Gloria Gray, chair of the Metropolitan Water District shared her overarching goals for MWD. The Metropolitan Water District is the largest supplier of treated water in the nation. Our service area includes 19 million people—about one out of every two Californians, or one out of every 17 Americans.

My first priority is to continue Metropolitan’s legacy of successfully carrying out our mission. We face some challenges in making sure we continue to have an adequate supply of water in light of the stress climate change is putting on our imported water supplies.

About 55 percent of the water used in Southern California comes from Northern California and the Colorado River. We must also work locally to develop climate change-resilient local supplies which takes investment and while we face these challenges, we also need to ensure that our water is safe to drink and as affordable as possible. And of course, we have to manage our resources in an environmentally responsible way. I do believe that we can meet these diverse demands.

Concerning the challenges of climate change, it’s very important to continue our efforts to raise awareness about water issues throughout Southern California, especially in communities that have historically been left out of the conversation.

The drought a few years ago did a lot to get people interested in Southern California’s water supply. Conversations about the effects of climate change are, too.

Last November, Los Angeles County voters approved Measure W: a parcel tax that will raise $300 for water quality and storm water capture infrastructure. As an importer of water for the Southern California region, how does this significant investment affect MWD’s planning for water supply and resilience?

We have invested a great deal in the development of local supplies to help the region build a diverse supply portfolio. We have invested more than $1.4 billion in water recycling, conservation and groundwater recovery since the 1990s. And now staff is taking a hard look at opportunities to support storm water capture projects. So Measure W fits right in.

MWD is partnering with the Los Angeles County Sanitation Districts on a proposed 100-150 million gallons/day water reuse facility, and a similar proposal has been discussed for the Hyperion Treatment Plant.

Metropolitan’s Regional Recycled Water Program would purify treated wastewater from the County Sanitation Districts’ Carson plant that is currently sent to the ocean. We’re completing construction of a demonstration facility that will open this summer. That demo plant will provide data to help us decide whether to move forward with a fullscale facility, which as you mentioned would produce up to 150 million gallons of recycled water daily. It would be

one of the nation’s largest recycled water plants.

Both of MWD’s primary water sources have seen significant changes over the last year: the Colorado River Drought Contingency Plan was recently signed, while the Delta water conveyance project was reduced to one tunnel.

Last month we celebrated a milestone for the Colorado River: the completion of the Drought Contingency Plan, an agreement among seven Colorado River Basin states, Indian tribes and Mexico to boost storage levels in Lake Mead and Lake Powell and prevent the reservoirs from reaching critically low levels. That was very challenging, and I’m proud to say that Metropolitan played a lead role in making it come together. This is a bridge solution with an expiration date of 2026, but it’s a sign that we can work together on the longer term issues stressing the river to ensure its long-term sustainability and reliability for the people, economies and diverse ecosystems that rely on it.

When it comes to the Delta conveyance project, our board voted for a dualtunnel solution, but Governor Newsom has indicated that he supports one tunnel. We’re just pleased that he recognizes the need for new conveyance to modernize the State Water Project, and we’re looking forward to working with him on that. For us, the critical issue will be ensuring that the project has the capacity to meet the needs of Southern Californians.

We’ve been in conversation with the governor, as well as Natural Resources Secretary Wade Crowfoot, to convey that need to the new administration.

MWD has 26 member agencies throughout Southern California. Each of those member agencies has issues and priorities that are specific to their region.

I see my job as fostering robust discussions and open debate, and ensuring that the board has the information needed to make the kinds of critical decisions that we face. And despite those varying priorities, the region benefits when we work together – we have seen that time and time again – when we built the Colorado River Aqueduct, when we built Diamond Valley Lake, in our extensive investments in conservation.

At the end of the day, majority rules: the board takes a vote. But as I lead, I am willing to listen to all perspectives and collaborate. I believe in collaboration, transparency, openness, partnership, and one simpler thing: respect. I believe the policy that comes out of the end of this process is better for it.

The MWD board has seen tension in the recent past between San Diego and Los Angeles. History is important, but moving forward is more important. Not only am I now chair of the Metropolitan board, but the San Diego County Water Authority also has a new chair in Jim Madaffer. We have been talking about how to resolve those issues and develop a more cohesive relationship between the two agencies, and I’m very hopeful about those discussions.

In addition to chairing Metropolitan’s board, I also represent the West Basin

Municipal Water District as a member agency on the board. Here are the issues specifically facing West Basin.

The West Basin board has been very supportive of my becoming chair of Metropolitan. Being chair does require a lot of work and commitment, so their support is important.

West Basin, like many of Metropolitan’s member agencies, is looking at diversifying its water supply portfolio and developing local resources to reduce our dependency on imported water. Water recycling is already a big part of our portfolio; we’re very proud of our Edward C. Little water recycling facility in El Segundo, which is distinct from other plants in that it produces five types of “designer” water based on customer needs. We’ve had folks from all over the world come to see what we

do there.

We’re also looking at another option for local drinking water supply: ocean desalination. We completed a Draft Environmental Impact Report on our potential project last year and released it to the public for an extended period of 91 days to receive feedback from all stakeholders. Staff and our consulting team have been processing the questions and comments from the community and other stakeholders and are expected to prepare the final EIR for the Board’s consideration in the summer of 2019.

West Basin’s water recycling program has always been an important part of a strategy to drought-proof the region and has produced 200 billion gallons of recycled water since its inception.

Metropolitan continues to recognize the importance of supporting member agencies in the development of local projects through our Local Resources Program.

Metropolitan has invested significantly in recycled water projects since the 1990s – to the tune of nearly half a billion dollars. And now we’re on the verge of taking our commitment to recycled water to the next level, with our Regional Recycled Water Program. For the first time, we are taking the lead on a large-scale regional recycled water project, rather than just financially support-

July 11, 2019 ing projects developed by our member agencies. The program is starting with a $17 million demonstration facility at the Sanitation Districts’ wastewater treatment plant in Carson. Information from that facility, which is launching operations this summer, will help staff and our board make the next decisions on whether and how to develop a fullscale recycled water plant.

A full-scale plant would be a big investment – $3.4 billion – and a new sort of endeavor for Metropolitan. But because it is such a regional project, crossing multiple water district boundaries, multiple counties and multiple groundwater basins, it will take a regional agency like Metropolitan to make it happen.

MWD is working with disadvantaged communities. About half of the residents in Metropolitan’s 5,200-square-mile service area live in what fits that profile. We continue to work with our member agencies to find ways to connect with these communities and develop solutions to water challenges that are both beneficial and costeffective. We work to update our water infrastructure and develop more local supplies.

We’re also making an effort to make sure our rebate programs are more accessible to low-income residents, who may lack the resources to take advantage of some of our rebates – for example they may live in apartment buildings without yards, so they can’t participate in our lawn replacement rebate, or they may lack the resources to take advantage of our rebates for high-efficiency appliances.

So we recently launched a pilot program that increased rebates for highefficiency toilets in disadvantaged communities and created an incentive for their installation by third parties. We’re looking forward to the results of this pilot so that we can identify what we should do next.

Staff is also working with our member agencies to help them develop local conservation programs aimed at increasing water savings in disadvantaged communities. It is a priority of mine to make sure we’re working with our member agencies to engage all the communities we collectively serve.

Lastly, what benchmarks do you look forward to in 2020 with respect to MWD’s agenda?

By 2020, I hope that we will have solved some of the issues we face right now regarding our two major sources of water. In terms of the Colorado River, next year we will continue to work with the other Basin states to develop a longterm approach to making Colorado River supplies more sustainable.

In terms of the Delta conveyance project, I would hope that by next year, there will be a decision on the project’s capacity. But the commitment to modernize Delta conveyance is there from the new administration, and certainly from Metropolitan.

And our board will be making some important decisions regarding the Regional Recycled Water Program and the future of a full-scale plant.

These are exciting times. The Metropolitan family and individual water agencies are all facing challenges, but we are working together to solve those challenges.

Black American children are experiencing an increase in suicides. In a community where suicide is not viewed as a “Black thing,” and discussions about mental health are often viewed as taboo or not taken seriously, the statistics sug-

gest that more must be done to stem the tide of a growing epidemic.

With historical adversity, psychological distress and racism impacting their mental health, the Black community is no stranger to suicide in America. Afri-

rates have been lower than white rates, Black suicide rates have been growing at a higher rate than those of their white counterparts, particularly from 1965

onward. Further, in recent years suicide rates among Blacks across age groups have been lower than those for whites, Native Americans — who have the highest suicide rates — and comparable to Latinos and Asian Americans. However, research also suggests Black suicides have been more prone to misclassification and therefore likely underrepresented in the data, which would help explain the paradox of lower Black suicide rates despite the mental health risks Black people face.

Traditionally, Black youths have had a lower suicide rate than white youths, according to the Centers for Disease Control and Prevention. However, a study published by the journal JAMA Pediatrics in 2018 revealed that the suicide rate among Black children under 13 years is now double the rate for white children in that age group. This reality applies to both girls and boys, the study says, and white suicide rates surpass Black rates in the teen years.

The study came as the Centers for Disease Control and Prevention reported that suicides among Black children under 18 increased 71 percent from 2006 to 2016, at a time when suicides among all children rose 64 percent. Some of the possible reasons offered for the increase include the impact of racism placing Black children at a higher risk, and the notion that suicide is not an issue in the Black community, thereby hampering any efforts at suicide prevention. The new indictment—which, according to two sources, will be unsealed Monday in Manhattan federal court—will reportedly allege that Epstein sexually exploited dozens of underage girls in a now-familiar scheme: paying them cash for “massages” and then molesting or sexually abusing them in his Upper East Side mansion or his palatial residence in Palm Beach. Epstein will be charged with one count of sex trafficking of minors and one count of conspiracy to engage in sex trafficking of minors—which could put him away for a maximum of 45 years. The case is being handled by the Public Corruption Unit of the Southern District of

Suicide among Black youth occurs disproportionately among boys, with males accounting for as much as 80 percent of suicides among all African Americans, according to Dr. Sean Joe, faculty member at Washington University in St. Louis. “Anxiety is a very important predictor for suicidal behavior, particularly among Black Americans,” he said, noting that while suicide risks increase for whites as they age, for Black people the risk is highest for people under 35. At the tender age of 15 years young, Atlanta native Cori “Coco” Gauff makes history or should I say, HERstory, as the youngest player to ever qualify for Wimbledon. Coco kicked off opening day at Wimbledon by upsetting her idol, Venus Williams in straight sets to reach the second round. Lets start with the fact that she wasn’t even born when Serena won her first title.

She is the youngest woman to win a match since 1991. Gauff told the BBC, “It’s the first time I ever cried after winning a match! I never thought this would happen. I don’t know how to explain it. I’m literally living my dream.

Gauff continued her run into the fourth round with victories over Magdaléna Rybáriková and No. 60 Polona Hercog, and needed to save two match points against Hercog in particular.

Coco’s athleticism displayed during the tournament was incomparable and shows that she will be around dominating the sport for years, perhaps de-

cades to come.

The hype surrounding her first round match win helped lead to Gauff ’s third round match being scheduled on Centre Court. She was eliminated when she lost her match with Simona Halep in the second week of the tournament. It’s no surprise that Cori had such a sensational Wimbledon debut as she has a laundry list of achievements in the sport.

Coco is also the youngest ever finalist in the girls’ singles event at the US Open. She won the Junior French Open in 2018 and was the second youngest to do so. In addition to that, she is also the youngest female to qualify for a Grand Slam tournament draw. We are all keeping our eyes and hearts focused on Little Miss Coco and all look forward to seeing all the many many more wins in her future.

The council received an audio visual staff report before approving an agreement with Habitat for Humanity of Greater Los Angeles for administration and construction services related to the City’s Minor Home Rehabilitation Program.

The program will provide and promote rehabilitation of housing stock throughout the City of Inglewood and $500,000 of Grant Funds will be allocated to assist approximately 30-40 low-income home owners.

Low income is established when a family’s income is 80 percent of the median income in the city.

Mayor Butts applauded the city’s Minor Home Rehabilitation Program and insisted that measures be established to ensure that those selected to receive rehabilitation funds are selected on the basis of a fair, evenly established and transparent process. Council Member Franklin warned the staff to ensure that all work performed for homeowners would be within the city’s municipal code.

It was announced that advertising for the program will begin in about three weeks and applications from homeowners may be submitted in about five weeks, and, except for extreme code violations or necessary safety and health improvements, applicants will be accepted on a firstcome, first-served basis.

Homeowners may be included on the program’s interest list by calling 310-412-8844.

Council Member Padilla introduced Robert Chavez, the city’s new Housing Manager, who received a warm applause welcome from those in attendance.

The council approved a threeyear agreement (with the option to extend two (2) additional three (3) year terms) with FleetWash Inc., for pressure washing services, and bus stop maintenance.

The council introduced and adopted an ordinance approving the secured property tax rates for Fiscal Year beginning October 1, 2019.

The council approved an initiative by Council Member George W. Dotson requesting approval of the City’s in-kind co-sponsorship of the 1st Annual District 1 City of Champions 5K Run/Walk, to be held on Saturday, September 28, 2019, from 7:00 a.m. to 12:00 p.m., at Edward Vincent Park.

Following the success of Ava Duvernay’s When They See Us, Netflix is going to release a full-length documentary feature about Cyntoia Brown’s incarceration and ultimate fight for clemency. For those of you who aren’t familiar with Cyntoia and her story, she was recently granted clemency after serving 15 years in prison for killing a man who bought

her for sex when she was just 16 years old. It will chronicle Brown’s incarceration case from the beginning in 2004 all the way up to her release, specifically highlighting her request for clemency. Some speculate that the years old case sparked new interest when Kim Kardashian and a slew of other celebrities started a social media campaign #Justice4Cyntoia, and encouraged her husband, Kanye West to bring the attention to his new friend, President Trump. The Trump administration is looking to decrease the Education Department’s funding by $7.1 billion compared to what it was given last year, as part of next year’s proposed budget.

The budget proposal suggests eliminating 29 programs, including after-school and summer programs for students in high-poverty areas, among other things.

The budget proposal is unlikely to pass through Congress – especially with Democrats in control of the House, however, it is a glimpse into the Trump administration’s priorities going into the next fiscal year.

In a statement on Monday, Education Secretary Betsy DeVos said the proposed cuts show “commitment to spending taxpayer dollars wisely and efficiently by consolidating or eliminating duplicative and ineffective federal programs.”

She also said the “budget at its core is about education freedom,” an apparent nod to the issue of school choice – something DeVos has attempted to champion during her Human Services.

American Federation of Teachers President Randi Weingarten issued a statement responding to the proposed cuts, criticizing the DeVos’ leadership at the department.

“Rather than increase funding for kids with special needs or for those who live below the poverty line in both rural and urban America, or addressing the issues raised in their own safety report, DeVos once again seeks to divert funding for private purposes in the name of ‘choice,’” Weingarten said.

The statement continued: “However, if they listened to parents, they would hear that, overwhelmingly, parents want well-funded public schools as their choice.”

Washington Sen. Patty Murray, the ranking Democrat on the Senate Committee on Health, Education, Labor and Pensions, also criticized the budget’s Education Department proposals, saying it showed “how wildly out of sync” DeVos is.

“Secretary DeVos is proposing gutting investments in students, teachers, public schools, and even school safety -- all to make room for her extreme privatization proposal that no one asked for. This is not a serious budget proposal, and I am going to once again work with Republicans in Congress to ensure every student has access to a quality public education in their neighborhood,” Murray’s statement said.
