I love February. It’s my birth month and the month that we celebrate Black History. It’s also the Month of Love. This is certainly true in Inglewood’s case, as this city was founded on Valentine’s Day back in 1908. Love was certainly in the air when Daniel Freeman set out to make Inglewood his home some 35 years earlier. Credited as Inglewood’s Founder, the school teacherturned-lawyer-turned-land developer from Canada made his fortune in Inglewood. He was a millionaire when he passed away in 1918, leaving behind large sums of money and valuable parcels of land. But he wasn’t the only one. Drawn to its natural springs in what is now known as Edward Vincent Park, earlier settlers like Jose Manuel Orchado Machado, found green pastures near the springs with plenty of open space to raise their cattle and make a good living. Fast forward to the 20th Century, people fell in love with Inglewood because of good jobs in the aerospace industry, the arts, and cultural venues, and the upward mobility of African Americans and Latino residents, living

Celebrating Lunar New Year 2024: Embracing Tradition and Renewal in California Joe W. Bowers Jr. | California Black Media

In California, the Lunar New Year presents an opportunity for the Asian American and Pacific Islander (AAPI) communities to come together in celebration, marking a time of renewal, tradition, and cultural significance. This year, the festivities span more than two weeks, starting on February 10, with traditions and celebrations being observed throughout the state. The Lunar New Year is a festive season that holds significant cultural and astrological meaning. It follows the lunisolar calendar and welcomes the beginning of spring, the first new moon of the lunar calendar, and the changing of the zodiac sign. 2024 is the Year of the Dragon In Sept. 2022, Gov. Gavin Newsom signed Assembly Bill 2596, officially recognizing Lunar New Year as a California state holiday. “I am immensely proud of the richness of diversity and backgrounds represented in our state and understand the importance of wanting to see one’s own experience reflected in state holidays,” Newsom said in a statement at the time. In proclaiming Feb 10, 2024, as “Lunar New Year”, Newsom said, “Let us show support and solidarity for our AAPI friends, family and neighbors and recognize their irreplaceable contributions to our California story. As the Year of the Dragon begins, we wish

happiness and good fortune to all.” The origins of Lunar New Year festivals are thousands of years old and are steeped in legends. One legend is that of Nian, a hideous beast believed to feast on human flesh on New Year’s Day. Because Nian feared the color red, loud noises, and fire, red paper decorations were pasted to doors, lanterns were burned all night, and firecrackers were lit to frighten the beast away. On the Lunar calendar, each year is represented by one of 12 zodiac animals. The animals are the rat, ox, tiger, rabbit, dragon, snake, horse, sheep, monkey, rooster, dog, and pig. In addition to the animals, the five elements of earth, water, fire, wood, and metal are incorporated into the lunar calendar. Each year is associated with an animal and a corresponding element. The year of the Wood Dragon in 2024 symbolizes a period of power, wealth, and transformation. It is anticipated to inspire individuals to seize opportunities, pursue their aspirations, and bravely tackle life’s challenges with resilience. In California, AAPI communities celebrate Lunar New Year with different traditions, though there is some overlap. One of the most widely recognized Lunar New Year traditions is exchanging “red envelopes,” or “lai see” in Cantonese. “Lai see” are distributed by elder family members to younger ones to wish them prosperity. Other traditions include performing lion or dragon dances and lighting fireworks. It is also common to eat special foods; for instance, it is tradition in China to eat longevity noodles to bring oneself a long life. At Disney California Adventure the world-famous mouse and his friends will celebrate the Year of Dragon with a Mulan Lunar New Year Procession with Disney characters dressed in special costumes, Asian food specials and a Wishing Wall made of ornamental lanterns. The Lunar New Year is celebrated with various foods and traditions that symbolize prosperity, abundance, and unity. Houses are cleaned thoroughly to rid them of bad luck that might be left over from the past year. Some households hold rituals offering food and paper symbols to their ancestors. Older family members give out envelopes containing money to children. Sticky rice dishes, symbolizing unity, are a common part of the feast. As Californians of all backgrounds come together to celebrate the Lunar New Year, they honor their heritage, strengthen bonds, and reflect on the diversity of cultures that populate the state. In the Year of the Wood Dragon, the spirit of the Lunar New Year is expected to shine brightly, steering Californians toward a future filled with promise and possibility.

New Senate Pro-Tem McGuire Sworn In; Appoints Two Black Lawmakers to Leadership

Three days after Sen. Mike McGuire (D-Healdsburg) was sworn in as the 49th President pro Tempore (Pro Tem) of the California State Senate, he appointed California Legislative Black Caucus members, Sen. Steven Bradford (D-Inglewood) and Sen. Lola SmallwoodCuevas (D-Ladera Heights), to leadership positions. McGuire reassigned Braford to chair the Senate Standing Committee on Energy, Utilities, and Communications. He will be responsible for oversight of -- and evaluating legislation related to -- utilities, energy companies, alternative energy development and conservation, and communications development and technology. McGuire appointed Smallwood-Cuevas to lead the Labor, Public Employment and Retirement Committee (formerly the Labor and Industrial Relations Committee). Smallwood-Cuevas and five other committee members are responsible for oversight, legislation and state activities related to labor, industrial safety, unemployment, workers’ compensation and insurance, and state and local public agency collective bargaining. Bills concerning state and local nonschool public employees, noncertificated and classified public school employees, public retirement systems, public employees’ compensation and employment benefits, including retirement and health care, and state social security administration are all within the committee’s purview. Smallwood-Cuevas called McGuire “the hardest working man in the California State Senate.” At some point during the current legislative session, McGuire will have to weigh in on a reparations bill Bradford has introduced, Senate Bill (SB) 490, that proposes the establishment a new state agency called the California American Freedman Affairs Agency (CAAFAA). A recommendation by the California Reparations Task Force, CAAFAA would

be responsible for administering the reparations process for Black Californians and determining eligibility under the lineage-based structure set up by the state’s reparations task force. “I look forward to advancing our shared mission of serving all Californians,” Bradford posted Feb. 5 on the social media platform X. “You have some expensive shoes to fill, but I know you have all the talent and wisdom (along w/my full support) to make great things happen.” McGuire was sworn in on the Senate floor on Feb. 5 with his family by his side. Members of the California State Senate and Assembly attended as well as state leaders, including Gov. Gavin Newsom, and Assembly Speaker Robert Rivas (D-Hollister). Sen. Brian Dahle (R-Bieber) will serve alongside Bradford as ViceChair. The committee comprises 14 members. McGuire says he is confident that his leadership team will focus on consensus building and making decisions in the best interest of Californians across the state. “My core belief is this: The highest calling in life is to help others. To fight for those who can’t fight for themselves. And to work together – no matter your party affiliation – because working together is the only way to make progress stick,” he said after he took the oath of office. “California has always been the light of hope for America – the beacon of progress – and along with the Assembly and Governor, we will continue to fight for all of us, always together, always forward,” he added. Senate Minority Leader Brian W. Jones (R-San Diego) issued a statement following the swearing-in ceremony. “Mike and I have a long positive

Stakeholders Warn Lawmakers of Expanding Aging Population; Older Black Californians Included Antonio Ray Harvey | California Black Media

The California Commission on Aging (CCoA) hosted its second annual forum focused on challenges facing Californians over 65 years old. Titled “Aging and Disability Issues: What Legislative Staff Need to Know for 2024,” the virtual event was organized to bring awareness to lawmakers that California’s aging adults are living longer and to emphasize the importance of developing policy to support this growing population, according to organizers. This year’s meeting included the perspectives of gerontologists and other subject-matter experts who provided data and insights critical to informing policy. Former Assemblymember Cheryl Brown (D-San Bernardino), who chairs the CCoA’s Executive Committee, began the discussion. “The landscape of California is changing. Aging is changing and it’s changing California,” Brown said. “Older adults are living longer, and the cohort is becoming more ethnically diverse, underscoring the need to develop culturally, appropriate services.” The discussion encompassed a range of topics including planning for longterm care, assisted living, enhancing healthcare quality, technology use, services for senior adults with disabilities, state budget considerations, and the best policies and practices to help aging adults stay healthy, active, independent, and confident. The CCoA acts as the principal advocate for older Californians and as a catalyst for change that supports and celebrates Californians as they advance in age. The CCoA advises the Governor and Legislature, along with state, federal, and local agencies on programs and services that affect senior adults. Statewide organizations that participated in the event included LeadingAge California, Disability Rights California, California Foundation for Independent Living Centers, and California Collaborative for Long-Term Services and Supports. In addition, representatives and staff members of Choice In Aging, Age Watch Newsletter, California Elder Justice Coalition, California Association of Area Agencies on Aging, and the California LongTerm Care Ombudsman Association were presenters during the 90-minute discussion. “In California, we know that older adults are underserved and unserved

relative to their needs,” CCoA Executive Director Karol Swartzlander said. “In stark terms, we know that 4% of older adults who need service actually receive services.” According to the California Department of Aging (CDA), California’s aging population is expected to reach an estimated 4.5 million individuals aged 60 to 69 and 4.2 million senior adults ages 70- to 79 by the year 2040, based on information from CDA’s Master Plan for Aging. Recognizing that the state’s 65-plus population is projected to grow to 8.6 million by 2030, Gov. Gavin Newsom issued an executive order calling for the development of the MPA. Debbie Toth, from ChoiceInAging, said the MPA is a model of “how we can do better” to service the needs of older adults. ChoiceInAging, Toth said, “is going to be shopping accessible transportation and rate increases for adult day healthcare. “But we need to have legislation to do it,” Toth told legislative staff members. The seriousness of aging in the state – particularly for Black Californians -- had been flying under the radar for almost 15 years before the state began to make it priority. A 2016 California Health Report (CHR) revealed that

by 2030, 18% of the state will be 65 or older. Projections in that study also indicated that 52% of these older adults would be from diverse minority groups but “no population is expected to be harder hit than African Americans,” the report stated. The California Department of Finance (CDF) projects that about one in four (23.1%) Californians will be 65 or older by 2040. The CDF projects that the state’s population will reach 40.2 million in 2044. According to the 2020 Profile of Older Americans, a summary of critical statistics related to the older population in the United States, in 2019, slightly more than half (52%) of all older African Americans lived in eight states: New York (396,670), Florida (394,307), Georgia (362,535), Texas (350,106), California (304,751), North Carolina (298,365), Maryland (238,219), and Illinois (237,467). Nationally, the African American population aged 65 and older was 4,979,133 in 2019 and is estimated to grow to 12.1 million by 2060. In 2019, African Americans made up 9% of the older population. By 2060, the percentage is forecast to increase to 13%. The number of African Americans aged 85 and older is calculated to

increase from 511,540 in 2019 to 2.2 million in 2060. Brown, who was the senior-most lawmaker in the California Legislature at the age of 69 during her tenure, stressed the importance of the master plan in focusing on the state’s aging minority groups. “I feel that it’s important to highlight that the MPA acknowledges and offers strategies to address inequities leading to disparities and life expectancies,” Brown said. Gov. Newsom presented a $291 billion spending plan to the California Legislature on Jan. 10, but a looming shortfall estimated at tens of billions of dollars could affect expenditure for programs targeting the state’s aging residents. Presenters told legislative staffers attending to relay to lawmakers the importance of servicing a rapidly growing population. “If you walk away with nothing else today, the whole goal is that the subject matter experts, these stakeholders are invested in the success of the legislative staff,” said Toth, explaining that the advocates participating are committed to working with lawmakers and their aides to improve policy for aging Californians.

influence” which caused much deserved backlash. Today, KYKC, a country music station in Oklahoma, initially rejected requests to play Texas Hold ‘Em telling fans they don’t play country music as this is a country station. A logical assumption to

be fair as Beyonce is known for making pop and r&b music typically. But when corrected that her new songs indeed are country, they changed the narrative as to why they wouldn’t play her music. Why does this matter? Because country music derived from the Blues

which was created by Black musicians. Country music, wildly associated with white republicans and Christianity is a false narrative of itself. We invented this and we’re taking it back. Saddle up because it’s gonna be a long racist ride to this rodeo chile.

Small Businesses Face Myriad Threats in 2024, But All is Not Lost

Small businesses are the backbone of Inglewood’s economy, but today they face greater threats than ever before. From supply chain disruptions to inflation to changing consumer behaviors accelerated by the pandemic, 2024 presents many challenges for small business owners seeking to stay afloat. However, while the obstacles may seem daunting, experts say there are ways for small businesses to mitigate the threats and set themselves up for success. The most immediate threat facing most small businesses is inflation and its accompanying price increases. Inflation in 2023 reached its highest rate in over 40 years in many countries. While inflation is projected to moderate somewhat in 2024, it will likely remain well above the targets set by many central banks. This means small businesses will continue to deal with more expensive raw materials, inventory, and other operating costs even as consumer spending slows. To counter inflation’s impacts, small businesses should look for ways to lock in prices with vendors and suppliers, when possible, cut unnecessary expenses, and delay major purchases until inflation eases. Ongoing supply chain disruptions also present a major difficulty, making it harder for small businesses to obtain the products and components they need. Shipping delays, shortages of key materials, and logistics logjams can shut down operations and lead to lost sales. Building relationships with multiple suppliers and maintaining higher inventory levels are two ways small businesses can mitigate supply chain woes. Changing consumer behaviors in the wake of COVID-19 presents yet

another challenge. More consumers now expect multi-channel options, flexibility, contactless experiences, and hyperconvenience from businesses. Smaller operations often struggle to provide the seamless digital and in-person experiences that consumers desire today. Investing in digital capabilities and working to understand emerging consumer preferences are key for small businesses in 2024. While the threats for small businesses

seem ubiquitous, the outlook isn’t entirely bleak. Smaller, nimbler operations may have an easier time adapting to the postpandemic world. Seeking help from local and government small business support programs, trade groups, or non-profit small business development centers can help owners implement plans to overcome challenges. With proactive strategy, creative problem-solving, and utilization of available resources, small businesses can emerge stronger.

The road ahead remains rocky, but small businesses are notoriously resilient. With inflation projected to moderate and consumer demand still healthy, light is at the end of the tunnel. By making smart investments in supply chain relationships, multi-channel experiences, and strategic adaptation, small businesses can mitigate threats and seize opportunities this year.
