About 3.1 million people would lose food stamp benefits under the Trump administration’s proposal to tighten automatic eligibility requirements for the food stamp program.

The Agriculture Department said Tuesday that the rule would close “a loophole” that enables people receiving only minimal benefits from the Temporary Assistance for Needy Families program to be eligible automatically for food stamps without undergoing further checks on their income or assets.

“For too long, this loophole has been used to effectively bypass important eligibility guidelines. Too often, states have misused this flexibility without restraint,” Agriculture Secretary Sonny Perdue said in a statement.

The proposed rule is the latest in the Trump administration’s efforts to cut back on the Supplemental Nutritional Assistance Program or SNAP, the official name of the food stamp program. It also has proposed to tighten work requirements for those who receive federal food assistance.

BUDGET IS NOT SENIOR FRIENDLY

The Trump budget is hardly senior-friendly. He’d freeze or reduce spending for many federal senior service programs—continuing a trend that has gone on for more than a decade. And his proposed cuts to Medicaid could hurt family caregivers of parents or younger relatives with disabilities. But the Medicare cuts?

There is much less there than meets the eye.

The Committee for a Responsible Federal Budget does a nice job walking through the math, and concludes that the net reduction in Medicare spending would be between $515 billion and $575 billion, The White House projects that total Medicare spending over the next decade will top $10 trillion.

While even $515 billion is a lot of money, very little would directly affect beneficiaries. CRFB figures about 85 percent of the cuts would come from hospitals, doctors, skilled nursing facilities, and other providers.

Trump is moving about one-third of the money--$269 billion—into a different section of the budget. He would not reduce spending for these two programs, which fund certain hospitals and medical education, he’d just shift them out of the Medicare account to somewhere else.

Of the rest, Trump’s budget saves $360 billion mostly by recycling or building on ideas first suggested by President Obama. Among the proposals: Paying post-acute and longterm care providers based on the clinical needs of beneficiaries rather than the site where the care is offered, and reducing payments to hospitals for the cost of patients who don’t pay their bills. In some cases, hospital-owned medical practices would be paid lower, outpatient rates even when they are located on a hospital campus.

None of these changes would increase costs to beneficiaries and some could, at least in theory, lower Medicare premiums. The potential downside: Some hospitals or nursing homes may stop providing services if they are no longer profitable.

About 11 percent of the cost savings would come from changes in the Medicare Part D drug benefit. Some beneficiaries would pay more out of pocket for prescription drugs and others less, depending on what medications they take and how much they cost. The administration also claims Medicare would save about $30 billion from broad changes to medical malpractice laws.

In another change that could directly affect patients, the budget also would expand the requirement that they get prior authorization for Medicare fee-for-service treatment, an initiative the White House says would save about $6 billion.

Keep in mind, however, that there is little chance any of these ideas will become law. Most have been around in one form or another for decades, and health care lobbyists always shoot them down. In the absence of broad-based Medicare reform, that is likely to happen again.

Older adults and their caregivers ought to be more concerned with other ideas in Trump’s 2020 budget.

For example, he has once again proposed freezing or cutting federal senior services programs ranging from Meals on Wheels to falls prevention to the State Health Insurance Assistance (SHIP) program that helps seniors manage the increasingly complex world of Medicare.

Last year, Trump proposed even deeper cuts. However, Congress rejected nearly all and even raised the budgets for some programs. With control of the House flipping from Republican to Democrat this year, it is highly unlikely any of these programs will get cut. However, it is not clear that many will be increased ei-

Trump is proposing major changes to Medicaid. He’d turn the program largely into a block grant, where the amount the federal government contributes to a state program is capped each year. Today, the feds pay on average about 60 percent of the cost of Medicaid, no matter how rapidly it increases.

Finally, Trump’s budget would impose a national work requirement on Medicaid enrollees, an idea that some states have adopted over the past year. While the states include exceptions for family caregivers, the rules vary widely and often are ambiguous, according to a 2018 study by the advocacy group Justice in Aging.

Congress will approve few if any of Trump’s budget initiatives, though he may try to implement some administratively. Cuts could be problematic for seniors and their families. But his Medicare reductions, at least, would be far less important to older adults than they seem at first glance.

Trump lashed out early Wednesday ahead of the hearing, saying on Twitter that “Democrats and others” are trying to fabricate a crime and pin it on “a very innocent President.”

“Why didn’t Robert Mueller investigate the investigators?” Trump said in his tweet.

Trump has made Mueller a regular target of attack over the past two years in an attempt to undermine his credibility and portray him as biased and compromised.

Over the last week, Trump began to frequently ask confidants how he thought the hearing would go, and while he expressed no worry that Mueller would reveal anything damaging, he was irritated that the former special counsel was being given the national stage, according to two Republicans close to the White House. They were not authorized to speak publicly about private conversations.

Long aware of the power of televised images, Trump seethed to one adviser that he was annoyed Democrats would be given a tool to ramp up their investigations — and that the cable news networks would now have new footage of Mueller to play endlessly on loop in an effort to embarrass the White House.

Trump this week feigned indifference to Mueller’s testimony, telling reporters in the Oval Office on

Monday, “I’m not going to be watching — probably — maybe I’ll see a little bit of it.”

Wednesday’s first hearing before the Judiciary Committee focused on whether the president illegally obstructed justice by attempting to seize control of Mueller’s investigation.

The special counsel examined nearly a dozen episodes, including Trump’s firing of FBI Director James Comey and his efforts to have Mueller himself removed. Mueller in his report ultimately declined to state whether the president broke the law, saying such a judgment would be unfair in light of Justice Department legal opinions that bar the indictment of a sitting president.

The afternoon hearing before the House intelligence committee pursued ties between the Trump campaign and the Kremlin.

On that question, Mueller’s report documented a trail of contacts between Russians and Trump associates — including a Trump Tower meeting at which the president’s eldest son expected to receive dirt on Democrat Hillary Clinton — but the special counsel found insufficient evidence of a criminal conspiracy aiming to tip the 2016 election.

After almost two weeks of speculation as to when Paul George and Kawhi Leonard would be introduced by the Clippers, the team has announced a date for the press conference: Wednesday, July 24, from 12-1 PM. The presser will take place at a newly renovated Clippers Community Court in South Los Angeles, one of nearly 350 such courts the Clippers are updating with the LA Parks and Rec, per the team.

Steve Ballmer, Lawrence Frank, and Doc Rivers will all address the media, as will (obviously) Kawhi and George.

There will surely be many questions on the fit of the two superstars on the Clippers, how they feel about the team surrounding them, and what their plans for the rest of the summer might be. Right now, it doesn’t appear as if the press conference will be televised, but video will certainly be recorded by the team and released later.

I think the Clippers holding the

press conference at a community rec center is notable. Even though the Clippers have been pursuing (and have now obtained) superstar players, they want to be perceived as a team “of the people”, and not a Hollywood-centered organization. Their efforts to revitalize the public basketball courts and rec centers of Los Angeles is a noble one, and will also help to ingrain the Clippers in LA in a way they never have before. This press conference just highlights the Clippers’ approach to building their brand.

This press conference will also be notable as one of the last big news events of the summer for the Clippers. After this, it seems likely that we won’t get any major nuggets about the Clippers for a while, except maybe the schedule and some information about the broadcast. In just six days time, Paul George and Kawhi Leonard will wear Clippers’ jerseys for the first time.

Through all of Hussle’s community activism and involvement with hopes to turn his community around and build a better future for his people and the children of our future, a story like this would leak to the press and make you wonder what the distraction was really for? In addition to that, his family is still battling it out in court for custody of his oldest daughter, Emani who he shares with Tanisha Foster and who his sister, Sam currently has temporary custody of. With all of the drama surrounding Nips family and his legacy, let’s all make a conscious effort to keep Nipsey’s family lifted in prayer.

An unpublished version of the proposed rule acknowledges the impact, saying it “may also negatively impact food security and reduce the savings rates among those individuals who do not meet the income and resource eligibility requirements for SNAP or the substantial and ongoing requirements for expanded categorical eligibility.”

Democrats in Congress were quick to condemn the proposal.

House Speaker Nancy Pelsoi said it was “the administration’s latest act of staggering callousness” while Senate Democratic leader Chuck Schumer said he would “fight to make sure these cuts never become a reality.”

Sen. Debbie Stabenow, D-Mich., said the administration was trying anew to circumvent Congress and that the effect would be to “take food away from families, prevent children from getting school meals, and make it harder for states to administer food assistance.”

Congress has rejected previous, similar attempts to change the expanded automatic eligibility provisions, most recently during the farm bill debate in 2018.

Robert Greenstein, president of the Center on Budget and Policy Priorities, said the proposal could discourage working families with incomes close to the maximum for SNAP participation from seeking more work out of fear that the added wages could make them ineligible for the program.

“The proposed rule would weaken SNAP’s role in supporting work while making it harder for families that

the proposal was troubling and that the government should “put attention on how to help more people, not undercut supports for them and make their struggle against hunger even harder.”

She said the department didn’t seem to address a resulting loss of school meals, which she said the Congressional Budget Office included in its analyses of previous, similar proposals. “It’s another hit on hunger,” she said.

Under the proposal, to qualify for automatic eligibility, people would have to get at least $50 a month in benefits from TANF for a minimum of six months.

The 6.25 percent overall growth reflects a county average, as there is substantial variation from one community to another. For example, the total value of all assessments in Inglewood rose so substantially due in large part to the new NFL stadium, whereas communities without comparable construction or sales activity saw significantly lower growth rates.

Pang reminded residents that the

average growth does not mean property owners will be subject to a corresponding increase on their annual property tax bills. Nearly nine out ot 10 property owners will see only a modest two percent adjustment prescribed by Proposition 13.

Among the benchmarks set by the 2019 roll is the total amount of $820 million in tax savings for seniors, veterans, and charitable organizations.

Additionally, to date, the owners of 1,328 properties that were severely

damaged or destroyed by the Woolsey fire have received tax relief totaling $684.8 million in property value, allowing them to rebuild their homes and their lives.

In addition to the City of Inglewood leading with the greatest percentage growth, Inglewood was in the top four with the greatest amount of growth at $2.4 billion, preceded by the Cities of Los Angeles, Long Beach and Santa Clarita with $41,7, $3.1 and $2.5 billion respectively.
