Before the end of this month and the coming of June, there will be a very important moment, for Indonesians as well as expats: the official announcement of the results of the 2019 presidential election. Hopefully, after the announcement, the political tensions will decline and the Indonesian people will be able to reunite without the mutual suspicion and distrust that has come about due to political differences of opinion. In June, we will welcome Eid al-Fitr; a special day for Muslims, celebrating the end of Ramadan and the month of fasting and increased prayer. This is a moment of togetherness and a time to be with family. We send our best wishes for those who will be celebrating this Eid al-Fitr. 2019 Jakarta Property Market Outlook Jones Lang Lasalle, a world leader in real estate services, has published its Jakarta Property Market Update for the first quarter of 2019. With Indonesia set to become a new economic powerhouse in the Southeast Asian region, overseas property buyers are paying the country more than just a cursory glance. Have a look at the trends between the CBD and non-CBD sectors to better understand the current health of the market.
MACRO OUTLOOK The fourth quarter of 2018 saw a GDP growth of 5.18 percent. This growth was buoyed this first quarter by a newly operational MRT and an inflation rate of 2.48 percent in March, the lowest rate since November 2009. This is also propped up by a stable benchmark interest rate of 6.0 percent and an improvement of the Rp to 14,160 per USD in April.
THE CBD OFFICE MARKET Though some firms are located in nonCBD areas, most of the supply of office space is concentrated in several CBD clusters, particularly in Thamrin, Rasuna Said, Satrio, Gatot Subroto, Sudirman, S. Parman, and Mas Mansyur. CBD Supply Three towers were completed in 2019’s first quarter: the Millennium Centennial Centre, the Sequis Tower, and the Pakuwon Tower. A total of 565,000 sqm of additional supply is expected to be completed this year; the available supply as of the time of publication was 248,000 sqm. CBD Demand Slightly over half (or 55 percent) of all leases signed in the same quarter were by technology and co-working companies. These technology companies encompassed online marketplaces, online gaming, travel booking, and fintech. The rest (45 percent) were occupied by the non-technology segment. CoHive (26 percent), WeWork (14 percent), Regus (11 percent), and Gowork Indonesia (10 percent) dominated the co-working and serviced office market. UnionSpace, The Executive Centre, Marquee, Kolega, JustCo, and CEO Suite – among others – occupied single digit percentages in the demand pie. More than four-fifths (86 percent) of this market was situated in the CBD, 90 percent of which were offices. Quarterly and Annual Net Absorption With a historical average of 194,000 sqm, approximately 97,500 sqm of net absorption was noted in this year’s first quarter. An expanding tech sector accounted for the improving demand seen in 2017 and 2018. This positive trend is expected to continue this year, despite the upcoming election.

Occupancy and Rents Occupancy A gradual fall in Grade A rents has been observed since the year 2015; the latest figure is - 1.1 percent q-o-q for Quarter 1 of 2019. Despite this, JLL has reported an overall encouraging demand for Grade A properties. The occupancy percentages for the different property grades were stated as follows: Grade C: 92 percent; Grade B: 86 percent; CBD Average: 76 percent; Premium: 70 percent; and Grade A: 65 percent. Five-Year Market Outlook Occupancy Occupancy rates will continue to fall in the short term as a result of huge supply volumes. This trend is expected to reverse in the long term due to continuing strong demand and an improvement in occupancy levels as a result of less supply.
CBD 2019 QUARTER 1 OVERVIEW . New supply of 248,000sqm was recorded this quarter, with more supply expected over the next two years. . The existing stock at present is 6.4m sqm. A new supply of 0.87m sqm in future is expected. . CBD occupancy is over three-quarters, or 76 percent. . A net absorption of 97,500 sqm – or more than half of the historical average of 194,000 sqm – was noted. . Grade A rents fell to – 1.1 percent q-o-q. The current Grade A rent is Rp277,326 psm pm.
. Rental outlook is falling. Rents are predicted to compress further in 2019 with a measure of stability later in the forecast horizon.
THE NON-CBD OFFICE MARKET Non-CBD Supply The non-CBD office market, meanwhile, saw one new completion for the same period. Park Tower Jakarta, in Central Jakarta, stands at ±28,900 sqm and is expected to deliver a total of 311,000 sqm by the end of the year. Quarterly and Annual Net Absorption Nearly 40,000 sqm of non-CBD space was absorbed in Quarter 1 of this year. In comparison, the annual average is 107,000 sqm. This is more than half of 2018’s annual absorption of around 75,000. Non-CBD demand held up well in the consecutive years of 2015 and 2016 when CBD demand was weak. This quarter’s demand has similarly been observed as healthy. Occupancy and Rents Occupancy A continuous rise in occupancy rates (78 percent) was seen in TB Simatupang. Slight increases were likewise discerned in West Jakarta (76 percent) and South Jakarta (81 percent). Central, East, and North Jakarta's rates, on the other hand, were seen to be levelling off to 90 percent, 92 percent, and 60 percent respectively.
Non-CBD rents continue to decline; -a 0.4 percent q-o-q was recorded in TB Simatupang. Supply, Demand, and Rents After bottoming out three years ago, in 2016, another quarter of steady rises in occupancy was gleaned from the historical trend. Falling rents and slowing decline is the present trend of the non-CBD market, with South Jakarta rents beginning to stabilise. Next year’s forecast points to rising rents and slowing growth, with supply pipeline front-end loaded in the non-CBD market, along with first recovery stages possible by the end of 2019. In general, occupancy remains stable; supply matches demand.

A supply of 0.5m sqm in the future is expected. . Non-CBD occupancy is close to four-fifths, or 78 percent. . A net absorption of 39,000sqm – or more than half of 2018’s annual absorption of around 75,000 – was noticed. . Occupancy improved in TB Simatupang, although rents fell to – 0.4 percent q-o-q. The current rent is IDR 115,442 psm pm. . Rental outlook is steady.

An Alternative Ramadan
T
hirst. The thirst. It’s the thirst that gets you. I reckon I could go for days without food, as long I could drink some water. But it’s Ramadan, so nothing passes my lips until sunset. The alarm on my phone is set, my air tebu readied to slide down my throat like the first rains of the season in the savannah. I first fasted while I was living in Hanoi, three years ago. I was a member of a group chat with some badass Muslim women who were supporting each other through the trial. They graciously put up with my panic, ’Dudes, it’s raining so hard and I was on my bike and the water landed on my lips and I tried really hard but I think I accidentally swallowed some and I think I just broke my fast!!!!!’ (as long as it wasn’t on purpose, they assured me it was all ok!) Learning patience was tough. I’m impatient, used to getting my own way, and relish being able to satisfy my every desire. Being surrounded by food and stalls pedalling freshly squeezed sugarcane juice on every corner was a massive challenge that required a strong presence of mind. Focusing on other tasks was so important, I cooked, read, and worked on maintaining friendships with people back home. Hanoi hit 42 degrees that summer. It was on a Saturday. The height of the construction season meant dust filled air lingering in streets lined with high-rises. I had nine hours of teaching in three schools spread across the city that day. Motorbiking through the chaos that is Hanoi at the weekend was hell. Physically draining, mentally painful.
My favourite moment of that whole month was one afternoon, the suffocating heat smashed into a cold air mass that descended from the Chinese border and a massive storm drenched the city. Every window got opened, I turned off the fan, and listened to the rain pounding against the alley outside my apartment. Those few degrees drop in temperature were blissful, the constant hum of the fan was gone for a little while, a nonfood smell rushed into my nostrils, and I found beauty in such a simple experience. Breaking fast was a lonely experience that year. I worked evenings and my classes started about 30 minutes before sunset, so I’d go in to class armed with my sugarcane juice and an alarm to tell me when I could sate my thirst. I would eat late at night, sometimes with my adorable Muslimahs, sometimes with bemused friends, and then venture to the wholesale veg market in the city. It got going around midnight, perfect for Ramadan shopping in ever so slightly cooler air. I found a sense of inner peace. When I realised that I was, in fact, able to control my desires it kicked in my competitive side and I loved seeing how long it would take before I would feel thirsty. I would cook more elaborate food just to put temptation in my way. I felt like I formed a bond with the women I was in the group chat with, they were happy to educate me and answer some of my dafter questions. An emergency trip to the dentist had me worriedly asking about swilling my mouth and that weird suction/ water thing they use!

The most important part of my appreciation for those boss ladies is that I’m atheist. According to my world view there is no God, or gods. I’m pretty sure, based on historic records that Moses, Jesus, Mohammed, and many others religious figures actually did exist, but I assign no special powers to them. I wholesale rejected my British, Protestant education at the age of eleven, read Richard Dawkins all through my teens, and would have gone as far as labelling myself anti-theist in my early twenties. How does an avowed and determined atheist end up observing Ramadan? I chose to fast then, and still do now, because it helps me be a better person. My journey to understanding Islamic culture started with a move to Malaysia in 2011, and was greatly accelerated by meeting my Muslim partner in 2015. I know my future will be surrounded by Islam: my partner, my friends, my community, the children I will hopefully have, and my future in-laws. If I’m going to be around people who take on this challenge, and even just exist in a world with over one billion Muslims, being able to
empathise with their shared experience can only be a good thing, in my opinion. This year is my first time fasting in a Muslim country. I’m excitedly waiting for the call to prayer to tell me when I can hydrate, rather than the buzz of my phone. My work schedule means I’m able to share iftar with people who have fasted all day too, and I get to visit Ramadan markets and select my dinner and enjoy the anticipation of what is to come. Waking up for suhar isn’t a weird thing that disturbs my flatmates, whizzing up a smoothie at 5am isn’t frowned upon! Instead of being the one teaching the people around me what I understand about Islam, I am getting to learn from loads of people. I don’t have to explain to anyone what it’s all about, although my script to explain why this British atheist is doing one of the most Islamic of acts is well honed and being put to use. Would I recommend fasting for Ramadan to other non-Muslims? Yes, especially if you have Muslim friends, colleagues, staff, students. But you need to go all-in on it. One day of fasting isn’t going to bring you much of the experience, you’ll be hungry and thirsty, but you won’t have to concentrate your mind. If you want to do it, make a commitment to it one year and tell your Muslim friends so they know to invite you to dinner! In my experience there is nothing but support for anyone going into it with a genuine, kind heart. I’ll warn you now though, statistics show you’re unlikely to lose weight.

e’re delighted to have this opportunity to introduce our Early Years learning centre at the Bali Island School [BIS]. Your child is assured of a great start to their formal learning journey, with teachers qualified and experienced in Early Years, providing an internationally recognised curriculum in classrooms designed with the needs of the young learner in mind. BIS supports students to become confident young learners through an inquiry based learning curriculum. Through play, children construct meaning and define themselves as members of a learning community. We believe that play is essential for young children’s cognitive, social, emotional, and physical development. These areas are inextricably linked and at BIS, we focus on the development of the whole child. Our internationally trained early years teachers and an Indonesian trained teaching partner give learning great context and diversity. Different learning environments and spaces are designed with the learning characteristics of the child in mind, knowing that the structure and routine we are providing will allow the children to become strong, capable and resilient. Teachers facilitate learning using their expert curriculum knowledge and observations of children to ensure that the learning is authentic, purposeful and meets the needs of the learner. Children are actively engaged in a variety of learning situations in our well resourced classrooms. Children, through play not only deepen their content knowledge but develop the attributes of lifelong learners as they inquire, reflect, communicate and take risks. Teachers talk with children about their learning to allow them to reflect on, evaluate, and build on their previous ideas.

As would be expected at an international school we think globally. We believe it is important that we learn about diversity and cultures. The children have been inquiring into why, ‘We celebrate the things that are important to us.’ We have had authentic cultural experiences in our classroom. The children became interested in Nyepi (Silent day) in Bali. They inquired into Nyepi and why it is important to the Balinese culture. The children made an Ogoh-Ogoh as part of their learning and took part in the BIS whole school parade. Children experience a world of opportunities to learn, be inspired and grow at BIS. Our students work with specialist teachers in Music, Physical Education and the Library every week. BIS has marvellous facilities which help to broaden the learning experience of our students. Children have access to two large sporting fields, a 6 lane 25m swimming pool, 2 large covered courts, the best library in Bali and numerous playgrounds which our students regularly access to support their continued growth.
Our 3 and 4 year old students were inquiring into how plants play an important role in keeping us alive. They were quite interested in plants that grow and live in water as opposed to soil so designed a pond which they helped to build with support from our maintenance team. We repurposed an old bathtub and set up the pond in our school farm which is now home to numerous healthy plants and a few small turtles. While there are numerous wonderful early childhood centres available to families in Sanur / Bali, the wholistic play-based experiential curriculum, our highly experienced international faculty and our multiple facilities help to provide an education that is second to none on the island. We look forward to learning with you soon at Bali Island School. To ensure all children have a positive start to their learning the Head of School and Board of Governors have just announced a 50% cut in our tuition fees for all students in our Preschool 3, Preschool 4 and Kindergarten classes coming into effect at the start of the 2019 - 2020 school year.

Revamping Hiring for Industry 4.0 How Our Revolutionary Methodology Works Wonders
P
RIME Consultancy is the licensed partner of Humanostics in Indonesia and together we are helping our corporate clients implement their business strategies by providing tools and guidance through accurately measuring their human capital. By taking the challenges of Industry 4.0 seriously, by using PI Index profiling tools developed over the course of more than 60 years, finally having the right people assigned to the right positions can be achieved. We want to give you an insight into how two of our main tools work; the Behavioural and the Cognitive Assessment.
Focusing on the person, not the population. The Predictive Index Behavioural Assessment™ predicts four primary personality constructs – dominance, extraversion, patience, and formality. These are characteristics that reliably describe, explain and predict day-to-day workplace behaviours. The PI Behavioural Assessment was created through a normative sample of thousands of people. Data collected from this sample was used to identify a normal range of behavioural factor levels for the adult working population (e.g., what is high, average, and low). Typically, benchmarked samples only allow us to see where someone falls on a spectrum relative to others in the working population. In comparison, the PI Behavioural Assessment leverages this benchmarking methodology, but it also reaches beyond typical people-topeople differences to provide a lens into individuals’ distinct drives and needs by comparing behavioural factors.
For example, even though two people may have equal levels of dominance as compared to each other, one person may have a high level of extraversion relative to their level of dominance, while the other person’s extraversion is low in comparison. The relative difference between each person’s dominance and extraversion levels represents a very different set of drives and needs, and these differences impact how each individual will function at their best in the workplace. Providing such insight allows for a true understanding of what people will need to function at their best — what uniquely motivates, drives, or even excites them — in comparison to the needs of others in any location worldwide.
How the cognitive assessment works The PI Learning indicator is a general, 12-minute, timed cognitive ability assessment that measures an individual’s capacity to learn quickly, grasp new concepts, adapt to changing circumstances, and understand complexity in the work place. Cognitive ability is considered to be one of the best predictors of training success and job performance. Conclusive research finds that, when measured, specific cognitive abilities are so highly rated that they represent a single underlying factor known as ‘g’ – general cognitive ability. This means that when a person scores highly on a ‘g’ measure like this one, they are likely to be strong in the area of specific cognitive abilities, demonstrating the capability to perform at higher levels for workplace tasks. Assessment-takers are tasked with completing as many correct answers as
possible out of a set of 50 questions of varying difficulties, that cover: 1. Numerical – 3 people fail the test. 2 people do not. How many took the test? 2. Abstract - A square is split in half diagonally. Which shape results? 3. Verbal – Sally laughs when the bell rings. The bell rang twice yesterday. Which of the following is true? The test-engine builds each assessment so that every candidate experiences a unique set of questions, minimising the risk of cheating and creating the possibility for a second assessment. Instead of “good” vs. “bad’ scores, it is best to think of PI Learning Indicator scores in terms of how they fit with the cognitive requirements of the role. A “good” fit shows an increased likelihood of success through training and job performance, while “weaker” fitting may indicate difficulties in getting up-to-speed quickly, catching on, or figuring things out. It is best to start by identifying a recommended target score based on the role and work environment. The level of job complexity and organisational factors, such as the speed of business and structural impact, helps shape the cognitive demands of the job and is considered when identifying a recommended target score.
Urgently needed: Reliable, Scientifically valid HR Tools that can predict Job Performance. • Reliability: Test-retest reliability for the PI Behavioural Assessment™ has been evaluated in multiple studies with results showing strong stability in intervals of two weeks to four years and adequate reliability
from retest intervals of five to eight years. Internal consistency reliability has been evaluated recently in three studies with an average internal consistency reliability between 0.82 and 0.87. The PI Learning Indicator™ has been evaluated multiple times over the past four years for test-retest reliability as well with studies showing testretest parallel form estimates between 0.71 and 0.81. • Scientifically Valid: Multiple construct validation studies have been conducted over the years, comparing behavioural assessment factors to relevant scales in wellestablished normal personality assessments like the 16PF and NEO PI-R. These studies have shown the strong convergent validity that is necessary to claim that the PI Behavioural Assessment is construct-valid. For example, the correlation between the assessment’s Dominance (A) factor and the 16PF’s Independence factor was 0.47 (p < 0.01) and the correlation between the Extroversion (B) factor and the NEO PI-R Extroversion scale is 0.63. Strong, concurrent validation evidence with similar assessments (e.g., the Wonderlic, Raven’s Progressive Matrices, and Cubix Logix) shows that the PI Learning Indicator provides a solid measure of cognitive ability. • Predicting Job Performance: The PI Behavioural Assessment has been investigated in nearly 500 criterion-related validity studies since September of 1976, across almost all jobs and countries. This body of evidence supports the fact that the assessment is indeed consistently related to important workplace outcomes such as tenure, turnover, sales, and customer satisfaction. Two recent metaanalyses show that it predicts overall job performance, tenure, sales performance, and counterproductive behaviour. • Bias Free: The assessment is bias free. In every study in the last two decades, it has been shown that scores do not differ on the basis of age, gender, or ethnicity. In addition, there is no evidence to indicate that its inclusion in a company’s personnel selection system — either in a compensatory or “multiple-hurdle” selection model — results in adverse impact against any protected class when examining adverse impact via the four-fits rule, Adverse Impact (AI) Rule or the “two Standard Deviations” rule.

A Fresh Take on Fresh Basque Food at Senopati The menu is an impressive feat of culinary ingenuity. The chef's creativity is marked all over the list, showing his ability to invent along with his deep understanding of flavour profiles and his respect for the ingredients he works with. All in all, it is a heady mix of food to thrill your tastes. The list of food that Txoko offers is stunning, there is a great range of Spanish specialities that are of engaging interest to any foodie. Not only the flavours, but colour and shape play an integral role in the menu. Some examples from the menu that caught my eye include; Garlic Prawns Pret-A-Porter; Grilled Octopus with Boletus Cream; Spanish Omelette “Lasao;” Marinated Salmon with Avocado Foam; Seaweed & Squid Mellow Rice; Passion for Chocolate; and Euskadi Tropical. These dishes are very appetising and I’d say my favourite of the range was the grilled prawns, they come served with an open flame, presented on the table. “We want to give a new experience for those who come to this restaurant. We always create something different,” Chef Oskar Urzelai delights in explaining about Txoko, a Spanish restaurant opened one month ago. The new dining spot is tucked away is Senopati, the food is distinctly Spanish but with a new twist. The space it occupies is bright, big, airy, the walls marked with colour and murals in bright colours, with touches of glass around the place. White and blue is the colour palate used, reflecting a traditional Basque country theme. Coastal birds are muralled on the walls, giving an intimate feeling whilst delighting in the cuisine. The concept of Txoko is to revisit the origins of Basque food and return to the flavours of the past. There is a search for the everchanging traditions of Basque gastronomy, reinventing the traditional dishes of the chef ’s repertoire so as to enthral the diners with something innovative. Basque food is served in a range of different yet traditional styles of Spain. The tastes of the Basque country are modified along with other flavours diners will find familiar yet somehow different. Quality, imported products are prepared by the Spanish chef, Oskar, in his homeland style. THREE COMMON MYTHS YOU NEED TO IGNORE ABOUT DOING BUSINESS DURING HOLIDAYS BY TRIIN TIGANE
Having lived in Bali for nearly three years, I’ve experienced various holidays and ceremonies. Perhaps you’ve heard of Galungan, Kuningan or the day of silence, called Nyepi. We are now halfway through Ramadan and I’ve noticed how everybody is pushing to get things done and projects completed before the country “shuts down.” I’d like to share with you the most common misconceptions I’ve heard about how the holidays affect life in Bali, especially when it comes to running a business.
First myth: Bali is going to be shut down during Ramadan Many people think of the period of Ramadan as a month-long holiday and fear that everything is going to be closed. They also believe that if anything happens to be open, it is probably not functioning properly as people are going to be slower and moodier. This is not true. Bali includes a mix of different religions, but is predominantly Hindu. Ramadan does not have as big an impact here as, for example, in the mainly Muslim Jakarta. But, even in Jakarta business mostly continues as usual - perhaps with slightly shorter office hours to accommodate for fasting schedules.
Second myth: All employees want to take a week off after Ramadan Also, the official holidays in Bali are not as long as commonly believed. This year, the official government holidays for Ramadan are June 5 for the end of Ramadan and June 6 to celebrate Eid al-Fitr. The rest of the week is collective leave declared by the government, which companies can implement, but do not have to. If your company implements the collective leave, the days will be deducted from the annual leave balance of the employees. Don’t assume that all of your employees want to have the entire week off – many may prefer to keep their annual leave for other holidays. The government offices usually follow the collective leave policy during Ramadan as well as for all of the Balinese holidays. Bali is happy to celebrate the holidays of all religions.
Third myth: Indonesians only get twelve days off per year When I moved to Indonesia and first encountered the fact that the paid annual leave is 12 days, and applicable only after a year of working, I was shocked. Coming from a country with
28 days of annual leave, it sounded inhumane, even though I love scrolling through my mailbox whilst lying in bed with my coffee on my days off. When my work here started to kick in, I realised there are quite a few public holidays, and the total number of official days off beats the 28 days form my home country with ease. For example, in 2019 there are 17 national holidays. Dealing with HR matters every day has taught me that there are many other types of paid leave which the employees can make the most of, depending on their dutifulness. You’ve probably heard the jokes that HR should keep a list of dead family members to make sure that the same grandfather didn’t die twice. These jokes have a real basis in the law – death of a close family member gives three days paid leave and a notso-close relative entitles a worker to one day. Paid leave is also granted for many other family and religious matters, and is pretty much unlimited, unless the person is sick for a year in a row. The number of holidays be what it may, don’t be discouraged and make the most of it. Keep in mind that in practice, it is common to also schedule meetings on days off. Keeping the business open while others are on a collective leave might also be an effective way to beat your competition.

N
ature’s most beautiful places are usually hidden. Some are far away and some pose a bit of a challenge to access. The curiosity to see them itself increases their beauty many fold in our minds. When talking about West Java, natural beauties are aplenty and they are not too far away from the cities and towns to be able to reach them. West Java is a mountainous region, replete with rainforests, lakes, and volcanoes. Nature abounds in these geographical formations and their influence spreads to nearby towns with the swell of mountains and the spiralling of pine trees. I usually reach my workplace early morning, and on days with clear skies, the twin mountains, GedePangrango’s outline in the orange horizon, catches my eyes for minutes before I settle down at my desk with a cup of coffee. Like any Jakartan who would love to get out of the foul air that taints the eyes, ears, and nostrils, I used to drive out towards Bandung and Puncak during my early days in Indonesia. The lines of cars got steadily longer and these two green spots were riddled with Jakartan number plates. As options varied year by year, Sukabumi started taking a prominent place on the weekend getaway radar. Less renowned than its summer-retreat famed neighbour, Puncak, and less opted for because of its remoteness and trafficky route, it has not been able to woo weekend travellers. Lake Situ Gunung. That’s where crowds do not flock. If you had a chance to view it from up above, it would look like a small bowl of water held between forested mountains and a symmetry of pine trees. The air around the

lake is silent at any time of the day. When the occasional grumblings from the crickets and the cicadas rise up, there is a mingling of the fauna and the flora.
Though the lake and its surroundings look pristinely beautiful at any time of the day, the best time to take in the atmospheric views is just before and during sunrise. When the rains pour down overnight, early mornings can be very misty and it creates layers of white sheets just above the water. Once the first rays of the sun descend on the valley, they mingle with the mist to transform the entirity of nature into a spectacular scenery. I reached here around 4.30 am to witness the ghostly form of the trees, the mountains beyond and the lake itself. Up above, the moon was still pretty bright though getting ready to give up the spacial realm to a mightier force. Its reflection on the still water was a spectral sight. The landscape in front of me wore a dark shroud reflected by the lake in clinical precision. Its outline looked like a giant bowtie stretching from left to right with the twin mountains in the background.
Come 5 am, the sky was slowly brightening, revealing the greenery in front of me little by little. The mist was pronounced and clear among the trees. It seemed to flow in a milky white formation, blending in with the darkness to produce a contrast. Another 15 minutes, the first rays got reflected by the clouds above, brightening the air around the lake even more. That revealed a small island in the midst of the lake with beautiful plants. The mist got even thicker beyond the island where the trees are, uncovering the outlines of men. There were two, or three, near a makeshift tent, sitting on their haunches. I wasn’t sure what they were doing, but then, all of a sudden, one gets up excitedly with a rod, trying to lift something from the water hurriedly. The fishermen had been there all night. They were both patient and persistent in waiting to get a bounty that would fetch some wherewithal for the week. These fishermen come from remote Sundanese villages around Sukabumi and some as far away as Pelabuhan Ratu. Some lakes and rivers are indentified by certain fishing communities as “their own.” That’s deemed to be more of a nature’s rule than having anything to do with legalities.
The sun got up in the sky, but being cloudy, I only got the brightness, not the light itself. The dark shroud was now metamorphosed into a green livery. The mist continued to play the background music and the moon started to fade into the sky, ready to return later that night. Behind me, the tall pine trees were still silent, standing majestically, dwarfing me by a mile skywards. They were symmetrical, and when I turned around to them from a distance, I could see their brilliant texture reflected in the lake. The boats anchored near the banks had not come to life yet. An elderly gentleman, who was one of the fishermen on the island, walked towards the bank. I smiled at him, hoping to catch a conversation. I asked him if he was happy with the catch. “Lumayan,” a smile flashed and off he went as he told me he still had to check a trap somewhere beside the lake.

Mad as Hell? Someone’s Listening BY DUNCAN GRAHAM

Rifai would not rank the agencies which listen best and absorb suggestions for betterment, but did say: “The police are one of the most responsive.” “Chasing criminals is not our job,” he added. “We’re a dispute resolution service. Our task is to hear people’s worries and work through mediation.” A quick and casual check with everyday Indonesians drew puzzlement when asked about the Ombudsman, but Indonesia Expat’s totally unscientific survey is backed by statistics. The office drew only around 10,000 complaints last year, a jump from 6,000 two years earlier. As citizens become more familiar with their rights, so the workload increases. A further 75 staff may be recruited this year.

xpats that have been angered by bad bureaucracy are often tempted to cut their losses and move on. They might know how to right the wrongs in their home country, but in Indonesia things get done differently. Yet, there’s one service foreigners would understand, even though they don’t know it’s here. Duncan Graham reports: Indonesia can thank a long-gone guru for not expelling a cheeky student: the teacher’s reluctance to punish means the Republic has an Ombudsman who understands the importance of airing wrongs. Back in the authoritative 1980s, school kids knew their place; they muttered privately about their elders’ failings but few dared to comment openly. An exception was Amzulian Rifai, then at the Lubuk Linggau State High School in South Sumatra. The teenager liked to write and originally wanted to become a journalist. More importantly, he could always sniff out an injustice, which would air out in a student union newsletter. “I criticised a teacher who’d come to class, pass around books, tell us to read, and then go out to drink coffee,” Rifai said. “That could have got me into real trouble, but I was defended by others and survived – perhaps because I had an outstanding student award. But I had no idea of becoming an advocate for people’s rights.” “Even later, when studying law in Australia, and where I first encountered the Ombudsman during fieldwork, I had no ambition of starting a similar service in my homeland.”

However, the numbers fall far short of the 41,300 ‘approaches’ made in 2017 to the Ombudsman in Australia, a nation with less than one tenth of the Republic’s population. Maybe Australia fosters a culture of whinging, while Indonesians are more accepting of civil servants’ failings; however the more likely reason is that the Ombudsman Down Under is well known and receptive. University, a private lawyer and a business director. He also continued to write – he has had 800 essays published so far. All these profitable positions had to be jettisoned in 2016 when he shifted to Jakarta to take the position of head of Indonesia’s dispute resolution service. This organisation now has a shiny, city centre office with walk-in facilities for the dissatisfied, and branches in 34 provinces. It employs 600 staff and eight specialist ombudsmen to handle different parts of the nation’s vast bureaucracy. The roots of “Ombudsman” are Old Norse and mean “representative.” Vice President Jusuf Kalla was nonplussed so asked Rifai to find a better term in Indonesian; but it has defied easy translation – as in other countries. The idea of having an independent office where the aggrieved can complain about public services, and maybe get some resolution, is popularly believed to be a Swedish idea from the early 19th century; however, a similar system may have existed in China and Korea more than 2,000 years ago. Getting the idea to Indonesia took a while; the Ombudsman’s office opened in 2008, eight years after the first decree was signed by the late President Abdurrahman Wahid and more than 30 years since it was first introduced in Australia. It’s also spread to big companies, which employ their own ombudsmen to handle product and service grievances.
When consumers win, their stories often get media coverage. Rifai says his officers don’t just wait for the angry and annoyed, but send out mobile units to smaller towns where they run clinics. Most gripes are about regional governments handling land ownership certificates and building permits. Next comes education, particularly school fees levied when public schools are supposed to be free. Third is hospital health care. Here, the Ombudsman has a “quick response unit” to handle worries where a patient or relative alleges that treatment or non-treatment might threaten a life, but non-urgent issues take time. Rifai defended the system arguing that it needs to be fair to both sides. When a protest is lodged, the allegedly naughty department is given about a month to respond. Inevitably, the ping-pong gets tedious; in this business frustration is a flaw, tenacity a virtue. Eventually both sides may end up confronting each other with an Ombudsman officer trying to mediate. As in “he said, she said” marital rows, reconciliation can collapse, particularly when one side is unsure of dates and times, or hasn’t kept the necessary paperwork. Have there been satisfaction surveys of clients? “Not yet,” said Rifai. “The culture of bureaucracy in this country is changing. There’s been a distrust of public institutions and this must improve. Trust in government and the way it deals with citizens is essential for democracy.”
So, did he criticize his tutors at Melbourne and Monash Universities? “No, everything was good. In any case, I was too busy. My scholarship wasn’t enough – I had to wash dishes and deliver newspapers to survive.”

New Champions and the Cup Final Getting his initiation into adult football at 14 years old with the ISCI team, Alexandre learned from some top-class competitors such as Jang Sunday, Diego Soto, Christian Pena (see photo), and of course his father Stephane! In time for the 2018/19 season, Jakarta Vikings secured Alexandre’s services for JIFL in which he scored 21 goals and achieved 6 Man of the Match Awards – an impressive haul indeed.

elcome to your monthly insight into the world of the Jakarta International Football League. The race to win the McGettigans JIFL title 2018/19 is finally over.
Moving on, each month, we try to feature a different aspect of the JIFL, very often focusing on experience and longevity. This month, and for a change, we decided to feature younger players in the JIFL.
What was effectively a three-horse race, narrowed in April and May to two, and has finished with an emphatic victory by the new McGettigan’s JIFL Champions – Global Expats FC.
What a wake-up call that was! There is almost no youth, proof positive that JIFL is indeed the place for old crocks to play football.
Global, a team new to the McGettigan’s JIFL this season, became champions with 58 points, 163 goals scored, and a goal difference of + 117, a phenomenal achievement - and there’s still one game to play!
But two from the “JIFL Academy” who have lit up the league this year were Alexandre Etienne and Nathan Thompson.
But it has been a team effort which secured Global the title. With players from many different countries and walks of life combining to meet the demands of the fixture list, when not always easy to get enough players, and deliver the results. Global have set a high benchmark for the chasing teams in the next season – well done to all involved.

Nathan is an Arsenal supporter and admires super-quick striker and winger, Theo Walcott. So, there it is. Add in one or two young players at JIS, and that is the youth contingent in JIFL. As one team Captain said, “We are struggling to get players under 40 years old, never mind under 21!” JIFL League still has some games to play to settle the final placings, however the GEODIS JIFL Cup is now at the business end and will be contested by German Plus and Nomads. Nomads, led by Jean Paul Ndo, have been strong all season and could still finish in second place in the League. Andre Domnowsky’s German Plus have not had their best season, but have a number of young players who can change a game. Come along on May 25, 4pm at PTIK Stadium, Blok M, and watch this fascinating contest between two of the JIFL’s giants.
NATHAN THOMPSON
One of the German Plus talents is Nathan Thompson, a young gun of BritishIndonesian descent. Nathan joined the squad two seasons ago, when he was 17, and he still used to play with junior teams. He started as a striker, but since he toughened up quickly and has lungs like a horse, nowadays he uses his skills more often as a winger or even right defender.
Global (at the time of writing) have 19 wins from 23 games – so no boring 0-0 draws in that record. With standout performances across the field, including three of the top four JIFL scorers – Georg Winters, Rashid Chandalus, and Christian Pena having scored 92 goals between them, with the same three getting a combined total of 105 assists.

ALEXANDRE ETIENNE
A French national and Jakarta Vikings striker, Alexandre turned 17 years old this year. He is, of course, a huge football fan, particularly of Real Madrid and Ronaldo, and loves a rib eye steak. Alexandre started playing in the JSFA, an international schools’ tournament, U10’s competition and then graduated through the age groups.
Nathan is currently studying business administration, and he is preparing to have a business career within the sports sector. When playing for German Plus, Nathan is often accompanied by his father, Scott, who carefully watches his son's performances, but also checks that he won't develop the drinking stamina of his team mates too early! here’s a feeling of excitement washing over Indonesia, as investment channels open and pour into the archipelagic nation of 17,000 islands. IMPACT is an “Independent Marine Protected Animal Community” – a scientific and professional community, a forum to channel the interests and talents of marine science students at Padjajaran University in the field of marine conservation, especially endangered marine biota. Earache… How long does earache last? It is important to find out first what the cause is. Most earaches in children are caused by an infection of the ear. An infection normally starts to improve after a few days.
What to watch out for in babies and young children with earache: Possible earache in a young child if they: • pull or rub their ear • don't react to some sounds, their hearing seems to be impaired • have a temperature of 38C or above, in other words if they have a fever • if they are more irritable or restless • lack of appetite and when they are off their food • keep losing their balance Earache and ear pain can affect one or both ears.
How to treat earache There are some things you can do to help relieve earache and ear pain. In the first few hours or days even, you can reduce the pain with painkillers. This works more effectively than antibiotics.
Earache and pain in an ear or ears is a common symptom. We often see this in small kids, who like to spend much time in the swimming pool. Particularly young children can be affected. It can be painful but luckily it doesn’t have to be anything serious.

I La Galigo is a musical theatre performance by Robert Wilson that has been showing since 20 0 4 across A sia, Europe, A u s t r a l i a , a n d t h e U n i te d States. The story is based on an adaptation by Rhoda Grauer, of the Bugis epic Sureq Galigo – the creation myth from South Sulawesi.
