Governor Greg Abbott announced a $171 million funding package from the Coronavirus Aid, Relief and Economic Security (CARES) Act to be primarily used for helping Texans in danger of being evicted from their residences because of inability to pay rent. The Texas Supreme Court, the Office of Court Administration, and the Texas Department of Housing and Community Affairs (TDHCA) will use this funding to collaborate with nonprofits, local governments and the recently created Texas Eviction Diversion Program to insure at-risk renters stay in their homes, catch up on missed rental payments, and avoid having evictions on their records. This financial package will provide $167 million directly to targeted rental assistance, and $4.2 million via the Texas Supreme Court to enable the state’s legal aid providers and pro bono attorneys to supply basic legal aid to Texans for the duration of the pandemic. The governor is upbeat and enthusiastic about the act’s prospects. “The Texas Eviction Diversion Program is crucial to our state’s response to COVID-19, and it will help many families recover from the impact of the pandemic without the looming threat of eviction,” he said. “This

innovative partnership, coupled with the renters’ assistance provided through CARES Act funding, will strengthen our economic recovery efforts and provide a lifeline to renters and property owners alike.” State Supreme Court Chief Justice Nathan Hecht went even further in his endorsement of the initiative, giving his opinion from a legal standpoint. “Judges across Texas have a duty to ensure that justice is delivered in a timely, fair and impartial way. In times like these, sometimes that means that we search for creative ways to meet the needs of landlords and tenants,” he said. “The Texas Judiciary is happy to work with Governor Abbott and the Texas Department of Housing and Community Affairs to provide a way for tenants to stay in their homes and ensure that landlords are made whole.” Administrative Director David Slayton of the Texas Office of Court Administration (OCA) pointed out that the financial package will help courts statewide deal with an anticipated flood of eviction filings by reducing the number of these filings and providing mutually acceptable conclusions to other such filings.

“Courts have worked hard to maintain access to justice during the pandemic, but we anticipate difficulty with handling the large number of eviction cases likely to be filed soon,” he said. “The program announced by the governor, TDHCA, the Supreme Court and OCA will permit courts to focus on those cases that need the most attention, and insure that landlords and tenants are able to resolve their issues in a timely manner.” TDHCA Executive Director Bobby Wilkenson described how the COVID-19 pandemic has had a crippling impact financially as well as health wise. “The effects of the pandemic have been devastating for many Texans, especially for some of our most vulnerable households,” he said. “TDHCA, along with state leaders and program partners, have worked expeditiously to get the CARES Act funds out to those in need, and I believe our efforts can make a difference not only in these particular communities, but throughout the state as we work towards more long-term recovery solutions.” Lt. Ginsburg would want women to fight, not despair The late justice dedicated her career to women and other marginalized Americans, and we owe her the same faith she had in us. By Sophia Paslaski In August 1993, the late Ruth Bader Ginsburg took her seat on the U.S. Supreme Court. I was two months old. You could say we both accomplished a lot that summer. Now, some 27 years later, the pair of us have accomplished so much more. Ginsburg composed some of history’s most iconic dissenting opinions, inspired an entire generation of cynics to believe in a better America, and earned the highest honor bestowed by millennials: memehood. I didn’t write any famous opinions, but I did learn the bilingual lyrics to “Oh, Canada,” in case I needed to fake Canadian while traveling abroad. Yeah, I’m one of the cynics. But even with all that cynicism, many millennial women believed in some higher power of justice when we looked at Ginsburg — affectionately known to many as the “Notorious RBG.” Unflappable, eloquent, and precise, RBG gave us heart when we had none. Her words, and her famous dissent collar, were the promised consolation for every attack on the common good. In the months following the 2016 election, she granted a rare interview in which she spoke of optimism. “We are not experiencing the best of times,” she told the BBC. “But there is hope in seeing how the public is reacting to it. The Women’s March — I’ve never seen such a demonstration… There is reason to hope that we will see a better day.” It has rarely been easy for women to hope.

In 1992, the right to bodily autonomy barely emerged intact from Planned Parenthood vs. Casey in the Supreme Court. Only in 1993 did three women senators — Sens. Carol Moseley-Braun, Barbara Mikulski, and Nancy Kassebaum — become the first women to wear pants instead of dresses or skirts on the Senate floor. By the time I was born that year, women were just starting to near men in workforce participation rates. In many ways, it feels like we have progressed little from that world. But Ginsburg, of course, was right. The 2017 Women’s March was “likely the largest single-day demonstration in recorded U.S. history,” according to the Washington Post. It was followed by an historic midterm in 2018 that saw record numbers of women running for office and winning seats. There was hope after all. Today, that hope falters again. It is tempting now to give in to cynicism once more, to react to RBG’s passing as though Sen. Mitch McConnell has already plunked a freshly harvested Brett Kavanaugh 2.0 on the bench. But to give in would be a blight on the memory of our Notorious RBG. RBG never gave in. She dedicated her career to women and other marginalized Americans, and we owe her the same faith she had in us. When she says there is reason to hope, even when things look bleak, we’d best believe her. In her final days, NPR reports, Justice

Ginsburg left one last pithy dissent for America: “My most fervent wish,” she said, “is that I will not be replaced until a new president is installed.” Perhaps we can help grant her that wish. We could call or write Maine Sen. Susan Collins and remind her of her promise to protect a woman’s right to choose. We could appeal to the better angels of Alaska Sen. Lisa Murkowski and West Virginia Sen. Shelley Moore Capito, the only other publicly prochoice Republicans in the Senate. We could hold each other accountable on Election Day and continue the trend of rising millennial turnout at the polls, which doubled between 2014 and 2018. And, if nothing else, we can continue the great American tradition of civil disobedience, root ourselves in our belief in equality and good, and declare with all the courage and conviction that Ruth Bader Ginsburg herself possessed: I dissent.

While there has been a decrease in the number of victims so far in 2020 - the Federal Trade Commission (FTC) reports approximately $300 million in losses – a 15 percent increase over 2019 numbers. Better Business Bureau serving Central East Texas (BBB) cautions consumers to verify all calls, texts, social media messages and emails from well-known organizations or individuals, particularly if they are requesting payment or personal information. Impersonating a well-known brand or someone with authority is a very common tactic used by scammers to gain access to your financial and personally identifiable information. That’s why it’s so important for consumers to know how to recognize and avoid this costly scheme. BBB warns consumers about the following common impostor scams: Bogus going out of business scam. Be on the lookout for fake ads disguised as COVID-19 related going out-of-business sales. Victims report receiving low quality items or no items at all. Google image scam. Use caution before clicking on a link inviting you to view an online photo album. It could be a fraudster trying to access your Google login information. Utility impostor scam. Utility company impostors claim to be a representative from the local water, telephone, electric, or gas company. In the most common scenario, the fraudster will say a payment is overdue and will threaten to shut off your utilities unless you pay immediately. Bogus bank texts. If you receive a text message alerting you of fraudulent activity on your account, never respond with account, pin, or personal information. Instead, call your financial

institution to verify fraudulent activity and whether or not they sent you a text message. IRS impostor scam. There are many ways to tell if a call about tax debt is a fraudulent IRS call. According to the IRS, people with overdue taxes will always receive multiple contacts, including letters and phone calls. They will also notify taxpayers via mail before sending their accounts to a private collection agency. Remember. The IRS will never send you a text message or ask you to make payments via gift card, wire transfer or other unconventional method. Emergency scam. Also referred to as the Grandparent scam or Family/Friend scams, this scheme involves the impersonation of a friend or family member in a fabricated urgent or dire situation. These emergency calls pull on your heart strings and plays on your emotions as they plead for help and money. Verifying whether or not the call is legitimate is easy. Simply hang up and call your family member or friend to confirm or deny the caller’s claims. Tech Support scams. This scammer attacks one of two ways. Either a tech support rep calls you at home and offers to fix a computer bug, or a popup warning appears on your screen instructing you to dial a number for help or to give “tech support” remote access to your computer. Your computer is then held for ransom until you pay up. You’ve also given someone access to your personal information. BBB offers the following tips to avoid falling victim to impostor scams: • Never give out personal information over the phone. If you receive a suspicious phone call, hang up immediately. If

it’s important, they will leave a message. • Verify information. Ask the representative if you can verify their identity and call them back. Look up the main number for the agency they claim to represent, call and ask to be directed to them. • Never click on suspicious links. Beware of links in unsolicited emails/texts or those found in ads on social media sites. Be cautious when using public Wi-Fi, as these networks are not secure. When entering financial or credit card information, be sure that the website is

security enabled (https). • Don’t make payments using unconventional methods. Scammers often pressure people into wiring money or by sending funds via prepaid debit cards or gift cards. uring trunk-or-treat celebrations, kids still get to walk around, show off their costumes and go home with candy, but they do so in a more controlled setting. That control makes trunk-or-treating ideal for a socially distant Halloween, and the following are some ways parents can pull off such an event in a way that is safe and fun. Host the event in a big parking lot where it’s easy to stay socially distant. If possible, arrange to host the event in a large, empty parking lot so kids can walk from one car to the other without compromising social distancing regulations. Make sure cars are at least six feet apart, and ideally even further apart so families can comfortably maintain their distance from one another.

Limit participants. Organizers should limit the number of participants so everyone involved can safely stay six feet apart. If the event is in your neighborhood, residents can organize separate events on a street-by-street basis so kids only visit trunks on their streets. If the event will be in a large parking lot, encourage parents to sign up early and let them know only a limited number of cars will be allowed to park in the lot and participate in the event. Create an age-specific schedule. An age-specific schedule can help participants have fun and reduce their exposure to other people. Halloween 2020 is on a Saturday, so trunk-or-treat organizers can stagger the times kids are out and about throughout the day.

Encourage all participants to wear masks. The Centers for Disease Control and Prevention notes that masks can slow the spread of COVID-19 by protecting Halloween celebrants from people who have the virus but are asymptomatic. Masks also can reduce the likelihood that asymptomatic people unknowingly spread the virus to others. Halloween 2020 may be different, but there are still safe, fun ways to celebrate this beloved holiday.

16 Diabetes is a killer that afflicts multitudes, although many live for years and even decades with the disease. The effects can be lethal, but generally there are symptoms that tip off those with type 2 diabetes that they have the affliction even though they can be mild to the point of going unnoticed. Common symptoms include: • Frequent urination, Chronic thirst, Feeling very hungry despite eating, Fatigue, Blurred vision • Cuts and bruises that are abnormally slow to heal, Noticeable weight loss even though the patient is actually eating more (Type 1). Tingling/pain/numbness in hands and feet (Type 2) According to the American Diabetes Association, the medical community is committed to helping the millions of Americans who already have and are at risk of this illness. Education is a prime treatment. Informing the whole world about diabetes, its causes, effects and treatments is the purpose of the following questions and answers. What does excess weight have to do with diabetes? As is the case with many physical ailments being overweight is a major factor, but there are other aspects to consider. Person’s amount of physical activity, family histories, ethnicity and age must also be taken into account. Too many are under the misconception that weight is the sole cause of type 2 diabetes, but many type 2 sufferers are either only slightly overweight or not overweight at all. Still, dietary habits are significant. Does eating sweets and sugars cause diabetes? Any diet high in calories (including sugar) contributes to weight gain, which is certain to place one at risk for type 2 diabetes. Type 1 diabetes is determined mainly by genetics, lifestyle and other, unknown
