Meet The Chairmen Mark Lemmon, Chief Executive Officer, MENA Infrastructure Fund, United Arab Emirates
MENA Infrastructure Fund was established in September 2007 and to date has made investments in a container port operation in Egypt and in a power plant company (an IPP) in Oman. Mark was previously Deputy Chief Executive of HSBC’s global Project and Export finance business, responsible for growing that business over recent years to its current pre-eminent position in infrastructure and energy finance. He has substantial experience leading business development and winning and executing financing mandates across transportation, social infrastructure, power, water and energy sectors throughout the Middle East and elsewhere.

Mark is a construction and projects lawyer. He has over nineteen years’ experience of advising on the legal aspects of construction projects, and since 2004 has been based in Dubai. Mark advises main contractors, employers, subcontractors and suppliers in the construction, engineering and oil & gas sectors. He has advised clients in relation to many projects in the UAE, Kuwait, Qatar, Saudi Arabia, Bahrain and Oman. Mark has a masters degree in Construction Law and Arbitration. Dr Saleh Alawaji has been the Deputy Minister for Electricity, Saudi Arabia since 2003. In 1982, he started his career in Saudi Arabian Standard Organization, and worked in this field for about 10 years. He moved to R&D in the area of Energy. He also worked in this field for about 10 years, the last 3 years of which he was the Director of the Energy Research Institute in King Abdulaziz City Science and Technology, and promoted to the rank of research professor. He is the Chairman of Board of Saudi Electricity Company. Dr Alawaji holds a Ph.D. in Electrical Engineering (Power Systems) from Strathclyde University, Glasgow, UK.

H.E. Dr Abdullah Al Shehri is the Governor for Regulatory Affairs of The Electricity & Cogeneration Regulatory Authority (ECRA). He is an exMember of the Shura Council of the Kingdom. He is a Professor of Electrical Engineering and ex-Dean of Graduate Studies and Scientific Research at King Fahd University of Petroleum & Mineral. He received his Ph.D. from Oregon State University, USA, in 1985, in the area of power systems. He was the principal investigator of several studies in the fields of Power System Analysis, Electric Energy Conservation, Power Quality, Renewable Energy and Co-generation. He has published more than 80 papers and articles in international and local scientific journals and conference proceedings.
Dr Amer Al Swaha, Head of IPP Programme, Saudi Electricity Company, Saudi Arabia
Dr Al Swaha has been the Head of the Saudi Electricity Company’s (SEC) Independent Power Producers Program since 2007, and reports to the President and CEO of the SEC, the Kingdom’s electricity provider. Dr Al Swaha has been with the company since 1981, when he started as a Senior Engineer. He then held a number of roles until his promotion to Senior VicePresident in 2002. He has worked in the areas of system planning, system operations, support services and various corporate management positions. By profession, Dr Al Swaha is an Electrical Engineer and a Member of IEEE, and received his PhD in 1977 from the University of Manchester, UK.
Salah Al Afaliq, Chief Executive Officer and Managing Director, The National TriGeneration CHP Company, Saudi Arabia
Eng. Al-Afaliq is an entrepreneur with extensive experience in Power Generation. He has served for many years as Head of SCECO East’s Power Plants, HVAC and Electromechanical Contracting. He has successfully founded six companies creating one of the largest electromechanical contracting companies in KSA as well as the largest Trigeneration Company in the Middle East. Eng. Prior to that, since 2008, he had served as Chief Economist of NCB Capital, the investment arm of the NCB Group. Dr Kotilaine previously worked for a number of years as an economic and financial consultant with a primary focus on emerging markets. As Managing Director of National Solar Systems (NSS), Mr Al Mureeh has delivered the installation and operational management of Saudi Arabia’s first large scale solar park, which was completed in May 2010 and marks the first time that clean power has flowed into the Kingdom’s national grid. Prior to joining NSS, Mr Al Mureeh held several managerial and executive posts with Saudi Aramco, including Company Representative and Projects Director for the Rabigh Refining and Petrochemical Complex (PETRORABIGH).

Vahid is in charge of developing solar projects with government entities and utilities in the MENA region. Prior to his move to the Gulf, Vahid was based in Algeria where he was in charge of BP’s government and public relations. With the help of his team, Vahid put in place a sustainable development program based on a ‘win-win’ policy. Vahid has held managerial roles with Energy Intelligence, World Economic Forum in Davos and Transparency International. He holds an MS in Energy Economics from Johns Hopkins University School of Advanced International Studies and BA in Economics and Political Science from McGill University. He is currently the Chairman of the Emirates Solar Industry Association (ESIA).
