Executive Director’s Weekly Report The results of our recent MCPA member survey show that a majority of you value communications from the MCPA office.

One of my objectives is to further enhance our communications both in terms of the content and the delivery methods. Information is power and the more we can stay connected with one another the stronger we’ll be as an association.

With this in mind, I’m launching a weekly Executive Director’s report in C-Notes. The goal is to keep you up-to-date with what’s happening with MCPA programs and initiatives.

CLEO Certification A quick update on CLEO Certification. The CLEO Certification Task Force met this week and approved the first six applications that make up our “test group.” These applications will now be sent to POST Board staff for review. We believe we ironed out the final few wrinkles in the application process and should be ready shortly to rollout the program to CLEOs and command staff. Look for more information on how you can become certified in C-Notes and on the MCPA website in the weeks ahead. We’re very excited and proud to be launching this gold standard professional development program.

We’re confident it will continue to enhance the professionalism of our police leadership here in Minnesota.

THIS WEEK’S ANNOUNCEMENTS—CONTINUED POST Board appointment Governor Mark Dayton has appointed Maplewood Police Chief Paul Schnell, a Director on the MCPA Board, to serve on the POST Board. Chief Schnell’s POST Board appointment became effective June 18, 2014.

He replaces former Minnetonka Police Chief Mark Raquet, who retired on May 31, 2014.

Chief Schnell joins Waite Park Police Chief Dave Bentrud, also an MCPA Director, on the POST Board, which is currently in the process of searching for a new Executive Director.

Please Welcome Joe Sheeran to the MCPA I’m pleased to announce that Joe Sheeran began this week as the Association’s new Outreach Coordinator. In this role, Joe will wear many hats, including managing C-Notes, assisting in our legislative efforts and helping coordinate training and educational programs.

I’ve known Joe for several years and am confident that he’ll be a great fit. He was selected for this position from a pool of nearly 90 candidates.

Prior to joining the MCPA staff , Joe worked as communications director for a St. Paul-based think tank focused on rural economic development, education, and local government policy. He helped the organization explain the importance of ensuring Greater Minnesota communities received the resources they needed to maintain high quality public services, including police, fire and EMS protection. Like me, he began his career on the “dark side” as a journalist. He reported on public safety issues in college for Temple University's radio and television stations. His journalism career put him in contact with police departments in big cities like Philadelphia and rural communities from the South Dakota prairies to the Kansas plains.

Joe’s a Philadelphia native, but we won’t hold that against him. He now lives in Minneapolis with his wife, a Worthington, Minnesota native, and son.

N-DEx success stories If the FBI’s National Data Exchange (N-DEx) has helped your agency further an investigation or solve a crime, the FBI wants to hear about it! Entries are now being accepted for the FBI’s 2014 N-DEx Success Story of the Year Award. Entries are being accepted via email at ndex@leo.gov. See the attached flyer for more details on the program.

For those of you not familiar with this valuable investigative tool, N-DEx is the national information-sharing repository of criminal justice records submitted by law enforcement and other criminal justice agencies across the nation. It includes incidents, arrests, service calls, field/contact interviews, incarceration and probation data and more. Authorized users can access N-DEx through MyBCA. Instructions for agencies wishing to access N-DEx are available on the BCA’s Catalog of Services Website.

On behalf of IACP’s Civil Rights Committee, we invite you to submit an application for the esteemed IACP Civil Rights Award. Since the initiation of this award in 2000, the committee has continually sought to counter the negative images of the profession that sometimes are portrayed in the media, particularly in the wake of suspected breaches of civil rights. While these incidents deserve attention, they are isolated exceptions to the rule. A broader look at the efforts undertaken by law enforcement agencies reveals that the profession is often at the forefront of human and civil rights protection, not just in the United States but in nations across the globe. The Civil Rights Award helps make certain that the noble efforts of our profession to promote civil and human rights receive due recognition.

Past award recipients have been recognized for diverse programs promoting civil and human rights. Agency and individual awards have been presented for outstanding efforts in areas such as investigation of hate crimes, outreach to disenfranchised groups within the community, and diversity recruitment efforts that have had measurable impacts.

The Civil Rights Committee at IACP will select award winners in the following award categories.



International Human Rights Award

Agencies and individuals selected for a Civil Rights Award will be recognized at the IACP Conference in Orlando this October. Local and national news media will be notified.

Please accept this invitation to help showcase what your agency, a neighboring agency, or one of your peers has done to protect and promote human and civil rights. By showcasing efforts in agencies like yours, the IACP Civil Rights Award can portray our profession in an accurate light; provide examples for other agencies to emulate, and help us all maintain the respect, trust and partnership of the communities we serve.

OTHER TRAINING OPPORTUNITIES “De-escalation Strategies for Minnesota Veterans in Crisis” Training The Upper Midwest Community Policing Institute is proud to team up with the Minnesota Department of Public Safety in the presentation of the MN POST approved course entitled “Deescalation Strategies for Minnesota Veterans in Crisis”.

The 8-hour training is designed to enhance the knowledge, skills and capacity of first-responding law enforcement officers and relevant public safety personnel to recognize the factors that impact the veteran’s ability to reintegrate into their communities and provide verbal tactical tools to effectively defuse potentially life threatening situations. The course instructors, one LE and one military, will be supplemented during a working-lunch by specialists who will identify the local resources available to public safety when dealing with service members and their families.

Do not miss out on this important training opportunity. We are committed to making multiple presentations in all of the regions of the state and our training calendar is filling up fast. The tuition is only $15 to offset the cost of refreshments and lunch.
