mozart is a foul-mouthed, graceless oaf who has that which is beyond Salieri's envious grasp: Genius. This musical play garnered a Tony award for Best Play in 1981, and its film version earned eight Academy awards in 1985, including Best Picture and Best Adaptation for Shaffer. The fourday NCC production of “Amadeus,” which took place from Oct. 17-20 in NCC's Lipkin Theatre, had a great turnout and positive review. Bravo to the NCC theatre program, whose dedication truly shined, and to all those who contributed to make this production a wonderful success.
