WO MAJOR TOPICS WE COVER SEPARATELY IN THIS EDITION ARE SUSTAINABILITY AND PRODUCT COMPLIANCE. WHILE NOT OFTEN DISCUSSED TOGETHER, IT’S WORTH RECOGNISING HOW THE TWO FACTORS ARE INEXTRICABLY LINKED. A BUILDING CAN HARDLY BE CONSIDERED ‘SUSTAINABLE’ IF IT’S PIECED TOGETHER IN PART WITH SUBSTANDARD COMPONENTS. However, when speaking to industry stakeholders about specific projects, talk of such things is, unsurprisingly, almost uniformly absent. What makes these omissions notable is how it stands in contrast to the Australasian Procurement and Construction Council’s (APPC) belief that non-conforming products are slipping through at alarmingly high rates (see news, page 4). A measure of the level of concern is that 30 key industry groups have banded together to produce a guide to specifying products that comply with the relevant standards and codes. Along with serious safety risks of product failures and financial cost of replacements, there are longer term concerns about how the
durability of construction products is affecting the lifespan of buildings. As the APCC points out, the environmental impacts can be profound if the life expectancy of structures is compromised or reduced. This is particularly worrying today, given the report’s acknowledgment that “sustainability is now a key element in achieving business success in the construction industry”. This brings us to what you may well consider the epitome of success in 2014, the Sustainability Award winners (featured page 22). The buildings and product developments in this space demonstrate some of the greatest advances in recent times. As a footnote, we should say that while architects and designers take a front seat in driving these building solutions, there was broad recognition from this year’s award winners that each success story was representative of a greater collaborative effort. The accomplishments stem from the holistic approach jointly taken by consultants, contractors and clients, thus providing the best chance the buildings will stand the many tests of time.

GUIDE TACKLES ALARMING SCALE OF AUSTRALIA’S NON-COMPLIANT BUILDING PRODUCTS The Australasian Procurement and Construction Council (APCC) have launched a new guide to help the building and design industry better choose construction products that are compliant with the relevant codes and standards. ‘APCC Procurement of construction Products – A guide to achieving compliance’ was jointly developed by 30 key construction industry stakeholders, including the Australian Institute of Architects, Australian Institute of Building, and Australian Building Codes Board. The Guide was released in response to the vast number of domestic and internationally-produced building and construction products on the market today – a proliferation which has made it difficult to ascertain whether they all comply with the National Construction Code (NCC) or conform to the requirements of relevant Australian or international standards. “In Australia, there have been numerous instances in which non-compliant construction products have caused failure or damage to buildings, such as the collapse of buildings and motorway signs, and failure of key building elements, such as glass panels, steel fixings and more,” the Guide notes.
The most concerning consequence of these failures is their impact on safety, including serious injuries and even loss of lives in the most extreme cases. Other outcomes of utilising non-compliant products include the high level of costs associated with ‘changing products’ and its effect on the lifespan of assets. With such high stakes involved, the APCC believes it is vital that an environment is created where all stakeholders are confident that the products used have acceptable levels of quality and compliance, and are fit for the purposes for which they are involved. The guide therefore includes detailed explanations of the regulatory environment, the standards and conformance process and bodies, and how to determine whether a product is fit for purpose (see graphs). The building had to complement the council’s new sustainably focused precinct. K20 met the challenge, providing excellent indoor air quality and thermal comfort, in the North West Victoria location where the building would be exposed to an extreme temperature band – all accomplished in a modest budget of $3.8 million. Incorporated below and within the slab of the building envelope is a high-performing Heating, Ventilation and Air Conditioning system (HVAC) that delivers and distributes fresh, thermally treated air from outside to the building’s interiors. The process begins outside where fresh air is drawn into a series of underground thermal PVC pipes. This air then travels through the pipes and receives natural thermal treatment from the earth before entering the building’s UFAD for further conditioning. K20 associate Mark Spraggon says the system saves 60 per cent on HVAC energy costs compared with a direct air system because the air that enters the UFAD is closer to optimum temperature and needs less mechanical treatment. The system can deliver more than double the fresh air than a conventional HVAC system. But the ingenuity of K20’s model doesn’t finish there. Once the air reaches the UFAD it then travels through various insulated displacement plenums and is then distributed, at building level, through occupant-adjustable floor grilles. The plenums are insulated by 100mm semi-rigid black matt tissue faced insulation by Fletcher which provide additional thermal support (R3.0). The insulation also provides greater acoustic performance for the office spaces – for both footsteps and reverberation from air flow within the plenums.
The air displacement system is just one of many sustainability measures adopted by K20, who referenced the green star rating system to inform their design. The architects incorporated LED lighting systems throughout; solar photovoltaics; recycling of over 80
per cent of the existing building’s materials; a primary structure of sustainably sourced laminated timber beams; zoned mechanical system; passive solar design, cross-flow ventilation principles and zoned motion-detection lighting.

Once expelled from the operable floor grilles, the thermal buoyancy of warm air means that as it is warmed - by heat sources such as people and machines - it will rise, along with heat source generated pollutants, to the return air ducts in the building’s ceilings to be ejected or re-treated. This system means that fresh air is delivered closest to the occupied space rather than from the ceiling. It also benefits a more flexible layout and an easier, less bulky ceiling installation. at the heart of the whole system is the building management system (Bms), a web-based monitoring system designed by K20 and manufactured by Eaton Corporation. It monitors and controls external and internal systems to provide optimum energy to the hVaC and air quality to the interiors.
The system monitors the building’s energy and water consumption in real time (and per day, per annum) and displays this on LED screens in the reception area. Information on public display includes VOC levels, outside air temperature and zone temperature for each aC system. It also shows updates on electricity produced by the PV systems, as well the use of rain versus potable water.

ur most noteworthy builDinG, the syDney opera house, was DesiGneD by a Dane, Jørn utzon. when they bestoweD utzon with the inDustry’s most lauDeD international honour, the pritzker architecture prize, the opera house was citeD as “one of the Great iconic builDinGs of the 20th century, an imaGe of Great beauty …”. its unesco worlD heritaGe site recoGnition praises its “unparalleleD DesiGn anD construction; its exceptional enGineerinG achievements anD technoloGical innovation.” The engineering firm, Arup, which resolved many of its structural quirks was founded by Ove Arup, who had a Danish father and studied engineering in Copenhagen. The Danish capital was also home base for Steensen Varming, the mechanical engineering firm, who came up with the idea to provide the Opera House’s air conditioning via a heat pump system that uses the water of Sydney Harbour as both heat source and sink. Now just a 600 metre walk away from that iconic sail-like structure, often dubbed the Eighth Wonder of the World, a design by another Danish architectural powerhouse, 3XN, is poised to make an impact. Their 200 metre cantilevered skyscraper, Quay Quarter Tower, is set to reshape the corporate backdrop to Sydney Harbour. Danish design and engineering has a long and abiding influence on Australian architecture, and not only of the eye-catching variety. As the Opera House’s heat pump example demonstrates, they’re rather creative in the sustainability realm too. Denmark ranks top of the 2014 Climate Change Performance Index (for the record, Australia has slipped to a cringeworthy 57th of 61 countries on the list.)

Denmark has ambitious plans to be fossil fuel free by 2050, with 70 per cent of its energy to come from renewable sources by 2020. Already they derive more than a third of their electricity from wind turbines. While renowned for their wind power, they are no one-trick-pony. The government originally had a goal of 200 MW of photovoltaic capacity by 2012, yet by 2013 they already had 500 MW of private solar installations. Sixty per cent of all heating demand is provided by ‘district heating’, massive community-based hot water reservoirs heated by huge banks of solar hot water collectors. This year the town of Dronninglund cut the ribbon on the world’s largest such plant, where nearly 3,000 solar heaters heat up to 62 million litres hot water that can stored for use in autumn or winter! The Danish island of Samsø gets 75 per cent of its heating from solar and biomass energy. The entirety of its electricity needs are met by wind power. Such investment in renewable energy technology and energy efficiency has yielded significant national benefits. Over three per cent of Denmark’s Gross Domestic Product comes solely from the sector, as do up to 8,000 new jobs created each year.
And that intellectual property in green design is in demand around the world, accounting for about 10 per cent of Denmark’s exports. Velux is one those exporters. Having produced their distinctive ‘roof windows’ for the past 70 years, the company, with revenues greater than $3 billion AUD, now finds itself with over 10,000 employees and sales in about 40 countries. glazing on the sunward side, due to heat loss through windows, even double and tripled glazed units. As might be expected, such an approach is unlikely to enthuse a maker of skylights or roof windows, and Active House, promotes instead the benefits of natural ventilation and daylighting. Velux points to studies suggesting a 15 per cent productivity increase for workers who have their daylighting improved, and related research on enhanced learning outcomes for children. They also note that greater than 15 per cent of global electricity consumption has been attributed to artificial lighting, which daylighting roof windows can reduce. Comfort and lifestyle benefits are touted as being equally important as the energy efficiency of a dwelling. Active Houses also make extensive use of solar photovoltaic energy generation and automated venting of skylights to control indoor air quality, combined with ‘chimney stack’ venting up stairwells to upper floors. However, even the most energy efficient of Active Houses reputedly use double the heating energy of the Passivhaus model. Just how effective Active House designs would be in Australia is yet to be seen. Some demonstration homes in Europe have up to 14 skylights, which might struggle with the harsh Australian summer sun, although Velux do offer blinds which can block out 100 per cent light or up to 57 per cent heat. Our predominately single storey housing stock tradition does not readily lend itself to stack venting either.

We’ve barely scrapped the surface of Danish green design, but the website stateofgreen. com could fill some of the void. We also ran out of room for the CO2 neutral home made with infill insulation and cladding composed of naturally fire retardant seaweed. Or the recreation park designed to absorb rainwater in a flood event, the earth bermed nature and cultural centre that performs to Passive house standards, or low energy social housing units which have rental costs about 30 per cent lower than the norm.
It doesn’t appear Active House has made it Down Under yet, but we might hear about it, if it had. The Danish Ambassador to Canada attended the opening of the country’s first Active House, whilst Denmark’s Crown Prince Frederik officiated at Russia’s opening. No doubt Australian-born Princess Mary will do the honours if Active House reaches these shores. Still, Active House is worth a look, to see what can be adapted to the local climate. And it is always beneficial to further discussions on daylighting. Curiously, the Green Building Council Denmark is not adopting Active House, bur reworking Germany’s Sustainable Building Council certification to become their standard: DGNB Denmark
the importance of pumps Another Danish international keen to challenge design thinking is Grundfos. Starting about the same time as Velux, Grundfos now produces over 16 million pumps annually, making them one of the globe’s largest pump manufacturers. Pumps may not be something that readily springs to mind when ruminating on green design. But have you ever thought how a very heavy material like water gets to the basins, showers, toilets and sinks of multi-storey buildings? Pumps. And according to Grundfos, pumps account for at least 10 per cent of the world’s electricity consumption, as most pumps waste energy 95 per cent of the time. Grundfos reckons, “Switching to energy efficient pumps could make savings equivalent to the residential electricity consumption of one billion people.”
Nor have we the space to review the free 200 page eBook ‘Design with Knowledge’ published by Henning Larsen Architects, which explores how design determines a building’s energy consumption. But how could we leave this Danish smorgasbord without paying homage to the creation which set many a building professional on their career path: LEGO. Although originally derived two Danish words meaning to “play well,” it is also latin for “I put together.” n

Understanding and complying with BCA fire protection requirements and liaising with fire safety engineers early on in the design process is therefore critical to ensuring structures are fire safe and resistant. Specifying the right products, materials and systems, which are regulated and must be proven to perform well in a range of areas such as flammability, flame spread and fire resistance, is also integral. The importance of this balance is evident with insulation, a potentially highly flammable material. According to the Australian Competition and Consumer Commission (ACCC), 5.9 per cent of roof fires in Australia from 1999 to 2004 reported insulation as the first material ignited. However, fire safety engineer team leader at the CSIRO Nathan White says there is never
a ‘silver bullet’ answer on whether a product or material such as insulation is safe or not. “You can get different types of core materials, which have varying levels of performance, but one of the more important factors is how the material is actually assembled and constructed. If they are built in a way where the seams won’t open up and don’t fail structurally to expose the core on the inside (e.g. having a metal skin on the outside), then they actually perform quite well,” says White. The context in which a product is utilised is another crucial factor. For example, a sprinkler protected cold storage building which utilises insulated sandwich panels has low risk levels due to the high reliability of the sprinklers.
BaCK tO thE ruLE BOOK In Australia, it is expected that insulation products do not present a fire risk as long as they are tested and proven to meet the minimum requirements of the National Construction Code (NCC). Australian Standards AS1530.3 provides the Early Fire Hazard indices for four key attributes: Ignitability, Spread of flame, Smoke developed and Heat evolved. DID yOu KNOw? the flammability of an insulation product depends on its level of organic content. Plastic-based materials such as polyester and polystyrene are therefore more flammable than inorganic materials, like fibreglass/glasswool.
Instead, Ruz says AS1530.1, a pass/fail test where products are classified as either combustible or non-combustible, is more helpful. Kingspan Insulation’s technical manager Keith Anderson adds that if the insulation also serves as the internal wall or ceiling lining, specifiers should look at clause 4 of Specification C1.10, which provides the testing requirements to determine the Group Number for the material. “When the insulation also serves as the internal lining, the requirement becomes more stringent for critical areas such as along evacuation routes. These areas would typically require Group 1 materials, which need to be tested for a full 20 minutes in the AS ISO 9705 test room without flashing over,” Anderson says. The AS ISO 9705 test method refers to the use of a 300kW burner in the corner of the test room for the last 10 minutes. Flashover is defined by the NCC as the point where the total heat release rate generated in this test is 1,000 kW. “When insulation materials are tested in accordance with the NCC and specified appropriately for their application and location in the building then they are all ‘fire safe’,” says Anderson. But he warns that although most products will meet these requirements, there is a danger that some do
not, especially if they are imported by a reseller. It is also inadequate to test under international test methods which are not called up in the NCC. He goes on to advise architects that the products they specify should be supplied by a reputable company with third party Quality Assurance accreditation. Products that are CodeMark accredited provide further assurance that the product is fit for purpose.

“A full specification of the product by name followed up with adequate site supervision helps to ensure that the product is not substituted on site with an inferior product. hE usE OF COmPOsITE aND PLasTIC DECKINg PrODuCTs as aN aLTErNaTIVE TO TImBEr may sTILL BE rELaTIVELy NEW IN ausTraLIa, BuT ThErE’s aLrEaDy a VasT raNgE OF PrODuCTs aVaILaBLE aND IT’s grOWINg. Wood-plastic composite (WPC) deck products are the dominant type, although there are rice husk-plastic and other fillers, as well as entirely plastic versions. The main reason for its popularity is its low maintenance but other benefits include its standardised size and straightness, as well as its termite, water & UV resistance. Composite and plastic products are produced by a machined extrusion process which ensures complete standardisation of products in terms of colour, shape and systematic control of the chemical additives. Changes to regulations around hardwood timber supply, leading to cost increases, have made composite products more competitive in many cases now, and it’s predicted their share of the Australian decking market will increase. Being an imitation to wood, it is no equal substitute for real timber. However a growing
variety of colours, styles and textures are now offered and timber imitation products are becoming increasingly comparable. Commonly cited issues with composite decking products are scratching and splitting, colour fade and stains, and a high expansion rate. This is due to poorer material compositions like high ratios of softwood sawdust and soft polyethylene. Manufacturers say this was a problem with the earliest generation products and cheap imports, but improvements have been reported and warranties are now offered by suppliers to suit these advances. Colour fade is still a problem, attributed to UV protection on that exposed cellulose content. Some suppliers have addressed this by using 100 per cent PVC products or plastic coatings over the top of boards, which also protects from scratches, stains, mould and slipping. Generation one products were made from recycled pine saw dust and polyethylene (milk bottles) and this soft plastic and soft wood combination translated into a product that was easily scratched by furniture and the like. An opposing view supports the environmental characteristics of using a high level of recycled materials, like polyethylene (milk bottles) over PVC, but they are arguably less suitable for most applications.
