How To Handle The Near And Deer By Kitty Merrill

Everybody’s talking about them. Almost everybody’s got a near miss story or a landscape destruction tale to tell. Thanks to an unseasonably warm winter, it seems the deer population has skyrocketed – even past an already heavy load. This week in East Hampton officials are perusing a comprehensive deer management proposal that considers some staggering stats: an over 400 percent increase in deer vs.

vehicle collisions from 2000 to 2011 and, according to a report from just one local doctor, more than double the cases of Lyme disease in just one year, from 2010 to 2011. The draft report compiled by members of a Deer Management Working Group convened by East Hampton Town Councilman Dominick Stanzione states, “the uncontrolled explosion in the deer population has reached an emergency level.” The DMWG hopes to address the

emergency with a plan that is “comprehensive in its scope of solutions considered, effective in both short term results and long term sustainability and compassionate to all species, including people,” the draft continues. “The goal of this management plan is to restore balance and sustainability in the town’s natural environment.” The plan looks at the crisis from cultural, environmental and economic positions. While the negative impacts to town residents have not been formally gauged, anecdotal evidence, according to the DMWG, suggests uncompensated economic damage “far exceeds” the potential costs of implementing a management plan. The report uses the costs associated with a deer/car collision – police and emergency response, treatment of injuries, car repair, and removal of the animals – to illustrate one economic impact. WILL JOHN EDWARDS AND “JUMBO” SHARE A CELL? Somewhere in the federal prison system there is a 320-pound prisoner named “Jumbo” who is paying close attention to a trial that is going on in Greensboro, North Carolina. The defendant in this trial is very handsome, and Jumbo hopes he is convicted and lands in his cell. The defendant once wanted to be our nation’s president, but Jumbo wishes to make the defendant his “First Lady.” Yes, Jumbo plans to do to the defendant what the defendant was planning to do to the United States of America after he became president. The defendant, John Edwards, is facing 30 years in jail. His slimy former top aide, Andrew Young, is the government’s lead

witness in the Edwards campaign finance trial. Young says Edwards asked him to use nearly $1 million from donors (including dopey heiress Rachel “Bunny” Mellon, who felt that Edwards was going to be the country’s “savior”) to pay off and keep his pregnant mistress Rielle Hunter out of the public eye during the campaign. Four years ago nearly one third of this country felt that John Edwards should be our next president. My question is: Why didn’t the media expose John Edwards before John Edwards tripped himself up? John Edwards has always been a punk. He’s been a bloodsucking leech

Two Shinnecock Killed In Crash

By Emily Toy

Early Saturday morning, the Shinnecock Indian Nation of Southampton lost two members in a single car accident, leaving another two in serious condition. Southampton Village Police say Jason King, 33, and Duane L. White, both of Southampton, were pronounced dead at the scene after the Lexus GS350 King was driving crashed into a tree at about 2:23 AM on East Gate Road, just off of

Hill Street in Southampton. The two other passengers of the vehicle, also Shinnecock, Awan J. Gumbs, 31, and Brian N. Bess Jr., 18, were both seriously injured and had to be extricated from the car, according to village police. “Both suffered multiple broken bones and are in serious but not life-threatening condition,” said Detective Sergeant Herman Lamison, of the Southampton Village Police on Monday.

And Then There Were Three By Kitty Merrill

Who will be the next superintendent of Springs Schools? A trio of candidates was grilled by community members and school staff last Thursday night, as the search for a district leader continued. With BOCES officials facilitating, each candidate fielded an array of questions, plus described their experience and educational philosophies. Raymond Fell, Francis Mazura and Dominic Mucci each spoke in separate sessions with community members

and parents, and teachers and staff. After the interviews, audience members were tasked with rating the candidates’ responses. Participants were given copies of the candidates’ resumes. Mazura studied at SUNY Fredonia and received a masters in Education Administration from Hofstra University. He taught science at PatchogueMedford High School, and was assistant principal there. He was principal at Center Moriches High School and most recently interim superintendent

Assault Victim Dies A cab driver allegedly assaulted by a Hampton Bays man died last Thursday at University Hospital at Stony Brook. Southampton Town police are continuing the investigation into the events of Saturday April 21 to see whether additional charges will be leveled against Kenneth Tofty-Forrest, 28, of Hampton Bays. Police initially described it as a road rage incident. Robert Levasseur, 53, of Hampton Bays, was a driver for the Four Ones Taxi Service. On the afternoon of April 21, he became embroiled in a dispute with another driver in a bank parking lot on Montauk Highway. Tofty-Forrest allegedly inserted himself into the dispute, and hit Levasseur who fell onto the cement. The victim was taken to Peconic Bay Medical Center, and subsequently transported to Stony Brook suffering from head injuries. He died there last Thursday. At the outset, Tofty-Forrest was charged with assault in the third degree, a misdemeanor. K.M.

Fixing The Fleet

By Emily Toy

Southampton . . . start your engines! Southampton Town is paying attention to town-owned and operated vehicles, how to dispose of them and how to improve efficiencies, financially and environmentally. “This is something that’s long overdue for the town,” said Supervisor Anna Throne-Holst last Friday afternoon. Southampton Director of Municipal Works Christine Fetten and Transportation Director Thomas Neely met with Throne-Holst and the Southampton Town Board to discuss a comprehensive fleet management assessment. “A while ago we started monitoring our vehicles in the town,” the supervisor said. “It was clear there was no comprehensive thought on how we deal with our vehicles. So we started putting together a management plan.” During her presentation, Fetten added that the assessment includes the potential of reducing operating costs as well as an increase in efficiencies in fuel. “We have fueling stations that are antiquated,” Throne-Holst said. Fetten reported that most of the town-owned vehicles are light duty SUVs, not sedans. “The majority of passenger vehicles are SUVs,” Fetten said. “Maybe we can shift to sedans.” In 2010, according to Fetten and Neely’s findings, $813,669 was spent in gas and $423,804 was spent in diesel fuel. The town has six fueling stations: three in Hampton Bays, one in North Sea, one in Westhampton and one in Bridgehampton. Fetten also added that the town has a potential fleet of 160 passenger vehicles plus 285 heavy-duty vehicles. The town’s vehicle assets equal $10 million. Southampton Town Comptroller Leonard Marchese was also on hand for Friday’s discussion. “We don’t have a standardized policy where we buy the same fleet of cars?” he asked. After the supervisor replied, “We do not,” Marchese said, “Most municipalities do.” Fetten added there would be the need for the town to be more aware with purchases. “We’ve been very reactive in purchasing vehicles, rather than active,” Fetten said. “We wait until it doesn’t have a resale value until we get a new one.” According to Fetten, in 2010, Southampton Town spent $539,383 on vehicle repair, equipment, tires and lubricating oils. The town employs 17 heavy equipment operators and 19 auto equipment operators for a total annual outlay of about $1.74 million. In an effort to decrease spending and increase efficiencies, both Fetten and Neely made several recommendations to the board.

THE INDEPENDENT Q Traveler Watchman

The authorization of one entity working with a fleet group seemed most conducive for the program. “It’s imperative that fleet groups work together,” Fetten said, “because they know what they each need on a day to day basis.” Fetten added that a computerized transmitter could be put on each vehicle to track fuel being used. “Doing that could tell us if the vehicle is idling too much, if they’re using the least effective routes. There’s a huge trend of using these types of things across the county.” Councilman Jim Malone added the need to make sure proper uses are being monitored. “There’s a whole host of information that can come out of this,” he said. Neely and Fetten said consolidating

for fuel was another recommendation Southampton could consider. Implementing a common fuel station system across the East End would, according to Throne-Holst, Fetten and Neely, ultimately save money and energy. “We could act as joint purchasers for fuel,” the supervisor said, “with East Hampton Town, for example, and the charge backs would come to municipalities. These are the kinds of things

13

that seem so elementary. It would be a huge savings for the county, the state and the town.” Fetten said that Southampton would have to explore which system would be best for the town. Throne-Holst suggested Southampton start work within the town and neighboring municipalities. “These are the kinds of things we have to start looking at,” she said. Emily@indyeastend.com

RICK’S SPACE Preaching To The Choir I’m no choirboy, but I was in a boy’s choir. This was when I went to church at St. Francis of Assisi in Brooklyn. At the time, I was no more than eight or nine. In those days I had a very loud voice and I was quite assertive (I’m quiet and withdrawn nowadays). It

was true, I was tone deaf but, like the others, I had a glorious soprano voice. No, we weren’t eunuchs – at least I wasn’t. I remember those days well. A man by the name of Mr. Ewell was the choirmaster, and being in the choir came with a staggering responsibility – we would sing at the

10 AM Sunday “High Mass. All we knew in those days was that the “High Mass took twice as long as a regular mass and the priest used double, maybe triple the normal amount of incense. In those days there were like six masses on Sunday morning and several more every morning of the week beginning at 5:30. As an altar boy I dreaded the early masses, but I must say a good priest, like our Father Schmidt, could knock the whole thing off in about 18 minutes. I always got a kick out of being an altar boy – we’d stand outside, smoke cigarettes and curse profusely, and then go in and talk to God. No wonder he never answered. Father Schmidt would chant, “dominus vobiscum and the altar boys would respond, “et cum spiritu tuo so fast it was impossible to decipher. In fact, when Father Schmidt was on his game we would just mumble through the entire mass. The entire audience consisted of about 12 Irish ladies, most about 80. They all had hankies over their heads, rosary beads in their hands, and clutched a prayer book. The highlight of the mass, at least for Father Schmidt, was communion. After dishing out the sacred wafer to the faithful he would down the chalice full of wine in one giant gulp, even though he had filled it with enough wine for the entire parish. The High Mass, though, was something to behold. The church was a gorgeous Gothic building, with arched ceilings rising 60 feet up, and the acoustics were amazing. The boys choir would be positioned in the balcony, overlooking the throng, right next to old Mrs. Fitzpatrick, the organist, who rumor

had it had been manning the thing before Christ died. She would sit there snoring loudly but would magically awake just in time to play her parts. That was, we figured, another of God’s miracles, like the time he turned water into wine (good thing Father Schmidt wasn’t around then!). The priest would sing his Latin lines, and we would respond in Latin. The highlight of the mass, the most dramatic part, came when a single choir boy would get his moment in the spotlight: he’d sing out the “Gloria in excelsis deo solo. A snotty know-it-all named Hurley had the part. I hated that freaking kid. I used to pray that Hurley would go through “the change – you know, he’d get whiskers, and suddenly that angelic voice would sound like a frog in heat. But it never happened. That punk was in the eighth grade and he still sounded like a girl. Hmmmm . . . maybe he was a eunuch. In addition to choir I also took fencing lessons. I know, I know, this was another weird pursuit but I had a thing for Prince Valiant and I figured if I could get really good at fencing I could use the foil to cut Hurley’s larynx out. Pretty soon track, baseball, and basketball began consuming my time. First of all, it was a hell of a lot easier to get all that aggression out competing against manly boys with deep voices. Second, being tone deaf wasn’t a detriment. Pretty soon I stopped going to choir practice, mainly because Hurley was about 40 and he was still singing the solo. I stopped fencing, because with the exception of my older brother no one could beat me, which wasn’t surprising – I was the only kid in Brooklyn who had the foggiest idea of how to fence. One day I’m going back there. I’ll knock on the rectory door, make a $100 donation, and make one simple request: to let me go up to the balcony and belt out that one line: “Gloria in excelsis deo. It would be astounding . . . like Robert Plant singing the last line of “Stairway To Heaven to a hushed crowd at The Fillmore East. Then I would look up to Hurley in heaven and say, “What do you think of that, Mr. Smarmy Pants?

A Time Of Tragedy We mourn the loss of two young men from the Shinnecock Reservation who died in a tragic car crash over the weekend. It embarrasses us that the tragedy caused a media event and it is understandable that mourners at the reservation were offended. It should be noted The Independent did not send a photographer to the scene. However, the kind of violence directed at members of the media was not only uncalled for, it was outrageous. A TV camerawoman was allegedly threatened, her tripod broken. Glass was thrown. There were gunshots fired. Other photographers were warned not to take pictures. Police stood by but did not interfere. Yes, the reservation is Shinnecock land. But it’s smack in the middle of Southampton, NY. Everyone has a job to do. The members of the media were there because their bosses sent them there. They were working. If a member of the media shot off a pistol he or she would be in jail right now. If a member of the media broke someone else’s personal property, they would face arrest. The state police, which have jurisdiction at the site, need to enforce the law evenly. Slow Down And Pay Attention The road fatalities in Southampton – and the horrific accident in The Bronx – were the latest reminders that driving a vehicle can be a dangerous activity.

Kow-Tow Pow-Wow

Dear Rick, Your editorial of April 18, “Cause for Pause,” on the favors being done for the new owners of the Ronjo Motel, was accurate and prescient. Unfortunately, Supervisor [Bill] Wilkinson and Councilwoman [Theresa] Quigley continue to allow Town employees to bypass proper review of what you warned about, the creation of a “Hard Rock Cafe type of operation.” After the “hastily convened pow-wow” referred to in your editorial, the building inspector issued a building permit even

though some of the work required approval from the Planning Board. This is not legal under the town code, which states that “no building permit . . . shall be issued until the required site plan approval shall have been granted.” The one provision that allows for issuing a permit in advance (and which does not precisely apply to this case) requires approval from the Planning Board and from the Town Board. As reported by one of the participants, the pow-wow that led to this arrangement included the Town Planning Board attorney and the Town attorney who oversees the building department. The five against one “pow-wow” also included the two new Ronjo owners and their attorney, who just happens to be an ex-Town attorney, and who ran for Town Justice on the same ticket

All of us see drivers on their cell phones – there is a reason talking and texting is against the law. All of us see drivers going too fast on roads that are notorious for deer/auto collisions. All of us witness impatient drivers tailgating, passing on the right, and speeding – and they become more abundant during the summer season. Drivers fiddle with their car radios, talk to their passengers, gaze at pedestrians, etc. – all the while, they are at the helm of a 4000-pound machine that can crush and kill in an instant. It can happen to any of us – the random event that can cripple, maim and kill. The latest tragedies are a grim reminder that drivers must be ever vigilant and must concentrate fully. Most of all, we all need to slow down and

take it easy. Our cover story this week confirms what we all know – deer/car collisions are occurring with alarming frequency, at a much higher rate than ever before. The debate rages as to how to control the deer population, but the inescapable fact is that if you’re barreling down the road at 50 miles per hour you’re not going to be able to stop if a deer darts in front of you. Since the deer population seems to be increasing everywhere, no East End road is safe anymore. Think about it before pressing down on the accelerator. We can’t control the deer – but we can control ourselves. with Supervisor Wilkinson. As you noted, after this five-on-one meeting, the building inspector fainted and went home “ill.” When Kitty Merrill tried to investigate, she was told the building inspector would no longer answer any questions, and that all questions had to be asked through a Town attorney. After a few important papers were signed by the building inspector, he went on leave for 17 days -- to Spain we were told. The inescapable conclusion is that Town attorneys, along with the owners’ attorney, encouraged an illegal action by the building inspector. The building inspector may not have known it was illegal, but the attorneys must have known or else they are not competent to represent our Town. Given the origins of

this case, including the “plucked from the air” sale of the alley, one can assume that the orders to find a way to help the new owners came from their friends on the Town Board. As your editorial warned, the plans that received a permit that day include a commercial kitchen and a bar facing into the courtyard and alley. Even though these new uses should have triggered a full site plan review, they were overlooked. Only the week before, the building inspector had told numerous people, including another elected official, that he was going to require a site plan review of these elements. Obviously, the “pow-wow” convinced him otherwise. Not more than a week after Continued on page 16.

receiving their (illegal) building permit, the new owners applied for a liquor license. If Dominick Stanzione joins Wilkinson and Quigley to pass the ill-conceived “entertainment” law, your editorial’s prediction will likely become true: hundreds of people listening to loud music in the courtyard, a shortage of parking space in downtown Montauk, and even more public drunkenness. This new “club” will come into being without any proper Planning Department or Planning Board oversight. Its creation will be one of back-room deals, Town attorneys and officials bypassing the law, and intimidation of those who do try to follow the law. ZACHARY COHEN

Competition Needed Dear Rick, It’s been over a month now that the Long Island Oversight Committee released its voluminous 191 page report decrying that structural changes are “desperately” needed to address LIPA’s numerous problems, most notably high rates, customer dissatisfaction and billing problems. The LIOC mission statement states that it was “created to analyze the rates and practices to determine if it is working in the best interest of the Suffolk County ratepayers.” If this is the case, then why haven’t they addressed the obvious lack of energy competition through energy service companies? Con Edison customers have over 170 ESCO willing to serve their footprint. LIPA has three and with the structural barriers they have in place, they have virtually no impact on the market price of electricity. As I see it, the only thing that will bring real improvement to the entrenched corrupt and incompetent LIPA culture is competition through ESCOs. As long as LIPA continues to operate as the only game in town, they will continue to abuse their ratepayers and have no incentive to rise up and shake the label as the worst utility in the United States. So if the LIOC is genuinely serious about its mission statement, why hasn’t it addressed the 800 pound gorilla in the room - LIPA’s shunning of ESCOs? Fixing this structural problem should be the number one thing on their agenda. EUGENE R. DUNN

Have prices at the gas pump stabilized and what’s made them rise? Jack Graham Prices won’t rise with the upcoming election and may even come down, which happened recently. There’s plenty of oil here. We just export too much of it. We should keep it here. That’s up to Congress - both parties, who should think more about the people. Renee Solomon I don’t think prices are stabilizing. I just spent $4.50 a gallon at self-serve. The oil companies are greedy. They’re enormously forceful and influential, they have a lot of money. And Congress is doing nothing to stop it. Our Congress is bought off. Larry Zimmerman It’s an election year. Prices will probably drop. Obama wants to be reelected. There are oil reserves here that they haven’t let loose yet. Lobbyists are definitely a large part of the problem too. They have way too much power in Washington. Barbara Smith Prices may get higher. It’s the administration’s fault. It’s the fault of the lobbyists. They have too much influence and directly effect oil prices. The oil industry gets huge tax benefits, which could be much better used by people who need them.

Save The Aquifer To The Editor, There is an aquifer under the Stony Hill Woods in Amagansett that provides naturally clean, delicious water to four villages. And it is in danger of being contaminated. The controversial sewage and septic systems in East Hampton are already a pollution issue. Recently, a private builder purchased acreage on Green Tree Court in Amagansett. This lot sits atop the natural aquifer. New York State Assemblyman Steve Engelbright, esteemed professor of geology at SUNY Stony Brook, author of the Long Island Aquifer Plan, and head of the environmental caucus for New York State, warns that if there is further development of the Stony Hill Woods, the aquifer could be poisoned. Lisa Liquori, former East Hampton town planning director and author of the East Hampton Town Comprehensive Plan stated the Stony Hill Woods aquifer is so important that the town should buy the land to protect it. The last two town administrations have ignored this vital edict. The Stony Hill Woods aquifer is different from the water supply of the surrounding farmland because the aquifer is at a higher elevation (150 feet above sea level) and contains natural clay. The clay naturally

filters rainwater, making it the cleanest and best tasting water. This aquifer supplies Springs, Amagansett and Northern East Hampton private wells, all of the Springs public water and 85% of Montauk public water. Everyone wants to keep the drinking water clean. ASAP (Amagansett Springs Aquifer Protection) needs your help to protect this aquifer land. Save your water! Please email your statement of support for the aquifer to aquiferinfo13@gmail.com. SOOZY G. Arrest Accused Drug Dealers By Kitty Merrill

A flurry of drug-related arrests came swiftly on the heels of the cuffing of a Southampton Town code enforcement official. Last week The Independent reported the collaring of Alfred M. Tumbarello, 38 of Speonk. The town worker faces three counts of criminal sale of a controlled substance in the third degree. He was arrested on April 18. According to felony complaints filed in court, Tumbarello sold narcotics at a Montauk Highway, Westhampton Beach location to “another” (read: cop) on three separate occasions. He’s additionally accused, according to the complaint, of conspiring with others in the acquisition, sale and distribution of narcotic drugs. Last week District Attorney Tom Spota announced the arrest, by the East End Drug Task Force, of the “others.” Erick L. Castor, 27, of Westhampton Beach was charged with two counts of second-degree criminal sale of a controlled substance in the second degree and three counts of CSCS third degree. He was remanded to Suffolk County jail without bail. Frederick Wilkinson, 69, of Quogue was charged with CSCS third degree and misdemeanor CSCS. He was given a field appearance ticket returnable to Quogue Village Justice Court for the misdemeanor and remanded for the felony. Castor and Wilkinson were arrested on April 19. The next day saw William Turner, 35, of Calverton, in the bracelets. He was booked on four felony criminal sale counts, plus a charge of fourth degree conspiracy. Shana Gilmore, 32, who shares an address with Turner, was charged with conspiracy. Prosecutors sought $50,000 cash bail in exchange for Turner’s release pending trial. They wanted Gilmore to come up with $5000 cash. Sean Hanley, 28, of Manorville was charged with third degree criminal sale. His bail was set at

$10,000 cash. The EEDTF, along with the Suffolk County Police Emergency Services and K9 unit searched the homes in Calverton and Manorville, seizing cash, a Mossberg short barreled pump shotgun and an AK 47 assault rifle at the Calverton abode, and finding oxycodone, oxycontin, coke and pot at the Manorville house. The average sale price in the East End marBy Lona Rubenstein ket peaked in 2007 at $1.58 million, double the 2003 number. It was down to $1.4 million in 2011, a slight decline from the previous year but an increase from 2009. The median sale price was $725,000 in 2011, down from $787,500 the previous year. It was $860,000 in

Realty Takes the last decade indicate a flat market, things are picking up in a big way. Paul Brennan, Elliman’s East End Regional Manager, said 2012 numbers so far have been encouraging. “The money is there, especially in the $1-5 million market,” Brennan said. He also noted that the summer rental market

2007. Sales have been up for the past two years – from 1531 in 2009 to 2075 in 2010 and 2077 in 2011. Brennan attributes the active rental market to the fact that people simply want to be in the Hamptons for the summer. “The money was sitting on the sidelines” last year, Brennan suggested. The disastrous financial meltdown in 2008 created a real estate crash that is just now shaking out. “Once the people that have been forced to sell are weeded out” sales prices will go higher, Brennan predicted. One negative factor is that banks, despite record-low mortgage interest rates have been sitting on comprehensive breast care into the lives of people most in need, with a mind-body approach which focuses on the physical, emotional and spiritual needs of patients. Dr. Kapenhas who is well known in her field, is Director of the Ellen Hermanson Breast Center at Southampton Hospital. She will lead the surgical team, which will be supported by the local hospital’s facilities and professionals on-island. Dr. Tamsen is head of Pathology at Southampton Hospital and Dr. Zack is the Radiologist on the mission’s team. The mission is being coordinated through Island Impact Ministries. Fundraising events for this volunteer Breast Cancer mission are planned from May through Summer 2012. The donations will help pay for medical supplies and some travel expenses for the support team of professionals (nurses, technicians, etc.) all of whom are donating their time. The doctors will shoulder their own expenses. Donations should be made payable to: International Breast Cancer Surgical Mission and mailed to K. Pettit, The Ellen Hermanson Breast Center, 240 Meeting House Lane, Southampton, NY 11968. Donations will be acknowledged and are fully tax-deductible. Bridgehampton Bank Earnings Bridge Bancorp, Inc., the parent company of The Bridgehampton National Bank, announced net income and earnings per share for the first quarter of 2012. Highlights of the company’s financial results for the quarter include: Net income was $2.9 million and $.35 per share for the quarter, a 36 percent increase in net income over 2011. Net interest income was $11.4 million, an increase of $1.6 million over 2011, with a net interest margin of 3.70 percent. Total assets are $1.39 bil-

their money. “Go ahead and try and get a mortgage,” Brennan said wryly. “The cash buyer, or those with relationships with banks” stand to prosper in the long run. “Sellers are more motivated,” Brennan said. Elliman also released its 2011 fourth quarter report and the numbers are lagging when compared to previous recent years. The average sale price and the median price are down from comparative quarters in 2009 and 2010. But the number of sales has risen slightly. Worth noting is that listing inventories fell sharply in the fourth quarter, from 2303 to 1728 and well below the five year average of 2058. Despite the decline, the length of time a listing stayed on the market rose. In the 2011 fourth quarter the average time from listing to sale was 201 days, 25 longer than the comparative quarter in 2010. lion at March 2012, 29 percent higher than March 2011. Loan growth of $121 million or 23 percent, compared to March 2011. Deposits were $1.2 billion, a 24 percent increase compared to the first quarter of 2011. “These record results and the Company’s substantial growth reflect our staff’s successful efforts in executing our community banking model. We increased revenue and income by leveraging market opportunities, increasing deposits, and carefully deploying these funds as loans for new and existing customers, while still delivering high levels of customer service efficiently. For over 100 years this has been our business strategy and we believe, if effectively managed, it remains a viable formula for a successful community bank,” commented Kevin M. O’Connor, President and CEO.

The Finnish-style sour rye or “ruisleipa” is number five of 20 outstanding loaves baked by America’s top artisanal bakers from around the nation. “Keith Kouris’s two Long Island bakeries feature a vast range of international breads, but their Finnish-style sour rye is our favorite,” commented Meryl Rosofsky and Alex Rush in Saveur. The Blue Duck Bakery Café, open since 1999, is known for its artisan breads created by hand in the centuries old tradition of European bakers. Their artisan breads can be found atits two retail locations in Southampton and Southold. A third location in Riverhead is expected to open this summer.

She said the new owners “will be devoted to returning to the hotel’s original roots, as a lifestyle driven property that focuses on the experience of Montauk.” The club drew throngs of people last summer, and the resulting noise and parking woes infuriated residents. Thomas Horn, an attorney representing Edgemere, said many of the violations issued were done so erroneously, he petitioned the town to eliminate them. The two sides appear to be moving towards a settlement. “The town was given some misinformation regarding a settlement, but I’m still optimistic we can work something out by the end of the week,” said Horn. The town had offered to settle for $100,000, as figure Horn deemed too high at this juncture. “They are acquiescing on the ones written improperly. The number of violations is well below half the initial number.”

frolic. Trouble is, according to the management plan, preserved and native ecosystems are taking a beating . . . make that, browsing. Forests have obvious indications of a deer browse line, known as the “Hampton Haircut,” and increased browsing by more deer has meant fundamental changes to the species composition of certain ecosystems. Many of the region’s rare wildflowers are simply no longer seen. The report describes the negative environmental impacts as “drastic” and a threat to other wildlife, like native birds.

THE INDEPENDENT Q Traveler Watchman

What’s the answer, if any? How can East Hampton manage the animals writer Delia Ephron once described as “rats with hooves”? The DMWG’s report includes varied methods, but first calls for a scientific assessment of the population. A count could be implemented by undertaking distance sampling, as occurred in 2006. Deemed “the most valuable” first step in crafting a management plan, an alternative to distance sampling involves an infrared aerial flyover to locate herds. It could cost about $50,000. Not everyone on the DMWG saw a need for a survey “The emergency is already obvious.” But others felt a new, accurate survey would help es-

tablish a baseline, plus help measure the program’s effectiveness. Moving to actions that could reduce the population, using professional sharp shooters to cull herds is the most aggressive and -- at, $90,000 – expensive strategy. The riflemen would come through a service provided by the US Department of Agriculture’s Wildlife Services. The draft plan notes, “Hunters and humanitarians don’t especially endorse such an option, but others consider it to be overdue. It is understood only a community with severe environmental, health and safety, cultural and economic distress would consider such a powerful option.” Less aggressive options still involve the use of weapons. clude opening additional acreage to bow hunting, opening the January firearms season to non residents, making it easier for private property owners to obtain nuisance permits

Hunters and humanitarians don’t especially endorse such an option, but others consider it to be overdue. from the state Department of Environmental Conservation, asking the DEC for nuisance permits on town land, and creating a deer nuisance hotline. The draft plan also suggests making it easier for people to donate venison to the food pantries, and consider dropping fees for disposing carcasses. Changes to some laws could also help. Suggestions include reducing the setback distances for bows and crossbows from 500 feet to 150 feet, and considering changes to the town’s existing deer fence law. “I am grateful to the participants of the DMWG for the time and earnest effort to develop an effective and compassionate deer plan,” Stanzione said, continuing, “Given the emergency conditions, it’s now time to act on a plan. Our Town and Village need our help before any more environmental damage, before serious disease proliferates and before someone dies. The DMWG provides the basis for a sustained commitment to reducing the deer herd to environmentally sustainable levels--this will then permit expansion of cost-effective non-lethal methodologies.” Once the town board reviews the draft plan and adds revisions, it will be subject to a public hearing before adoption. kmerrill@indyeastend.com

Weakfish, Blues In Bay Good reports all around. It seems as though all the fish have arrived, making for some excellent spring fishing. Weakfish are now showing fairly well in the Peconics -- try some pink rubber baits for your shot at a tiderunner. The fluke are in the bays, anglers targeting other species have picked away at them with a fair amount of the new keeper fish being released. Striped bass are spread throughout the bays with no real concentration anywhere. They have been taken on bucktails, rubber baits, swimmers and bait. Fish up to 15 pounds have been the best taken to date. Bluefish have arrived. The inlet, bridge and most other areas have all seen the yellow-eyed monster’s invasion. Tins are the best option here. Porgies are all over the Peconics and blowfish are beginning to show too. Flounder are in Shinnecock Bay with anglers getting their limits daily. We are open seven days. Capt. Flu Symptoms But No Sniffles? Carbon monoxide poisoning is a killer. Most of us have heard of a tragic story of some poor soul giving it all up by ending his life in a garage. Close the door, start the car and wait for a precious few moments. For many of us, that is all the thinking we ever do about carbon monoxide poisoning. Of all the dangers that the mariner confronts, carbon monoxide poisoning is perhaps the most dangerous since it is odorless, colorless, and tasteless. Unarmed, you will never see it coming. Given its dangers, please read on.

What Creates Carbon Monoxide? Burning hydrocarbons, plain and simple. Diesel, gasoline, propane - all are hydrocarbons and carbon monoxide is a natural by-product of burning them. You cannot tune your engine to not create CO. Yo u c a n c r e a t e C O - s a f e environments around and in your boat - but you cannot defy the laws of chemistry. Your engine doesn’t even have to be the one that is on. Your neighbor

at the dock has his generator on to power the A/C and TV -- and his exhaust is wafting into your cabin. Also, it could be your engine but you think that you are immune because you haven’t enclosed your cockpit. You have only enclosed the windshield and side panel areas, leaving the aft wide open . . . well, called the “station wagon effect,” an area that is enclosed on 3 sides creates a vacuum behind it as it pushes ahead, and it is sucking CO into the “cup” it has created. Even more tragic are the circumstances where inexperienced boaters engage in “teak surfing” -- and the smell of it isn’t what is killing you. What you smell is unburned hydrocarbons. What you can’t smell is the CO.

What is it and how do you know you are succumbing to it? Carbon monoxide kills you by attaching itself to your blood cells in a way that keeps your blood from picking up fresh oxygen as it passes through your lungs. You essentially

suffocate slowly while surrounded by air. Little by little, the CO hitches a ride on your blood cells until there are no seats left on the life-sustaining bus (your blood) for the oxygen to sit. As it happens, you start to get headaches, muscle aches, excessive fatigue and nausea. As I tell my seamanship students, “If you are starting to feel like you are coming down with the flu, but you don’t have the sniffles, get out of there! You may be dying of CO poisoning!”

of CO concentration. It may be a deadly amount and you don’t have a chemistry kit in your pocket. You are gambling with your life. You certainly can grab a lung full of fresh air from outside, hold your breath and try to drag the person out of the cabin. If you can’t, drop them and run for help. If you can get them out, but they are not breathing, give them artificial respiration (sometimes called CPR) and scream for help between breaths.

What do you do now? Say you enter your cruiser, and you find a crew man lying unconscious on the sole of the cabin. The manual actually says that you are first to try to isolate the source of the fumes, extinguish them and proceed to get your mate to fresh air (to start the cleansing cycle of kicking the CO’s out of their seats and replacing them with O’s.) This strategy could cause two people to die from CO poisoning, not one. If you know that the only source of CO poisoning is your engine, and you can kill it in a virtual flash, do it -- or get out of there immediately and run for help. If you have to play Sherlock Holmes looking for clues, you are playing with your life. Remember, it could be your slip-mate’s engine that is polluting your air. Also, the cabin has built up some degree

How to prevent it? One, create fresh air paths that keep the station wagon effect from overtaking you from behind. Don’t form that cup -- crack a window somewhere and create a jet-stream through your boat. Just be aware that running on a “slow bell” may still create an opportunity for CO to build up in your cockpit. Two, put carbon monoxide detectors in all enclosed spaces, especially sleeping quarters. These devices can be battery-operated and are readily available. $29.95 at places like Home Depot, Wal-Mart, the internet, etc. There are models that can be tied directly into your battery system like a bilge pump. They never fail unless the battery itself is dead. I’ve heard these devices. They can wake the dead. Almost. Be aware. Be safe. Always prepared -- semper paratus! Play Bridge A hand very similar to this one was played recently at EHDBC’s weekly game at St. Luke’s Church. It is a good example of the need for declarer to take his finesses in the correct order and the right direction. One South chose the correct order but most declarer’s did not. After winning the first trick with the ace of diamonds, most declarers led a small club from dummy and finessed with the eight of clubs. This lost to West’s queen and he continued with a diamond, trying to set up three tricks in that suit. After winning the king of diamonds, South went to

sets up two spade tricks even if the finesse loses to West’s king. Then, after winning the king of diamonds, South can finesse in clubs into the East hand. Even if that finesse loses, East has no diamond to lead and South can make his contract with 2 spades, 1 heart, 2 diamonds and 4 clubs. If the finesse in clubs works, which it does in this case, South will make an overtrick. Any comments or questions can be sent to gaman13927@aol.com.
