A

S TRAVEL and tourism prepare for a fresh start following lifting of the hard lockdown, it is time to prepare for new trends and embrace changes that will boost the sector in South Africa. To do this we need to focus on local flavour, inclusivity and sustainability. Short-term let property owners have had a tough run over the past 18 months but with revival hopefully around the corner, the relaunch of travel could also transform the country’s tourism offerings. New types of visitors and a changed outlook mean tourism service providers, including holiday accommodation owners, can cater for future tourists and overcome much of the negative impact of the pandemic. LOCAL IS LEKKER Africa’s Travel and Tourism Summit, held in Joburg recently, revealed that the catalyst for a new kind of travel is the value of community and rural tourism. Safiyya Akoojee, a director at

law firm Thomson Wilks, says empowering local communities means community and political leaders need to effect change that is beyond political agendas. “We need to look inward before looking outward. Local communities, right down to rural level, have doctors, nurses, carpenters and other professionals who can help establish tourism in their communities.” While the coronavirus pandemic has dampened global travel, many tourism authorities have been looking at their domestic markets to retain revenue. Chris Lehane, head of global policy and communications at Airbnb, reports there has been an uptick in domestic tourism since the outbreak of the virus. “In South Africa, domestic travel increased by more than 600%, with North West province growing at 130%.” Most of that travel was by car, with travellers opting for more isolated nature-based and rural destinations. He adds that tourists are

travelling for different reasons, which is an attribute of the new kind of travel. “The outbreak of loneliness, pandemic of isolation and depression has made tourists look for more meaningful travel.” LONGER STAYS Globally, Airbnb data shows that travel is also becoming more long term, propelled by the flexibility created by remote work. The platform says it is seeing 250% increases in the share of longterm stays for self-reported business travel. Long-term stays (28 or more nights) was Airbnb’s fastest-growing trip-length category in Q2 2021. “In South Africa, we launched a campaign with Wesgro (trade and investment agency in the Western Cape) in March to promote remote working vacations across Cape Town and the Western Cape to South Africans,” it states. RESPONSIBLE TRADING Rosemary Anderson, national chairperson of the Federated

Hospitality Association of South Africa (Fedhasa), says the association continues to emphasise that responsible trading, together with the vaccination of all South African residents, is the only sustainable solution to the industry’s fight against Covid-19. “Fedhasa has created and rolled out a robust set of health and safety protocols and our members are acutely aware of the importance of adhering to these standards to safeguard the public and continue trading. “No industries are as aware of the direct relationship between adherence to protocols and recovery than hospitality and tourism,” Anderson says. However, Covid protocols, vaccination drives and the return of tourists do not mean the end of the battle. The industry’s “real fight” is to create an environment that is more conducive to attracting international visitors. SUSTAINABILITY “If we could remove the major obstacles to travel to our country, such as having a huge reduction in violent crime, the number of tourists visiting our country would double and triple. “That is what we should all be working towards. This could be a game changer when it comes to dramatically reducing unemployment in South Africa, which is our biggest challenge.” Anderson says the “wonderful thing” about tourism and hospitality is that they can absorb people from all sectors. “One does not even need formal education to be really good at one’s job in this sector – hospitality and tourism could be our silver bullet to reducing unemployment in our country.” Lehane says travel has

fundamentally changed as a result of the pandemic and that Airbnb, together with the government and stakeholders, needs to rebalance travel to be truly sustainable, domestic, diverse and inclusive. “The Airbnb platform is helping to lead the global travel recovery by enabling anyone to become a tourism entrepreneur. To advance this vision of inclusive tourism, we are supercharging the Africa Academy by investing in infrastructure that will allow people to connect to our global network, creating our firstever entrepreneurial education programme and re-investing in the next generation of tourism entrepreneurs.” BACK TO BASICS Hamza Farooqui, founder and chief executive of Millat Investments, says South Africa will need to take a “tourism for dummies” approach to rebuilding its industry. This includes ensuring the safety of tourists, having a coherent strategy and creating an enabling business environment. “There are three things that South African tourism has going for itself: a year-round mild climate, welcoming people and authentic cultural diversity. But there are three things that go against it: an absence of safety, a lack of coherence between all tourism role-players and an unwillingness to be open for business on a global scale. “All of these cracks need to be addressed if we are to rebuild tourism,” Farooqui says. In addition to recognising African tourists – who make up 80% of foreign arrivals in the country before and during Covid – South Africa needs to look for alternate source markets, such as the Middle East, China and India.

Letter from the editor DECEMBER is in sight and many places are winding down from a tough year. However, we do still have a good few months before the builders’ holidays begin and, with the prospect of tourism picking up, many people will be freshening up their holiday lets. It’s been a tough time for hotels (many shut down due to prolonged antiCovid-19 strategies which saw international borders closed) and also for those who usually make their money from Airbnb or short-term holiday lets. The dilemma of those who let their property to make a buck from tourism is whether to go with the safe option of a long-term rental or to be brave and hold out, assuming our removal from Britain’s “red list” will result in tourists descending on our shores. The fact is lockdowns have devastated some industries, particularly the tourism and hospitality industries and holiday letting, B&Bs, lodges and hotels have been particularly hard hit. It has forced us to look at our buy-to-rent investments differently and also how we take our holidays. I believe we will still only know, as it happens, how human behaviour will change when it comes to how we opt to holiday and the accommodation we choose. Either way, we at Property360 wish you all well with your holiday rentals and we are also curious to know what will be next – how we can ensure the homes we rent out are what the traveller of the future wants. T

HE EASING of lockdown restrictions and the long-awaited removal from the UK’s “red list” is expected to breathe some desperately needed life into the country’s hospitality industry.

The industry, and tourism property owners, have taken a heavy blow over the past year and a half – some more than others – but these moves, in conjunction with improved vaccination levels and summer holidays around the corner, could spark some sort of revival. Since March last year, says Rosemary Anderson, national chairperson of the Federated Hospitality Association of Southern Africa, all accommodation providers, especially hotels, have taken a dramatic knock. The extent of the damage has varied, depending on the type of accommodation offered and where it is located. “A good example would be in Sandton where half of our four and five-star hotels are still closed and those that are open are operating at just over 20% occupancy, which is not financially sustainable.” This is opposite to the situation for many self-catering lodges in attractive locations in the country, which are now back to pre-Covid occupancy levels. “Hotels in the city centres of Cape Town, Durban and Johannesburg have generally been hardest hit,” Anderson says. Self-catering establishments have done about 20% better than other accommodation types. “This also links to the attraction of lodges in outlying areas where people feel they are safer not being in close contact in crowded environments – and they can do their own cooking/food preparation.

“They also need open space following being cooped up for so many months of lockdowns which included curfews, provincial restrictions and, for some, what felt like ‘house-arrest’. “So, getting away to a country location, and not being cooped up with lots of other people, is what has been most attractive to others.” With the UK – a major source of tourism to South Africa – taking us off their red list this week, there will be improvement for more tourism property sectors. “Having visitors from this source market returning to our shores will have a dramatic and noticeable impact and will go a long way to help the sector’s recovery efforts... “This is all coupled with going into summer, our vaccination programme being rolled out, Covid-19 cases down dramatically and international inbound travel hopefully going to resume shortly.” Citing research published by the Bureau for Economic Research on September 27, Anderson says the tourism and hospitality sectors’ contribution to the country’s GDP shrank from 7.2% in 2018 to 2.9% last year, and the number of jobs supported by the industry declined by almost a million. “The group’s data shows that South Africa received 10.2 million international overnight visitors in 2019. In 2020, this dropped sharply to 3.2 million – almost 70% fewer than the year before.” Now, as the country and the world open up, there is “merit for optimism in the recovery” of these sectors. Despite the travel crisis of 2020/21, visits to Airbnb properties contributed more than R8 billion to country’s economy and supported

about 22 000 jobs, according to a report from independent consultancy Genesis Analytics commissioned by Airbnb. Additional Airbnb research reveals that new hosts across South Africa who welcomed their first guests in the first six months of this year, and had just one listing, collectively made over R1.8bn hosting on Airbnb. Half of new listings that were both activated and booked early this year got a reservation request within seven days with the average annual earnings per host who had welcomed at least one guest being R55 800, Airbnb states. As the festive season approaches, the holiday rental market, especially along the coast, is expected to boom, say Seeff agents. While some international travel will be affected by continuing travel restrictions, South Africans are expected to flock to holiday destinations this summer. Ross Levin, licensee for Seeff Atlantic Seaboard and City Bowl, says Cape Town will be a hot spot as the attractions are endless. Generally, Cape coastal areas will be a magnet for tourists, says Marina Enslin, an agent with Seeff Paternoster, for example, adding that weekends are well fully booked in the village as people look to escape from the cities. Ciska de Vries, short-let rental agent for Seeff Hermanus, says they are already about 85% booked for December and January. Joleen Giraudeau, manager for Seeff South Coast in KZN, says while they have had loads of inquiries, booking confirmations are slow. However, they expect this to pick up closer to December as people dream of getting away, especially if there is a fourth wave. On the KZN north coast, Zimbali is the primary choice of destination, agents say.

Property boom expected to ‘level out’

RENTAL OPPORTUNITIES ARE ON THE UP AND UP AFTER 18 months of Covid-19 and an ongoing economic slump, residential rental properties provide an exciting opportunity in previously under-serviced areas. PayProp chief executive Jan Davel says residential rental business opportunities are plentiful in the fast-growing formal, private rental sector in emerging market areas, such as Soweto in Gauteng and areas on the Cape Flats in the Western Cape. “People will always need a place to stay, and, with growth in both residential rental demand and supply according to the latest PayProp Rental Index (Q2, 2021), landlords and tenants will need competent agencies in these areas with the necessary tools, knowledge and credentials to manage their investments and tenancies.” Hurdles for many property entrepreneurs focused on rentals are the significant ongoing payment administration and strict industry regulations. Davel says that it’s important to identify the right tools that will automate all the critical payments required each month. “Consider all the invoices, statements, reminders, receipts, reconciliations and payments at month-end. Even if you manage just 10 properties it can add up to a day or two each month.” He says finding the right technology to automate much of the administration makes rentals a far more viable option for many property professionals.

CTIVITY within the national housing market is expected to “level out” in response to the challenging economic circumstances ahead, says Adrian Goslett, regional director and chief executive of Re/Max of Southern Africa. When unemployment increases, spending power declines and fewer buyers can afford to purchase property. “This translates into a buyers’ market where the supply of properties outweighs

the demand from buyers. “Those whose salaries are affected might become unable to afford the costs of their home loan, which will mean more properties will enter the market, with some falling claim to bank repossession and distressed property sales.” Goslett says, in time, this can put downward pressure on asking prices. It is hoped that an increase in the vaccination rate will prevent any further restrictions on economic activity and

allow for a period of recovery. “Provided that the economy is allowed to operate without any further restrictions, it is possible for it to begin a gradual recovery and for the downside risks to the local housing market to be contained.” While unable to predict if and when the property market will be affected by the current economic conditions, Goslett remains optimistic about real estate as an investment vehicle.

COVID SHIFTS PEOPLE’S FOCUS TO WELL-BEING

A 2021 survey by Blok, the property development company, has revealed that people are more concerned about their well-being than they were before the pandemic. And this is affecting where they want to live. Jacques van Embden, Blok managing director, says the survey, titled “Covid-19’s Impact on the Human and the Home”, found that: • 45% of respondents admitted that Covid-19 had had the greatest impact on their mental health. • 36% said that their financial situation had been affected. • 6% said that nothing had changed for them. • 92% said that the pandemic had led to them making significant lifestyle changes, with the aim of prioritising their health. • 97% noted that as a result of the stressors over the past year, finding a work and home life balance had become their focus. “Consumers are fighting to reclaim their mental health through finding a better sense of balance with more emphasis on wellness… While they may sound diametrically opposed, we’ve seen a growing need for home as a sanctuary, coupled with a desire for community.” Van Embden says consumers are seeking a space where they can relax and unwind but they also want to feel part of a neighbourhood.

Be alert when joining a property stokvel PROPERTY stokvels have become popular investment vehicles but buyers looking to take advantage of what they can offer must ensure everything is above board. In stokvels that are working well, says Shaun Rademeyer, chief executive of MultiNET Home Loans, the returns for investors are incalculable. However, one of the concerns around property stokvels is that the founder usually administers the stokvel at their sole discretion, with carte blanche to run and manage

the scheme as they want. To ensure transparency, he says, members must be given clear direction on what recourse they have if they’re dissatisfied with the administration of the scheme. They also need to know exactly how the ownership of the purchased property will work, whose names will appear on the title deeds and how the decisions are made when it comes to allocating property. “There are also tax implications where multiple transfers of property are involved, so it is imperative

that these are unpacked in the constitution of a property stokvel and that members understand what could happen to them if the tax laws are breached.” Regardless of who runs the stokvel, he says due diligence is essential and members must: • Ensure the stokvel has a clear and robust constitution. • Know the leadership and membership structure. • Ensure they know everything about where their money will be invested and how it will be used.
