MESSAGE With the backdrop of the often unpredictable challenges posed by globalization and the difficulties faced by nations due to the recent global economic and financial crisis, the need for South–South Cooperation has become even more compelling. India has been ardent believer and practitioner of South-South Cooperation. Our approach has been guided by our unique experience in nation- building based on India’s diversity and complexity. For decades, India has endeavored to share its experience and knowledge with partner countries from the South treading similar paths of development. The Indian Technical and Economic Cooperation (ITEC), established in 1964, along with its corollary the Special Commonwealth Assistance for Africa Programme (SCAAP), has played an important role towards this objective. From a modest beginning, ITEC/SCAAP programmes of cooperation have evolved and grown and thousands of participants from 161 ITEC/SCAAP partner countries have been assisted and trained in the last four decades and more. This year, we welcome 6500 participants from ITEC/SCAAP partner countries to attend civilian vocational training courses which cover a wide and diverse range of subjects. 47 institute in both the public and private sectors, which are leading centers of excellence their fields of specialization, offer more then 270 courses, both short term and long term, in areas of relevance and interest to developing Countries. Apart from the courses of ICT, linguistics, rural development, entrepreneurship and others, courses on mining , postal and new and renewable energy sources have been included keeping in mind the recruitments of societies in the developing world. I am pleased to invite all ITEC/SCAAP partner countries to nominate participants for this programme created especially for development of the global South.

FOREWORD The Government if India is offering capacity building programmes to 161 ITEC/SCAAP partner countries under the Indian Technical and Economic Cooperation (ITEC) Programme and the Special Commonwealth Assistance for Africa Programme(SCAAP) of the Ministry of External Affairs. 6500 civilian vocational training slots have been offered in 2011-12 to participants from partner countries for than 270 courses, both short-term and long-term in 47 select institutions in India which are ‘centres of excellence’. Since its inception in 1964, the ITEC Programme has been administered by the Technical Cooperation Division of the Ministry of External Affairs and has acquired a brand image of its own. The ITEC/SCAAP training programme is fully sponsored by the Government of India which includes return international airfare, course fee, book allowance, accommodation, study tour and a stipend. This brochure, an annual compendium of ITEC/SCAAP training courses and institutions, is being published as a reference document for the information of both nominating Government in ITEC/SCAAP partner countries and for individual participants interested in attending these courses. Indian Technical and Economic Cooperation (ITEC) The Indian Technical and Economic Cooperation (ITEC) Programme was instituted by a decision of the Indian Cabinet on 15 September 1964 as a bilateral programme of assistance of the Government of India. Thus, the ITEC Programme, born out of the vision of our first Prime Minister Jawahar Lal Nehru, was formally launched under the premiership of Lal Bahadur Shastri. The decision regarding setting up the ITEC programme was predicated on the underlying belief that “it was necessary to establish relations of mutual concern and inter-dependence based not only on commonly held ideals and aspirations, but also on solid economic foundations. Technical and economic cooperation was considered to be one of the essential functions of an integrated and imaginative foreign policy.” After their independence, the most important task before the developing countries of Asia, Africa and Latin America was the promotion of social and economic advancement of their peoples which had been retarded and in most cases reversed during the years of colonial rule. Skilled manpower and experts, financial resources and transfer of technology were the bottlenecks to be overcome. To meet the challenges of socioeconomic development, cooperative efforts of the developing countries were as important as assistance from developed countries and international organizations. India has made substantial progress and gained useful experience in industrial and technological development after it regained its freedom in 1947. The ITEC Programme of the Ministry of External Affairs was an earnest attempt by India to share the fruits of its socio-economic development and technological achievement with other developing countries. The ITEC Programme has been envisaged essentially as a bilateral programme. However, there have been instances when ITEC resources have been used for financing technical cooperation programmes conceived in regional and inter-regional context such as Economic Commission for Africa, Industrial Development Unit of Commonwealth Secretariat, UNIDO, Group of 77 and G-15. In more recent years, its activities have also been associated with regional and multilateral organizations and cooperation groupings like Association of South East Asian Nations (ASEAN), Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), Mekong-Ganga Cooperation (MGC), African Union (AU), AfroAsian Rural Development Organization (AARDO), Pan African Parliament, Caribbean Community (CARICOM), World Trade Organization (WTO) and Indian Ocean Rim – Association for Regional Cooperation (IOR–ARC). The ITEC Programme, fully-funded by the Government of India, has evolved and grown over the years. Under ITEC and its corollary SCAAP (Special Commonwealth African Assistance Programme), 161 countries in Asia, Africa, East Europe (including former USSR), Latin America, the Caribbean as well as Pacific and Small Island countries are invited to share in the Indian developmental experience in various fields. As a result of different activities under the ITEC programme, there is now a visible and growing awareness among other countries about the competence of India as a provider of technical know-how and expertise as well as training opportunities, consultancy services and feasibility studies. Over the years, the technical and economic assistance programme of the Ministry of External Affairs has generated immense goodwill and substantive cooperation among the developing countries. The ITEC/SCAAP Programme has the following components : i)
Training (civilian and defence) in India of nominees from ITEC partner countries;
ii) Projects and project related activities such as feasibility studies and consultancy services; iii) Deputation of Indian experts abroad;
iv) Study Tours; v)
Gifts/Donations of equipment at the request of ITEC partner countries; and
vi) Aid for Disaster Relief.
Training Training or capacity building is one of the major activities under ITEC. The professionals and people from developing countries are offered unique training courses, both civilian and defence, in different centres of excellence in India which empower them with not just professional skills, but prepare them for an increasingly globalized world. (a) Civilian Training Programme: It is fully sponsored by the Government of India. 47 institutions conduct over 270 short-term, medium-term and long-term courses during the year. The training programme is demand-driven and subjects selected are of interest to developing countries for their working professionals on a wide and diverse range of skills and disciplines. The courses have been divided into seven broad categories for easy identification – Accounts, Audit, Banking and Finance Courses; IT, Telecommunication and English Courses; Management Courses; SME/Rural Development Courses; Specialized Courses; Technical Courses; and Environment and Renewable Energy Courses. The most sought after courses are in the field of Information Technology and Linguistics (English). Training is imparted to officials of Government/Semi Government, Public and Private Sectors, Parastatals, Universities, Chambers of Commerce, etc. 6500 slots have been allocated to ITEC/SCAAP partner countries in 2011-12 to attend the various civilian training courses in India. An encouraging trend of senior level participants from within and outside Government joining ITEC courses has been noticed – a clear affirmation that ITEC courses have come to be recognized as a useful tool for capacity building, empowerment and upgrading of skills. Information about ITEC is available on http:// itec.mea.gov.in. (b) Defence Training: This covers training of personnel belonging to all the three wings of Defence Services, viz. Army, Air Force and Navy nominated by the ITEC partner countries in prestigious institutions like National Defence College, Defence Services Staff College, etc. The facility is also extended and availed of by some select developed countries. The training field covers Security and Strategic Studies, Defence Management, Marine and Aeronautical Engineering, Logistics and Management, etc.
Project-related Cooperation India assists ITEC partner countries, on the basis of mutually agreed projects, to establish useful infrastructure facilities with technology and skills appropriate to their resources and needs. Through project assistance, India also demonstrates the skills, technologies and human resource capabilities, which it has acquired in the course of its own development. A number of bilateral projects are undertaken, notably in the fields of Archaeological Conservation, Information Technology (IT) and Small and Medium Enterprises (SMEs). Feasibility studies and consultancy services, at the request of ITEC partner countries, are carried out under the Programme. Results of these studies are handed-over to the Governments concerned.
Deputation of Indian Experts Indian experts are deputed to friendly countries on their request to assist in developmental activities. Some of the fields covered are Creative Arts, Pest Management, Military training, IT, Audit, various disciplines of Medicine, English teaching, Telecommunications, Agricultural research etc. Indian experiences and expertise in the fields of small and medium scale industries, agriculture and financial management are particularly relevant to the developing countries.
Study Tours Study tours in India are undertaken at the specific request of ITEC partner countries. Specific areas of interest are identified and two to three weeks programme is arranged during which the delegates are taken to important institutions, training centres, and places of interest in different parts of India.
Gifts/Donations of Equipment The Government of India, under the ITEC Programme, provides gifts/donations of equipment to ITEC partner countries to assist in their developmental efforts. These gifts/donations are usually in response to requests of these friendly countries and the commitments made by Prime Minister, External Affairs Minister etc.
Aid for Disaster Relief Under this Programme, India supplies humanitarian aid like food grains, medicines, woollen blankets and similar other items to countries struck by natural disasters. Cash assistance is also provided. Since its inception in 1964, India has trained thousands of trainees in ITEC/SCAAP partner countries. To commemorate the Programme, September 15 has been designated as ‘ITEC Day’. Indian Missions in ITEC/ SCAAP partner countries generally host a reception to celebrate the event during the course of the year as convenient. All ITEC/SCAAP alumni are invited along with Ministers and other high dignitaries of that country dealing with the ITEC programme. The alumni share their experiences about the training programme as well as their stay in India, which also serves as a meeting point for ITEC participants in building alumni networks and providing feedback. In many countries, ITEC alumni have formed ITEC friendship societies. ITEC alumni are also interacting through social networking site Face Book (www.facebook.com/ITECnetwork). Another cooperation programme of India, the Technical Cooperation Scheme of Colombo Plan, was started in 1950 with a view to providing technical assistance to neighbouring Colombo Plan countries. Through this Scheme, India provides comprehensive and integrated training to participants from Asian member countries of Colombo Plan with the purpose of assisting them to enhance their administrative and technical capabilities through human resource development. The Ministry of External Affairs has been entrusted with the administration of the TCS of Colombo Plan since April 2010. Under this Scheme, India offers 500 slots for training in India at 45 centres of learning covering diverse disciplines keeping in mind the needs of our Colombo Plan partner countries. Thus, The ITEC programme, along with SCAAP and TCS of Colombo Plan, is a visible symbol of India’s role and contribution to South-South cooperation. South-South Cooperation is a partnership born out of a shared sense of solidarity and is entirely voluntary and free of conditionalities. It furthers national development priorities of our partners and has national ownership at its centre. India remains a staunch proponent and practitioner of South-South Cooperation which constitutes a fundamental pillar of India’s foreign policy and diplomacy.

Incredible India India is the land of magic and mystery, of dazzling beauty and exotic charms - where the centuries co-exist and the modern blends seamlessly into the ancient - where hospitality is a tradition, and development a passion. An ancient civilization, as old as history, India is a glittering mosaic of people of different faiths and cultures, of varying climatic zones, of greenery and desert, river and mountain, wealth and happiness, modernity and tradition. This is India, a place like none else on this planet – Incredible India! Known to its people as Bharat, this ancient land fascinates the visitor with its size, culture and diversity, its colours, scents, styles, customs, languages, architecture and geography. India satisfies every taste and desirefrom sun and sand to mountains and snow, from ancient monuments to adventure holidays, from gentle traditions and customs to rugged landscapes and daunting rivers and valleys. Located in the south of Asia, India is bordered by the Arabian Sea to its west and the Bay of Bengal to the east. India’s sheer size means the country has a varied climate and terrain, stretching from the Himalayas in the north, to deserts in the west, plains in the central region, and plateaus in the south, about 7,500 km long coastal line and rain-fed tropical forests. In general, the mountainous regions to the north have the most distinctive seasons, while the plains to the south are dry and hot, and the coastal regions enjoy a relatively moderate climate year round. Summer lasts from April to the middle of June, when temperatures rise to over 40 degrees centigrade in many parts of northern and central India. December, January and February are the coldest months, when temperatures drop to near zero in northern India, the south rarely experiences temperatures below 10 degrees centigrade. With 1,500 dialects and 22 official languages, all the world’s major religions including Hinduism, Islam, Christianity, Jainism, Buddhism, Sikhism, Zoroastrianism and Judaism, various styles of art, architecture, literature, music and dance, cuisine and several lifestyles from the urban and rural to the tribal, Indian culture is a rich confluence of various diversities. India’s music spans various traditions, from regional folk songs and music to tribal music, from classical and semi-classical traditions to popular and film music. Indian dance has an unbroken tradition of over 5,000 years, with themes drawn from mythology, legend and classical literature. The diversity of Indian dance forms spans folk and tribal dances with their regional variations, and classical dances, based on ancient texts with rigid rules. Some of the major classical dance traditions are Bharata Natyam, Kathak, Odissi, Manipuri, Kuchipudi, Mohiniattam and Kathakali. Indian literature dates to the oral tradition of the Vedas several thousand years ago, and the great epics are still an integral part of daily life. The oral tradition continues through folk songs and dramas. The tradition of dance-drama in India has ancient historical roots, and is kept alive by a vibrant tradition of folk theatre. The renowned Taj Mahal in Agra, one of the ‘Wonders of the World’, has become a symbol of eternal love and is an imperative for the first-time visitor to India. The 17th century monument is a magnificent yet intricately delicate composition in marble, its beauty captivates and enthrals immediately. The impressive Agra Fort and nearby Fatehpur Sikri add to the attractions of Agra. The Himalayas in the north are endowed with some of the most beautiful hill stations in the world. Escapes for the British rulers from the summer heat, these little towns, such as Nainital, Mussourie, Dalhousie, and Darjeeling, still retain some of that old-world charm. The pretty valleys of Kullu and gushing mountain rivers provide rare opportunities for trekking, white-water rafting, skiing, or adventure sports amid splendorous mountain vistas. For the historically-inclined, ancient temples and monasteries are to be found along traditional trade routes to Central Asia. Rajasthan, the desert State in the west, with its rich heritage of majestic forts, imposing palaces and historic temples, is an immensely popular tourist destination. Its colourful people and crafts enrich the arid desert landscape. Camel rides and camping in the dunes offer a romantic escapade. Jaipur better known as ‘Pink City’ of India and also the capital of Rajasthan, is famous for its forts and palaces. One can visit Amber Fort, Jaigarh Fort, City Palace and Hawa Mahal in Jaipur reflecting India’s rich cultural heritage. Goa, situated along the Arabian Sea, is a prominent beach resort and offers a perfect fusion of East and West. The erstwhile Portuguese colony still reflects the unique cuisine and beautiful cathedrals of its earlier masters, while the laid-back atmosphere on the beaches provides the ultimate relaxation. Some Guidelines Who can apply
Employees and officials in Government, Private and Public Sector, Parastatals, Universities, Chambers of Commerce and Industry
Having 5 years minimum work experience
Applicants who are between the age group of 25 to 45 years.
Who are medically fit.
Return international airfare by excursion/ economy class
Course fees
Accommodation – hostel(depending on availability, it could be on single or sharing basis) or hotel in case of non-availability of hostel accommodation.
Living Allowance @ Rs. 25,000/- per month. Candidates are, among other things, expected to meet the expenditure for their meals from this amount.
How to apply
Applications must be submitted in the prescribed ITEC/SCAAP Form to the nodal Government Department/Agency of your country designated to nominate candidates. The nodal Department/Agency will in turn forward the applications to the Embassy/ High Commission of India.
General Information
Applications must reach the Indian Embassy/High Commission no later than 3 months before the commencement of the Course.
Upon selection, the Embassy/High Commission of India will inform the concerned nodal Department/Agency who will in turn inform the applicant.
Selected candidates are required to fully familiarize themselves regarding living conditions in India and the Institutes through the websites of the concerned Institute.
Decision for grant of scholarship rests solely with the Ministry of External Affairs, Government of India.
Eligibility criteria for admission to courses
Must have the required academic qualifications as laid down by the Institute for the selected Course. Must have working knowledge of English to follow the Course.
