Northampton School Board Hears proposed elementary School, education center Financial plan presentation

By SAVANNAH BROWN During the Northampton School Board meeting on Monday, October 9, Jamie Doyle from PFM Advisors presented the proposed Route 329 elementary school and education center financial plan as a three-step capital plan from 2024 through 2026. Northampton School Board moves to set aside $2M for Moore Elementary renovations

By SAVANNAH BROWN The Northampton School Board met Monday, October 9 with several important discussions throughout the course of

the meeting. During personnel/voice vote, the board unanimously approved the revised list of professional and support staff transfers, the

revised job description for the curriculum secretary (purchasing and operations), two leave of absences, one resignation, a halfyear sabbatical, additions and

deletions to the substitute listing and the revised master district volunteer list. The board also approved the personnel/roll call items including: revised listings of substitute teachers, mentors/inductees, extra-curricular and supplemental positions, afterschool detention monitors, athletic event staff and their respective rates; for 23 AP world language students and three teachers to go to New York City; the attendance of three individuals from the business office to attend the PASBO Conference; one temporary transfer; and seven district hires. Next, the board unanimously approved the revised Board Policy 918 – Title I Parent and Family Involvement for adoption. Under finances, the board unanimously approved the following items: budget transfers; bids for supplies and services; bills for payment totaling $12,488,468.08; BerkOne to prepare/mail homestead applications at a cost of $0.4082 each; security camera system migration at a cost of $209,047.04; a parent transport agreement; memo of understanding for services between Valley Youth House and NASD to provide additional counseling; and the tax assess-

ment appeals settlement stipulation, PILOT agreement and summary for JW Development Partners. A motion passed by majority to authorize a $3,000,000 transfer from the general fund to the capital reserve for future capital improvements, to ratify the transfer of $2,000,000 from the general fund to the capital reserve that occurred last fiscal year, and to authorize $2,000,000 of assigned fund balance of the general fund to be designated as committed fund balance for the future renovations of Moore Elementary, with Director Kim Bretzik opposing the vote. Superintendent Joseph Kovalchik explained that due to the previous board discussions about keeping Moore Elementary open as a school, the administration is recommending putting $2 million towards renovations that could possibly offset the millage impact to borrow those funds or to use it in some other capacity towards the building that would offset overall costs. The board can decommit that money at any time or they can keep it there and use it for the Moore Elementary renovations, which would ultimately be a board decision moving forward. A team from D'Huy Engineering visited the site and will be preparing options for the board

The overall winner, most creative and crowd-favorite trunk was the Mermaid Trailer by the Lentz family, which featured a walk-through trailer depicting under-the-sea scenes, complete with mermaids, moving parts and music. The scariest trunk was awarded to the Weidner family with their huge spider web and spiders. The DelBacco family won the Favorite Pet Costumes category and the overall favorite Adult Costumes category was awarded to the “King and Queen.” There were so many contestants in the Child Costumes category that gifts were given to them all, however “Cleopatra” was a big winner. Additional contests held were a mummy wrap and a candy corn and pumpkin weight guessing games. Three teams won the mummy wrap competition and Finlay Hopton won the candy corn guessing challenge by guessing 508 out of 575 candy corn. Two pumpkin weight guessing awards were also given out,

Maddalena DiOdoardo

Maddalena Di O d o a rd o , 94, of Bath, passed away on Sunday, Oct. 22, 2023 at her home surrounded by the love of her family. Born on Feb. 24, 1929, in Bellante, Italy, she was the daughter of the late Arcangelo and Giuseppina (Casalena) Angeloni. Maddalena was the loving wife of the late Berardo DiOdoardo, with whom she shared 48 years of marriage prior to his passing in 1996. She worked as a floor worker for many years in the family business, Gino and Jack Sportswear, in Bath. Her greatest accomplishment though was being a devoted wife, mother, grandmother and friend. Family was very important to her and her most joyful moments was

the time spent with her loving grandchildren. She was a lifetime member of Sacred Heart of Jesus Parish, Bath. Survivors: She will be missed by her family including her six sons, Giacomo “Jack” and his wife Kathleen, Arcangelo “Gino” and his wife Wendy, Fausto, Piero and his wife Lisa, Tonino, Mario and his wife Christina; three daughters, Solidea “Mary” Manucci, Elda Hunsberger and her husband Barry, Anna Young; two sisters, Linda Cianci, Lucia Di Menco; 19 grandchildren; 15 great-grandchildren; and many nieces, nephews, and cousins. She was preceded in death by three brothers, one sister, a granddaughter Alyssa M. DiOdoardo, a daughter-in-law Carol M. DiOdoardo, and one son-in-law Andrea Manucci. Services: A Mass of Christian Burial will be celebrated at 10:30 a.m. on Monday, Oct. 30, 2023 in Sacred Heart of Jesus Parish, 210 E. Northampton St., Bath, PA, 18014. Betty L. Genovese

Betty L. (Ruch) Genovese, 72, of Northampton, Pa., was called home to heaven on Saturday, Oct. 14, 2023, while being cared for at the Bethlehem South Skilled Nursing and Rehabilitation Center. Born in Northampton, Pa., she was the daughter of the late Herbert and Frances (Smith) Ruch. She was a lifelong member and former treasurer of St. John’s UCC Howertown, Pa. Betty was a 1969 graduate of Northampton High School. She was a Customer Service Representative for the former Merchants Bank where she received an award as Teller of the Month; and then most recently, she was a dispatcher for PPL for 24 years until her retirement in 2016. She cherished her time with her son, grandchildren, sisters and family. She had a passion for food, especially Pennsylvania

Dutch food. She enjoyed cooking and baking and absolutely loved recipes. Her specialties were the Thanksgiving turkey, the Easter ham and cinnamon twists. Betty and her three sisters, known as the 4Bs, wrote a cookbook in 2019 called “Ruch The Cook.” Survivors: Betty will lovingly be remembered by her son, Todd Genovese; grandchildren - Alex, Thomas, Chanaya, and greatgranddaughter, Adilynn; sisters - Barbara Christman (husband Richard) of Cherryville, Pa., Bonnie Herzog of Northampton, Pa., and Beatrice Christoff (husband Stanley) of Northampton, Pa. “Aunt Betty” also loved her niece, Lori (husband Scott); nephews - Chad, Brian (companion Erin), David (wife Mandy), and John. She also loved her great niece, Shelby, and great nephews - Dylan, Blake, Aiden, Landon and Logan. Betty is predeceased by her brother-in-law, Donald Herzog, and niece, Veronica Fabian. Funeral arrangements, provided by Schisler Funeral Home, will be held in private at the convenience of the family. A Celebration of Life Memorial Service will be held on Saturday, Oct. 28, 2023, at 11 a.m. at the St. John’s UCC Howertown. The family will greet friends and family from 10 to 11 a.m. For those who wish to honor Betty, we humbly request that in her memory you dine out, tell fascinating stories, eat hearty and well, and make unforgettable memories. Nancy Kumernitsky

Nancy Kumernitsky, 92 of Northampton, Pa., formerly of Danielsville, Pa., passed away on Saturday, Oct. 14, 2023, at Lehigh Valley Hospital - Cedar Crest Campus in Allentown, Pa. Born Feb. 5, 1931 in Baltimore, Md., she was the daughter of the late Elmer W. Schisler and the late Helen M. (Miller) Schisler. She was the wife of the late Frank Kumernitsky who passed away in November 2012. Nancy's last employment was with Mary Fashions, Bath, Pa. as a Floor Lady for eight years. She also worked for the Northampton Area High School in the cafeteria for a few years. She attended Holy Cross Lutheran Church, Moorestown, Pa. Nancy is survived by three daughters; Katharine L. wife of Paul Grube of Moore Twp., Pa.; Donna L. wife of Dr. Barry Sheridan, COL, U.S. Army, Ret. of San Antonio, Texas; Jean L. Kumernitsky of Northampton, Pa., two sons; Wayne L. "Chip" Kumernitsky of Moore Twp., Pa. and Frank L. Kumernitsky and wife Suzanne of Danielsville, Pa., nine grandchildren and 12 great-grandchildren. Brother-inlaw; Richard Hartman of Lemon Grove, Calif. Norman H. Zader, Jr., 93, of Northampton, passed away peacefully at Mrs. Bush’s Personal Care Home, Kunkletown on Oct. 10, 2023. Born Oct. 3, 1930 in Pennsville, he was a son of the late Leota (Anthony) and Norman Zader, Sr. He was the husband of the late Carol (Covert) Zader. Norman was employed at Dieter’s Foundry, Cherryville for 25 years. He honorably served in the U.S. Army during the Korean Conflict. He was a member of American Legion Post 470 in Bath, and a former member of the VFW 4714, Northampton. Continued on page 5

Sister Janice Miller and brother Kenneth “Chipper” Zader preceded Norman in death. Norman enjoyed most outdoor activities including hunting, fishing, gardening, and especially feeding the birds. He also bowled on Emmanuel’s Lutheran Church Bowling League and at the Bath Legion and played shuffleboard at the Beersville Hotel. Services: A graveside service will be held on Saturday, November 18 at 11 a.m. in Zion Cemetery, Kreidersville. Hey gang! It certainly has been awhile, hasn’t it? What can I say, time gets away from me. I think it’s on accounta gettin’ old… The local Halloween parades are wrappin’ up, luckily the rain held off for ‘em, although I’m gettin’ tired of it raining every single weekend! It’s somethin’ like the past eight or nine weekends in a row we saw rain. Anywho, before we know it’ll be turkey time, Thanksgiving is only four weeks away and Christmas is eight and a half weeks away. You know we’re knockin’ on the holidays’ door when you start reading about the Governor Wolf Historical Society’s Christmas House Tour… We had our first frost warning earlier in the week, hopefully you brought your outdoor plants in! That’s alright though ‘cause the rest of the week brings us temps in the 70s! I’ll take it. Okay I’ll wrap up the weather talk…Unfortunately Northampton has recently seen the closure of two tasty businesses, Sabz Restaurant and Northampton Seafood. Sabz Restaurant on Cherryville Road offered “the taste of Persia with a modern twist.” They opened up in 2019. Their hummus and tzatziki sauce were outstanding! I heard they’re gonna reopen in Bethlehem but that’s just gossip, I

don’t remember who I even heard that from so take it with a grain or two of salt…Northampton Seafood’s phone number isn’t in service anymore and a “Closed” sign was recently posted to the front door. Not sure of any other info as far as why they’re closed, if it’s permanent and so on. We always got our clams there for summer parties, everything was always real good from them…I guess Bath Drug got robbed a few weeks ago early in the morning. Cough syrup and oxycodone were stolen, not good! Hopefully State Police can locate the culprits...How ‘bout them Phillies! They weren’t lookin’ too good during Monday night’s game. I’m writing this on Tuesday so the outcome of Game 7 for the League Championships is not known right now, we’ll know by the time you’re readin’ this though! Eagles were lookin’ rough against the Jets last week (the Jets!); luckily they brought the magic back against the Dolphins though to win 31-17… How ‘bout that swamp trek that Troop 50 did!? Almost 62 miles of paddling in a swamp with gators? No thank you! Congrats to all of them though on their hard work and determination, that’s quite an accomplishment and they should all be proud!...Welp, it’s time to wrap things up, I hope everyone has a safe and happy Halloween, and don’t forget to vote on Tuesday, November 7!

Burglary at Bath Drug On October 14 at 6:53 a.m., two unknown suspects gained entry into Bath Drug Pharmacy

by smashing the glass of a rear door while a third person remained in the driver seat of a car. The suspects ransacked the inside of the pharmacy and stole an unknown amount of Promethazine Oral Solution (cough syrup) and oxycodone. The suspects then exited from the same door they entered and fled the scene in the suspect vehicle in a westward direction. There are no identifiable suspects at this time but the investigation remains ongoing.

The proposed new money financing plan requires a permanent cash contribution of at least $2.8 million from the district and is flexible in terms of being able to downsize if the district does not need to borrow as much. Doyle also noted that the conservative estimate on interest savings is just shy of $1.1 million over the life of the construction fund, which will be used to downsize the amount of debt. The three-step borrowing plan utilizes a wraparound structure that begins in 2024. The 2024 first step includes $24,895,416

in estimated bond proceeds, a $2.8 million cash contribution and $597,755 in estimated interest earnings for a total of $38,293,171 in proceeds and $590,000 in capitalized interest. The 2025 second step includes $27,760,936 in estimated bond proceeds and $413,613 in estimated interest earnings for a total of $28,174,549 in proceeds and $1,400,000 in capitalized interest. The 2026 third step includes $7,165,181 in estimated bond proceeds and $64,838 in estimated interest earnings for a total of $7,230,0019 in proceeds. Total proceeds equal $73,697,739 with $1,990,000 in capitalized interest, which will leave $6,736 in funds left over. Doyle explained that the district has done a good job of keeping debt service in place from when there were successful refundings in the past, so they already have 0.67 mills in the budget to offset the new debt service. Therefore, in the next three budget years, they will need 0.43 mills in the first two years and 0.42 mills in the third year, and then the debt will be fully phased into the budget will the millage impact staying in place through and including fiscal year 2046. Doyle provided a sample motion that the board could choose to approve at the November 13 school board meeting that would authorize PFM Financial Advisors to proceed with the proposed financing plan. With this authorization, the proposed timeline would include the adoption of parameters resolutions on or after the December 4 meeting, with pricing of the 2024 bonds for step one and to lock in interest rates on or after January 3 and settlement of the 2024 bonds on or after the February 7 meeting. Director Kim Bretzik asked for clarification on the estimated indirect savings of $990,000 that will accumulate annually starting in 2027. Business Administrator Craig Neiman stated that these savings go back to the Act 34 presentation when there was an assumption at that time of a consolidation of buildings and staff. Bretzik disclosed that these savings were from closing Moore and Franklin Elementary. However, the board took a straw poll vote during the August school board meeting with directors unanimously voting to keep Moore Elementary open (although the poll was not binding), which would ultimately mean that the presented figures must be altered to reflect the exclusion of estimated indirect cost savings associated with clos-

ing Moore Elementary, pending a formal vote to alter the previous Act 34 decision in regard to Moore Elementary remaining open. Opening bids will occur on October 26, which means the board could vote to award the bid and authorize PFM Finan-

cial Advisors to proceed with the proposed financing plan as early as the Monday, November 13 meeting if the East Allen Township Board of Supervisors provides final approval of the proposed elementary school/ education center plan before the meeting.

During public comment, Maggie Kemp raised concerns regarding the safety of the proposed Route 329 elementary school/ education center, stating that East Allen Township no longer has its own EMS due to a recent decision to outsource services through Northampton Regional EMS, and added that pollution from warehouses and tractor trailers in addition to tractor trailer traffic make the location unsafe. Kemp also asked how taxpayers will be able to afford a new school in conjunction with renovations to Moore Elementary, although nothing has been formally decided yet. Bretzik also brought up the sign that was placed outside of Moore Elementary by several school board members that says Moore Elementary will not close.

“Moore students have seen ‘the sign’ [that] says Moore Elementary will remain a school right outside the school. Those students are very excited that their school has been saved and I look forward to reviewing the plan to do that since the board doesn’t have one right now,” said Bretzik, adding that she hopes the board has a plan in place to accomplish the proposed projects because otherwise, the sign would be misinformative. Director Robert Mentzell divulged: “I was one of the board members that advocated for the sign because the message wasn’t getting through to the public. The sign is purely informational to get the word out that Moore will stay open as an elementary school.” Last, Bretzik made a motion to request that the policy committee review Policy 105 - Cur-

riculum and potentially amend it to require board approval for all future PILOTS due to PILOTS being an experiment on students to find the best instructional method. The motion carried 6-2 with Directors David Gogel and Mentzell opposing the recommendation. The next Northampton School Board meeting will be held Monday, November 13 at 6:30 p.m. in the NAHS auditorium, located at 1619 Laubach Ave. Board members may choose to vote on awarding bid contracts and authorizing PFM Financial Advisors to move forward with the proposed Route 329 elementary school/education center financial plan pending final land development approval from the East Allen Township Board of Supervisors.

Northampton Borough gets ready To celebrate its hometown heroes

By KERI LINDENMUTH During the October 18 Northampton Borough Council meeting, Mayor Tony Pristash announced that an additional 74 Hometown Heroes banners will be displayed in the borough, bringing the total number of banners honoring Northampton’s veterans to 407. Pristash said every banner will be on display in time for Veterans Day and the borough’s hometown heroes celebration. The hometown heroes ceremony, sponsored by the Northampton Area Historical Society, will be held Sunday, November 12 at 2 p.m. in the Northampton High School Auditorium. It will be a time for loved ones of the 407 heroes on display to join with residents and honor their services. Councilwoman Bonnie Almond attended the celebration last year. “Coming from a military family, as I do, this is a big piece of my heart,” she said. “I did attend that celebration last year and it was very overcoming when I heard my dad’s name mentioned.” In other news, council discussed adding additional parking meters

to Main Street between Keichel Court and Richard Paul Alley. Parked cars have prevented customers from accessing local businesses. Meters would allow vehicles to come and go, freeing up parking spaces for customers. “It would be beneficial to the businesses and give additional assistance to the police department,” said Councilman Lopsonzski, Sr. “It sounds like a great plan,” added Solicitor Brian Panella. “But from a legal perspective, I would like to see some numbers… Let’s get some more information on the dollar and cents.” Borough Manager LeRoy Brobst said the borough's 80 to 100 meters generate $10,000 annually. This motion would add 20 to 25 meters, as estimated by Lopsonzski, Sr. Council motioned to table the decision until additional data is generated. Finally, council voted to approve an Eagle Scout Project for Holly DeFiore of Slatington. Her Scout project will involve constructing an additional monarch butterfly waystation at Canal Park.

DeFiore has the full support of Mayor Pristash. “It’s very ambitious and a very nice addition to what we already have going,” he said. “Once we get this moving ahead…we’re going to get to that beautification of our Canal pathway.” During the meeting, it was also announced that Representative Zach Mako will hold a shredding event on April 20, 2024, at the borough’s community center from 10 a.m. to noon. Councilman Ronald Glassic asked whether the borough can also explore an electronics recycling event for 2024. While residents would have to pay to dispose of their electronics, prices would be cheaper than neighboring cities. “The prices out there…if you have to run into Allentown…are crazy,” said Glassic. This event would help residents save money and clear electronic waste off the streets. It was also announced that Senator Nick Miller’s office placed a food drop-off container in the recreation center lobby for Thanksgiving sharing. Residents are encouraged to drop off donations. The next borough council meeting will be Thursday, November 2 at 7 p.m.

GWHS announces 41st Christmas House Tour

Constructed by Thomas Royer in 1861 Submitted by CAROL BEAR-HECKMAN It’s hard to believe with this beautiful weather that the Christmas House Tour is only five weeks away. The year of the first historical society’s house tour was 1981. Including this year, the proud homeowners of 295 historic homes have opened their doors to show this area’s rich architecture and heritage. This year celebrates the 41st year of the Governor Wolf Historical Society’s Christmas House Tour on December 1 and 2. Nine historic buildings will be open, including five private homes and two museums. Florists and garden clubs will be adding decorations, and the historical society site will be open for a two-day holiday festival. This year the tour theme is “Christmas Bells” and the festivities will kick off Friday evening with the Candlelight Tour. The historic home featured this week was constructed by Thomas

Royer in approximately 1861, and he and his descendants owned it until 2002. Thomas Royer operated a wagon-wheel shop in a building next to the house. In 2002, new owners purchased the house and property from Isabel Royer, who lived with her sister in the house all their lives. When purchased, the house had been largely empty for 10 years, as the sisters had been moved to assisted living. The style of the house is similar to Carpenter Gothic or Gothic Revival, with gingerbread detail along the roof. Constructed on a field stone foundation, the house is wood framed with large handcut timbers, joined with pegs and mortices. The original layout of the house had the kitchen in the lower basement level, as was typical of the German homes of the period, with the upper floors having the living spaces and bedrooms. After purchasing the home in 2002, the owners spent one year renovating and modernizing the

interior, which was in poor condition. New features include moving the kitchen to the main floor, radiant floor heating, and updating all plumbing and electrical to modern standards, while trying to maintain the feel of a classic home. In 2020, an extensive renovation of the exterior of the home began, which included uncovering the original gingerbread roof detail, removing layers of siding. While the original gingerbread details were beyond repair, they were able to be used as patterns to recreate them in modern composite Azek boards. New siding was installed in a style that is in keeping with the original feel of the house. Upcoming work includes renovation of the original basement kitchen into a speakeasy style room with a restored fireplace, bar area and comfortable seating for small gatherings of friends and family, as well as replicating the gingerbread pattern on the main and side porches. Each week The Home News will feature one of the private homes on this year’s tour. Ticket tour booklets have sketches and descriptions of each of the nine homes and buildings open for the tour as well as a map and written directions. Saturday tour ticket booklets go on sale on
