JAL KRANTI ABHIYAN Why Required? – Per capita water availability declining year after year. – If not addressed properly in a timely manner, the fast growing water demand may lead to conflicts. – Urgent need to promote as well as consolidate activities of water conservation, optimisation of water use efficiency and water demand management through a holistic and integrated approach.

Selection of Jal Gram in IBO • The “Jal Grams” are to be selected by the district level committee. • Accordingly, the Jal Grams were selected in all the 4 states i.e J&K, Punjab, Haryana & Himachal. • During celebration of “Hamara Jal – Hamara Jeevan” programme, one water stressed “Gram” was selected in each district of the state. • One more water stressed “Gram” in each district was selected during “Jal Kranti Abhiyan”. • The above two villages have now been adopted as “Jal Grams”. • Even after selection of “Jal Grams” as per the guidelines, we have again consulted with the concerned state authorities also, like department of Agriculture, CAD and Irrigation etc. along with the district administration to further consolidate the selection of the Jal Grams.

Achievements of Abhiyan 1. Involvement of farmers and making them to feel the need for “Kranti�. 2. Successful in creating awareness about the importance of water conservation. 3. Awareness about the different programmes being run by different Government agencies. 4. Bringing all the stakeholders along with the planners and executing agencies under one umbrella. 5. Farmers understood the importance of conjunctive utilisation of ground and surface water.

6. The Abhiyan has been very successful in making farmers aware and enthusiastic about PIM and WUAs. 7. Farmers have now some realisation about importance of their active involvement in the planning of the project. 8. Awareness about the importance of traditional water bodies and farmers now realise the need to conserve and rejuvenate them. 9. The Abhiyan has been successful in bringing even women farmers also to participate actively which will be helpful in identifying “NEER NARI”.

10.Helping interaction between the farmers, planners and executing agencies. 11.Now even different state agencies have started to realise the need of integrated and holistic planning with the involvement of stakeholders at the grass root level. 12.Farmers are enthusiastic in donning the role of planner for their own villages. 13.Out of these 4 states & 1 UT, Haryana has been selected by MoWR, RD & GR for development of model command area . 14.State govt. and CWC has jointly identified a model command area in Ambala district of Haryana. State govt. is in process of preparation of DPR. 15.Funding of this model command area will be for existing CAD&WM programme going on in the district.


Future Roadmap • State govt. is to be engaged more by convincing them about the importance and need of the “Jal Kranti Abhiyan”. • Activating the committees at different levels with the help of state govt. and ensuring active participation of all stake holders in the meetings. • Preparation of water security plan for each “Jal Gram” with the help of block and village level committees. • To motivate the state authorities as well as farmers for forming the WUAs and practice the PIM. • To sensitise villagers about the importance of traditional water bodies and traditional region specific practices for water conservation and keeping them clean.

• Capacity building and training Farmers & other villagers. • To create more awareness at the grass root level about different programmes being run by different agencies related to water resources. • Jal Mitras and “-are to be identified and necessary training imparted to them for tackling water related routine issues. • Necessary steps for preparation of Sujalam Card for every Jal Gram.

• Encouraging State Government for adopting State Water Policy in line with National Water Policy 2012. • Identifying innovative technology and traditional region specific knowledge for water conservation.


Major recommendations made during “Jal Kranti Abhiyan� 1. Water conservation and management is the need of the hour to deal with the problem of water shortage in the country. 2. One of the major reasons for water shortage is the pollution of water bodies. 3. Awareness should be created amongst the younger generation preferably in schools and colleges for water conservation as well as about pollutants hazardous for water bodies. 4. Need to increase water use efficiency especially in irrigation sector. 5. The traditional water bodies needs to be rejuvenated for water security.

State govt. needs to promote and if required incentivise such practices which promote water conservation practices.

7. Some water storage structure like pond may be constructed at the tail end of the canal to store water during abundance. 8. Micro irrigation practices may have to be promoted more vigorously by both central and state govts. 9. However, Central Govt. may have to review its guidelines on CAD & WM projects especially on rates of micro irrigation per hectare. 10. Similarly, the guideline on RRR may also have to be reviewed especially on requirement of water spread area for considering them under CSS, if traditional water bodies are to be rejuvenated.

11.Central govt. should promote use of renewable energy in micro irrigation and in minor ground water schemes. 12.Cropping pattern needs to be reviewed & optimised and should be based on optimal use of available water resources, soil and climate of the region. 13.Possibility maybe explored to recommend cropping pattern to be adopted in different parts of the country especially in water stressed areas. 14.At some places there is acute shortage of even drinking water which needs immediate attention. 15.It was suggested to plan check dams in a cascade from the higher elevation to lower elevation so that silt could be trapped more effectively.

16. Interaction of farmers with Govt. officials need to be more frequent so that they could convey there problems. 17. The old ponds and water bodies need to be kept clean. 18. Thrust is to be given on rain water harvesting and ground water recharge. 19. More of salt-tolerant crops need to practiced in the brackish/ saline water zones and polyhouses may be promoted. 20. There is a need for adoption and promotion of resource conservation techniques, such as improvement in irrigation efficiencies, reduction in application losses, improved irrigation methods, water saving in paddy by optimising the height of dyke, bed planting, mulching etc.

21.Cavity wells may be used for recharge during monsoon. 22.Exploration and delineation of paleochannels need to be accelerated. 23.Effect of climate change needs to be taken into account in planning of water resources projects. 24.Water budgeting is need of the hour so that planning could be done accordingly. 25.Steps need to be taken to free the farmers from the clutches of middle men and farmers should decide the price of their product. 26.Traditionally, in Indian culture water and water bodies were worshiped. It is felt to revive those practices and remind people the importance of such water bodies in our life. More awareness programmes may be planned in this regard.
