IHSAA, IGHSAU introduce Family Week in 2021

The Iowa High School Athletic Association and Iowa Girls High School Athletic Union have an upcoming “Family Week” appearing in Iowa’s Unified Activity Federation calendar for the first time in 2020-21. This week will prohibit any coach and/or teacher contact with student-athletes and prohibits any IHSAA or IGHSAU event from occurring. This non-contact period will run from Sunday, July 25, 2021 through Sunday, August 1, 2021. Governor’s Scholar in-person again in April DES MOINES, Iowa – Hundreds of Iowa's highest academically achieving high school seniors were honored on Sunday, April 25 at Hy-Vee Hall in downtown Des Moines for the 19th annual Governor's Scholar recognition ceremony. The Governor’s office, the Iowa High School Athletic Association, and the Iowa Farm Bureau team up to present this program each year. Governor Kim Reynolds and Lt. Fall: Golf Waukee wins third straight title in 4A's first trip to DMGCC WEST DES MOINES, Iowa – The first IHSAA state golf championship contested at the prestigious Des Moines Golf & Country Club was a crowning weekend for Class 4A power Waukee in its final season with one high school varsity team. The Warriors and head coach John Kotz won their third consecutive team championship and seventh in the last 11 years with 4A's fall meet. They swept the top of the individual podium too, as senior Jack Starr and junior Brock Seiser finished first and second after 36 holes. Starr shot an even 72 on Saturday, Oct. 10, including an eagle on the 498-yard No. 9. That allowed him to hold off his teammate Seiser by one stroke, as well as 2019 medalist Dillon Burr of Linn-Mar, Marion. Waukee's last two titles have come in Coralville and Polk City, but the 2020 trophy was won closer to home at DMGCC. Waukee will split into two high schools, with the new Waukee Northwest joining Class 4A in 2021. The win gave Kotz's squad five of the last seven championships in 4A, and oddly, the last two state golf titles overall. With the cancellation of the spring 2020 season due to COVID-19 and statewide school closures, the two most recent seasons of IHSAA golf were the 2019 fall and 2020 fall campaigns. Pleasant Valley finished as team runner-up for the second time in the last three seasons, paced by three top 10 finishers in Jack Dumas, Nathan Tillman, and Jack Roemer. All three stayed under 80 for each of their rounds and fired 155 or better over the two-day event. Dumas hit five birdies in his second round to complete his high school career with a 73. Ankeny's Hunter Johnson, who finished fourth,

matched Dumas with seven total birdies across the 36 holes. Johnston's Jarred Bowser shared a 151 two-day scored with Dumas. On a weekend in which Waukee led by 15 strokes going into Day 2, Cedar Falls, Johnston, and Ankeny rounded out the top five team scores. Ames individual qualifier Sam Vertanen led the Jack Starr Waukee meet overnight after a 74 on Day 1, and finished seventh overall. He was followed by Ottumwa individual Cale Leonard in eighth. An announcement on the 2021 Class 4A state tournament site will be made following the spring meets in Class 3A, 2A, and 1A. Their events are set for Marshalltown, Fort Dodge, and Newton.

Fall: Cross Country North's first title, 3A repeats, and Madrid three-peat cap two-day meet in Fort Dodge FORT DODGE, Iowa – The 42nd year of co-ed state cross country championships saw a change in format since the meet's move to Fort Dodge as COVID-19 precautions turned the five kilometer meet into a two-day event. The adjustment bumped up qualifiying meet dates and state meet dates with Class 4A and Class 3A boys and girls competing at Lakeside Golf Course on Friday, Oct. 30, and Class 2A and Class 1A boys and girls running on Saturday, Oct. 31. Despite the changes, smaller crowds on the course, and more time between events, the top boys' and girls' runners in the state cut through the wind for an exciting meet. CLASS 4A: Sioux City, North won its first ever team and individual title in a boys' sweep thanks to coach Abdier Marrero's squad and champion Jaysen Bouwers. Bouwers was joined the award deck by teammate Will Lohr, whose fourth-place finish helped the Stars hold off twotime defending champ Dowling Catholic. The Maroons were seeking their seventh title in the last 10 years, but finished Friday as runner-up with three runners in the top 15 scores.

CLASS 2A: Caleb Shumaker finished third to pace his Tipton squad to a team championship in 2019, and followed that up on Saturday with a championship of his own. Shumaker ran clear in 16:13.2 and helped Tipton take home a runner-up trophy. The team title went to Danville/New London for the first time, logging an impressive 64 points in a crowded 2A field. Danville/New London had the second- and third-place finishers in Ty Carr and Alexander Julian leading the way to CLASS 3A: Dallas Center-Grimes repeated as team the win. champion, with time to spare from the 2019 win by just one point. Aidan Ramsey paced the Mustangs who had three of CLASS 1A: Madrid and coach Kelley Grothus won their the same scorers from last year's title. It was a repeat finish third straight team title with their lowest team score in the in the individual event as well, with ADM, Adel’s Nate Mueller three-peat. The Tigers had three runners, including runnerposting the weekend's top time and claiming his second up Clay Pehl, placing in the top 10 overall. Bellevue's Brady title in 15:28.7. Mueller finished around 20 seconds ahead Griebel won the final race of the weekend in 15:52.2, improving of Humboldt's standout Quinton Orr, who became just the his runner-up performance in 2A back in 2019. Three of the top second boys' runner ever to finish runner-up at the state four teams were West Central Conference squads, including cross country meet three times. Madrid, runner-up Earlham, and fourth-place ACGC.

Fall: Football Wild 2020 schedule and all-in playoff format finishes in exciting fashion at UNI-Dome CEDAR FALLS, Iowa – A year turned upside-down by COVID-19 forced adjustments from start to finish of the 2020 football season. From schedules being adjusted in late July to accommodate for travel concerns, spectator restrictions, and an emergency all-in playoff format, to the UNI-Dome going from limited fans then just two tickets per player from the semifinals to the finals, Iowa's players and teams had to be ready for anything. And based on the results and some record-breaking performances, they did just that. Every team got an opportunity to start in the playoffs after a seven-week regular season. This edition of the "playoffs" would start in the previously determined Round of 16, but it was a long road to the UNI-Dome for all involved. CLASS 4A: Ankeny halted the Dowling Catholic dynasty in a double overtime semifinal classic, then stopped surging Southeast Polk in the final to claim their first football championship since 2012. The Hawks took control in the second half of the final with quarterback Jase Bauer (top right) rushing for 158 yards and throwing for 101 more on a talented squad. CLASS 3A: North Scott, Eldridge trekked through top 3A competition on the way to its first ever state football championship. A physical semifinal overtime win over perennial power Xavier, Cedar Rapids sealed the Lancers' contender status, then they intercepted seven passes against Harlan Community in an emphatic 30-6 final. CLASS 2A: Waukon was the class of 2A yet again, appearing in their third final in the last four years The Indians slowed down PCM, Monroe and the state's highest-scoring offense in the semis, then topped Central Lyon/George Little Rock for their second crown under coach Chad Beermann. CLASS 1A: A thriller of a title game went to OABCIG and for the second straight year, as star Cooper DeJean boosted his squad to a comeback win over Van Meter. OABCIG trailed 26-18 and scored two touchdowns in the last 90 seconds to take the instant classic, 33-26. CLASS A: Regina, Iowa City rolled to their eighth football title and seventh in the last 11 years with coach Marv Cook. In UNI-Dome wins over Saint Ansgar and Grundy Center, the Regals were paced by the state's all-time leader in career receptions Alex Wick and eight rushing scores from Theo Kolie. EIGHT-PLAYER: St. Mary's, Remsen won a recordshattering shootout in the semifinals against Montezuma, 108-94, and followed it up with a title game shutout of Fremont-Mills. Winter: Swimming Waukee wins third title in meet moved to Linn-Mar MARION, Iowa – COVID-19 closures forced a change in venue for the 2021 IHSAA State Swimming Championships after two record-setting meets at the University of Iowa's Campus Recreation and Wellness Center. By early January, Linn-Mar, Marion stepped up and was announced as the alternate site for the event. Capacity limits meant the meet was only open to participants and meet personnel, with spectators forced to watch on TV or online, but the competition stayed fierce inside the impressive aquatic center. Waukee won its third team title and first since 2017 as coach Dan Briggs' squad placed in the top three of all three relay events and won two individual titles with Andrew Reiter. The victories came cleanly in the 200-yard individual medley and the 100 butterfly a few minutes later. The Warriors needed a full team effort to pull away from 2019 champion Ankeny and 2020 champion Iowa City, West for the win. Ankeny's Trent Frandson rounded out a stellar varsity career by collecting his third consecutive championships in both the 200 freestyle and the 500 freestyle. Those victories came by three and nearly five seconds against the other top swimmers in the state. Frandson was also part of Ankeny's

Team Champion: Waukee 200 freestyle relay and 400 freestyle relay teams to close his final meet with four golds. Bettendorf's Alex Stone followed up former teammate Charlie Bunn's sprint wins with a double of his own in the 50 freestyle and 100 freestyle. Aiden Carstensen gave LinnMar a home win in the 100 backstroke. And Sioux City Metro's Kohen Rankin won the 100 breaststroke to take home the first gold to a Sioux City individual in over 20 years.

Winter: Wrestling Centerville's Lewis wins fourth title, talented crew claims third crowns DES MOINES, Iowa – The sport that seemed least likely to complete its COVID-19 affected season unscathed due to close physical contact and multi-team tournaments and large crowds capped the 2021 state tournament in style. Wrestling and all its participants and fans were big winners in the 202021 school year, working through challenging circumstances to finish with its normal numbers and normal dates at Wells Fargo Arena. The duals and traditional tournament ran from Feb. 17-20 with capacity limitations and new procedures for spectators and wrestlers, but a talented group of 672 qualifiers and 42 individual champions still got their moments on the mats in Des Moines. Winter: Bowling Big scores with adjusted schedule in Waterloo WATERLOO, Iowa – Capacity limits forced a schedule change for the usually co-ed IHSAA & IGHSAU State Bowling Championships at Cadillac XBC, but the bowlers still delivered a thrilling week in Waterloo. Board of Control members present were Chairperson Rod Earleywine, Vice Chairperson Barb Schwamman, Treasurer Brent Cook (Zoom participant), Dave Wiebers, Andy Crozier, Amanda Whaley, Deron Durflinger, and Steve Pettit. CONSENT ITEMS FINANCIAL REPORT – Executive Director Keating presented June 30, 2020 statement of financial position and statement of budgetary activities, the Iowa Hall of Pride Foundation financial report, and the investment committee minutes from the June 15, 2020 meeting. 2020-21 INSURANCE RENEWALS – Executive Director Keating presented insurance renewals for the Concussion Insurance, Post-Season Tournament Play Policy, Property, Automobile, Inland Marine, Worker’s Compensation, General Liability, Crime, Umbrella Liability, Cyber Liability, Fiduciary Liability, Directors and Officers Liability and Employment Practices Liability coverage. 2020-21 IHSAA HANDBOOK AND FALL SPORTS MANUAL – The administrative staff presented the 2020-21 Handbook and 2020 Fall Sports Manual. CLASS 4A FALL GOLF DISTRICT ASSIGNMENTS – Assistant Director Elsberry shared the 2020 fall golf district assignments. APPROVAL OF CONSENT ITEMS - (MM-S) Wiebers-Whaley to approve all consent items as presented and reviewed. Motion carried unanimously. ACTION ITEMS 2020-21 BOARD OF CONTROL CALENDAR – Executive Director Keating presented the Board of Control meeting schedule for 2020-21. Motion carried unanimously. 2020-21 IHSAA METHOD OF PAIRING– Executive Director Keating presented the 2020-21 draw for the alphabetical system of pairing. JOINT BOWLING ADVISORY COMMITTEE – Executive Director Keating presented the minutes and four recommendations from the Joint Bowling Coaches Advisory Committee. The committee recommended: 1) To recommend coaches wear similar attire as the student-athletes and not wear blue jeans, hats or caps. 2) To have participating schools provide a lineage fee to the state qualifying meet facilty ($50 per gender). 3) To increase the number of individual state qualifiers to include the 12 highest non-qualifying individual scores from each class. 4) To allow a substitute position on the state qualifying meet/ state meet roster. Motion carried unanimously. REPORTS D.O.E. REPORT – Executive Director Keating shared he had talked to board member Lebo regarding her report as she wasn’t able to attend the meeting. Lebo shared with Keating the DE continues to publish guidance and offer virtual meetings to discuss return to learn plans for 2020. I.A.S.B. REPORT - Board member Whaley shared IASB has provided sample COVID-19 board policies on its web site. In addition, the 2020 IASB Annual Convention will be held virtually. Finally, the organization is urging the governor for more money for public education. I.H.S.A.D.A. REPORT – Board member Cook reported the IHSADA’s evaluator training course was canceled due to COVID-19. TECHNOLOGY REPORT – Assistant Director Elsberry shared the office is looking at cloud-based servers, unlocking some of the features in the current phone system and expanding its Office 365 capabilities. IHSSN/NFHS NETWORK – Executive Director Keating provided information on the IHSSN and NFHS Network, particularly state baseball coverage and schools being able to request Pixellot cameras at no charge. IOWA HALL OF PRIDE – Executive Director Keating provided information on the Iowa Hall of Pride. EDUCATIONAL SERVICES & OUTREACH REPORT – Assistant Director Elsberry shared the fall student leadership conference has been postponed until Spring 2021 due to COVID-19. Also, the Iowa Association of Student Councils received a national

INFORMATION AND DISCUSSION ITEMS 1) Executive Director Keating shared with the IHSAA Board of Control information, including terms, committees, contact information and important dates. 2) Executive Director Keating and Assistant Director Chizek reviewed the 2020 baseball season and state tournament. 3) Executive Director Keating discussed the upcoming new administrator/athletic director workshop on August 12. 4) Executive Director Keating presented a memo sent to member school administrators regarding the concussion course requirement. 5) Assistant Director Chizek provided a list of Friend of School Awards for the 2019-20 school year. 6) Executive Director Keating provided the 2020 baseball ejection report. 7) Executive Director Keating shared the joint committee meeting minutes from its July 24 meeting. 8) The Board reviewed and acknowledged “thank you” notes received by the IHSAA. Motion carried unanimously. 1 SOURCE SOLAR AGREEMENT – Executive Director Keating shared information regarding converting the IHSAA office to solar power. 1 Source Solar procures an investor to pay for the panels and installation, while in return, the investor sells back the power generated back to the IHSAA at a lower rate than currently charged by Alliant Energy. REPORT – Director of Education and Board member Lebo reminded the board of the waiver process and that once approved, school granted the waiver must suspend in-person activities for the duration of the waiver. Lebo also shared that when schools make local decisions that involve 50% in-person instruction over a two-week period, it is a local decision whether or not in-person activities will occur. NFHS NETWORK/LIVE STREAMING REPORT — Communications Director Cuellar provided a summary of both NFHS Network broadcasts via school broadcast crews or NFHS Network assigned crews as well as the number of independent outlets granted approval for video access. EDUCATIONAL SERVICES/OUTREACH/DEVELOPMENT REPORT — Assistant Director Elsberry reported information about the virtual IASC Leadership Conference held on October 25. Elsberry also shared a letter from IHSAA and Center for Violence Prevention regarding resources available to schools. The committee recommended 1) To allow skin infields and to give the highest seeded team the opportunity to host postseason games with the caveat that lights are still required to host in Class 1A-3A. 2) To allow schools to practice at the district/substate neutral site facility if the host school allows. 3) To seed the state baseball tournament through a Zoom meeting with the eight participating coaches coming to a consensus on the eight seeds. FALL SPORTS EJECTION REPORT – Executive Director Keating presented fall sports ejection report. EDUCATIONAL SERVICES REPORT – Assistant Director Elsberry provided information on the new racial justice and genderbased violence prevention program created along with the Center for Violence Prevention. TECHNOLOGY REPORT – Assistant Director Elsberry discussed the upgrade to OneDrive and SharePoint and interface and security upgrades to the legacy database. Motion carried unanimously. 2021 STATE WRESTLING INDIVIDUAL AND DUAL TEAM TOURNAMENT FORMAT – Director of Officials Curtis provided alternative plans for the upcoming state wrestling tournament in order to safely hold the event during the COVID-19 pandemic. The board deliberated the options provided by Curtis along with the idea of running the tournament as in years past. (MM-S) Earleywine-Pettit to not change the format for 2021 state individual and dual team tournament and to increase the ticket price to $15 for sessions 1-7 and to $20 for session 8. Motion carried unanimously. 2021 CLASS 1A AND 2A REGIONAL DUAL TEAM WRESTLING SITES AND CLASS 3A REGIONAL DUAL TEAM WRESTLING SITES AND ASSIGNMENTS – Director of Officials Curtis shared the IWCOA ranking process is still live and the deadline to submit rankings is Friday, January 29 at Noon. At that point, Curtis can determine host sites for Class 1A and 2A regional dual team wrestling and Class 3A regional dual team sites and assignments. Class 1A and 2A assignments will be made following the sectional tournament on February 8. The committee recommended 1) To change the current classification structure to add an additional 11-player and an additional 8-player class. 2) Under the current classification structure, schools in 8-player through 3A play a maximum of two non-district games. 3) If recommendation 1 fails, to change the current classification structure to add an additional 8-player class. 4) If recommendation 1 and 3 fail, in classes 8-player through 3A, to play an eight-game regular season schedule and to qualify 32 teams for the playoffs. IHSAA SOCCER ADVISORY COMMITTEE MINUTES & RECOMMENDATIONS – Assistant Director Tharp presented the minutes from the Soccer Advisory Committee and the committee's one recommendation. board minutes Board of Control JOINT CROSS COUNTRY ADVISORY COMMITTEE – Assistant Director Chizek presented the minutes and three recommendations from the Joint Cross Country Advisory Committee. The committee recommended: 1) To move the Class 3A and 4A state qualifying meets to the Wednesday of Week 16. 2) To move the Class 3A and 4A state meet to the Friday of Week 17. 3) To increase the number of Class 1A state qualifying meet sites to eight and to have the top two teams and top ten individuals qualifying for the state meet. (MM-S) Wiebers-Durflinger to receive the minutes and to approve recommendations 1, 2 and 3. Motion carried unanimously. MVC/MAC FOOTBALL SCHEDULE REQUEST - Executive Director Keating presented a letter from the Mississippi Valley Conference and the Mississippi Athletic Conference to allow the 5A schools in each of their leagues to schedule their own football contests for the next two-year cycle. (MM-S) Crozier-Earleywine to deny the request from the two conferences to schedule their own football games for the 2021 and 2022 season. Motion carried 6-1, with Cook voting against the motion and Pettit abstaining. 2021/2022 FOOTBALL CLASSIFICATIONS & DISTRICTS – Assistant Director Tharp presented the football classifications, 5A group assignments, and the 8-Player through Class 4A district assignments for the 2021 and 2022 football seasons. CONSENT ITEMS CHARACTER COUNTS COACH OF THE YEAR – Assistant Director Elsberry presented that Larry Lyle of Keota was named Character Counts State Coach of the Year. NFHS COACHES ASSOCIATION – Assistant Director Tharp presented the list of Iowa Coaches of the Year as named by the NFHS Coaches Association. 2021 SPRING SPORTS MANUAL – The administrative staff presented the 2021 Spring Sports Manual for approval. The manual contains information for Golf, Tennis, Track & Field, Soccer, and Baseball. BELMOND-KLEMME WRESTLING SITUATION & CORRECTIVE ACTION – Executive Director Keating presented correspondence from and response to Belmond-Klemme High School regarding the participation of an unenrolled student in a high school wrestling event. NODAWAY VALLEY FOOTBALL COACH SITUATION– Executive Director Keating shared information regarding a situation involving the Nodaway Valley head football coach and a student at his previous district. The concerning school district has been told to share their concern with the Board of Educational Examiners. APPROVAL OF CONSENT ITEMS - (MM-S) Earleywine-Durflinger to approve all consent items as presented and reviewed. Motion carried unanimously. REPORTS No reports were presented at this meeting as they will be given at the Representative Council meeting on March 12, 2021. INFORMATION AND DISCUSSION ITEMS 1) Executive Director Keating shared the winter sports ejection report. 2) Executive Director Keating presented correspondence sent to member schools regarding cooperative sharing and whole grade sharing programs for the 2021-22 school year. 3) Assistant Director Elsberry shared correspondence sent to member schools about the Governor’s Scholar Program. 4) Executive Director Keating shared the NFHS football rule changes for the 2021 season. 5) Executive Director Keating shared the NFHS soccer rule changes for the 2022 season. 6) Executive Director Keating provided information regarding the number of insurance claims filed under the Head Strong Insurance program as of March 1. 7) Executive Director Keating shared the March 12, 2021 Representative Council agenda. 8) Executive Director Keating provided the board with the state basketball tournament awards schedule. 9) Executive Director Keating shared weekly articles authored by the NFHS. 10) Chairperson Schwamman led a discussion regarding the board’s desire and direction for future classification work.
