Veteran Congresswoman Maxine Waters (D-43) made a surprising to the Forum vaccine distribution site on President Day Feb 15th to learn firsthand about the policies, procedures and ongoing operation.

“I left Washington to come to my district to learn what is going on with the vaccine distribution and figure out a how more of our seniors and underserved population can receive the vaccine,” Waters explained to Inglewood Today which was granted exclusivity for the tour.

Wearing pumps, red pants and a black jacket the 82-year Waters arrived at the Forum on a sunny albeit windy day at just past noon.

The Tabernacle Community Development Corporation (TCDC) in partnership with the Los Angeles County Health Services has launched a new program to expand access to free community-based COVID-19 testing in the Black community.

Latinos in Los Angeles County have the highest death rate at 276 for every 100,000.

This expansion is part of the “Black Church COVID-19 Testing Partnership,” a Southern California grassroots public initiative that will provide free coronavirus exams at pop-up health centers located at 35 Black churches.

The program goal is to provide free tests to 150 individuals at each church location daily through June 30.

“Throughout Black communities in California, and across the country, lack of medical service has resulted in a disproportionate and an inequitable higher percentage of deaths and infections by this deadly pandemic,” said the Rev. J. Edgar Boyd, Senior Minister at First AME Church of Los Angeles, commonly called “FAME”

by Black Angelenos.

“The Black community bears a great burden with poor health outcomes due to longstanding inequities and racism in healthcare and related institutions,” Boyd continued. “The Black church has long played the role of advocate and provider, a place of trust. When the government failed us historically, the church stepped in to provide and care for our community. That work continues today.”

So far, across California, about 7.5 million vaccines have been

administered in the state. L.A. County residents – who total to about 10.4 million people -- have received about 1.4 million of those COVID-19 shots.

About 2.8 % of all African Americans across the state have been vaccinated.

Black Californians make about around 6% of the state’s total population of about 40 million people.

The African American Community Empowerment Council of California (AACECC), a San Francisco-based non-profit, has also kicked off an effort to provide COVID-19 exam sites at eight churches in Black communities that have been under-tested since the COVID-19 pandemic began.

Working in collaboration with the TCDC of San Francisco, the launch also includes onsite, drive-thru COVID-19 testing at FAME. Founded in 1872, FAME is the oldest house of worship founded by African Americans in the city and one of the eight churches that will host COVID-19 testing sites.

The new testing sites at the churches will not require appointments, removing one barrier that has prevented some African Americans around the country from getting tested.

“L.A. County is grateful to work alongside First A.M.E. Church of Los Angeles, a long-time leader in this community, to roll out this new program that will increase COVID-19 testing access for the County’s Black residents,” Dr. Hong said. “While L.A.

County has made strides in expanding access to COVID-19 testing, this new partnership will further ensure equitable access to testing for the Black community as testing remains a critical piece of reducing community transmission and improving health outcomes.”

Los Angeles County Health Services formed the partnership because the Black clergy and the church community has proven to be a trusted source of information and influence in the Black community, members of the African American clergy in Los Angeles say.

“Trust is sacred, and it hangs by a thread between the Black community and some of our institutions. The church has always been the bridge to engage the Black community, rebuilding the trust that has been broken,” said the Rev. Gerald Agee, founder and pastor of Friendship Christian Church (FCC).

“We urge those in our community to get tested. It is one way to help keep you and those you live with safe,” Agee continued.

Los Angeles County Health Services (DHS) is the second-largest municipal health system in the United States – after New York Health and Hospitals.

Through its integrated system of 27 health centers and four hospitals - and an expansive network of community partner clinics – DHS annually provides direct care for over 600,000 patients, employs over 23,000 staff, and has an annual budget of over $6 billion.

Boyd said he looks forward to joining hands with the county and state to fulfill a critical healthcare need in his community.

“We are thankful for the support of Dr. Clemens Hong of the Los Angeles County Health Services, other county officials and Governor Gavin Newsom and his administration for the investment in this testing partnership with Black churches,” he added.

various leaders of the distribution site which included medical personnel, triage nurses, Los Angeles County nurses and fire department members assigned to the Inglewood site.

The Forum can accommodate 4,000 vaccine candidates per day, but is only servicing 1,200, according to officials at the site who asked to speak off the record for this article. The most vaccinations distributed at the Forum has been 2,400 on a single day far below expectations.

Like many distribution sites throughout the nation, officials say there are handicapped by the short supply of the vaccine.

“We told them to give us 3000, but the problem was the allocation. We want to run 4000 a day here and you see we have it set up to do that. The manufacture has to supply as well,” two officials told Rep. Waters.

“I know we are boosting the manufacture production supply and this president is rushing as fast as he

come up here to our vaccination area and over there is our IT tent where the computers record their information,” added the official.

Rep. Waters inquired about who the people were that are being vaccinated.

Most if not all of the vaccinated individuals on this day appeared to be not to represent Blacks or African Americans, but the officials insisted they were Los Angeles County residents.

The disparity of the vaccine distribution process has been a growing concern among minorities who have proportionately been affected more by the coronavirus disease than white and other ethnic groups, a concern that troubles Congresswoman Waters.

“The dosage amount allocated to the site is based on the computer system and they limited the number of appointments that are available based on servicing the second dose personnel.

Waters began the tour in a small jeep with two officials that began at the Kareem Ct. entrance point where vehicles are guided by orange cones to registration.

While the vaccine is free, LA County residents are required to apply for the vaccine through what has become a most challenging registration process.

On this particular day the second dose of the vaccine was being administered to elderly (65 years and older) individuals who had previously received their first weeks ago.

Those vaccinated receive a card with their name on it and certification of their shot and the date of their shot.

The person can choose which arm they would like to receive their dose.

“Once they get registered, they will

Rep. Waters visited all of the various tents utilized for the operation, the IT Tent, Triage Tent, and the tent where the vaccinations are stored and extracted for distribution.

The Congresswoman probed a variety of individuals at the site including the intern nurses from various cities such as Cleveland, Atlanta and even Alabama.

She wanted to know about the refrigeration of the vaccine which was adequate.

“So, this is the refrigeration here?

And you don’t have any problems?”

before vials are punctured.

Her mission on this occasion was for fact finding purposes, particularly since the coronavirus pandemic continues to paralyze our nation.

Waters is instrumental in advancing President Joe Biden’s $1.9 trillion coronavirus aid package, that will directly impact residents of Inglewood and throughout the 43rd District.

Among Waters chief alarms is the distributions of the vaccine to seniors at senior centers within her district.

“Many of our seniors don’t use email or cell phones to the extent that

others do and it is imperative that we find a way to take the vaccine directly to where they are. This is something that we will have to figure out,” Waters stated.

During the tour she was shown the igloo container with ice packs that can refrigerate the vaccine up to six hours and she wants to explore how the igloo and vaccine can be central to a mobile distribution campaign.

Waters returned to Washington with enough information that could prove to be significant in the fight against the coronavirus.

Senator Bradford introduces legislation to re-invest hundreds of millions in health-focused and community-based youth services IT News Wire

SACRAMENTO —Senator Steven Bradford introduced Senate Bill (SB) 493, The PROMYSE (Promoting Youth Success and Empowerment) Act. The bill, authored by Senator Bradford and co-authored by Assemblymember Stone, will dramatically improve spending and accountability of an annual state grant called the Juvenile Justice Crime Prevention Act (JJCPA).

For 20 years, California counties have poorly spent hundreds of millions in JJCPA dollars, which are designated to support justice-involved and “atpromise” youth locally, and the state has done little to ensure accountability. In fiscal year 2018–19, counties received nearly $160 million in JJCPA funding.

“Reforming JJCPA responds to rising calls for racial justice and addresses economic challenges heightened by the COVID-19 pandemic. This bill will provide for greater accountability, effectiveness, and equity in supporting our youth,” says Senator Bradford. “The PROMYSE Act will ensure state funds are invested in youth development and

crime prevention.”

SB 493 will do this by requiring at least 95 percent of JJCPA funds to be invested in non-law enforcement public agencies and/or community-based organizations.

Further, it will foster equitable decisionmaking by restructuring each county’s Juvenile Justice Coordinating Council (JJCC), which is responsible for overseeing JJCPA grant administration locally. Under SB 493, JJCCs will have fewer mandated government agency representatives and must include at least 50 percent community representation.

The bill will also expand reporting by the Board of State and Community Corrections (BSCC) and counties to include critical evidence on youth served and program effectiveness to ensure taxpayer dollars are spent wisely.

In May 2020, the California State Auditor released a scathing report on JJCPA administration and spending.

According to the state auditor, counties have excluded legally required council representatives, and data reporting has not demonstrated the effectiveness of JJCPA-funded programs. The California

State Auditor found, “counties made only limited revisions that failed to demonstrate how their strategies for addressing juvenile crime and delinquency had changed over the last 20 years.” During that time, youth arrests dropped by over 80 percent leading to massive declines in youth contact with probation and other law enforcement entities. Yet counties continue to funnel the majority of JJCPA dollars to probation salaries and benefits with little to no investment in youth services provided by community-based organizations.

“Use of JJCPA funds on law enforcement personnel–including netwidening with excessive supervision– is contradictory to the bill’s original intent of investment in collaborative, community-based services,” explains original JJCPA co-author, Congressman Tony Cardenas. “I developed JJCPA in response to California’s harmful history of tough-on-crime measures and its over-incarceration of young people… JJCPA funds were intended to support community-run prevention and

intervention programs.”

The PROMYSE Act will revitalize California’s JJCPA grant to align with youths’ needs and present-day realities.

Anti-Recidivism Coalition (ARC) Youth Advocate Kenzo Sohoue expresses, “I’ve noticed that most of my peers were never exposed to opportunities in their childhoods that could have molded them and encouraged them to become productive members of our communities. That is because there isn’t enough money invested in community centers and youth development centers.”

Black and brown youth have experienced the brunt of California’s punitive system.

Better JJCPA investments can ensure that state funds no longer prop up a system that has consistently failed youth and communities of color. It is time to invest in a new vision for California’s young people–one that recognizes that health, education, and community-based services are essential in preventing youths’ exposure to the justice system.

SB 493 is a critical step to establish a strong foundation for the future.

Chargers hiring Cody Cejda as Special Assistant to the Head Coach Cejda essentially was Pat Fitzgerald’s right-hand man for the past decade.

In another move that is emphasizing the massive philosophical shift by the Chargers behind following the hiring of Brandon Staley as their head coach, the team is reportedly hiring Cody Cejda, Northwestern’s former Director of Football Operations, to be the Special Assistant to the Head Coach. The Athletic’s Bruce Feldman was the first with the report.

Cejda has held the role of DFP with the Wildcats for the past 10 years. According to Feldman, he’ll focus mainly on analytics with the Chargers, as well as “other aspects” with the team.

Per Northwestern’s official team site: “Cejda oversees the day-today operations and budget of the football program. His duties include coordinating team travel, bowl game preparations, training camp schedules, off-site events and team meals. He also operates as the football program’s liaison to members of the Northwestern Athletics administrative staff as well as NU’s marketing, athletic communications, academic services departments.”

Per Matt Fortuna of The Athletic, Cejda was essentially seen as Northwestern head coach Pat Fitzgerald’s “right-hand

man” while in Chicago.

In Staley’s recent press conference from Thursday, he told reporters that he wants his staff to be “on the cutting edge” of the NFL when it comes to their preparations and strategies. The Chargers have never been big users of analytics and that theme seems to be getting flipped on its’ head in recent weeks.

When Charlamagne Tha God, the host of the breakfast club and advocate of black mental health teamed up with Anita Kopacz, a spiritual psychologist that helps men and women overcome childhood trauma, domestic violence, sexual assault, and human trafficking; together they produced magic in a book called, “Shallow Waters”.

Shallow Waters is now available for pre-sale and debuts on August 3, 2021.

Shallow Waters is about the Yoruba deity “Yemaya”, known as the goddess of the sea. Legend has said, when Africans were hoarded onto the slave ships, Yemaya came with them, thus becoming the Goddess of the Ocean. It is believed that she is a protector.

To this day, she is celebrated across the diaspora. Celebrations typically begin on January 1st and go until the end of February. She is known by several names, but her traditions continue in the countries to which her people were dispersed: North and South America, the Caribbean and along the West African Coast.

Kopacz, a survivor of childhood trauma, started writing to comfort her spirit. In 2010, she published, “Finding Your Way”. A book that explains life’s most basic and valuable lessons from spiritual concepts created to enrich the soul.

In 2019 she started a company called, Zero F’s Given which first launched as a tee shirt campaign to help The Center for Safety & Change.

The Center for Safety & Change is a nonprofit organization serving victims of domestic violence, sexual assault, and other violent crimes. Oprah Winfrey, Charlamagne Tha God and many other celebrities wore the t-shirts to advocate no shame for speaking up against abuse.

In 2020, while Kopacz was writing “Shallow Waters,” Charlamagne Tha God launched, Black Privilege Publishing, a new imprint from Atria Books at Simon & Schuster.

Charlamagne fell in love with the book and immediately wanted to publish it.

Shallow Waters will debut 3 months after Black Privilege Publishing’s first book release, Tamika Mallory’s “State of Emergency”.

California Labor & Workforce Development Agency Launches New Employer Portal for COVID-19 Industry Guidance

SACRAMENTO– The California Labor & Workforce Development Agency (LWDA) recently launched a new Employer Portal, a one-stop hub for California employers to quickly find up-to-date state and local county COVID-19 guidance by business industry. The portal can be accessed at SaferAtWork.covid19.ca.gov, a new site for employers and workers featuring information about how we can all work together to prevent the spread of COVID-19 in the workplace.

As businesses across the state continue to adapt through the pandemic, LWDA encourages employers to utilize the portal as a resource for how to operate safely and ensure compliance with state and local guidance.

“We recognize that in a public health crisis, guidelines and best practices are evolving. That’s why we created a central navigation hub where employers can find the latest information,” said

Labor Secretary Julie A. Su. “With this resource, we hope all employers will find it easier to access state and local information so that businesses can operate as safely as possible.”

To use the portal, employers answer a short set of questions on their business type, location, and current COVID-19 practices, and it generates a tailored “road map” of relevant information, links to helpful resources and more.

The portal can generate more than 2,000 potential road maps depending on the business type and location, which identify the COVID-19 related guidance in effect for the business and county and can be printed or emailed for easy reference.

The portal, available in English and Spanish, pulls all COVID-19 guidance and requirements from trusted state, county and city sources, including from the State’s Blueprint for a Safer Economy. In addition, it provides information about employee benefits,

paid sick leave and immediate steps to take in the event of a COVID-19 case at work. To ensure accurate information at all times, the portal will be updated with local and state guidance on an ongoing basis.

Of note, the portal does not ask for business name or any other personal information. The information in the portal is for educational purposes and will not be used for state enforcement activities. Anita Kopacz, Zero F’s Given is a campaign to help Center for Safety & Change – Rockland County’s only victim-focused, nonprofit agency offering around-the-clock, free and confidential life-changing programs and services to victims and survivors of domestic violence, sexual assault, human trafficking and all Zero F’s Given (ZFG) is a campaign to raise awareness and help victimized and disenfranchised populations heal from sexual trauma, find their voice, and reclaim their power. Zero F’s Given launched as a tee shirt campaign to help The Center for Safety & Change, a nonprofit, tax-exempt community organization serving victims of domestic violence, sexual assault, and other violent crimes in Rockland County, New York.

Celebrating Black History Month

Charles Richard Drew (1904-1950) was born in Washington, DC, the oldest of five children. Drew was an extraordinary athlete, earning several medals for swimming in his elementary years. Later he branched out – playing football, basketball, and other sports.

After graduating from Dunbar High

coach at Morgan College, now Morgan State University, in Baltimore, where he worked for two years.

In 1928, he applied to medical schools and enrolled at McGill University in Montreal, Canada. At McGill, Drew specialized in surgery and developed his surgical career at Howard University when he joined the faculty

research, Dr. Drew discovered that by separating the liquid part of the blood (called plasma) from the whole blood (where the red blood cells exist) and then refrigerating them separately, blood lasted longer and was less likely to become contaminated.

He also discovered that everyone has the same type of plasma; thus, in

Dr. Drew was made the head medical supervisor of a project called “Blood for Britain.” Under his leadership, the project helped collect thousands of pints of blood and plasma from New York hospitals and shipped them overseas to treat soldiers in Europe.

It was Dr. Drew who introduced us to “bloodmobiles” — refrigerated

School in 1922, Drew went to Amherst College on a sports scholarship. There, he distinguished himself on the track and football teams, graduating with a Bachelor’s Degree in 1926 Drew wanted to pursue his dream of becoming a physician but didn’t have the money it took to go to school in the U.S. He took a job as a biology instructor and

in 1935. It was during his post-graduate internship and residency that he studied transfusion medicine. From 1938-1940, while studying at Columbia University, he refined key methods of collecting, processing, and storing plasma. He was awarded the Med. D.Sc. from Columbia in 1940; his doctoral thesis was titled “Banked Blood.” Banked BloodIn his
