Natarajan, Chief Guests of the Convocation at our Regional Centres across the country, distinguished guests and invitees in the Regional Centres, Pro-Vice-Chancellors Prof. Omprakash Mishra, Prof. Parvin Sinclair, Dr. Devendra Kumar Choudhry, Dr. Latha Pillai and Prof. K.R. Srivathsan, Members of the Board of Management, Academic Council and the Planning Board, Registrars, Directors of Schools, Heads of Divisions, recipients of the degrees, diplomas and certificates of the University in this convocation, members of the teaching and non-teaching staff of the University, invited guests, representatives from the print and electronic media, Ladies and Gentlemen, It is my proud privilege to welcome you all to the 20th Convocation of the Indira Gandhi National Open University, at which over 1,37,000 learners will be receiving their degrees, diplomas and certificates. I thank Prof. Natarajan, former Chairperson of AICTE and former Director of IIT, Madras, for accepting the University’s invitation to be the Chief Guest, and for delivering the Convocation Address. Ladies and Gentlemen, let me present before you an overview of the activities and the progress of Indira Gandhi National Open University during 2008. Let me begin with a summary of some of the major initiatives taken during this period. i)

Convergence Scheme: This scheme was operationalised in March, 2008. Its objective is to achieve the projected targets of the 11th Plan for access to higher education, by making optimal use of the strengths of the conventional and ODL systems. It offers partnership in four forms to conventional institutions with a potential for excellence, under which learners of those institutions can simultaneously enrol for any IGNOU programme that they are eligible for. The huge response to this scheme (about 10,000 learners in 359 institutions till December 2008) shows the great niche it has tried to fill. In Figure 8, we have given a chart to show the statewise representation of the partner institutes under this scheme.

ii) Research and Teaching Assistantship: With the twin objectives of furthering systemic and discipline based research as well as developing potential teachers of ODL, this scheme provides a substantial stipend to carefully selected bright young people who have a strong bent towards research. During 2008, 126 RTAs joined IGNOU, and are undertaking research and teaching at different locations across the country.

programmes of the University can do it the year round by simply walking in to the nearest Regional Centre and filling up the form, or doing so through the IGNOU website and using the online payment facilities.

iii) New Centres: IGNOU launched the following centres, with the aim of developing the capacity of professionals and other workers in different sectors, be it the corporate sector, or teaching, or those requiring vocational training. 1) 2) 3) 4) 5)

Advanced Centre for Informatics and Innovative Learning Centre for Corporate Education, Training & Consultancy IGNOU Institute for Vocational Education and Training North East Centre for Research and Development IGNOU Institute for Professional Competency Advancement of Teachers through ODL 6) IGNOU Centre for ODL in Research and Training in Agriculture. iv) Enhanced technological access: The Gyan Darshan channels and Gyan Vani, Delhi, were made available on several DTH platforms, and are being webcast, using part of the 48mbps internet bandwidth that the University has acquired. IGNOU ONLINE, the gateway to the IGNOU online programmes, was also launched with a few programmes, like MLIS and the PG Certificate in Cyber Law, to start with.

The University initiatives of walk-in/ online admissions, along with the Convergence Scheme and new academic offerings, have shown encouraging trends. In the last year (July, 08 and Jan., 09), we have enrolled around 5,55,000 students. The cumulative student strength has crossed 2 million. Thus, about 15% of the total higher education enrolment is with IGNOU. This is a matter of great pride and great responsibility. We need to continue to strive for excellence in providing student support services, which we are committed to refine along with our expansion plans. This expansion also requires faculty growth in the support divisions too. For instance, more than 7000 titles were added in the central and regional centre libraries, and 7 new e-resources were added (including a database with 185 e-books with access to all faculty and regional centres). Academic Programmes Developed

The ‘ODLSoft’ – ERP of IGNOU’s back office processes is being undertaken. This will facilitate the availability of an integrated database to all concerned.

Over the last 23 years, the University has developed a large number of programmes ranging from the purely academic to the predominantly vocational, from the high-level postgraduate degrees to the lower-end competence certificates, and from complex professional development programmes to the more general awareness-building modules. These programmes cater to the needs of a wide spectrum of society ranging from the professionally qualified to the semi-literate, from business managers to industrial workers, from the unemployed to the self-employed, male and female, rural and urban. In the period of report, the University launched about 40 new programmes of diverse levels and kinds. Many more programmes are under development by the 21 Schools of Studies, some with the collaboration of other institutions. The complete list of 175 programmes on offer is available in Table 1, appended to this report.

v) City Centre: IGNOU has launched an extended arm of its Student Services Centre in the form of a City Centre in the heart of New Delhi. This would allow easier access to several learners/ prospective learners for obtaining information about various aspects of IGNOU. A career counselling unit will also start functioning from there soon.

The University, in the last year, has also embarked on a policy of reaching out to learners who wish to study diverse Indian and foreign languages, like Maithili, Urdu, Japanese and German. A large number of diverse programmes are being designed and developed by the newly established Schools of Studies, some of them being:

vi) Walk-in Admissions and Online Admissions: These schemes have been launched as initiatives to make admission procedures easier for potential learners. Under them, anybody interested in enrolling in most

IGNOU was awarded ‘Manthan’ an annual award that honours the use of technology for socio-economic development, conferred by the nonprofit organisation, Digital Empowerment Foundation. In November, 2008, IGNOU also launched its SMS Alert services for the students and staff of the University, an initiative to bridge the information gap between the learners and the University.

Research Activities The thrust on research was prominent among the activities of the University. Apart from the scheme of research and teaching assistantships, there are 43 learners enrolled in the Ph.D programmes of the University. The faculty also undertook a number of research projects, pertaining to systemic and discipline based research. The University continued to provide support to several faculty and academic staff members to participate in international conferences and seminars, and hosted several national and international conferences, seminars and workshops. The University is also the apex body for developing and monitoring the distance learning system in the country. The Distance Education Council (DEC), established by IGNOU, undertakes the activities of coordination, maintaining standards and funding of the Distance Education Institutes. During January-December 2008, the DEC dispersed Rs. 33 crores to State Open Universities, and Rs.14 crores to Distance Education Institutes. Distance Education Council has also funded around 8 major and 15 minor ongoing research projects. From the Regions The Regional Centres have, during this period, continued to put their best foot forward. Some initiatives taken by them are: A successful pilot run of the mobile study centre scheme for providing access to the tribal population in the deep interior of the Jabalpur region.

The Regional Centre at Bhopal has initiated, with the State Government, a huge programme for training all the ‘anganwadi’ workers of the state.

The Regional Centre, Kochi, has been the node for creating the PG Diploma in Teaching and Research in Management. This Centre also took the responsibility of providing 1431 teachers of the Atomic Energy Education Society schools with basic training in ‘Proficiency in Satellite and IT-enabled education’.

The Dehradun Regional Centre has obtained financial grants from the State government for the inmates of Haridwar Prison towards their programme fee.

The Chennai Regional Centre has had the Awareness Package on Disability translated into Tamil. 6

To provide better access to learners, the University has further expanded its outreach. In the period of report, the University has added 9 new regional centres at Goa, Chandigarh, Mumbai, Nagpur, Thiruvananthapuram, Noida, Vijayawada, Jorhat and a third regional centre in Delhi. Besides this around 300 new learner support centres have also been activated. The number of Academic Counsellors has increased to 36828. We hope that opening of these regional and learner support centres will improve access and quality support to learners in their studies. IGNOU has also expanded its reach overseas. The total enrolment is now around 6000, while the number of partner institutions is now 52, spread across 33 countries. What is more significant is that our programmes are not only popular among the Indian diaspora and NRIs, but are attracting people of diverse nationalities too. In this context, a few important collaborations for sharing learning materials and programme offerings have taken place (see Table 3). Some of them are with the Sudan Open University, Iran Cultural Centre, NCCD Mongolia and the PANSAARC e-network project. Some Proposed Initiatives 1) Community Colleges: These colleges, of which there are more than 100 in India, are accredited to award upto two years tertiary education. IGNOU plans to offer conditional recognition to the certification of these colleges, as well as offer its own associate degree programmes through them. 2) Corporate Education: IGNOU plans to extend consultancy services to state governments and various Universities for training in the use of new technologies and build human resources for the corporate sector. 3) Assessment and Accreditation of Distance Learning Institutes: This is one of the important tasks the University has decided to undertake. The process has been initiated and the institutions are being encouraged to come forward with the information through self assessment. This is to be followed by inspections undertaken by DEC committees before assigning grading. 4) Online and On-demand Examination: Moving towards a more learner-centric and flexible system of teaching-learning, the University has already introduced online admission in most of the programmes of study. At present, the University is in the process of developing and testing the system of online and on-demand examinations. We propose

to implement it within a few months. This will meet new standards in the area of learner support systems. 5) Credit Transfer Scheme: This scheme is being devised by DEC as part of its mandate for coordination of the Distance Education system. It will facilitate learner mobility across institutions. This scheme is envisaged to help learners of ODL as well as face-to-face teaching institutions. I have only given a brief overview of our work over the last year, and some future plans. Let me end by congratulating all the candidates who are going to receive various degrees and diplomas today. My special congratulations to those who are receiving distinctions and medals. As you leave the portals of this university, I wish you all a bright future and better opportunities in your own field of occupation. Before concluding, I once again thank our Chief Guest, Prof. Natarajan for his acceptance to be with us today.
