Most Frequently Found Design Issues That Place Patient Health And Safety At Risk – JCI Safe Health Design Service Karen Reno, RN – MBA – PhD – EDAC Consultant, Joint Commission Resources & JCI – USA Karen Reno has more than 40 years of experience in health care, most spent in administrative roles as Chief Operating Officer and Chief Nursing Officer. Dr. Reno serves as a consultant for Joint Commission Resources and Joint Commission International on patient safety and safe facility design. Health care facility design has been one of Dr. Reno’s interests for her entire career. She has worked on numerous building projects, including renovation as well as new construction. She is a member of the Center for Health Design. She served as co-author of the first workbook on evidence-based design and holds EDAC accreditation. She has consulted on this topic in the Middle East, Europe, China, South America, and Indonesia as well as the US.

Francine Westergaard, RN – MSN – MBA, Senior Consultant, JCI – USA Francine Westergaard has more than 25 years of nursing experience as a practitioner, educator, administrator and researcher. She has extensive experience lecturing on standards and survey preparedness, patient safety, and quality improvement. She provides suggestions and applications for improvement to assist organizations as they facilitate change dynamics. Her international experience has included consultation in major hospitals, health systems and ministries of health in the Americas, Asia Pacific, Europe, the Middle East and the Middle East.

Rationale Architects and healthcare organisations are partnering to build facilities around the world at astonishing rates that have never before been experienced. These facilities are setting new standards for the provision of healthcare globally. JCI consultants have had the opportunity to review designs for a wide range of projects including small rural facilities to extremely large urban tertiary care facilities throughout the Middle East and Asia. Projects have included new construction, replacement facilities, and major renovations. It became apparent after several years of providing this service that patterns of design flaws were emerging that placed patients at risk. A multiple case study review was undertaken to determine what the design risks are and what could JCI develop and disseminate as benchmarks regarding this risk. Design, Build, Equip, and Maintain A “9 Hospitals Turnkey Project” – Kuwait Ministry Of Health Ahmad Nsouli, Managing Partner, The Advisory Group - Kuwait Ahmad M. Nsouli brings a blend of U.S and Middle Eastern experience to his leading role at TAG. In the United States, Ahmad worked with the Johns Hopkins Health System (JHHS), Baltimore, as a consultant on developing the concept of international patient management. There, he established comprehensive clinical, financial, administrative and social blue prints of the currently operational concept. Prior to that, he served as a senior planner and administrator / Emergency Department of Jersey City Medical Center (JCMC). Ahmad started his professional career at Columbia Presbyterian Medical Center, New York, where he conducted information systems applicability analysis on quality assurance programs. As it relates to the GCC, between 1992 and 1997, Ahmad functioned as the CEO of Magrabi Healthcare System where he established a network of 15 hospitals across the MENA region.

Rationale Although all health economists agree that demand for healthcare services over the next 30 years will inevitably drive GCC Countries to at least double their current healthcare delivery infrastructure, the methodology to do so is still debatable. The State of Kuwait has recently embarked on a US$ 4.5 billion nine hospital project with a total inpatient bed capacity of 4,600 beds using an integrated “Design, Build, Equip and Maintain” procedure involving a consortium of international and local contractors and A/E firms, as well as medical solution providers. This workshop will discuss the implemented procedure and highlight the pre-requisites and challenges to realise such a programme while examining the pros and cons of such approach in designing healthcare facilities. Aladin is a Director of Total Alliance Health Partners International (TAHPI) and principal of Health Projects International (HPI). He has 30 years of experience as an Architect including 25+ years as a specialist health facility planner. Aladin has personally designed over 100 hospital projects, both public and private. He has been largely responsible for the creation of the new generation of Health Facility Guidelines in Australasia through his work for the creation of Standard Design Components for the new Australasian Health Facility Guidelines (AHFG). Aladin has also assisted HAAD to develop its own Health Facility Guidelines which was introduced early 2011. Aladin is the designer and team leader for the web based Health Facility Briefing System (HFBS) used for the rapid creation of Standards Based health briefs, Room Data Sheets, Schedules, Asset Audits and Asset Tracking.

Understanding The Regulations And The Impact Of “Green Designed” Hospitals On Everyday Staff Operations And Patient Experience Malek El Husseini, Business Development Director ME, GE Healthcare - UAE Malek is the Business Development Director for the Middle East. He is responsible for healthcare investments and turnkey projects in the Middle East region. He is in charge for the strategic positioning of GE Healthcare into the new projects. He joined GE Healthcare in 2006. Malek has a Master in Clinical Engineering from Ecole Polytechnique de Montréal. He has 20 years of experience in consulting work. His area of expertise needs assessment, equipment evaluation, healthcare technology trends and project management. He was the Middle East Director of ECRI Institute for 8 years in Dubai (UAE) where he developed and executed business plans, identified market opportunities, Provide healthcare consultancy expertise covering technology planning, procurement and management, he led trade shows conferences and trainings at national and international levels. He was Chief Biomedical Engineer for 5 years in Tawam Hospital (UAE) responsible of an 25 engineer’s team. He supervised new projects, monitored and negotiated service contracts and consulted for Ministry of Health. He was Biomedical Engineer for 2 years in Montreal Heart Institute (Canada) where he worked on medical equipment evaluation, monitor radiation safety programs and quality control for diagnostic imaging

Rationale More and more hospitals are trying to integrate green and sustainable solutions within their process to capitalise on cost reduction, better efficiency and environment friendly operations. This workshop will highlight the impact of a good “ecological” design on every operational aspect of healthcare facilities by focusing on regulations, operators’ needs, energy efficiency and green working place. Creating An Effective Master Plan To Enhance Future Healthcare Facility Development In GCC And MENA Region Countries Architect Awn Sharif, M.A Healthcare Facility Planning - Qatar Awn Sharif is an experienced healthcare facility planning specialist with responsibilities of managing and developing health care facilities planning and design projects. He has contributed to a range of projects in this capacity including the Qatar National Master Plan project, the Dukhan Hospital project, the National Health Laboratories project and the Single Male Laborers health care facilities project. This is in addition of being a speaker to international conferences, Arab Health ,Hospital build Middle east, Asia, and Europe , Arab Hospitals forum and Healthcare Infrastructure World in addition to speaking to many related Healthcare events. Prior experience includes hospitals and educational buildings design, architecture and engineering responsibilities, and working as the Head of the Hospital Design at the General Company for Engineering and Consultancy in Syria, where he was responsible for the planning , design and supervision of a wide range of hospitals .

Rationale The ever increasing cost of health care services and specifically hospital care requires more rationalisation in health care expenditures that could be done only by efficient use of resources: financial, manpower and facilities. In MENA region countries, there are a lot of challenges facing the efficient use of resources in the health care sector. This workshop will highlight the necessity to develop and integrate guidelines by designing effective master plans to create sustainable healthcare systems. Learning Objectives • Facing weaknesses of the health sector by implementing a regulatory and policy framework to build an effective and efficient system nationwide • Provisioning a regulatory and policy framework to balance the model of care towards more expenditure for primary healthcare and community-based services • Integrating a new model of national convergence and necessary coordination between public and private healthcare providers to improve level of service and capitalise on high quality standards
