NBackin2022, InFlightUSA conductedaninterviewwithXLAviationin Livermore,Calif.,adynamicflight schoolwithauniqueaerobaticapproach toflighttraining.Thisschoolisbackin theheadlinesagainwiththeup-and-comingChiefPilotAnnaZavrazhnova.Not onlydidAnnaexcelthroughherpilot trainingatanalarmingrate;sheisnowa flightinstructorandpursuingcompetitive aerobatics.Schoolowner,MikeHenderson,couldnotbemoreproud.
Incaseyouneededalittleextra motivationonyourflying,itshouldbe notedthatAnnacamefromRussiawhere flight-trainingopportunitiesareverylimitedandexpensive.“WhenItooklessons there,Icouldonlyfly20minutesper

AeroMedandsimplycontinuingtoflyas aSportPilot,havingneverbeenissueda classmedicalrevocationordenialand holdingacurrentdriver’slicense.Thebig downsidetodoingthiswasthelimited definitionofaLightSportAircraft (LSA).Thelowgrossweight,limitto two-placeandlowmaximumspeedtypicallymeantthethousandsofexisting lightplaneswerenolongeravailableto you.MOSAICprofoundlychangesthe definitionofanLSA.Ifimplemented, MOSAICwillallowmostpopulartwoandfour-placeplanes(including retractablelandinggearandcontrollable pitchprops)tobeoperatedbyapilot exercisingtheprivilegesofaSportPilot, meaningnoclassmedicalcertificate.
Therearesomerestrictionsthatmight applyandneedtobedealtwithduringthe commentperiod,butthisisterrificnews. Ofcourse,fornon-commercialoperations,BasicMedisalsoahighly-viable optionthatallowsonetodropoutof bureaucraticruleoveryourhealthand continueflying,butMOSAICenhances thechoicesyounowhave.Somequestionsdoexistandneedclarification,such as,willtheholderofanexistingprivate, commercialorATPcertificateoperating undertheprivilegesofSportPilotbe restrictedtoflyingwithonlyonepassengerorrequireaclassmedicaltoflyat night?Keepreading,Iwilladdressthis concern.
2 FlightSchools –Manyflight schoolshaveshiedawayfromoffering SportPilottrainingasalead-intolearningtoflyathalfthecostofPrivatePilot training.Inotherwords,theabilityto advertisea“pilotcertificate”athalfprice. Themainissuehasbeenthelackoftrainingaircraftthatmettheolddefinitionof anLSA.TheproposedMOSAIC resolvesthatissue,asmanypopulartwoandfour-placeplanescannowbeused forSportPilottrainingandrental.This makestransitioningaSportPilotupthe certificateladdermuchmoreprobable andeliminatestheneedtopurchasean LSAqualifiedairplaneforyourflightline.
3.SportPilotStudent –Thebasic20hourtotalflyingtimeoriginallyrequired ofaSportPilotisretained.Butnow,with extratrainingandendorsements,youcan addnightflying,flightabove10,000 MSL,retractablelandinggearandcontrollablepitchprop.Asnowproposed,all theseadditionsarebaseduponacceptable
levelofperformanceasdeterminedbyan authorizedCFI,inotherwords,trainto acceptableperformance.Onlynight flighthasaClassmedicalissueattached toit,anditisproposedthatyouwillbe limitedtoflyingwithonlyonepassenger, eventhoughalltrainingcannowbedone inawidevarietyoffour-placeaircraft.
4.AircraftManufacturers –Many aircraftcurrentlyinproductionundercertificationstandardscontainedinCAR4B,CAR-3,FAR21,FAR23andASTM ConsensusStandardsalreadymeetthe proposeddefinitionofLSAascontained inMOSAIC.Companiesand/orindividualswishingtoentertheLSAmarketwill beabletouseIndustryConsensus Standardsforcertification,aprocessthat isfarlessburdensomethanexistingcertificationFAR’s.
Thereyouhaveit,300pagesinfour paragraphs…yeah…right!Thiswriter hasquicklyreadMOSAICanddidkey wordsearchestosortoutspecifictopics butwillcertainlynotclaimexpertise. Manyoftheproposedregulatory changesrefertootherregulatory changes,whichrefertootherregulatory changesandsoon.Itiscomplicated.In severalcases,thiswriterspottedwhat mightbeconsideredmajorfaults, althoughitispossiblethatsuchfaultsare explainedawaytenpageslater. Asanindividualwhowasintensely involvedincreationofthefirstSport Pilot/LSARuleandestablishmentof IndustryConsensusCertification Standards,Iapplaudthehardworkand thoughtputintoMOSAIC.Havinggiven MOSAICabriefanalysis,severalquestionscomeup,andseveralportionsofthe proposedrulearetotallyunacceptable.
1.Iseenomentionofanew AirmanCertificationStandard(ACS) thatwillgiveDPE’sthestandardstotest upon,especiallyconsideringthatappli-
cantsmayarriveforapracticaltestwith avarietyofendorsements.Suchadocumentisessential,notonlytoDPE’s,but alsotoauthorizedCFI’strainingSport Pilotsforadvancedskillsrequiringan endorsement.PerADMandCRMprinciples,use“allavailableresources”(industrypartners)togetthisdoneintimeto issueMOSAIC.
2.LimitingaSportPilottoflying withonlyonepassengerinafour-place aircraftisabsurd.Uponshowingthis clausetoanon-flyingfriend,itwas observed,“IguesstheFAAisnotinterestedinpreventingaccidents,justin keepingthebodycountdown.”This NPRMarguesthattrainingtoPTS(hopefully,ACS)standardsinafour-placeaircraftoffersnochallengesbeyondthatof atwo-placetrainerand,infact,maybe easiertofly.Atthesametime,MOSAIC referstothe“FAASafetyContinuum,” withreferencestoboththeoriginalSport PilotandRecreationalPilotlimitationsas pasthistorythatsupportasinglepassengerlimit.Bemindfulthattheoriginal SportPilotisbeingreplacedaftersome 20yearsinservicebyMOSAIC,andthe RecreationalPilotcertificatewasatotal failure.Theterm“FAASafety Continuum”issimplysaying,“let’sjust doitlikewealwayshave.”UnlesssupportingNTSBstatisticscanconclusively provethathavingthreepassengersina lightaircraftspecificallyaddstotheaccidentrate,dropthisridiculousrestriction.
3.Therequirementtohavea ClassMedical,orBasicMed Authorization(whichrequirestheinitial issuancesofaClassMedicalcertificate) toflyatnightistotallyunwarrantedand voidofanyback-upstatisticsrelatingto nightaccidentswith,orwithout,aclass medicalcertificate.Recentstudiesshow 25percentofpropilotsadmittooutright lyingontheirmedicalapplicationswith another56percentadmittingtohaving greatconcernregardingthemedical process.Thesenumbersarebasedupon studiesdonebytheJournalof OccupationandEnvironmental Medicinewithsupportingconfidential inputs.Itisfairtosaythatanunknown numberofpilots,bothproandamateur, eitherlie,omitinformation,orsimply avoidmedicaltreatmentforknown healthissuesandself-medicate.Proper flighttrainingistheanswertosafenight flying,notapieceofpaperinone’spocket.ThispartofMOSAICwilljust encouragepilotstoignoretherule.

parameters on Light-Sport Aircraft (LSA). This includes the replacement of today’s arbitrary weight limit with a flexible approach that primarily utilizes stall speed, with the FAA’s stated goal to allow for larger, easy to fly aircraft of up to approximately 3,000 pounds.
For fixed-wing airplanes, the new definition specifies a “clean” stall speed (VS1) of 54 knots calibrated airspeed, a maximum level flight speed (VH) of 250 knots, and a maximum seating capacity of four occupants – all of which are increases over the current rule – are the only regulatory definitions given for LSA. All else will be governed by industry consensus standards, as is the case today.
Sport pilots will be able to fly any aircraft meeting the preceding definition, and may continue to carry one person other than the pilot regardless of seating capacity. New in this NPRM, sport pilots may fly aircraft with retractable landing gear, constant-speed propellers, and/or complex aircraft with appropriate endorsements. They may also fly at night, however they will need either a current medical certificate or BasicMed certifi-

FAA INVESTS NEARLY $92 MILLIONTO HELP AIRPORTS REACH

Airports across the country are more sustainable thanks to funding from the Federal Aviation Administration, issued on July 11. As part of nearly $268 million in grants, about $92 million will go to 21 airports for solar panels, electric buses, charging stations and electrification studies; investments that support good-paying jobs and their local communities. Also, as a part of this sustainability effort, the agency is providing funding to help general aviation airports safely transition to unleaded fuel for piston-engine aircraft.
“We need to help airports transition their operations as quickly as possible to renewable power. Our investments keeps us on track for the net-zero goal,” said Shannetta R. Griffin, P.E., Associate Administrator for Airports.
Solar Power
Of of July 11 funding, $46.8 million will go to key sustainability projects, including energy saving solar power equipment and infrastructure:
• $22.58 million to Indianapolis International Airport in Indiana to construct energy efficient infrastructure and install solar panels.
• $20 million to Phoenix Sky Harbor International Airport in Arizona to design and construct solar parking structures.
• $3 million to El Paso International Airport in Texas to install solar panels.
• $600,000 to Southeast Iowa Regional Airport in Burlington to install solar panels.
• $333,450 to La Porte Municipal Airport in Indiana to install solar panels.
• $150,000 to Centerville Municipal Airport in Iowa to install solar panels.
• $150,000 Decorah Municipal Airport in Iowa to install solar panels.
Electrification
An additional $44.5 million has been awarded to airports to plan for and purchase electric vehicles and electric transportation infrastructure:
• $16 million to Portland International Airport in Oregon to construct zero emissions vehicle infrastructure.
• $4.8 million to Harry Reid International Airport in Las Vegas to purchase electric buses and charging stations.

The FAA is looking to develop the next generation of aviation professionals through two grants aimed at creating a more diverse pool of pilots and aviation maintenance technicians.
The Aircraft Pilots Workforce Development Grants (https://www.faa .gov/about/office_org/headquarters_offic es/ang/grants/awd/pilots) fund programs that educate students to become pilots, aerospace engineers or unmanned aircraft systems operators. The Aviation Maintenance Technical Workers Workforce Development Grants (https:// www.faa.gov/about/office_org/headquart ers_offices/ang/grants/awd/technical) fund programs that prepare people to be aviation maintenance technicians.
Representatives of eligible organizations can submit applications at www.grants.gov through Aug.16, 2023.

Schools Nationwide Receive $10 Million in FAA Grants to Develop the Next Generation of Aviation Professionals
Twenty-three schools will receive $10 million in grants from the Federal Aviation Administration (FAA) to help attract and train students for careers as pilots and aviation maintenance technicians, the FAA announced last spring.
Twelve of the schools will receive $5 million from the FAA’s Aircraft Pilots Aviation Workforce Development Grantsprogram. The schools can use the funding to create and deliver curriculums designed to prepare students to become pilots, aerospace engineers or drone operators.

The Torrance (Southern California) City Council late last month implemented stringent restrictions on the Torrance Airport, known as Zamperini Field, in an effort to raise money through landing fees and reduce noise by limiting touchand-go landings. They also moved to limit the number of flight schools –meaning two of eight schools will not get their leases renewed – at the airport and phase out leaded fuel in 10 to 15 years.
The City’s transportation committee began meeting and studying the functionality of the Airport, and it’s impact on the community, in December 2022. Items discussed were options for reduction of aircraft operations and noise including the limitation and prohibition of runways, enforcement of early left turn violations, and the commissioning of a noise study to potentially expand the existing noise monitoring system. Additional topics included the implementation of landing fees and the development of a voluntary

The Committee discussed proposals, concerns and feedback from the Torrance Airport Association (TAA) and nearby homeowner’s association representa-
tives. As a result, the Committee provided direction to the City regarding airport landing fees, airport noise mitigation efforts and the phasing out of leaded gas, expecting that within 10-15 years alternative fuels will be available.
Their recommendations met with City Council approval on July 26. The six-part recommendation that was approved includes the following:
1)Accept and file the Transportation Committee meeting minutes of April 12, 2023; and
2)Approve implementation of airport landing fees for all transient aircraft and Torrance-based fixed wing flight school operators with fleets of more than three aircraft, and authorize certain exemptions for military, public safety, and medical flights; and
3)Approve a Letter of Agreement between the City of Torrance and Torrance-based fixed wing flight school operators; and

Vector tracks and identifies aircraft operating at the airport (arrivals, departures, and touch-and-go landings) to determine if they are flying over or touching down, and any aircraft that does not touch down cannot be billed. Any aircraft may create a landing fee, based on the Airport’s rates and charges, so all must be tracked and identified before the applicable rates and fees can be charged. The PlanePass system will also provide other types of operations reports that will show detailed data on all aircraft operations, not just those being billed for landing fees.

5)Discuss the phase out of leaded gas in 10-15 years; and
6) Receive updates on the legalities of prohibiting touch-and-go landings on the south and north runways, imposing a moratorium on new flight school operators, and enforcement of early left-turn violations.

The City will enter into an agreement with Vector Airport Systems of Herndon, VA, that will then install an all-

These invoices are sent via USPS or email shortly after the close of the month. If an aircraft has not been billed previously at any of the approximately 50 PlanePass airports, such as Santa Monica, Camarillo Airport, Napa Valley and Sonoma County, Vector staff researches the aircraft’s registration number to identify the contact information for the owner/operator.
Any penalties for non-payment are to be set by the City. Although non-payment is very rare as Vector collects 99.6 percent of all revenue billed.
The Torrance Airport will charge $3 per 1,000 pounds, all weights, for a minimum of $6. This is expected to create a net revenue of $368,000. The City based this estimate on actual fixed-wing and

“Landing fees are not a solution,” stated Peter Broen, President of the Torrance Airport Association, dubbed “I (Love – heart) Torrance Airport. “The proper intent of landing fees is to recover costs to the airport related to the operation of an individual airplane. The intent should not be to affect access to an airport in order to reduce unwanted traffic,” he said in a July 11, 2023 press release.

tor and individual aircraft user,” he added, noting the vendor in this case will collect 22 percent of billed landing fees.
Noise Mitigation
Since January 2023, all Torrance based flight schools have voluntarily agreed to the following:
• South pattern will not be used for flight training; and
• South runway will only be used for approach and departure. Upon departure, aircraft will not turn prior to shoreline; and
• Flight schools will utilize other airports when possible, sending aircraft in scheduled groups for training; and
• Flight schools will stagger flights as much as possible to avoid saturating the airspace all at once.
City staff continued to meet with HOA representatives, flight schools, and the community to gather input and share what was being done. The traffic in the south pattern has decreased, and the north pattern has not been overly saturated.
Torrance flight schools are utilizing other airports for training and making a concerted effort to be good neighbors in the community.
Broen agreed, saying, “Voluntary agreements between City staff and the flight schools have provided a noticeable reduction in pattern traffic in the south pattern.” However, he also said that when the current noise monitoring system (Casper) was authorized, the City was sold on the idea that implementation of the system would substantially reduce the community’s noise exposure.
“Of course, the system did little to reduce noise,” he said.

“Staff was awarded additional manpower to administer system operation and perform functions, such as reporting. Currently, the City staff is not doing the tasks that they are supposed to be doing,” Broen added.
Broen and the Torrance Airport Association expected the City staff to prepare the following:
• Monthly noise reports including number of noise exceedances as well as violation letters sent

• Noise tests at the request of pilotoperators in order to create procedures for compliance with the noise ordinance.
• Provide noise abatement information to pilots. For visiting pilots, there is no way to access most of the noise abatement information. The best source for airport information for pilots is the Airport Facility Directory (AFD) or apps such as Foreflight (iPad). The current AFD refers to a phone number for noise abatement information. The phone number is not answered. At other airports, Foreflight will provide a link to a City noise abatement page. Torrance doesn’t do any of this.
• Create noise abatement guidance. The City staff recently created an updated noise abatement brochure. This was a replacement for the flyer that was more than 20 years old (with minor changes since). The new brochure removes the information such as altitudes and power recommendations that provided the benefits.

“The staff decided that any advice to a pilot regarding flying techniques might create some added liability in the event of a mishap. If the noise abatement department cannot provide noise abatement advice, then why have them,” states Broen.
The City Council agreed to a full noise study (around the entire airport) with the potential of adding four additional noise monitors (two on the southwest side and two on the northeast side). The total one-time cost is $164,500 ($33,300 for the noise study including rental of portable mobile noise monitors and $131,200 for the four noise monitors), plus an annual cost of $10,000 for support and maintenance.
The cost of these efforts could be funded from a newly established landing fee or existing Airport Fund revenue sources. City staff will amend the current contract services agreement with Casper Airport Solutions and appropriate additional budget to the Airport Fund’s fiscal year 2023-24 operating budget for these activities.
Eliminating Touch-and-Go Landings
The two general issues with noise impacts on the communities surrounding Torrance Airport, according to City Staff, are the high frequency of flights generated by flight schools, and the low flight altitude of aircraft turning to the southwest over noise-sensitive neighborhoods immediately after takeoff.
City staff and counsel are currently in discussions with FAA in order to pursue the prohibition of such landings through a City ordinance banning touchand-goes and requiring all takeoffs to start from the end of the runway.
Coordination efforts with FAA remain important, notes the City staff. There is already some level of restriction on touch-and-go landings in effect at Torrance; therefore, the City can build off of the existing structure in order to pursue the elimination of touch-and-goes from both the south and north runways. The restriction on touch-and-go landings would result in aircraft being at a higher altitude when they leave the airport property, further minimizing the noise impact.
The City Council agreed to ask for an ordinance, taking into consideration FAA legalities, that would ban touchand-does on weekends and city holidays and allow such operations only from 10 a.m. to 6 p.m. on weekdays.
Further, the council voted to reaffirm a 1977 resolution that allows only six flight schools to operate at the airport. There are currently eight. The City will not renew the licenses of the latest two schools that opened at the airport.
“Flight training traffic is at an alltime high in order to fill a temporary shortage of commercial pilots, said Broen. This industry is always cyclical. It would be unfortunate to do permanent damage to the airport and its businesses to solve a short-term issue,” he stated.
In a final action, the City agreed that the use of 100-cotane unleaded fueled (G110UL) should be used in every general aviation spark-ignition and every airframe powered by those engines. The elimination of leaded fuel at Torrance is set for 10 to 15 years from now, acknowledging that transitioning to unleaded fuel should be practical and safe.
Aside from the fuel issue, the Torrance Airport Association feels it is not being heard. “It would be of great benefit if the City staff started to be transparent and honest with the pilot and neighbor communities and to make use of the great store of aviation knowledge resident in the aviation community,” stated Broen.
The City Council meeting, where these initiatives were passed took place on July 26, during AirVenture in Oshkosh. Many pilots from the community were unable to attend, having long committed to attending the country’s largest airshow. However, some businesses representatives from the flight schools, along with their students did attend. They were strongly outnumbered by residents who packed Council chambers. Mayor George Chen said he was unaware that AirVenture was taking place when he added the airport issues on the agenda. Association members who were in attendance said that the initiatives passed had not be “thought out” or considered by City staff in terms of solutions offered by pilots and business owners at the airport.

Construction started June 20th, and Flight Training began October 12th. 5,310 students entered training. By May 1, 1944, 110 marriages had been performed in the base chapel; more followed. Eighty-two babies were born in the base hospital – 40 girls and 42 boys. Sadly, 42 young men were killed in training. The last Army Air Forces class graduated June 27, 1944.

Mike talked a lot about how some of the old military ways have declined in flight training. “Many students are just passing, but what sets XL apart is that we make sure every student is well equipped to handle difficult situations. It’s all about using good judgment in flying and in life.”
Of course, when it comes to using strong critical thinking skills, Anna is a great example. Not only has she been working on planes in the XL hangar; she has logged logbook hours toward her A&P certificate. “It is important that people know how their planes work. Many pilots only know the basic specs of their airplanes, but they should know more about how these machines fly,” she said. She knows how to change tires and has worked on several training planes at the school.
While both Mike and Anna have been busy giving lessons this summer, they have plans to attend the upcoming Reno Air Races, which unfortunately, will be the last race held in Reno. It will be a short break from the bustling business they have
built along with CFIs Allan Crabill, Clint Beacham, and Mike Healey who is an ex marine, airplane carrier pilot, lieutenant colonel, and owner of some of XL’s airplanes. He is also a Gold Seal CFI who got his multi- and single-engine commercial pilot’s ratings at XL.

Whileattendingtheceremony,I learnedaboutLarry’sincrediblelifeof strengthanddedicationasIsatinthe RowlandFreedomCenterandwitnessed manyofhisgoodfriendstakingturns sharingstoriesaboutthishard-working andcaringindividual.Iwashonoredto havehadtheopportunitytonotonly watch,buttositdownwithLarryandlistenashesharedhisownstoriesandlove foraviationandphotography.Larryisa teacherandasourceofinspiration.He continuestopassonhistoricalstories throughplanning,developing,andhelpingtofacilitatemanyamazingairshows andeventsandaffiliationsasfollows:

DuncanMiller[dec]usedtoorganize manyeventsathishangarattheNutTree Airport,thepurposeofwhichwastoperpetuatethelegacyofWWIIaviators.The manypicturesoftheDoolittleRaider`s exhibit,alongwiththeimagesofwarbirds intheRowlandFreedomCenter,isatestimonialtohisinvolvementasanadvocate. ThatiswhereImetLarry.Duncansaid, ‘youneedtogetLarrytohelpyou.He knowseveryone.’Thateffortwastobe laterknownasthehighlysuccessfulseries, “WingsofVictory”AirShows,1987-90.It washeldatthathistoriclocation.Thiswas thehingeoffateforthePacificTheaterof OperationsduringWWII,HamiltonField, Novato,Calif.,1976theUSAFdecommissionedthebase.In1986,Iresurrectedthe grandoldbase.WebroughtbackWWII aviationhistorytoHamiltonField.Iwas theFounderandAirShowDirectorof Operations.AviationwriterJeffEthell [dec]andwell-respectedauthorof WWII Aircraft calledtheseriesofHamilton FieldAirShowsthe‘ApexofAir’ofall WWIIShows.WelostJeffinaP-38crash. In1988,wehadover300WWII planeswiththehelpofLarryand Duncan.Theytogetherralliedthe Warbirdpilotsandcrewsthroughout Californiatoattend.Thatcollaboration wastolastformany,manyyears,long pastthe‘WingsofVictory’era,inmany othervenuesandcommemorations. CharlesKrugisknownforestablishingNapaValley’sfirstcommercialwinery in1861.Hissuccessandleadership sparkedawaveofnewgrowth,andby 1889thereweremorethan140wineriesin operation.Afteraperiodofdeclineinthe early20thcenturyalongwithProhibition, theindustrybeganaslowlyrecovery.In 1933,Iwasborn.TherepealofProhibition occurredthesameyear.Thisaccelerated thebeginningoftremendousgrowthofthe NapaandSonomaValleysintoaworld renownwinecountry.

Today’splanwastoswaptheleft andrightdisplayscreens,eachofwhich includesafullsetofprocessors,andsee iftheproblemfollowedthescreen.But beforeIdidthat,Itriedthetestfunction, anditworkedperfectly.Nofaultfound.
Eventually,Ifoundtheproblem.In ordertogetenoughvolumetotheGoPro, Iturneduptheintercom,turneddownthe headsetslider,andturneduptheradio. However,theaudioalertsstayedatthe samelevelandweremadeveryquietby theheadsetslider.Notsureifthisisa GoProbug,anaudiopanelbug,orwhose bug.I’llworkonthisafterOshkosh, maybebeforeifIhavetime. •••••
Heardarealhorrorstorytheother day.Amanboughtaverynicebutrare homebuilt,spentseveralmonthscompletingit,hadapowerfailureonthefirst flight,anddestroyedtheairplane.Hewas uninjured.
Butthepilothasaninterestingbackground.Hewasinaflyingclubinwhich somebodytaxiedanairplanewiththetowbarattached,doingaseriousmischiefto thepropeller.Therewerewrittensignsall
overtheairplanesaying,donotfly.Our boy,undeterred,lookedatthepropeller andwasnotconvincedthattherewasa problem,sohewentandflewtheplane.

Overtheyears,I’veaccumulateda bunchofpartsthatweregoingtogointo anRV-3,andthenintoanRV-10project thatwasacasualtyofadivorceanda move.AmongthosepartswereaCessna masterrelayandastarterrelay.The homebuiltcrowdisunimpressedwith certificatedpartsandIgotpushbackfrom onepotentialbuyerwhenIturneddown hislowballbid.
However,theshopthatdidthemost recentconditioninspectiononmyRV-9A mightbeinterestedinbuyingthemor, evenbetter,tradingthemforthingsthatI wouldotherwisebuyatOshkosh.The advantageofbuyingthingsatOshkoshis noshippingandnosalestax.HorsetradingisevenbetterifIdon’thavetofight crowdsandhaulthingsbacktotheplane.

I’malsoworkingonacameramount inthecenteroftheairplane,betweenthe headsofthetwooccupants.Thesecond generationmountworksacceptably,andI haveanotherideaI’lltrynexttimeI’m outattheairplane.
I’vealsobeenplayingwithHorizon Lock,whichkeepstheimagealigned withtheearthwhiletheplanebobsand weaves.Thatseemstobedesirablefor outsideshots,butterriblewhenshooting theinstrumentpanel.It’samazinghow much,accordingtothecamera,theplane bobsandweavesinlevelflight. Imperceptibly,thatis,ormaybeI’vejust learnedtoignoreit.AndIdon’tknowif thegravitysensorcanbefooledbyaprolongedsteepturn.

Thatbringsupanotherpoint.Alotof thecharmofolderairplanesisthesteam gaugesandpanellayout.Manyofthenew electronicinstrumentscramwaytoomuch informationintotoosmallaspace,almost tothepointofwhereyouneedamagnifyingglasstoreadthem.Sure,it’sniceto upgradeanoldpanel,butthecharacterof theold-fashionedpanelgetsdestroyed. MyRV-9Awithcontrolsticks,andno controlwheelcomingoutofthepanel, lookslikeitwasdesignedwithaglass panelinmind–eventhoughitwasn’t.

Justafter9a.m.onJuly29,2023, theWinnebagoCountySheriffsoffice receivedmultiplecallsaboutanairplane thathadcrashedintoLakeWinnebago. TheWinnebagoCountyMarineUnits
withdiverescue/recoveryteammembers,alongwiththeOshkoshFire Department,WinneconneFireDepartment,NeenahMenashaFireRescue, CalumetCountySheriffsoffice, WisconsinDNR,U.S.CoastGuardand theU.S.CoastGuardAuxiliaryall respondedtothescenetoimmediately
beginanemergencyrescueresponse.
Thereweretwooccupantsinthe plane,aT-6Texan,andrecoveryefforts forthedeceasedoccupantsandalsothe planebeginshortlyafterwards.ThevictimsareidentifiedasDevynReilly,age 30,ofGuadalupe,Texas,and20-year-old ZachColliemoreno,whosehometown
wasnotimmediatelyavailable.The WinnebagoCountysheriffsdepartment isworkingcloselywithEAA,theNTSB andtheFAAintheinvestigation.
At12:24p.m.thatsamedaythere wasamid-airaccidentinvolvingtwoaircraftatthesouthendoftheEAA AirVentureflightlineatWittman RegionalAirport.EAA,Winnebago CountySheriffsDepartmentand OshkoshFireDepartmentpersonnel respondedimmediatelytothescene.The WinnebagoCountySheriff’sDepartment confirmedtwopeoplewerekilledand twoinjuredintheaccident.Theinjured partiesweretransportedtoalocalhospitalandareeachinstablecondition.
Thedeceasedwereidentifiedasthe pilotofthehelicopter,MarkPeterson, age69,ofFoley,Alabamaandhispassenger,ThomasVolz,age72,ofAmelia, Ohio.
AccordingtotheNTSB,theaircraft involvedwereaRotorway162FhelicopterandanELA10Eclipsegyrocopter. Thesewereaircraftthatbelongedto eventattendeesandwerenotinvolvedin theairshow.
AircraftoperationsatWittmanwere haltedwhiletheaccidentwasinitially investigated,buttheafternoonairshow beganatapproximately2:45p.m.,aftera shortdelay.

TheschoolwasfoundedbybushflyinglegendDonLeeandisnowowned andoperatedbyhisdaughter,MissyLee. SinceDonfoundedtheschoolin2002, severalthousandpilotshaveobtained theirseaplaneratingshere,learnedbush flyingandbecameCFIs.
Missyhasanexceptionaleyefor aviationtalent.Inthethreeyearsthatshe hasownedthebusiness,shehasnothesitatedtotakeyoungpilotswithverylittle experienceanddevelopthemintofirstclasscertifiedflightinstructors.Herabilitytohavetheconfidencetomakesuch decisionsmaystemfromthefactthatshe grewuparoundoneofAlaska’smost skilledpilots.

Becauseofthehighlevelofdemand forseaplaneinstructionthatdevelopedfor AlaskaFloats&Skisthisyear,Missy decidedtohireonemoreinstructorthan shehadoriginallyplanned.ThisCFIhas referredtoherselfas“BabyBird”because shewasthelastCFIhiredforthisseason andisveryearlyinherflyingcareer.

Itoffersadetailedaccidentanalysisand addressesflightconditionsandfleetcomposition,accidentcauses,NTSBfindings, atargetedtrainingandpreventiondiscussion,andrecommendationstoreducethe numberofaccidentoccurrences.
Thereportnotesthatabnormalrun-
waycontactdominatesseaplaneaccident causes–thesemainlyoccurduringlanding(90percent),withmanyresultingfrom gear-downwaterlandings.However,loss ofcontrolinflightisthedeadliestaccident causeandgivenseaplanes’uniqueoperatingenvironment,themaneuveringphase iswheremostoftheseaccidentsoccur.
