Team to represent at the International Esports Federation World Championship and other International Tournaments. The Game Fest was sponsored this year by the Maldives number one Telecommunications company Dhiraagu, ASUS, SONY PS3, Samsung, and Acer. The tournament was an unprecedented success with over 5000 participants and more than 8000 visitors. The tournament was carried out both online and offline with group stages. Twelve games were played on PC platform and PS3 consoles; which includes Counterstrike: source, FIFA11, Tekken6, Guitar hero, Unreal Tournament, COD: Modern warfare, TM Nations, StarCraftII, Defense of the Ancients, Generals Zero Hour, WarCraft Frozen throne, and Need for speed: most wanted. we received a good deal of support from the electronic entertainment industry based in the country. The TECHEXPO within the GAMEFEST showcased a sundry assortment of the leading technological hardware presently available in the nation. Which outlined the latest electronics; computer systems and accessories; mobile technology; etc. Being a country that has only recently escaped third-world status and with recent copyright law enforced, The Maldivian markets are flooded by a variety of pirated, cloned and inferior products that barely live up to the expectations promised by the originals. Many controversial yet unsuccessful attempts have been undertaken in the Maldives to combat this problem. However, we believe that the only way to achieve the success of this aim is to practically and effectively demonstrate the shortcomings of the inferior clones in order to establish a solid demand for originals, regardless of higher price.

application developed by Hyundai Motors as the very first time among automobile companies in Korea. The new concept of PUV (Premium Unique Vehicle) of Hyundai Motors, „Veloster‟, has been adopted as the main theme of this game. With the elaborate and realistic graphic, it is characterized as realistic sense of driving. It supports both Retina display and HD, and is also available to
be played through TV or monitor by using HDMI cable. With this ceremony as the beginning, local preliminaries will be operated in 4 main cities of Korea for four weeks starting from August 20, and the final will be held in Seoul on September 17 with 16 winners from local preliminaries. \25,000,000 (KR) of total prize money will be offered including \10,000,000 (KR) prize for the winner. IeSF is hosting the national qualifier, and Korea Creative Contents Agency (KOCCA) is organizing the event. The executive director of Hyundai Motors said, “We hope many of players and fans to enjoy and experience Veloster through this event, and will spare no efforts upon successful hosting this event.” The icon of Korean e-sports, Jinho Hong, participated in the ceremony, and met fans. A Korean comedian played against him, and provided fans a magnificent spectacle. Players from Korea e-Sports Association for the Disabled (KeSPAD) also attended the ceremony. Plus, popular girls idol group, „A-pink‟ and other performing teams graced the occasion with their presence.

e-Sports Association for the Disabled (KeSPAD)‟ and „Korea Employment
Agency for the Disabled (KEAD)‟ conducted the e-sports referee training course for the disabled, and these 11 people obtained the qualification as the e-sports referees for the disabled. Among these 11 referees, 6 people are the severely disabled, and 4 of them are wheel chair users. These referees will be making decisions in the International eSports Meets of the Disabled (IeSMoD), which is the very first international esports event for the disabled held from September 20 to24 , as well as other esports events in the future. The referee training course for the disabled conducted this time is operated by the collaboration of KeSPAD and KEAD. The chairman of the KEAD said, “Through the referee training program at this moment, it is meaningful that we are expanding the opportunities of occupation for the disabled to the range of the culture and sports field, which will allow diversifying and professionalizing the range of occupation for the disabled.” Also, the president of the KeSPAD stated, “With this e-sports referee training program for the disabled as the beginning, KeSPAD will attempt to contribute to establishing basis of e-sports and cultivating e-sports teams for the disabled in the future.” Besides, e-sport, as the type of sports which compete through electronic devices such as PC, is a lot easier for the disabled who has difficulty in mobilizing physically. With this advantage, it is preferred for many of the disabled as one of leisure activities. Also, it has possibility to be developed as functional games for the purposes of rehabilitation in the future.

The Swiss e-sport community has been struggling during the past two to three years. Many experienced organizations went inactive and no young people wanted to step into their footsteps. Over the past years, an increasing activity from various organizations has been noticed in Switzerland. The Swiss E-Sports Federation (SESF) wants to support this.
On the 30th of July, the SESF invited deputies of the most active e-sports
organizations to the first "Swiss E-Sports Roundtable" which was held in the city of Zurich. During this first meeting the goal was that all involved people got to know each other and talk about goals and challenges for the near future.
Statement Dario Salice (President of the Swiss E-Sports Federation, SESF) “I'm happy that we managed to get the major organizations on one table to discuss about the development of electronic sports in Switzerland. The meeting exceeded my expectations, cause two common projects, where all present organizations will work together have been identified"
It is planned that the "Swiss E-Sports Roundtable" will take place on a regular basis. In the future it will also be open for public attendance.

Lightening Ceremony at O2 Resort (Taebaek City, Korea) on August 11.
Taebaek City, as the host city of IeSF‟s very first worldwide championship, „IeSF 2009 Challenge‟, hosts the Torch Lightening Ceremony annually in order to commemorate the birth of IeSF World Championships and to officially announce the beginning of the Championship for the year. The torch lit from the Taebaek City will travel to all 25 member nations through online. Then, finally, it will arrive at the host city, Andong, Korea, on October 6, and will flame up itself at the opening ceremony. On the day of the ceremony, some of programs for development of local e-
sports infra at Taebaek City are also being conducted, such as local tournament of FIFA Online2, which is one of the official titles of IeSF 2011 World Championship, and invitational matches and events of professional e-sports team. Moreover, Signing ceremony for the Agreement between IeSF and „Gangwon Land‟, which is composite entertainment company, will be held as well as other events, and „Gangwon Land „ is attempting the new leap forward to the world with cooperation of IeSF. As putting the soul and spirit of the Olympics into e-sports, IeSF Torch
Lightening and Relay represent much to competition with fairness and the harmony among countries. With delivering this spirit to all nations and participants, the IeSF 2011 World Championship surely will be the place for harmony and exchange where the whole world becomes as one with e-sports.

2 years, I still feel something wanting. We have invited 25 member nations in 1 and half years, and IeSF national qualifiers are operated from the beginning of each year, and IeSF HQ, also, host various events with hectic schedule, such as Euro and

Conferences,
Symposium,

Championship and General Meeting. But why do I still feel a piece missing from the nook of my mind? Concerning the global standardization project, this emptiness drives me to even deeper abyss
of agony. Can we make e-sports as sports for real? Is it appropriate that we benchmark the structure and pattern of sports without being critical?
As deliberating these issues, I assume that it is time to gather our senses again and con the steer as the 1st generation of e-sports. We need to look squarely with critical senses the abnormal growth of e-sports in past 10 years in which passed without long term cooperation of publishers, and crisis in present. e-Sports should
fix itself up in its own way as e-sports. If we just move on with the moderate compromise, there may be no word for e-sports in next generation never more. The real objective which e-sports should pursue, as considering its backbone, the internet, is not the wicked imitation of the sports, but creating and establishing own territory only for e-sports. If we can say that the e-sports has been the offline competition event which is delivered by physical ability and mind control, the e-sports in the future will be more like operation of integrate cognitive ability, instant judgment and concentration in cyber space such as online or mobile.

If the „cyber stadium‟ exists where all the players, spectators and organizers can interact in the cyber word based on internet, and if people can compete and enjoy at anytime, anywhere regardless of gender or race, then, it would be the real term of e-sports. Only when the unique characters of e-sports are differentiated from regular sports, the e-sports must be positive and competitive within sports filed where e-sports cannot help being the minor. In order to accomplish this mission, we shall brace up ourselves. In the situation when direction and vision of e-sports are not clear with all matters to be solved, simple benchmarking of other sports organizations would be premature. The priorities are more likely to derive long term practical cooperation with publishers to excavate new e-sports titles, and to
foster more players and referees, so finally, to establish the cyber stadium in the cyber world based on global standardization.
Of course, this must require hard work, plenty of time and expense to be input. However, in order to hand over proper e-sports to our next generation, this is the time for taking the direction of the course and execution of the plans. In spite of all these obligations, I would like to challenge majestically with facing the gauntlet as the secretary general of IeSF.

1. What is your mission & vision for the e-sports?

I started to get involved with electronic sports in 2008 when I had the opportunity to know the work of a large distribution company for electronic games in Brazil, specifically, the electronic games of street football. 2. Please introduce us CBEC and major projects of the CBEC. The CBEC, founded in January 28, 2009, with headquarters in Sao Paulo, SP, Praça Antonio Prado, 33- 9th floor-set 905, CEP 01010-010, is an association of law private, is indefinite, non-profit organizations, organizational character, philanthropic, health care, promotional, recreational and educational, not political or partisan, in order to meet everyone that it is directed, irrespective of social class, nationality, sex, race or religious belief. So, CBEC is delivering assignments to conduct social, cultural, educational and sports activities that contribute to the spread of the e-sport nationally and internationally for all classes. The CBEC is constituted by the association of individuals and corporations under the conditions stated herein, and the membership consists of the categories of
founding members, associate benefactors and business associates. 3. What do you think should necessarily be taken to increase and develop esports in South America or the world? Creation of associations is very essential, such as the Brazilian Association of Electronic Games Developers Founded in 2004. The Brazilian Association of Game Developers Eletrônicos.é a Brazilian non-profit organization whose main objective is to strengthen the domestic industry to develop electronic games and to promote the development of Brazilian industry of electronic games. 4. If there is any positive change or development of CBEC after joining the membership of IeSF, please tell us. Yes, being a member of the IESF, we support the State Secretariat of Youth and doors and the State of São Paulo in selectively to form the team that will represent Brazil at the World Championships in South Korea in October 2011.

The BR Games aims to strengthen the gaming industry electronics in Brazil, encouraging participation in research and development area of ​computer games and digital entertainment in Latin America, and stimulate the creation of market environments in Brazil and abroad. The initiative is the Audiovisual Secretariat / Ministry of Culture in partnership with the Department Cultural Policy / Ministry of Culture, Society for Promotion of Exports Softex Software, and Electronic Language International Festival.-The program also has the support of the Brazilian Association of Developers Electronic Games. 6. Please tell us about current status of e-sports market in Brazil. Brazil is a market for information technology and telecommunications from $ 186 billion. We are the seventh world market. In the sale of equipment, we are the fifth largest market. In computer sales, we are in third place. Nevertheless, we have a trade deficit of U.S. $ 19 billion. We are a very large market with imported product. We will increase the national product. What did we do with the tablet with the phone, with more than 80 million cell phones we have in the country and TVs. To have tax incentive will have to have local content.
Gaming market grows in Brazil with young population who are interested in games and economically stable. The data show that about 42% of the thymus plays a game (whether on a console, a PC or even on the mobile). The demand for higher education courses created by some Brazilian universities is also Huge.

The high tax burden is certainly an obstacle. High taxes on video game software prevent the growth of this industry and encourage piracy. The domestic market is strongly affected by the black market and illegal imports, the domestic industry does depend mainly on exports. For lack of concrete data and lack of official market, it is difficult to convince the government that the reduction in taxes could increase
the total collection. In addition to piracy and high taxes, another problem is the shortage of places. It is home to just 600 professionals working on creating games in 42 companies operating in the business. Thus, the market is left with few employment options for these people. Currently, the output for professionals in the area ends up being the international market. 8. If there are any recommendations or point of supplement that you want to

Then, the big companies have a policy not to sponsor games, since they are afraid that parents will not approve the support of these sponsors damaging their brands. But we took a big step when we had the support of the state Department of Youth and Sport in SĂŁo Paulo, in the selective players who will represent Brazil in the worldwide mutually Championship in South Korea. So, that is the reality that we need in Brazil; the sponsorship and financial support through the
events and justification of IeSF appealed to the world.
