Article 3
The National Centre of Cinematography ( NCC) shall be established as a legal person with the status of a National Institution, depending on the Minister of Culture, Youth and Sports for the coordination of the work, the financial support, stimulation of the cinematographic activity in the Republic of Albania, and the presentation of the Albanian cinematography abroad. The Status of the National Centre of Cinematography is approved from the Council of Ministers, with the proposition of the Minister of Culture, Youth and Sports. The regulation of the function of NCC is approved from the Chairman of this Centre.
Article 4
The main responsibilities NCC are:
1.
To establish the distribution of budgetary funds for the following genres of the film: artistic, documentary and animated;
2.
To distribute the funds for the film projects, which carry out the demand of the regulation of the production and distribution of the film and that convey qualitative values and national cultural interest. It also reports on the completion of the projects and on the allocated funds;
3.
To approve the projects for the production of Albanian or foreign producers film works, when NCC gives the funds;
4.
To allocate the funds for national and international festivals and film weeks;
5.
To propose changes and improvements, in law, decisions, orders, and executive orders, and especially about the organizational, technical, legal and financial measures, to a better function of the national, legal framework of film. These propositions, after being exanimated from the Ministry of Culture, Youth and Sports, will be presented to the Council of Ministers through the Minister of Culture, Youth and Sports.

To organize and support financially the qualification, the specialization, and the preparation of the new film makers, and also the publication of different cinematographic activity.
7.
To register all legal or physical persons who carry out the production and distribution of the films in accordance with the procedures defined in the regulation; and also to provide with a certificate for the practice of these

activities for all the persons that satisfy the necessary conditions, determinate in the regulation. 8.
To register all legal or physical persons who own halls or other places for the performance of film works, in accordance to the regulation of distribution and performance of the film works in the territory of the Republic of Albania;
9.
To register the produced or imported films this will be exhibited in the territory of Albania.
10.
To monitor the implementation of the technical standards of the apparatus operating in Albania for the production and distribution of the film works;
11.
To organize the qualification, specialization and education of young cinematographers;
12.
To inform the producers of its financial possibilities, the changes in its approbatory councils, the amendments of the legal and sub legal acts, as well as of its participation in national and international festivals and film weeks.
13.
To examine artistically the projects presented from the persons charged in the Project Council.
14.
To analyse the technical-economical documentation of the presented projects, to carry out the normative approved by it.
15.
To support financially with a particularly budgetary fund, the projects of the distribution of the Albanian films, in Albania and abroad. NCC receives a public budget from the state budget every year. The remaining / unspent budget of a financial calender year is imported on the consecutive calender financial year. “The utilization of the NCC public funds for financing film works excludes the procedures of the Albanian Law “For the public procurement�.

The ANCC participates and is present in various international cinematographic and audio-visual events throughout the year across Europe and elsewhere. The main goal of such presence is to promote the Albanian films, film professionals and film industry, to interested international partners. You can find us every year in our stands at the Film Markets of Berlin and Cannes Film Festival.

The ANCC helps provide the necessary documentation for foreigner teams to shoot in Albania (including help with the customs regarding equipment, police and public institutions on matters of shooting permissions).

Media Desk Albania joints Creative Europe Programme in June 2014. From January Albania 2015 Albania is part also of the Sub – Media Programme. Media Desk Albania was first open in July 2015. The Desk is fully operational providing day to day support to all Albanian interested applicants for the calls for proposals published by the Sub – Media programme. Media Desk Albania is located on the premises of the Albanian National Centre of Cinematography which provides not only infrastructure faculties but excellent contacts with the entire cinema and audio – visual sector in Albania. The Desk works in strong cooperation with the Creative Europe Desks of all the countries participating in the Media programme and is able to provide all kind of support requested by the European audio-visual sector, i.e. Albanian partner search, distribution of information among the Albanian audio-visual sector, information on audio-visual development in the country, etc...

Eurimages Albania is part of Eurimages since 2009. Eurimages promotes the European audiovisual industry by providing financial support to feature films, animations and documentaries produced in Europe. In doing so, it encourages co-operation between professionals established in different European countries. Eurimages is the cultural support fund of the Council of Europe. Established in 1989, it currently numbers 36 of the 47 member states of the Strasbourg-based Organization.
The European is the only existing international Film Promotion network of organizations pro(EFP) moting and marketing European cinema worldwide. Founded in 1997, the network comprises professional organizations from 36 European countries who are experts in promoting and marketing their own national cinema. With a strong presence in most important film festivals and markets, worldwide, the EFP’s strategies span a broad spectrum and include artistic and business-oriented platforms which support the goal of increasing the visibility and marketability of European films globally.
