nceuponatime,almostalifetime ago,therewas a greatcountry whosepeoplewereproudoftheir heritage,nomatterhowbeatenupand scarreditmightbe.Thiswasatimewhen theworldwasthreatenedbyanunspeakable evil.Thiswasatimewhentheentirecountrypulledtogetherwithprideandhonorto supportsonsanddaughtersthatwentoffto battletosavetheworld.Itwasatimewhen therelativelynewphenomenonofmotion pictureentertainment,celebrities,news mediaandothersinthepubliceyeopenly supportedthiscountryandthosewhowere givingtheirlivestoprotectit.Itwasatime ofgrowth,learningandsocialchange. It wasatimewhenthecitizensofthiscountry earnedtherighttobecalled“ourgreatest generation.”Thecircumstancesofthistime arenowreferredtoinseldom-readhistory booksas“WorldWarII.”Thenameofthis mythicalnationwasAmerica.longertaughtinmanypublicschools,and certainlynotinmostuniversities.Instead, weseeindoctrinationandthe“selling”of agendasthatsuittheneedsofscholarsand politicians.Todaywesee a mediathat seemstohatethecountrythathasmade themrichbeyondcounting,politiciansthat wishtorewritehistorytomatchtheirview ofasocializedfutureandcollegestudents whothink WWII wasstartedwhenthe U.S.usedthefirstnucleardeviceagainst anenemy.Prettybleak?

EAAFILES COMMENTSTO DESTROYEDAND SCRAPPED AIRCRAFT
POLICY
OnAug.22,EAAfiledcommentsto a newFAAadvisorycircular(AC)entitled“DestroyedandScrappedAircraft.” TheACmakesheavyreferenceto FAA Order8900.19,whichsharesthesame nameandwasissuedwithouttheopportunityforpubliccommentin2018.
TheorderandACdiscusshowanaircraftisdeterminedtobedestroyedand scrapped.Aircraftdeclaredassuchcannotbe rebuilt,per14CFR45.13and47.41.Order 8900.19definesa“destroyed”aircraftasone havingnorepairable“primarystructures” and a “scrapped”aircraftasonethat“has beendiscardedanddisposedofinamanner thatitcannotberepairedtoanairworthycondition.”Onitsface,thisisareasonableinterpretationoftherulethatwouldallowallbut themostseverelydamagedaircrafttoreturn toservicewiththeproperrepairs.
AswithanyFAApolicy,EAAaimsto ensureconsistent,reasonableapplication inthefield.WhileEAAoffficialssaythey arenotawareofsignificantproblemsin theuseofthispolicyinthepastfiveyears, EAA’scommentstotheACurgethegreatestflexibilitypossible,includingthe expandeduseofdesigneesindetermining

Buteventhemostexperienced,proficientandcurrentpilotsrunariskevery timetheytakeflight.Mindyou,it’sasignificantlylowriskasweareinthemidst ofthesafesteraforGAever.
AfterIgotovertheshockanddisbelief,mymindnaturallywentto:whathappened,wheredidhegowrong(ifhedidgo wrongatall),andwhatcanwelearnfrom suchincidents? I trytoseparatemypersonallossfrommyprofessionaleducation. Itcanbeachallenge,butpilotsarelearnersandwelookforeveryinstancetokeep fillingourmentalspongeofinformation. That’showwestaysafe.
Asweenterintothefallseason,millionsofyoung(andnot-so-young)adults areheadedbacktoschool,continuing theireducationandstayingonthepathto success.Forwepilots,schoolisalways
insession.Werarelytaketime off from ourowneducation – andwhenwedo havesomedowntime,it’susuallyspent intheair,sharpeningourskillsanddiscoveringwonderfulnewdestinations. GApilotsarehungryforknowledge –we’recurious,we’rediligent,andwe neversettleforaverage.

'WE KEPT DOING THE MISSIONS:' WEST MAUI GA AIRLIFT PILOTS GET AOPA-C HAMPIONED RELIEF FROM FAA
By Jim Moore AOPAThe FAA granted and expedited a regulatory exemption that AOPA sought on behalf of pilots flying supplies to West Maui for humanitarian reliefinthewakeofthedevastating recent wildfires in Hawaii.
AOPA petitioned the FAA on behalf of pilots (AOPA members and otherwise) whoestablished an impromptuemergency airlift beginning Aug. 11. They were among the first outsiders to reach the isolated coastal community at the epicenter of one of the worst disasters in state history, the magnitude of which was still becoming known several days later.
The airlift began with a single Cirrus SR22, and grew into a significant operation involving piston singles and twins as word spread via text messages and social media. The pilots, over the course of a few days, delivered thousands of pounds of food, water, medicine, pet food, and other urgently needed items to Kapalua Airport(alsoknownasWestMaui Airport)onthewesternshoreofthe island of Maui, a few miles north of the fire-ravagedcommunityofLahaina. Insulin was among the lifesaving deliveries, with a few flights made to transport shipments that had been mired in a combinationoflogistics(refrigerationis required) and paperwork delays.
“You know, with’” said Laurence Balter, a local flight school owner and
one of the organizers of the airlift.
The FAA on Aug. 17 granted the exemption AOPAsought,waivingthe usual requirement for Federal Register publication to put the decision into immediate effect, removing any risk that pilots who are volunteering their time and aircraft will wind up subject to regulatory enforcement action for accepting reimbursementfortheirfuel.Balter,who organized the airlift with Maui Brewing Co. founder Garrett Marrero, has also raised donations online to be used to reimburse participating pilots for fuel.
Balter said in a video conference on Aug. 18 that the daily flights had slowed to a trickleaslandandsealogistics ramped up, other than one more planned insulin delivery flight. Balter has collected fuel receipts from about a dozen pilots from various Hawaiian islands who have made flights since the West Maui airlift began Aug. 11, but held off distributing any of the donations collected of it out of concern over the limitations in Part 91 thatrestrictcertainpilotsandaircraft from flying “for compensation or hire,” as the FAA defines that.
Balter said the FAA decision to grant the exemption was both appreciated and timely, with President Joe Biden visiting the island soon thereafter. “So, boy, it would be, you know, just a bloody nose if we all lost our certificates for doing the humanitarianaidthatwedid,”Balter said. “Great job to AOPA. I had texts from [AOPA President] Mark Baker as he was flying in his airplane over the middle of the country over some other fires and he says, ‘We will get it done. We will get it taken care of.’ So, we kept doing the missions.”
The FAA agreed with AOPA’s analysis that the need for GA pilots remained ‘s perimeter that allows vehicle access to Lahaina was reopened. Balter noted that the road can be closed by vehicle accidents and other common incidents at any time, so the pilots will keep their cell phones handy in case additional needs arise during the long recovery ahead.
“The FAA understands that limited mobility exists on the roadways in West Maui at this point in time; accordingly, other airports on-island such as Kahului Airport which may be able to accommodate largeraircraftandmoreregular operationsfrompart 119 certificated operators may not be sufficient to serve the needs of the relief efforts,” the agency wrote in the document granting AOPA’s requested exemption. “The FAA’s understanding of the situation on the ground, as presented by AOPA, is that smaller aircraft used by general aviation pilots are more suited to operations using the shorterrunwayattheWestMauiairport. Additionally, this relief is time-limited in duration and only valid until the end of themonth(August),whichmakesit unique from other requests for similar relief. The urgent and short-term nature of the relief does not allow the FAA to providethepart 119 certificationthat would otherwise be necessary for such operations.”
Baker thanked the FAA for acting promptly.
“The FAA’s quick action will further allow general aviation to do what it does best: Rally together and provide assistance when there are few other ways to reach those affected,” Baker said. “Our thoughts are with the residents on Maui, and we feel it”s our responsibility to play a role in the much-needed relief effort.”
These reliefeffortsalongMaui’s western shore have been largely driven by ordinary citizens (Balter, Marrero and the other airlift pilots included) working together, with limited direct government support in the early days, as CNN and others reported following the worst disaster in modern Hawaiian history. 110 people confirmed dead and more than 1,000 people still unaccounted for as of Aug. 18, following the wildfires that began Aug. 8, the recovery effort will be measured in years. The FAA exemption, however, will not: it was granted through Aug. 31.
“The relief required by the petitioner for private pilots to be reimbursed for fuel costsrequiresrelieffromSection 61.113(c). Because these relief flights may includemorethanjust a singlepilot onboard, the petitioner also requires relief from Section 61.113(a) as the flights may include a second pilot or another volunteer traveling with the supplies to and from the recovery efforts,” the FAA noted.
The FAA imposed a few conditions when granting the exemption: It may only be used by pilots operating to, from, or within the island of Maui providing humanitarian relief. Also, pilots exercising the privileges granted by the exemption are required to submit to the FAA (via the exemption docket) the names and identifiers of arrival and departure airports, the names of all aircraft occupants other than the pilot in command, datesandtimesofdeparturesand arrivals, and the amount of fuel reimbursement received, within a month of receiving reimbursement.
Sterling Foundation in Virginia had reached out with an offer to contribute, though he expects thatthedonations pledged to date–about 90 percent from AOPA members, Balter noted–would cover the reimbursements,evenwithavgasrunning around $10 per gallon on the islands.
Balter said that while West Maui remains a disaster area, he joined the governorinremindingmainlandresidents that the rest of the island is very much open for tourism, which is the economiclifebloodoftheremoteisland state, accounting for 70 percent of the local economy. Baltersaidpastcustomers, including pilots who took an airline to Hawaii to fly with his Maui Flight Academy,havereachedouttoask whether they can come back to help.
“We can go fly, we can have a great time. For those of you who have considered stopping your vacation plans and pausing it, this is the best time, this is like lockdown,” Balter said. “I just flew final approach, and there were thousands, no joke, thousands of rental cars parked in the lot. The beaches are empty and the place is open, so if you really want to enjoy Maui like it was a hundred years ago, this is the time to come. We just have to avoid West Maui. But we need the tourist dollars.”
Balter said the West Maui airlift may have slowed, but the satisfaction of a job well done will stick with him and others who took part:
“It was kind of a brotherhood of pilots,andsisterhood,tohelpinthe effort. It just made us feel really good.”

On April 15, 1942, an Army Air Forces Site Selection Board recommended an area northeast of Walnut Ridge, AR for a Basic Flying School. The War Department approved the project May 12th. Construction started June 20th, and Flight Training began October 12th. 5,310 students entered training. By May 1, 1944, 110 marriages had been performed in the base chapel; more followed. Eighty-two babies were born in the base hospital – 40 girls and 42 boys. Sadly, 42 young men were killed in training. The last Army Air Forces class graduated June 27, 1944.

By Lea BuonocoreRecently, an interesting series of events took place in the greater San Francisco Bay Area with the potential to significantlyencroachon TravisAirForceBase. A suspicious $800,000 million dollar land purchase has taken place in Solano County, about 50 miles north of San Francisco. This event had citizens and local politicians fearing a possible foreign threat, so much so in fact, that federal legislation was put in place to mandate more transparency with foreign real estate transactions. One theory was that Chinese malware could be put in place that would disrupt military operations across the country, and specifically at Travis Air Force Base.
Withthatthreatseemingreal enough, Representative John Garamendi (D-CA,8thDistrict,includingTravis AFB) said in a media interview, “We’re very, very concerned about this.” The concerns stemmed from the lack of transparency as to who was behind the major land grab, where that much money was coming from and what is the intent. It was revealed shortly thereafter that the transactions to purchase land surroundingTravisAFBwerefromFlannery Associates LLC, whose identity and purpose was a mystery up until late last month.
Up until this point, Rep. Garamendi continued to express concern that he feels a foreign purchase could result in detrimental spying on the Travis Air Force Base. His concerns were based on information that companies with ties to China want to purchase American farmland.
Without being able to confirm or denythat a foreigngovernment,and specificallyChina,isnotbehind the Flannery Group in some capacity, legal representatives from Flannery revealed that the group is controlled by U.S. citizens, with 97 percent of its capital coming from U.S.-based investors, including – according to reports by the New York Times and San Francisco Chronicle –thatwealthySiliconValleyinvestors make up the majority of Flannery group and plan to build a “new city” on the 52,000 acres of land they have bought and wish to continue to purchase.

This type of development is not new to the area. In recent years, for example, the community of River Islands in Lathrop on the San Joaquin River (nearly 90 miles north east of San Francisco and 60 miles south of Sacramento) was developed on 5,000 acres and consists of mixed uses, including 15,000 homes, nearly four million square feet of commercial space and 10 schools. The development was created byRiver Islands Development, a subsidiary of The Cambay Group, which is whollyownedbyBritishIsles-based Somerston Holdings.
While Flannery’s intent seems to be similar, the impact on Travis Air Force Basecannotbeunderstated.Travisis knownas the “Gateway to the Pacific” and handles more cargo and passenger traffic through its aerial port than any other military air terminal in the U.S. Additionally the base is known for it humanitarian airlifts, taking supplies where ever needed around the world. The 60th Air Mobility Wing is based at Travis and is the largest air mobility organization in terms of personnel in the Air Force with a versatile alljet fleet of C-5M Super Galaxy and C-17 Globemaster III cargo aircraft and KC-10 Extender refueling aircraft.
As the host unit of Travis Air Force Base, the wing controls more than $15.8 billion in total resources, including 6,350 acres, 394 buildings and about 1,270 military family housing units. Part of the Air Mobility Command, the 60th AMW is responsible for strategic airlift and air refueling missions circling the globe. The unit’s primary roles are to provide rapid, reliableairliftofAmericanfighting forces anywhere on earth in support of nationalobjectivesand to extend the reach of American and allied air power
through mid-air refueling. Wing activity is primarily focused in the Pacific and Indian Ocean area, including Alaska and Antarctica.However,the60thAMW crews can fly support missions anywhere in the world to fulfill its motto of being “America’s First Choice” for providing true Global Reach.
The wing maintains a work force of approximately 6,928 active-duty military and 1,992 civilian personnel, including personnelfromtheDepartmentof Defense,DepartmentofHomeland SecurityandDepartmentofVeterans Affairs. In addition,morethan2,270 reservists assigned to the associate 349th AMW combine with their active duty and civilian counterparts to form a fully integrated total force team.

Garamendirecentlyinformedthe public that an alarming three sides of the base are now completely in control of Flannery LLC. It is also surprising that they were willing and able to pay practically ten times more than the appraised value of the land.
To that point, Flannery is now suing landowners for a combined total of $510 millionforallegedly“colluding”to increasethe costof their properties.
Geramendisaidthe“organizationhas been just playing nasty,” according to a media report. He said Flannery has spent five years secretly buying the land and oftenusedmanipulativetechniques against landowners who really did not want to sell and now will have to face exorbitantlegalcosts to fightthe Flannerycollusionlawsuitandany potential hope of regaining their land.
Lawyers for the landowners on Aug. 4 urged U.S. District Judge Troy Nunley in Sacramento to reject “speculative” and “vague”allegationsfromFlannery Associates, adding that some of the fam-

Flannery now owns the site. It bought sites previously used for animal testing and military purposes withtoxicredflags.”WithFlannery being an LLC, the owners are shielded from liability and now the groundwater, farmland and environment are potentially threatened.
In order for Flannery to build their “utopian city,” Garamendi said they will
havetoovercomestringentzoning restrictions and make sure their plans do not encroach on the Air Force Base and it’s operations.Further,residentsof Solano County will have an opportunity to vote on the rezoning. While Flannery will likely begin a campaign for building the new city, Garamendi said they will face an uphill battle.

Thoseareimportantquestionsas thereisalotofinformation–andmisinformation – swirling about, and it’s importantthatfactsriseabovethenoise.
Letmesayrightoffthebatthatwe ingeneralaviationwantleadoutofavgas assoonaspractical.Asmostknow, industryandtheFAAhaveestablisheda goalofremovingleadfromavgasnolater than2030.Thisisanaggressivetimeline andonethat I believewecanmeet. It’s goingtotakeeveryonetoworkcooperativelyandingoodfaithtogetthere.But lettherebenodoubt,oneofourhighest prioritiesis a transitiontounleadedfuel thatissafeandsmart – anddeploying a solutionthatworksfortheentireGApistonaircraftfleet.
Togiveyousomecontext,about180 milliongallonsofavgasisburnedannually.Thesameamountoffuelisburned inaboutfourhoursonournation’shighways,butthatdoesn’tmitigatetheneed togettheleadoutofavgas.
Beforeweaddressatwhatstageof developmentthenewunleadedfuelsare, it’simportanttoget a quickreviewof what’savailablenowandwhatchallengeswefaceinfindingawidelyavailableunleadedfuelforeverypiston engineinthefleet.
SwiftFuels’UL94, a 94-octane unleadedfuelgoodforlowercompressionengines,iscurrentlyavailableat36 U.S.public-useairports.Beforeusing thisfuel,currently,youmustobtain a supplementaltypecertificate(STC)specifictoyouraircraftandengine.Higher compressionengines,suchasthoseused onmanyBeechcraftBonanzasand Barons,aswellasCirrusSR22s,cannot usethislower-octanefuelasitmaynot preventdangerous,engine-damagingdetonation.We’vealreadyseensomeunfortunateincidentsofmisfueling.
TherearealsoSTCsavailablethat enablelowercompressionaircraft enginestouseethanol-freeautomotive gasoline(mogas).About75airports acrossthecountrystillsellthistypeof fuel,butitisincreasinglydifficulttofind
mogasthatdoesnotcontainsomepercentageofethanol.
Whileairplaneswithlowercompressionenginesmakeup70percentoftheGA pistonfleet,theyonlyburnabout30percentofthe100LL.Highercompression enginesuse70percentofthe100LLsupply.Thisis,inpart,thereasonweneed 100LLavailableatourairportsduringthis transition.Moreimportantly,itisamatter ofsafety – exactlywhyCongresshas includedlanguageintheFAAreauthorizationbillthatwouldrequirethat100LL remainavailableatairportswhilewetransitiontounleadedfuel.
Turningtofuelsindevelopment, GeneralAviationModifications Inc. (GAMI) hasdevelopedG100UL, a 100octaneunleadedfuelthatisFAAapproved, viaSTC,forallGAspark-ignitionpistonairplanes.Rotorcraftcertificationworkisongoing.GAMIiscurrentlyseeking a pathto commercialize G100UL, whichrequires agreementswithpartnerstoblendanddistributethefuelnationwide.Thisisnosimple feat,asnationaldistributionwilltakeseveral yearsifeverythinggoesexactlyasplanned.
Therearemembersandsomeinthe mediawhohaveproclaimedthatthis FAAapprovalhassolvedeverything,and theyquestionwhyweareevenlookingat otherfuels.
In short,theSTCprocessisproprietarybyitsverynature,andenginemanufacturersandfueldistributorssimply wanttolearnmoreabouttheGAMIfuel. Althoughthereisnolegalrequirement forGAMItopursueanAmericanSociety forTestingandMaterials(ASTM)fuel specification,somesuggestitshoulddo so.AndwhileGAMIhasreportedly incorporatedmanyASTMtestingstandardsinpursuitofitsFAASTCapproval, thecompanyremainshesitanttogo throughsuchacumbersomeandcomplicatedprocessthatcouldtakeyears. Andiftherearemultiple100unleaded fuelsapprovedforwidedistribution,they allmustbefungiblewithoneanother. Thisfungibilityissueisanimportantone andshouldbeaddressedasfueltesting goesforward.Ultimately,themarketwill determinehowmanyfuelscanrealisticallycompeteinthisspace.
Moreover,mostU.S.airportsdonot havethefinancialwherewithaltoadd additionalfueltanks(ortrucks).Andfor thosethatdo,therecanbeconfusionin havingmultipletankswithmultiplefuels thatmayormaynotmixwitheachother.
AOPAhasbeenadvocatingfor a programthatwouldprovideanopportunityforanyFAA-approved100-octane unleadedfueltobedemonstratedtowork in a waytohelpbuildindustryconfi-
dence.Thedemonstrationswillproduce dataonwhetherthefuel(s)willreduce enginemaintenanceorhaveanyimpact onsparkplugfouling,valves,andengine oil.AndIampleasedtheFAAhasagreed tomakesignificantfundsavailablefor thisverypurpose.
TheEnvironmentalProtection Agencyendangermentfinding,expected tobereleasedinOctober,willrequirethe removalofleadfromfuel,something we’vebeenfocusedonforyears.But pleasedon’tpanic – 100LLwillremain availableatairportsduringthistransition. Thisendangermentfindingkicks off a regulatoryprocessthatwillrequirethe FAA todevelop a pathforwardfor removingleadfromavgas.
Ihavetheprivilegeofco-chairinga government-industrypartnershipcalled EliminateAviationGasolineLead Emissions(EAGLE)thatwillbe involvedinhelpingdeveloptheseregulations.Atthesametime,itisimportantto reaffirmtheroleofEAGLE: It’s notto makefuel,nottoapprovefuel,butrather tofacilitateinformationandcommunicationamongthoseinvolvedinthesafe transitiontoreplace100LL.
AOPAisworkingeverydaywith a senseofurgency. It willtaketheFAA, fuelcompanies,enginemanufacturers, fueldistributors,FBOs,andeveryother partytothisissuetoattainoursafeand smarttransitiontounleadedfuelby2030. Isay,let’sgetthisdoneasquicklyandas safelyaspossible.

A smallcelebrationtookplaceat Signature/AeroplexwithPacificAir FlightSchoolonAug.7,markingthefirst gallonsofunleadedgaspumpedinto a generalaviationaircraftatLongBeach Airport.SantaMonicaAirport,VanNuys andOxnardAirportsaretheonlyother airportsintheregioncurrentlyoffering thisalternativefueloption.
ThisactionsupportsanationalinitiativecalledEAGLE(EliminateAviation GasolineLeadEmissions),spearheadedby theFederalAviationAdministration(FAA) and a parallelprocessunderwaywiththe EnvironmentalProtectionAgency(EPA), anevolutiontoeliminatetheuseofleaded aviationfuelbytheendof2030forallpiston-poweredaircraft. In late2022,the LongBeachCityCouncilvotedtowaive LGB’sfueldeliverfeepergallonforany unleadedaviationfueldeliveredtoLGB. LGBprovidedCityCouncilwithan updateonthestatusofeffortstotransition tounleadedaviationfuelonJuly14,2023.
“I’mexcitedtoseeourAirportwork proactivelywithourfuelsuppliersand ourgeneralaviationuserstobeginasafe andsmoothshifttounleadedfuel,which willbenefitofourLongBeachcommunity,” saidLongBeachCityCouncilwomanMeganKerr.
SignatureFlightSupportwillnowbe abletoofferunleadedaviationfueltoany aircraftowneroroperatorlocatedatLGB. “ThisisacriticalstepforwardonanimportantissueandIampleasedtoseetheinnovativesolutionsdevelopedbythefuelsuppliersatLongBeachAirport,”saidLong BeachCityCouncilmanDarylSupernaw.
Approximately65to70percentofthe piston-poweredaircraftbasedatLGBare compatiblewiththecurrentcommercially availableSwiftUL94unleadedfuel.Sales ofunleadedfuelareexpectedtoincrease wellinadvanceofthe2030deadline,and atsuchtimeas a universalpistonfuel replacementbecomesavailable.
“Oureffortstobringunleadedavgas toLongBeachispartofourSignature Renewcommitmenttoreduceaviation emissions,”saidNiallMulcahy,Area DirectorforSignatureAviation. “SignatureoffersSAF,acarbon-reducing jetfuel,ateveryoneofourCaliforniaairportsandwe’rethrilledtointegratemore
environmentallyfriendlyfuelproducts foralltypesofaircraft.”
TheLBAAwillcoordinateeducationalsessionsforLGB-basedpilotsin hopesofencouragingmoreaircraftownersandoperatorstoadoptthenewfuel andtoeducatetheusersandstakeholders onthenationalevolutiontounleadedaviationgasoline.

Thetraininginvolves“augmented reality,”whereenemyaircraftareprojectedontothevisorsofthepilot’shelmet,sohecanengageindogfighting withthevirtualenemy.Theenemyaircraftarenotsimply“generic”enemy fighters,butrathersimulatetheactual threatstheymaybefacing.Friendlyaircraftcanalsobedisplayed,sothepilot canflyformationwiththem.
Thisaugmentedreality involves morethanthevisualaspects.Pilotsalso gettheauraltonethattheywouldget whentheirIRmissiledetectstheheatsignatureofanenemyaircraft.Thereare alsoplanstointegratearadardisplayand aradarwarningreceiver.

ByHerbLingland J.ClarkMcAbeeIn 1937PanAmericanAirlinesmade arrangementsfor their Boeing314 ClipperflyingboatstouseClearLake asanalternatelandingvenuewhenTreasure Islandwasfoggedin. TheANZACClipper wasphotographedwhenitlandedatClear LakeonNov.11,1942,butremarkablyfew photographsofPanAmoperationsatClear Lakeareavailabletoday.
By1940,theU.S.Navyhadbegun usingClearLakefortakeoffandlanding practiceinthePBYCatalinas.SoonthereaftertheNavyalsousedthelakeasatrainingvenueforMartinPBMMariners,VP63MadCatsandPBYCoronados.
TheNavyeventuallyestablished VR-2NiceDetachmentinNice, CaliforniaatClearLake.Thedetachmentincludedanoperationsbuilding withbunks, a messagecenterand a galley. ItremainedinuseuntiltheSpringof 1958andwasusedasanalternatelanding venueforthehugeMartinJRMMarsflyingboatscomingfromHawaii.
In 1972WalterWindusorganized thefirstseaplanefly-inthateventually evolvedintotheClearLakeSplash-In.
CalTranswasexploringthepossibilityofcreatingnewseaplanebasesin CaliforniaandpartneredwithWaltto organize a seaplanefly-inwhichwould generateinformationaboutCalifornia seaplaneoperationsfortheagency.
Thatfirstseaplanefly-intookplaceat ThermalitoAfterbay,adiversionpooldownstreamofLakeOroville,inAprilof1972.
BecauseAfterbayoperatorsdidnot
coordinatethereleaseofthewaterfrom theAfterbayduringtheseaplanefly-in andbecauseoflimitedhotelandother services,participatingseaplanepilots decidedthatThermalitoAfterbaywasnot anideallocationfortheevent.
Seaplanepilotseventuallyselected Lakeportasthenewvenue.Amongthe benefitsofLakeportasaSplash-Invenue arethat:
1) ClearLakeislargeenoughto accommodateeven thelargestflying boatsandhasanaltitudeofonly1,300feetwhichenablesexcellentseaplane performancecomparedwithlakesat higheraltitudes;
2) theSkylarkShoresResortin Lakeporthasenoughroomsandcabinsto accommodate a largergrouptogether withdocksatwhichseaplanescanbetied upandabeachfromwhichseaplanescan launch;and

•ThefirstdaywasfromSavannah,GA tosoutheasternMichigan.From KnoxvilletohalfpastMichigan(next day),Iwasontopofthesmoke(mostly) withnovisiblehorizonandjust a tiny patchofgroundshowing.Reportsalong thewaywere3-5milesinhazeand smoke,clearabove.Glad I wasn’tsloggingthroughitVFRlikeVicSyracusein hishelicopter!
•Thatfirstnight, I helpedanairplane buddycelebratehis93rdbirthday. We geekedouttalkingcarsandairplanes, enjoyingconversationsofthetypethat neitheroneofusgetstoenjoywithour otherfriends.
• Nextday,itwas off inthesmoketo northernMichigantoshare a vacation rentalwithmysisterforafewdays.This airportwasthesecondofthreeonthetrip thathadonlyanLNAV+approach, somethingthat I’d notseeninGeorgia andthatI’dneverflown.TheGPSmanualonlymentionedthoseapproachesin passing…However,theweatherwas goodenoughthatIflewavisual approach,likeIdidatallotherairportson thetrip.Myweatherminimumsarevery conservativein a singleengineairplane sovisualapproachesalmostalways work,but I dotraintoflytopublished
ByEd Wischmeyerminimums.
•WentacrossLakeMichiganat10,000 onoxygen(myphysiologylikessupplementaloxygen),paralleledoffshorefora waysbeforegoingallthewayacross becauseofbuildups.TheRV-9Agivesa veryroughrideinbuildups,andthey’re wellworthavoiding.LandedatanoutlyingairporttoavoidtheOshkoshzoo,and theOshkoshstorieswillhavetowaitfor nextmonth’scolumn.TheEAAsaysthat 10,000airplanesflewintoOshkosh“and outlyingairports,” a pleasantexaggeration,methinks.Oneyear I lookedatthe aerialphototakenduringtheeventand countedjustover3,000planesparkedon thecompletelyfullairport.
• Beforetheshowstarted, I waswanderingaroundtheFAAbuildingandsaw aherdofpinkshirts,controllersonbreak fromtheirtraining.Iarrangedtositinon a bitofit,anditwasexcellent. I commendedthebrieferonit,andturnedout he’sthetowerchiefduringtheshow.
•Nextday,IcalledthetowertogetpermissiontooverflytheOshkoshairport andcircleit,as I hadbeentoldatthe briefingIcouldprobablydo.Thiswasa fewdaysbeforetheshowopenedbut afterthearrivalprocedurewasineffect.I askedforthetowerchiefbynameandhe wastheonewhoansweredthephone, andrememberedourconversation.No problem,andagreatsightseeingtrip!
•AfterAirVenture,itwasofftomyold stompinggroundsin Iowa. Theclouds werebuildingup,soIpickedupanIFR clearanceenrouteso I couldskim throughthetopsoftheclouds.Even thoughIhadoxygenonboard,Icouldn’t
findthebagwiththecannulaonthisleg. Thebagwasblack,likeeverythingelse, andtoowellcamouflaged.
•Afterafewdayswithgreatfriends,I madeashortstoptovisitmyformerpastorandgavehim a ridearoundhisnew townof9,000.Wehadagreattimecatchingup,ifonlybriefly.
• ThenontoKnoxville, IFR at7,000 becausethecloudshadnotreadtheforecast.Onlywentthroughsomeoccasionally,though.StoppedforgasinVandalia, IL.Itextedthestoptomysister,butthe iPhonecorrectedthespellingto Vandalism,IL.
•Onthisleg,Iwantedtohavetheoxygenavailable,buttherewas a problem. Thereis a harnesswith a piecearound eachendofthebottle,andthepullstring atthetopsomehowwassotightly wrappedaroundtheon/offknobthat I couldnotturntheknob.AsIloosenedthe harnessandturnedthebottlearound,my eyesfilledwithgrit.Thatwastheremnantsofthefoaminsidetheclothpieces, andit goteverywhere.Notetoself:vacuumouttheairplanewhenyouget a chance.
• IFR toSavanahovertheSmokiesat 9,000,inandoutofclouds,sothat I had plentyofoptionsincasetheenginewent poop.Thenupto11,000forabetterview ofwhatbuildupsmightbeahead.Thiswas theonlytimeonthetripIhadthesyntheticvisionturnedon.ADS-Bweatherwasa littleonthepessimisticsideintermsof precip, buthandy foravoidingthose buildupsbefore I couldseethemoutthe windshield.AndtheADS-Bletmemakea gentlecoursedeviationwellaheadof
someprominent radarreturnsso thatthetotaladded distancewasminimal.
Whilehavingtheautopilotflythe planewithmepayingattentiontosituationalawarenessandalternatives,it occurredtomethat I wasusingknowledge,judgment,andexperience,butvery littleskill.Afterall,howmuchactual skilldoesittaketoturnaknobortoucha screen?But,lettheautopilotfail,especiallywithnowarningandin a timeof highworkload,andit’s a whole‘nother ballgame.
Onelessonlearnedwasnotjustthat smallplanesprovideflexibility–trythis tripanyotherwaywithhalfthedestinationsbeingsmalltowns – butflexibility worksbothways.Thesmallplanehasto flexwiththeweather,notjusttrytoblast throughit.Andrightafter I left Iowa, theyhad100mphwindsandtheplane wouldnothavebeenhangared.However, itwashangaredforthreenightsin Wisconsin,withtheFBOcallingmeas eachthunderstormapproached,askingif Iwanteditinsideforthenight.
I tookenoughstuffwithmethat I didn’trunoutofanything,butIdidtake stuff I didn’tuse.Oneopportunityfor improvementisthatIwasn’tsurewhere Iputeverything,andthisledtounnecessaryconfusion.Anotherlessonlearnedis that I did a greatjobofpackingeverythingveryefficiently,butthatmeantthat everythingItookouthadtoberepacked veryefficiently.
But I stillhadtwodayscleanlaundrywhenIgothome!

Tom Wasson, a pilotandaircraft mechanic,andtheownerofTom’s AircraftEnterprisesbasedatLampson FieldAirportinLakeport,receivedacall requestingaircraftrepairhelpfora WildernessSeaplanesBeech18onfloats.
Tomrepairedtheaircraft,andarelationshipdevelopedthatlastedalmost a decade.Atthattime,Wilderness Seaplanes,which had nohangarsin Cordova,wouldbringitsaircraftto NorthernCaliforniaforthewintertime foraircraftmaintenance,andwouldprovideseaplaneinstructionatClearLake.
Asuccessfulflightschooland CessnadealershipownedbyPeter KesslerwasalsoinoperationatLampson Field.Peter’sflyingschoolprovidedseaplane trainingin a LakeAmphibian basedattheschool.
Anumberofindividualshavebased seaplanesatClearLakeovertheyears,and forseveralyearsCommodoreSeaplanes providedservicefromSausalitotothe CeagoVinegardeninNice.
Thisyear,theMuseumsofLake Countywillpresentanexhibitentitled WingsOverWater:AnAviationHistory ofLakeCounty,whichistimedtobeon displayduringtheClearLakeSplash-In.

TheThunderbirdsarecelebrating their70thanniversarythisyear.OnJune 1,1953,theteamwasactivatedatLuke AirForceBaseinArizona.Theteam’s firstcivilianshowwasJulyof1953in Cheyenne,Wyoming.Thehistoryofthe Thunderbirdsisnotlostonthecurrent versionoftheteam.“Thisbeingour70th anniversary,thereisatonofhistorythat goeswayback,withalltheaircraftwe haveflownandwiththeteamsthathave passedthroughtheThunderbirds.Intotal, wehavehadabout2,535membersonthe AirForceThunderbirdsthroughoutour history,”saidtheMajor.

TheNationalAviationHallofFame (NAHF) announcedonAug. 11 that MeganTuckerSTEAMSpecialistand DeanofCurriculumatHillsboroCharter AcademyinHillsboro,Virginia,hasbeen selectedastheNAHF’s2023A.Scott CrossfieldEducatoroftheYear.
TheCrossfieldAward,foundedin 1986byNAHFEnshrineeScott Crossfield,is a juriedannualcompetition torecognizeateacherforhisorherexemplaryuseofaerospaceintheirclassroom curricula.Crossfield,whowasinducted intotheNAHFin1983,was a renowned testpilot,researchpilot,andaerospace researcher.Histestswithpressurizedsuits

Johsihasbeenwiththecompanyfor sevenyearsandisoriginallyfromNapal whereheflewhigh-attituderescues. Johsicomments:“Ihavebeeninthisprogramforthelastsevenyears. We work 12-hourshiftsthataresevendaysonand sevendaysoff.Webeginourdaywitha weatherbriefanddiscussmaintenance issueswiththenightshiftpilot.Wealso doabriefingwiththemedicalcrewonall issuessuchasweatherandmaintenance.”
TheFrenchbuiltDauphinhelicopter hasbeenwithCareflightsince1988.The Dauphinisequippedwithtwinjetengines andistheonlyhelicopterintheDayton areacapableofcarryingtwopassengers. DauphinpilotJoshidescribestheFrench builthelicopter:“Thisis a Dauphinhelicopter365N3.Thecruisingspeedis175 knots,soit’s a fastaircraft. We have retractablelandinggear,whichreducesthe drag,anditmakesusfaster. We have a maxtake-offweightof9,840pounds.We cantaketwopeopleontheaircraft,soit hasagoodloadingcapacity.”
Brian Bates,CareflightOutreach ManagerandFlightNurseadded:“This isafabulousaircraftasHarihas describedandtheCoastGuardMH65is themilitaryversionofthesameaircraft. Somethingsthatstandoutaboutthe Dauphinisthereis a rubberizedfuel bladder.Theyarecrashresistantfuel bladders.Hopefullytheyneverhavetobe used. Interesting fact,therearefivefuel bladders,andtheyarealldifferentsizes.”
OneofthechallengesforCareflightis operatinginalltypesofspaceswhenpickingup a patient.Joshiexplains, “We get theinformationaswegetacall.Wehavea firedepartmentthatisassistingfromthe ground.Theygiveuslandinginformation.
We haveseveralnursesintheprogram whohavegonethroughtheLZ(Landing Zone)classeswhoalsoassist. We watch forobstaclesandanythinghazardous.We watchforpowerlinesandtrees–theseare themostimportantthings.”
Batesadded,“Anytimewearelandingnotatanairportorhelipadthathas beenFAAcertified,wereallydependon ourreferringpartners;thatisthefire departmentthroughthose LZ classes becausewetrainthem. We usethemas resourcemanagementtotheaircraft.We getabrieffromtheground,andwetake thatbriefanddoanaerialreconfromthe air.WeevaluatetheLZandthebestway I canexplainit,it’slikehaving a press boxviewat a footballgame. We sometimesseethingsfromtheairthatwedon’t seewhileontheground. We identify whattheyhavetalkedabout. We then makeaslowprogressionintotheLZ.”
Therewasalargecontingentofstaticaircraftatthe2023show.Includedwas theU.S.AirForce’snewestfifthgenerationfighter,theLockheedMartinF-35 “LightningII.”TheF-35Afighterswere fromthe61stFighterSquadronknownas “TopDogs”basedatLukeAirForce,AZ. SubmittedonAug.24forpublicationintheFederalRegister,the FAA NoticeofIntent(NOI)suggestspotential revisionstotheregulatorydefinitionsof “on-demandoperation,”“supplemental operation,” and“scheduled operation” under14CFRPart110,whichgoverns Part135publicchartercarriersconductingPart380flights.
The FAA regulations govern the operationsofaircarriers,whileDOTPart 380regulationsaddresseconomic authorityforthoseofferingpubliccharters.CurrentregulationsallowaPart380 operatortoworkwithanyaircarrier, includingon-demandcarriersoperating underPart135.
In puttingforwardthenotice, FAA officialspresented a datasetpointingto thegrowthinflightsconductedunder Part380overthepastdecadeasthebasis fortheagency’sproposedregulatory review.However,theoperational increasehascomewithnomajorincidentsoraccidentsunderthecurrentregulatoryframework,whichmakesthe motivefortheFAA’sactionunclear.
The concernwas amongseveral raisedbytheNationalAirTransportation Association(NATA),AirlinePassenger ExperienceAssociation (APEX)/InternationalFlightServicesAssociation (IFSA), GeneralAviationManufacturers Association(GAMA),Helicopter AssociationInternational(HAI), NationalAirCarriersAssociation (NACA)andNationalBusinessAviation Association(NBAA)overthe FAA notice.
“Regulatoryrevisionscouldhave rippleeffectsthroughouttheentirepart 135andgeneralaviationecosystem,” said NATA PresidentandCEOCurt Castagna. “It is imperativethatany changesaredrivennotbytheeconomic interestofcompetitors,butratherbyan identifiedsafetyneed. We lookforward toprovidingcommentsthatsupportpreservingflexibilitytomeetthediverse needsofthetraveling public,while enablinginnovativebusinesssolutions andhealthyeconomiccompetition.”

“Part380publiccharterregulations havebeeninoperationformorethanfour decades.Merelywitnessinganuptickin Part380operationsoverthepastdecade isinsufficientgroundsfor a sweeping overhaulofregulations,particularly whensuchchangescarryfar-reaching implicationsfortheentiregeneralaviationcommunity,”saidHAIPresidentand CEOJamesViola.“Theabsenceofsafetyconcernsraisedbyindustryexperts duringthisperiodsuggeststhattheexistingPart380regulationsarerobustand effective.Incontemplatinganyregulatorymodifications,itisparamounttoprioritizesafety,efficiency,innovationand sustainabilityasguidingprinciples throughout the decision-makingprocess.”

A coalitionofindustrygroups, includingtheNationalAirTransportationAssociation(NATA),joined togetheronJune30incautioningleadersintheWhiteHouse,Congress,the U.S.DepartmentofTransportation (DOT)andFederalAviation Administration(FAA)aboutinaccurate characterizationsofPart135aircarriersthatconductpubliccharterflights underDOTPart380regulationsand providevitalairservicetosmallcommunitiesintheUnitedStates.
In a June30letter,thecoalition noted a DOTdocketfor a pending financialfitnessapplication,“hasbeen misusedbyeconomiccompetitors that,withnoevidenceofsafetyand securityconcerns,seektopreventPart 135operatorsfromconductingpublic charterflights.”
“[These]unsubstantiatedclaims doadisservicetothiswell-established regulatoryframeworkandthesafe, securetransportationservicesitsoperatorsprovidetothetravelingpublic,” readthelettersenttoMembersof CongressandBidenAdministration officials.
Formorethan45years,DOT’s Part380economicregulationshave governed a broadrangeofairservice optionsoperationsunderbothPart121 andPart135,withoutcontroversy.
“Thepubliccharterindustryprovidesmuchneededservicetosmaller underservedcommunities,”thecoalitionsaid.“Thisservice would be severelydisruptedandentirecommunitiesdeprived ofair serviceif a wholesalerevisionoftheregulations weremadebyCongress,assome opponentsofthePart135/Part380 businessmodelurge.”
