Legislation To Protect Horses Fails In Congress By Rick Murphy

The SAFE Act, which would have afforded unwanted domestic horses a modicum of protection, once again failed to win approval in Congress. The proposed law had 183 cosponsors from the House and 29 from the Senate, still it bled and died in Committee. Polls show most Americans are opposed to continuing to classify horses as “Lifestock” since the amount of horse meat consumed has drastically been reduced over the years. It allows for unwanted horses to be shipped to Mexico for slaughter and has led to significant abuse of the animals. Christine Distefano, who runs the Amaryllis Equine Rescue Sanctuary says the horse industry is to blame. “They go around pretending they are farmers, but most horses aren’t raised for human consumption.

They are filled with carcinogens. We don’t raise them for food,” she said. Horses are expensive to maintain. If they are lucky, some thoroughbreds will make it to the horse track. Maybe three or four percent of the hundreds of thousands bred each year actually make it to a race. As they get older, horses can be used for training, jumping, riding, even pulling carriages and the like. Sooner or later, though, a horse reaches the point where it can’t continue doing labor. One hundred forty thousand discarded horses a year are herded into trailers, carted away and slaughtered. SAFE would allow euthanasia for horses. “Some horse owners are clueless. They give a horse they don’t want to a neighbor and they don’t want to know what happens,” Distefano said. “People really do throw their horses out. What do we do with

them? A horse needs guardianship. They need the promise of the REST of their lives,” Distefano said. “The most help you can be is to promise a horse you will always ‘have their back.’ The next most important thing is to lend your voice for the horses. Raise hell until their plight is acknowledged. Don’t support activities that cripple horses because you then infuse those people with the urge to obtain and cripple more horses just for your applause,” she added.

Horse slaughter is horrific and must end. Stop the supply of horses and no law would be needed. Slaughter is profitable and the Americans hand off their horses to meet that demand, albeit often unknowingly. Support your legit local rescues/sanctuaries and your neighbor who just got laid off and has a horse. SEPARATED AT BIRTH: DONALD TRUMP AND ADOLF HITLER “He’s Adolf Hitler.” Those were the words a person close to me, who prefers not to be identified, used to describe Donald Trump. She went on to say, “Hitler had the Jews, Trump has the Mexicans.” I agree with what she says. Before you say this is going too far, please note I believe that under all that loud-mouth bluster, Donald Trump is deeply flawed but is a decent man who would not hurt a fly unless it gets between him and a camera. I am not saying Trump is in any way capable of any of the insanity and atrocities of Hitler. What I am saying is his campaign tactics are frighteningly similar. Here’s what I mean: Trump said last week that he doesn’t think people born in the United States to undocumented immigrants are citizens. Is he crazy? Has he not heard about the Fourteenth Amendment? Apparently he has heard of it, but it doesn’t suit his purpose and so he wants to dump it.

He wants to end birthright citizenship as granted under the Fourteenth Amendment, which states: “All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and the state wherein they reside.” He is intimating that he would revoke the citizenship of those who have already received it. Trump is quoted as telling CNN interviewer Chris Cuomo, “The Fourteenth Amendment is very questionable as to whether or not somebody can come over, have a baby and immediately that baby is a citizen.” As the first-generation child of Michael and Concetta Della Femina, I am a birthright citizen. I’m so glad that when I was born the president was Franklin Roosevelt and not Donald Trump. Otherwise I would be writing this from Naples, Italy. Trump went on to tell Cuomo, “I don’t think they [the children born in the United States] have American citizenship, and if you speak to some very, very good lawyers – and I know some will disagree, but many of them agree with me – and you’re

going to find they do not have American citizenship.” Trump said he would “test it out” in the courts, and “We have to start a process where we take back our country.” Here are excerpts from Hitler’s speech to the Reichstag on the Nuremberg Laws: “The time has come openly to oppose Jewish interests to those of the German nation . . . The only way to deal with the problem which remains open is that of legislative action.” In 1935, with the Nuremberg Laws, the Reich Citizenship Law stripped Jews of their German citizenship.

Trump has called for the deportation of all undocumented immigrants living in the United States – about 11 million people – as part of his quest to make America great again. Hitler offered the Germans encouragement. He gave them vague promises while avoiding the details. He repeated over and over that he would make Germany great again. If Trump is elected and as a result of this column I’m put into an internment camp, all I ask is that I be put in the same camp as Megyn Kelly. HEIL DONALD!

Mayor de Blasio, the worst mayor money can buy, is at it again. This time he is bloviating about a few women who have painted their bodies and gone topless and are soliciting tips for posing with tourists from Prairie City, Iowa. Whom, may I ask, is this hurting? The mayor, who said nothing about the creepy-looking “Naked Cowboy” who has been standing in his briefs for years on Times Square, suddenly feels he must crack down on some topless women and action figures dressed like Woody, Minnie Mouse, the Statue of Liberty, Elmo, Iron Man and Spider-Man who hustle tourists for tips for posing with them. This is what Times Square is all about. In the past it has been filled with hookers and pimps. There was a study done that said 72 percent of

the people who inhabited Times Square after 7 every night had spent time in jail or in a mental institution. A great mayor, Rudy Giuliani, cleaned it up. Under Bill de Blasio, our clown mayor, the city is sliding back to the bad old days. But things are not that bad. So now all that de Blasio has to deal with is Elmo and a few bare boobs. Tourists love it. Real New Yorkers ignore it. If de Blasio wants to stop it, all he has to do is to get 10 police officers in uniform to walk around Times Square day and night with signs that read: YOU ARE NOT REQUIRED TO TIP ANY CARTOON CHARACTER OR BARE-BREASTED PERSON FOR APPEARING IN A PHOTO WITH YOU AND YOUR CHILDREN. IF THEY ASK OR HARASS YOU FOR MONEY, REPORT THEM HERE AND THEY WILL BE ARRESTED. Police Commissioner Bill Bratton, who should be our next mayor, had the funniest reaction to the bare boob problem. He told a radio host, “Both the mayor and Governor Cuomo are trying to figure out a way to handle shirtless women.” Lots of luck, guys. The Basement Bedroom Ban By Kitty Merrill

Roy Dalene and his wife lived in a small three-bedroom ranch with their three kids. When their children got older, they created a fourth bedroom, legally, in the basement, to give the kids more space. If a proposal before the East Hampton Town Board moves forward, such a renovation would be deemed illegal. Last Thursday night the town board held a public hearing on an amendment to the town Zoning Code clarifying a provision that prohibits bedrooms in basements. Opponents to the measure repeatedly echoed the same belief – those who convert basements into bedrooms illegally will continue to do so, and the prohibition won’t end the problem of illegally overoccupied homes. Attorney Britton Bistrian believes that if bedrooms in basements are outlawed, homeowners will become outlaws. They’ll still do the conversions, but without the assurance that safety measures mandated through official review will be implemented. Reading a letter from the Long Island Builders Institute, the state’s largest residential building trade organization, Michael Forst emphasized that the use of basements for bedrooms is not a safety issue because they are required to meet specific standards of the state building code. There have been no reported cases of unsafe conditions in legally built basement bedrooms in East Hampton Town, he said. The legally constructed basement bedroom is an efficient use of space, helps keep a house’s footprint small, and is the most cost-effective method of expanding living space for families of limited means, Forst explained.

Easy Way Out LIBI urged the town against taking the easy way out; the zoning amendment will not remove the problem of illegally overcrowded houses. “You do not need a bedroom to sleep in a basement,” Forst said. “You should be promoting safe sleeping.” John Woudsma spoke as a town resident with parents in their 80s, a builder, and the building inspector for the Village of Sagaponack. Wearing the first hat he pointed out that many of his friends live in small houses and are confronting a future that could include aging parents coming to live with them.

As a builder, he said, “Everybody wants a finished lower level,” and as the building inspector he said, “I run into unsafe bedrooms in basements all the time.” Sagaponack has addressed illegal occupancy with a variety of strategies. For example, offstreet parking at a house is tied to the number of bedrooms. There are “many mechanisms” that can help curtail overcrowded housing. Woudsma urged the town board to

investigate alternatives, to form a committee to do the investigation “rather than throwing the baby out with the bathwater and getting rid of a very valuable and needed thing for me and my family.” Woudsma asked Supervisor Larry Cantwell whether the board intended to vote on the amendment soon, or if there would be time for further discussion. He asked if there might be a discussion of forming a committee. Cantwell didn’t seem

amenable to the idea. Rather, he shut Woudsma down with the statement, “The board can choose to vote on this when it wishes, one way or another.” A resolution of approval was drafted, by Cantwell said he wasn’t ready to offer his opinion. Councilwoman Sylvia Overby said she wants to discuss the matter further at a public work session in September. Support for the bill came from David Milne and David Buda of Springs. Revitalization Plans Accepted At last night’s Southampton Town Board meeting, the draft outline for the Riverside Revitalization Action Plan was slated for adoption, thus

beginning the State Environmental Quality Review (SEQRA) process and moving the project one step closer to fruition. Currently, Southampton Town is engaged in the preparation of what is formally called the Brownfield Opportunity Area Program Step 2 Nomination Strategy and Revitalization Plan for the Hamlet of Riverside. The town has entered into a Master Developer Agreement with Renaissance Downtowns to create the action plan for the project. At last night’s town board meeting, Renaissance submitted a final draft of the RRAP that is intended as a guide to implement longstanding town planning initiatives and community efforts to revitalize the hamlet. A dozen agencies, ranging from Suffolk County Water Authority and Riverhead School District to

PSEG and National Grid, are to be involved in the project.

Water Plan Set To Certify Another plan set to commence the environmental review process is the Southampton Water Protection Plan. The plan offers a comprehensive framework that provides long-term guidance for preservation, use, and development of the town’s waterfronts and harbors to include revitalization of its fisheries and traditional maritime industries. This in turn increases recreational o ppo r t un i t i e s, pro mo t i o n o f environmentally sensitive development and eco-tourism, preservation and enhancement of boating and maritime activities. At last night’s board meeting, it was expected the plan will undergo the SEQRA process prior to its certification.

Fireworks This Saturday

The very popular Labor Day fireworks, held for a decade on Labor Day weekend, will be moved forward a week. The East Hampton Fire Department announced the show will take place Saturday night at Main Beach in East Hampton Village, with a rain date penciled in for the following night. The show begins at dusk, 8:30 PM. The fireworks used to be over the July Fourth weekend but were moved to the end of the season because of active Piping Plover nests on the beach.

Obituary Elizabeth Thunderbird Haile

Elizabeth Bess Thunderbird Haile, 85, known as Chee Chee to many locals, died on August 25. Princess Chee Chee, the daughter of a chief, was a ceremonial dancer of renown and a central figure in the revitalization of the Shinnecock Powwow, which was revived by her father in 1946 and held annually ever since. Haile died peacefully at her home surrounded by her family and close friends. A longtime member of United Methodist Church of Southampton, Haile was instrumental in the formation of the experimental Hayground School and often taught dance locally. She graduated from the State University of New York at Oneonta Teachers College. She earned an MA from New York University. The funeral service was held yesterday at the Hamptons United Methodist Church. In lieu of flowers, the family suggested memorial donations be made to the Padoquohan Medicine Lodge, Inc. Acquisition Approved After Debate

They bought the land over the opposition of neighbors worried about the unclean masses arriving en masse in their quiet enclave. Last Thursday night, the East Hampton Town Board voted to pay $2.6 million to acquire two waterfront parcels in Springs. The land belonged to the late Bob Olsen who sold it to the Nature Conservancy while he was still alive. A public hearing on the purchase, using Community Preservation Funds, stretched over an hour, as supporters and opponents debated its merits. Opposition was predominantly comprised of Squaw Road residents horrified by the prospect of the public visiting their “private” community – when public money is used to buy land, the public has right to access it. “The place will be trashed,” Richard Levin predicted. However, supporters, such as Zach Cohen of the Nature Preserve committee and Ira Barocas of the Duck Creek Farm Association tried to allay the fear. Attorney Denise Schoen, speaking on behalf of

supportive Squaw Road residents, noted the beach is so rocky and filled with beach grass, she could barely find a place to put a towel down. Schoen said she researched other CPF properties and never found any complaints of them being overrun by the public. Additionally, it was noted that, if a land is purchased as open space, there are restrictions as to what activities may occur – active recreation is not permitted on preserved lands. But no one can predict for sure what might happen, opponents countered. If the property were sold for development, just two houses could be built, which opponents found more palatable. Schoen seemed incredulous at the idea of a discussion where people were in favor of development over preservation. Several times, neighbors spoke of the “private beach” at the end of Squaw Road – one supporter told The Independent that some of the opponents incorporated the beach into their own back yards. McNally, clerk of the town trustees, called out from the audience, “It’s not private.” (Beaches in East Hampton are public land, but may seem private, if no public access is provided.) If the town bought the property, turned it into a preserve, and closed it to the public, that

Advancing Equal Rights By Assemblyman Fred Thiele

Nearly a century ago, the 19th Amendment was ratified, granting women in the United States the right to vote. In the years since, we have made a great deal of progress on women’s rights, but there is still much more to do. Women’s Equality Day - which is August 26 - is an opportunity to not only celebrate the anniversary of the

19th Amendment’s ratification, and the strides we have made, but also recommit ourselves to the fight for full equality for women. Despite the significant gains women have made throughout our nation’s history, women still lack full equality when it comes to issues like equal pay, employment, health care and access to housing. It’s time we right these wrongs by

demanding equal opportunities and protections, because when women succeed, our families succeed. This year, my Assembly colleagues and I passed several important measures that made strides in the fight for equal rights for all women. One piece of legislation - which awaits action in the Senate - would strengthen women’s rights in the workplace by guaranteeing equal pay for equal work. For far too long, women have been paid less than their male counterparts. Nationwide, women earn just 78 cents for every dollar men earn. The gap is even greater for women

of color, with African-American women earning only 64 cents and Latina women earning a mere 55 cents for every dollar earned by their white male counterparts. Pay equity is not just about women – it affects us all, and guaranteeing equal pay for equal work strengthens our economy as a whole. Another measure passed by the Assembly Majority would create a paid family leave program in New York State, because no one should have to choose between their job and their family. Implementing paid family leave to care for a family member or a newborn puts New York women and families first. I also helped pass legislation to: • safeguard women’s reproductive health rights; • allow expectant mothers who are uninsured the opportunity to enroll in a health insurance plan at any time, regardless of whether it falls outside a designated enrollment period; • create more affordable child care options; • provide additional services and support for victims of human trafficking - including safe, accessible housing - to help end the cycle of victimization; and • protect victims of domestic violence, including measures to ease the process for obtaining an order of protection, prevent discrimination against victims and expand victims’ rights. New York State has always been at the forefront in the fight for equal rights for women, beginning with the Seneca Falls Convention in 1848 right up to today. Trailblazing New Yorkers like Elizabeth Cady Stanton and Susan B. Anthony were key figures in the suffrage movement that eventually led to the 19th Amendment. From that important legacy, the Assembly Majority continues to fight for women’s rights. The Assembly is leading the way because denying rights to more than half the population is nothing short of an injustice. We must never stop the march to full women’s equality; I remain committed to ensuring full and equal rights for New York women. party house, for example. Jack Lester offered the belief that the majority of Squaw Road residents are in favor of the move. Speaking to reasons for the purchase, Barocas pointed to two ancient septic systems on the parcels that are very close to the harbor. Their removal would aid in protecting the environmentallysensitive area. Scott Wilson, the town’s director of land management and acquisition, said that once the land was returned to its natural state, it would help keep runoff from entering Three Mile Harbor. David Buda is never reluctant to look askance at town CPF purchases, especially when properties have structures on them. In this case, the Nature Conservancy will pay to remove houses Buda described as “tear downs.” Though often critical, Buda expressed support for the acquisition. The purchase price (less than the appraised value, Councilman Peter Van Scoyoc noted) “is a good one,” Buda said. Houses built through private development would be substantial, he said, “and a detriment to the environment.”

When Is A Den A Bedroom? The East Hampton Town Board is mulling a code change that would make it illegal to have a bedroom in a basement. Like Southampton Town, East Hampton is inundated with illegal apartments, and the board deserves credit for tackling a difficult problem. Several builders spoke at a recent public hearing about the matter, and we felt they were sincere in their words of caution. Oddly, the new mega-mansions typically have completely finished “lower levels” with gyms, saunas, bars, billiards rooms, and the like. Putting a pull out sofa in one would hardly make it a safety hazard. More to the point, we doubt building inspectors bother much with these structures, and therein lies the rub: a basement room – any room – can morph into a bedroom easily enough. What are the chances of a building inspector happening down the stairs and seeing it? One speaker pointed out how his basement was finished as his family expanded. It was perfectly safe and comfortable – and legal. That’s the key word – legal. We want to stop unscrupulous homeowners from carving out space for illegal, unrelated renters. That’s far different from telling a hardworking homeowner he or she can’t house grandma or junior in the finished basement of the house he works so hard to maintain. Multiple basement exits, numerous parked cars, a large number of bicycles stored in the yard – these could be telltale clues. School enrollment is another clue: how many children are registered to each address? Is anyone diligently checking? Illegal apartments are a tremendous source of income. Serial slumlords are not going to comply with the new rule; they will merely mask basement bedrooms as bars or dens and continue to rent them (They will not sign up for or adhere to a rental registry, either). We urge the town board to craft legislation after hearing more from the experts, and more from local families who grew up with a family member living comfortably -- and legally -- downstairs. Hard working homeowners who do the right thing are too often lumped in with the rogues who are breaking the law. Unfortunately, only the bad guys can afford lawyers. That doesn’t mean the rest of us don’t have Constitutional rights. One compromise: those sleeping in the basement must be relatives of the owner of the house: children, brothers and sisters, or parents, and there must be a limited number of bedrooms based on the square footage available.

Will Joe Biden run for president? Karen Elinski It would be good for Hillary to get some competition, and Biden’s a good guy. I’m a Hillary supporter but she could be campaigning better. Biden running could be a net plus for both of them. It would help Hillary later if she had to flex her campaign muscles more. John Gustave I don’t think he’s going to run. He’s already lost twice.

A Night Tour Dear Rick, The 2015 summer season in Montauk unfortunately has been marred by traffic gridlock and unacceptable behavior by club goers on the weekends. I am very concerned with this problem as a citizen and taxpayer. I am also a candidate for election this November to the East Hampton Town Board and as such, I feel it is my responsibility to get a firsthand account of the situation. Therefore on Saturday night August 8, after a great dinner at Surf Side with friends, we toured Montauk from about 11:30 PM to nearly 2:00 AM. We drove through downtown Montauk multiple times, looping around to the most popular clubs and restaurants. Where possible, we got out of the car, walked around or went into the restaurant or bar to see and hear what was going on. Several police officers on duty that night said the real chaos starts when the clubs close and patrons need taxis to get them home. This is a serious problem as many taxis don’t want to leave the Montauk area, and if forced, charge astronomically high rates, creating problems for those needing to go to East Hampton or elsewhere. I must note, the young officers were professional and courteous when dealing with the public, despite being under enormous pressure these days. On our tour, we noticed large numbers of taxis and many did not appear to be following traffic rules, including speeding, improper U-turns and discharging passengers in the road, stopping traffic. This is an issue that must be addressed and resolved. Montauk is a beautiful place; it’s a community made up of families, retirees, second homeowners, businesses and in the summer, tourists. Most businesses are good neighbors and want to do the right thing. Businesses and partygoers have a responsibility to the Montauk community not to become a nuisance or worse.

Sarah Nanus I don’t think he will because I don’t think he’ll want to run against Hilary. I don’t think he’ll want to split the party. I think he’ll have the greater good of the party in mind. And that would be to have everyone behind Hillary.

Bill Dombek He’s testing the waters and that’s a good thing. The Democrats only have one candidate and she seems to be losing steam. Personally I don’t see Biden as President. But throwing his hat in the ring might encourage others who feel they can’t compete against Hillary.

The Town has never formulated a comprehensive plan on how to deal with the influx of our summer visitors. Appropriate department heads should examine what worked, what did not, what can be improved and staffing and training issues. Residents and businesses should be included in the discussions. Let’s hope we’ve learned from the last two summers’ problems to be proactive and start planning now for next season. MARGARET TURNER

Integrity In Question? Dear Mr. Murphy, Apparently the Democratic Party will be backing a second candidate for the first Congressional District, Dave Calone (“Throne-Holst, Calone On A Collision

Course,” The Independent, 8/19). With due respect to Ms. Throne-Holst -- because after all she is part and parcel of a Southampton political demographic that switches loyalties at the drop of Alex Gregor’s hat -- I believe her integrity can be questioned. Political loyalties aside, my own focus tends to be on the ways in which Southampton, as an institution, treats women. Due to the byzantine structure of Southampton with its 15 or more hamlets and villages, governance can vary depending on the culture of the hamlet, and sadly women can be treated unequally depending on that culture. A case in point. I noticed that Dave Calone is Chairman of the Suffolk County Planning Commission. Documentation exists to prove that the Commission opposed the zoning that created the horse farm PDDs in East Quogue. A forensic investigation into these PDDs would be quite productive given that yet another Continued on Page 21.

PDD, The Hills, is being proposed directly across the street from the horse farms (“The Hills Are Alive,” The Independent, 6/24/15). It is relatively easy to prove that in addition to an increase in density, the zoning design was made in the interests of developers and actually hobbled the ability of an equestrienne who tried to run a horse farm. This design could have been fixed to help a woman business owner reduce her costs and operate more efficiently, but Ms. Throne-Holst “closed her door” early in her tenure knowing, I believe, that she would not lose any votes by refusing to help women property owners. Most people know the highest honor for a Boy Scout comes when he is named an Eagle Scout. Girl Scouts have similar acknowledgements and efforts, Troop 419 leader Lisa Brown told the East Hampton Town Board last Thursday night. The Girl Scout Gold Award represents the highest achievement in Girl Scouting. The troop was on hand to discuss the latest in membersâ&#x20AC;&#x2122; efforts to advance. Since they were Daisies, scouts in Troop 419 have studied the environment. They earned a bronze award and now, as cadets, are working towards a silver award. The young women travelled to Pussyâ&#x20AC;&#x2122;s Pond in Springs and noticed animal life there was sparse. The Scouts deduced wildlife stayed away to avoid noisy humans. They came up with the idea of a sign urging visitors to the preserve to be quiet. Designed with a silhouette of a Girl Scout, the sign will inform, â&#x20AC;&#x153;Animals Resting.â&#x20AC;? Ocean Graphics will make the sign and town staff will install it.

Football Player Hospitalized Nikolas Visco, a Riverhead High School football player, was rushed to the hospital after suffering heat stroke at a practice on August 17. Visco was listed in critical condition at Stony Brook University Hospital, where officials said he suffered kidney and liver failure. The player told coaches he felt ill after practice. He was original taken to Peconic Bay Medical Center in Riverhead where he reportedly registered a temperature of 108 degrees. It was lowered to 103 and he was transported to Stony Brook. It has 92 degrees and humid during practice, according to the National Weather Service. Coaches said Visco improved slightly as the week progressed but was still in critical condition as off press time.

Water Quality Improvement Suffolk County Executive Steve Bellone this week announced a proposed intermunicipal agreement between Suffolk County and the Town of Shelter Island to help protect and improve water quality in the Peconic Estuary by replacing the existing on-site sanitary systems at Shelter Island’s Town Legion Hall and Youth Center with an advanced nitrogenreducing wastewater treatment system. “The installation of advanced wastewater treatment systems is a vital part of the solution to our nitrogen pollution crisis here in Suffolk County,” said Bellone. “I thank the Town of Shelter Island for their partnership on improving and protecting our water quality.” “As residents of an island in the middle of the Peconic Estuary, Shelter Islanders are acutely aware of the severe nitrogen pollution crisis on the East End,” said Shelter Island Town Supervisor Jim Dougherty. “The time to act is now and we deeply appreciate Suffolk County’s partnership with us in installing this innovative septic system which sharply reduces nitrogen loading.” Nitrogen seeps into the ground from septic systems and cesspools and can ultimately impact local surface waters. Elevated levels of nitrogen contribute to conditions conducive to the emergence of harmful algal blooms in Suffolk County waterways such as the Peconic Estuary, which surrounds Shelter Island. The Peconic Estuary is one of 28 federally

Indicted On Seven Counts

On Friday Mohammed Proctor, of Flanders, pleaded not guilty to a seven-count indictment charging him with beating his pregnant girlfriend at his Flanders home on August 3, Suffolk County District Attorney Thomas Spota said. Orders of Protection were issued by the court for the beating victim, Tiffany Norris, and for the infant and the couple’s male child, age 19 months, who witnessed the assault. Acting State Supreme Court Justice Mark Cohen set cash bail at $150,000 or $300,000 bond. Norris, seven and one-half months pregnant, suffered serious physical injuries, including two broken ribs. The female newborn was delivered by caesarean section and she remains hospitalized at Stony Brook University Hospital. Proctor is charged with two counts of assault in the second degree, two counts of assault in the third degree, one count of criminal obstruction of breathing, and two counts of endangering the welfare of a child.

Fantasy Football Drafting is in high gear as you read this, and if you are like most owners you have an idea of what players you want. We’ve talked about ADP -- Average Draft Position – before in this space. It is essential you understand what it is and how it fluctuates. You must also understand the ADP is different for each host. For example, Dez Bryant’s ADP is eight on Yahoo, 12 on ESPN, 13 for CBS and eight for FFC (Fantasy Football Championship). What that means is if you really want Dez (and you should) you probably have to take him in the first round unless you feel lucky. Keep in mind in an ESPN league it’s possible he will fall into the second round – but don’t count on it. The disparities get more pronounced as the league progresses. For example, C.J. Anderson ranked 19 on Yahoo but is going seventh in FFC drafts. There is a reason for that – The FFC is a high stakes league, and the players are experts and they are extremely aggressive. So when you’re drafting, you have to answer one key question: at what point are you willing to draft a player, and at what point are you willing to give up a player? Take Anderson, for example. Would I like to have him? Yes. Would I pick him with my seventh pick? NO, because I can think of at least seven other players I’d rather have, so at least one of them will be available when I pick. Let’s take a look at some of the bargains based on current ADPs. Carlos Hyde is the 49ers fulltime running back now that Frank Gore has been traded. His ADP is between 36 and 42: That means he may be available in the fourth round. For those of you committed to taking receivers with your first two picks, he’s worth a flyer. Latavius Murray, the Oakland RB, is in the same situation. The difference is the Oakland offense sputters from time to time and Murray becomes invisible. Still, he’s going in the fourth round and that’s a good spot to nail him. Joseph Randle has been going in the fifth and sixth rounds, and he’s the top RB in the Cowboys’ depth chart. He’s a steal if he lasts.

But at what point is it too early to take these guys? Let’s take Hyde and assume his ADP is 34. Do you take him in the third? It depends on two factors: do you need an RB then, and what other running backs are available when you are on the clock? To ascertain that, you must keep a ranking list, position by position. Would I take Hyde before Justin

Forsett, who’s going in the high twenties? No. Would I take him before Gore, who is with the Colts now and going around number 30? Probably not. Here are some players to keep an eye on during your draft. Joique Bell is number 100 on Yahoo and 48 on ESPN. Don’t make the mistake of thinking he’s going to lose his job to a rookie. Don’t forget, Bell beat out Reggie Bush, an all-star, for the starting job. Would I take him in the fourth round? No, but if he’s still available a couple rounds later I’m pouncing on him. Tyler Eifert, the Bengals’ TE, has an average ADP of 160. Mark my

words – he’s going to be an impact player this season. If you want to wait to draft a TE, grab him in one of the later rounds. Want some deep sleepers? Brandon Crawford, a Saints’ WR, didn’t catch a single pass last year. But the team traded two of its top receivers and Crawford has been lighting it up in camp. You can probably get him in the last round. Ladarius Green, the Chargers’ second-string tight end, will start for the first four weeks because the incumbent, Antonio Gates, has been suspended. Green has a lot of talent and is worth grabbing in a late round.

Fuel Efficiency On The Water Now, I’m the first to say, “You’ve got a $30,000 boat tied to the dock and you’re fretting about $200 in fuel? Wassup, doc!?” But, with that said, “Waste not, want not!” and this column is about that.

Some Basics Would it be any surprise to know that heavier boats need more fuel at a given speed to move through or over the water? So, why lug around gear you don’t need? Go through all your lockers, lazzerettes and compartments and just get rid of the gear that is sitting around gathering mildew.

We all have it – get rid of it. Store in it the garage, in a dock-side locker or just the garbage heap. Do you have an on-board water tank? I had a 25-foot Chris-Craft once that had a 40-gallon water tank – which I kept full whether I was going out for the afternoon or an over-night’er. At plus eight pounds per gallon, this was like having a lineman from the New York Giants sitting on my boat – in his uniform and gear! Some of the bigger boats have 100-gallon tanks for showers – 3 linemen! Fill up the water tank where and when you are going to use it.

Name That Tune Your prop is the next most important item to tune. “Tune up my prop?” you say? Yes. If your prop (pitch) is too large for the boat, you are wasting energy. Wait – it came with the boat as original equipment. How can it be too large now? Simple – as the boat gets older (i.e., heavier), the prop’s “pitch”, i.e., how far the boat goes with one revolution of the prop, has to come in in order for the engine to still match the pitch and distance. A ding in the prop (never hit the bottom, you say?) can take as much as 10 percent in fuel efficiency out of the power-plant. Think of it this way. You ask for 20 gallons and the fuel tender puts 18 in your tank, pours two gallons down the fuel storage sump and charges you for 20 gallons . . . Make sense to you, Bunky? Bottom’s Up! A fouled bottom is like dragging the anchor as you motor. It reduces hull “lubricity” versus the water and, if the hull is fouled, the running gear is probably too. There are plenty of eco-friendly bottom paints now so keep the bottom clean and painted. Speed Kills (Fuel Efficiency!) Let’s stop for a second and review some maritime math. For vessels under sail, the longer the “wetted surface,” the faster the boat can go. This is why, in sail boat races, boats are assigned handicaps like golfers to normalize this issue. In theory, the handicap eliminates any structural advantages that a 25’ sail boat has over a 16’ sail boat so it is then all about the crew. The formula for a boat’s “hull speed” (sometimes called the “displacement speed,” and soon you will understand why) is: V = 1.34 x SQRT(LWL) where SQRT means Square Root and LWL means

length of the water line in feet. V(velocity) conveniently comes out in knots. So, the theoretical hull speed of the 25-foot sail boat is 6.7 knots and the 16’ sail boat’s hull speed is 5.4 knots. In an interesting historical side note, this little fact was what caused a number of the great sailing clipper ships to mysteriously sink. How? Well, the captain throws on more sail to make the ship go faster. As you know, a ship’s form is to some extent a big, long “V” – the bottom of the “V” is in the water and the top, planked over, is the deck area. Well, the only way for the ship to respond to the increased power from the sails was for the “V” to dig deeper into the water so there was more wetted surface to service the power. More sail? More power. This drove the “V” deeper into the water – until the “V,” or the ship, drove herself under the water and sank. But wait. I have a 25-foot boat and she goes considerably faster than 6.7 knots. How? She uses horsepower to defeat the physics of the “hull speed” equation – also known as the “displacement speed” equation. As our power boats go faster, the “V” comes up OUT of the water – we convert from a displacement vessel to a “planning” vessel. But at 6.7 knots, I’m burning two gallons an hour. At 25 knots, I’m burning 10 times that but only going about four times as fast. It can get very complicated from here when we start talking about bow waves and stern waves interacting and the trim of the engine versus the waterline of the boat, etc. Suffice it to say this: You’ll use less fuel at 20 knots than at 25 knots and you’ll use less fuel at all speeds if you REDUCE your wetted surface. Trim the bow up a bit (experiment at a fixed prop speed to see what your speed-over-the-water does at a given prop speed) by using your trim tabs – and reducing the weight of the boat (back to the basics!) so the “V” doesn’t sit so deeply in the water naturally. Lastly, install a fuel meter in your boat. If all our cars and boats had them (anybody in Washington DC listening?), our national fuel consumption would improve overnight! Nothing slows a boat down from 25 knots to 15 knots faster than realizing that you’re burning 20 gallons an hour ($100!) at 25 knots. The Tale Of The ’57 Chevy And The Vette

So Brian Chew went to a deli to get some lunch. Brian is the son of Buzz Chew (and yes, there really is a Buzz) and he happened to be driving his new Corvette Stingray. So Brian was patiently waiting online when another customer at the deli struck up a conversation: “How do you like it,” he said, motioning to the Vette. Brian liked it just fine, he answered. “I collect classic Chevys,” the customer told Brian. That led to the inevitable: the Chews just happen to own Buzz Chew Cadillac Chevrolet on County Road 39 in Southampton. It wasn’t long before the customer showed up at the dealership. “The guy said he was interested in buying a Vette,” recalled Les Corwin. “Let’s just say some negotiations took place.” We aren’t privy to the details, but the proof of what transpired is in the Buzz Chew showroom: a 1957 Chevy Bel Air, completely restored by the gentlemen in question, who had purchased it 20 years ago. Oh yeah – there is one less Stingray on the lot. Both parties are happy. Buzz has the Bel Air up for sale, and the Vette has a new owner. On The Water Stripers Hanging Around Shinnecock Bay/Inlet/Ocean Plenty of action in the bay with the fluke, just tough to hook any keepers. All the regular baits, spearing, squid and gulp, are working. Best tide is the incoming, more specific top of the tide if you’re west of the bridge. Ocean bite is pretty much a duplicate of the bay all the way out to 90 feet of water. There are just enough keepers in the mix to keep you interested. Striped bass are hanging around

the bridge in the early morning and late evening. Most fish are of schoolie size. Quite a few cocktail sized blues running throughout the bay chasing bait. Sea bass bite on the reef has been hit and miss.

Peconics The western part of the bay is about 80 degrees and only holding a few porgies, some cocktail blues and snappers. Better fishing is east out in the cooler water east of Gardiner’s.

Offshore Plenty of sharks feeding on the huge amount of bunker and mackerel. Most sharks coming back to the docks are Threshers. A few bluefin around inshore and some mahi as well. Out at the canyons best action has been concentrated in the Hudson with Bigeyes accounting for most knock downs. This is by no means a hot bite, most guys are having a hard time coming home with a tuna.
