Dear friends I personally believe that the Western Balkans are a diamond in Europe - a myriad of cultural treasures, languages and traditions that have often provoked emotional clashes and high drama, drama that has often resulted in great filmmaking. From an institutional point of view, we face a rather interesting reality. If we view each country separately, we get a fragmented picture with serious political obstacles preventing cooperation. However, it is the minority film co-productions that have provided a unique opportunity, allowing each of our countries to push forward and build a considerable Western Balkan support network. The Balkan Film Market has been conceived as a platform in service to this mission, beneficial to everyone, where every initiative is welcomed since it enriches the cooperation framework. There is space for competition among our countries only when it comes to making an ideal needed to further develop our cinema especially when it comes to creating favorable conditions for European productions targeting the Balkans. The image of our countries will only benefit from such collective initiatives. The truth is that in the last decade, movies that are listed with the brand MADE IN BALKANS, have managed to be accepted and showcased in the best film festivals around the world. As a result of developments in digital technology across the Balkans, major public as well as private investments have created a dynamic and ambitious industry. The boom in broadcasting that our region has undergone in recent decades is exceptional. Film institutions are now integrated into the European system. Across the region, film festivals have come to life and thrived becoming unprecedented success stories in the Balkans and beyond. Film schools and regional workshops are helping to build a much needed professional infrastructure for Balkan filmmakers. Yet as we gradually advance with our engagement to the European level, much still remains to be done to better coordinate and facilitate the cooperation between our countries. As a result of the perpetual need for cooperation, the idea of the BALKAN FILM MARKET was born. Conceived and designed as an open platform for promotion and financing of co-productions, the BALKAN FILM MARKET provides an opportunity for all public or private entities that optimistically look ahead to a brighter future in the Balkan film industry. Perhaps the best contribution required for the success of the Balkan Film Market is simply to make it your own.

Welcome Beyond good food, striking scenery and ancient ruins, the Balkan peninsula, surrounded by east and west, has often become the battleground of clashing civilizations. Ravaged by conflict since the beginning of time, it’s only natural that our region would produce intense drama. Oftentimes the best Balkan filmmakers have scrupulously channeled this collective energy into breathtaking dramatic films which have crossed many borders and cultural boundaries, achieving a lasting impact on European cinema. In the most recent era of political and technological transformation, we are in the right time and the right place to join forces and carry on such an artistic mission. The Balkan Film Market, lays out the groundwork for a platform where regional filmmakers can join in, share and prosper. This is just a start. Yet with a contribution from each one of us, it can flourish into an astonishing and memorable body of film masterpieces. I believe we can rebrand our region from what was once known as a Europe’s powder keg into an eruption of compelling stories, filled with the authentic drama of human survival. Time and time again, history shows that our region has managed to emerge from the ashes of the past, and blossom into an era of arts and and culture, paving the way for the rest of Europe to follow our lead. I only hope we can catch the fair winds of our present time and carry on together.

FOREWORD

The BFM is envisioned as a unique event standing on three main pillars: Education, Development and Collaboration. An elaborate set of panels targeting youth, gender, technology and coproduction with Europe, combined with several networking events, will open numerous windows of opportunity for Balkan filmmakers to get informed, promote and attract funding for their upcoming projects as well as explore sales and distribution possibilities in this prime regional market. The BFM will present a variety of educational alternatives, workshops and master classes. Panel discussions will explore the multiple educational opportunities, institutions and facilities in the region. Based on the success of our local ALBASCRIPT 2016 workshop, the newly expanded ALBASCRIPT PLUS opens to include narrative features and shorts from filmmaking talents residing in the Balkan region. PITCH BALKAN is a major event that gives filmmakers a chance to present partly financed projects with a wider Balkan relevance to industry professionals. A line-up of leading European talent, heads of audio-visual institutions, producers, deal makers and distributors have confirmed their attendance to this event. The BFM is organized in collaboration with the Albanian National Center of Cinematography, Creative Europe Desk Albania, and EURIMAGES. The BALKAN FILM MARKET is made possible with generous support of the Ministry of Culture of Albania and MiBACT – the Italian Cultural Ministry’s Directorate of Cinema.

PAGE 11

The BALKAN FILM MARKET brings together audio-visual professionals from European and the Balkan countries to share stories, foster professional relationships and strengthen marketing efforts of local productions. The ultimate goal of the BFM is to boost co-production and distribution into this diverse region rich with untapped potential.

MiBACT oversees heritage protection throughout the state. By law, it has exclusive responsibility for heritage protection. It has initiated several unique funding strategies such as fee structures, tax incentives based on visitor behaviour studies, and public-private partnerships to counteract the deteriorating culture budget and support its treasured cultural assets. Since 2000, MiBACT has been entrusted with the full range of core cultural functions: heritage, museums, libraries and archives, visual arts, performing arts and cinema, cultural institutions, copyright, with the only exception being communications (radio television and the press). The General Directorate for Cinema is the MIBACT directorate that supports the cinematographic activity in Italy. It’s support is offered to: • film projects (short/full length) for production. • films already shot, in order to reinforce the financial structure of the production, for the distribution. • other companies in the sector in order to consolidate, boost and innovate their respective activities. • films in form of tax credit – up to 30%. A SHORT HISTORY OF ALBANIAN CINEMA

The story of Albanian cinema is related to the ripple effect generated by the birth of the seventh art form itself. The brothers Lumière invention quickly echoed in the Balkans through the pioneer work carried out by the Manaki brothers, of Albanian origin, also known as the Lumière brothers of the Balkans. In 1909, artist Kolë Idromeno was the first Albanian ever to screen a motion picture in Shkodra. Later on, foreign films were commonly shown in the theaters of Albania’s main cities. In 1943, director Mihallaq Mone shot a 10-minute motion picture for the first time in Albania, in Pogradec. It was entitled A MEETING BY THE LAKE and featured actors such as Merita Sokoli, the Xhaçka sisters and then-renowned Albanian actor from Romania Kristaq Antoniu. At the start of the 20th century, the collapse of the Ottoman Empire brought disarray into the Balkans, as nations scrambled to redefine their borders. As the Albanian territory became a battleground for the Balkan Wars during the First and Second World Wars, foreign film operators embedded in their respective armies, were sent over by news agencies to document the mayhem in the area and captured footage that stands out as priceless evidence of those chaotic times. Albanian organized national film production began in 1947, as the National Filmmaking Enterprise was founded, which promptly started producing documentaries, newsreels and reports. With the founding of the “New Albania” Film Studio in 1952, feature length motion pictures and documentaries would soon be produced as well. An entire generation of filmmakers trained in Eastern European universities laid the foundations for a national cinema upon returning to Albania. The feature length SKANDERBEG, in 1953, was coproduced with the Soviet “Mosfilm” studio. The first Albanian short

film, FËMIJËT E SAJ (Her Children) was produced in 1957, by director Hysen Hakani. A year later, in 1958, director Kristaq Dhamo shot Albania’s first feature length film, TANA. These events marked the beginning of an energetic process, which would create the conditions for the transmission, from one generation to another, of a national filmmaking culture and tradition. During the 1960-1980 period, filmmaking served ideological purposes, but the very systematic practice of the art created stability and wasn’t devoid of excellence. In the 1980s, Albania produced yearly as many as 14 feature length films, 30 documentaries and over 500 newsreels - figures comparable to those of other countries in the region and other small countries in Western Europe. However, because the country was politically and culturally isolated from the rest of the world, Albanian filmmaking lost touch with contemporary cinema, becoming impervious to avant-garde influences from other countries. As feature films had to deal with topics and subjects dictated by politics, all artistic alternatives were suppressed. After the fall of communism in the early 1990s, young and not so young authors, based on the filmmaking experience gathered during previous decades, started to make up for the time and opportunities Albanian cinema had lost, with new motivation and ambition. Today, the community of Albanian filmmakers has to face new challenges, as it tries to make Albanian filmmaking part of the global filmmaking industry. The last decade has brought about international success and a new spirit to Albanian cinema, with several productions being of the auteur category, enriching the national film scene with new individualities eager to find new forms of expression.

www.aqshf.gov.al Founded in 1947 after the nationalization of the private cinemas by the Albanian government, The Central State Film Archive of Albania (AQSHF) is now the legal custodian of the Albanian cinematographic production from1947 and onwards, largely consisting of the productions from one single state-owned entity, the “Kinostudio-New Albania”, which started its activity in 1952. After many years being a department of the “Kinostudio”, the AQSHF was established in 1997 by the Ministry of Culture, as a cultural institution with the mission to preserve and promote the national film heritage. AQSHF stores and preserves several film collections of Albanian and foreign production, of all genres, such as features, short and animations, documentaries, newsreels, as well as

a collection of unedited footage, all in 35mm original elements of picture and sound. In addition to the film collection AQSHF stores and preserves other material that is of relevance to the history of Albanian productions, such as film scripts and technical scripts, director’s notes, editing lists, original still photographs, promotional materials, music score sheets, original posters etc. This original documentation also entails bibliographic and reference information, press materials, publications related to the films, photos from the history of Albanian cinematography, biographical data on Albanian film directors, technical documentation; anything and everything that’s related to Albanian film history. AQSHF is member of FIAF, the International Federation of Film Archives since 1963.

THE ALBANIAN CINEMA PROJECT’S Under the near half-century regime of dictator Enver Hoxha, Albania remained cut off from the rest of the world until 1990. Most Albanian films made under the communist regime before 1991 were seldom subtitled into other languages and rarely screened outside Albania. The Albanian Cinema Project’s preservation initiative aims to change this fact, bringing a ‘new’ national cinema to international screens while attempting to preserve these endangered treasures. Begun by filmmakers Iris Elezi, Thomas Logoreci and California archivist Regina Longo, the Albanian Cinema Project was born after dangerous mold growth and vinegar syndrome, two elements that destroy film quickly, were discovered in the Central State Film Archive of Albania. In the last few years, the archive has faced considerable difficulty in maintaining proper conditions of temperature and humidity within the

vaults where these precious films are stored. The Albanian film archive is the custodian of all the East European country’s motion picture productions. Begun in 1947, the facility consists mostly of material from the “New Albania” film studio, started in 1952 and closed in 1992. Currently the archive film collection includes 6,422 films, 4.329 being Albanian titles and 2,093 productions from around the world: a total of 44,000 film cans. Working with the support of the Albanian Ministry of Culture, the US Embassy in Tirana, the Albanian National Center of Cinematography, the Albanian Film Commission, the Association of Moving Image Archivists and concerned members of the international film and film archives community, the ACP is dedicated to preserving, restoring and promoting Albanian film heritage.

It’s a wrap for the first edition of Balkan Film Market, and at the same time it is the beginning of work for the second edition. We are honored from your distinguished participation and involvement. We had a vision and did our best to organize it, but it was your commitment and your full-hearted support that made the first edition of BMF a story to be told. We are not market organizers by profession. We tried to cater to the needs of regional filmmakers and contribute towards creating the environment where authentic ideas

can flourish. The stories developed at Albascript Plus and the projects pitched during BFM will be molded into distinct films. We are pleased to have modestly contributed towards such a courageous endeavor. We know that we will improve our act. Your feedback and suggestion are strongly encouraged and welcomed. Together we can make the BFM a scouting ground for films of lasting impact. Let us turn BFM into a rewarding experience for all.
