Tuesday’s amendments to Senate Bill 276 follow negotiations with Gov. Gavin Newsom, who raised concerns earlier this month that the bill would create an immunization bureaucracy

These amendments, Ghaly added, will ensure the bill “protects the doctor-patient relationship, strengthens the state’s ability to target doctors who abuse the medical exemption process and gives state public health officials the tools to identify and protect schools and communities where herd immunity is in danger.”

SB 276 by Pan faces a vote in the Assembly Health Committee on Thursday, where it is expected to draw large crowds of opponents. If it passes there, the bill would go to the Assembly Appropriations Committee, which is chaired by Assemblywoman Lorena Gonzalez, a coauthor of SB 276. From there, the bill would go to the Assembly floor and, if passed, would return to the Senate, where the previous version of SB 276 passed last month.

The amendments Tuesday did not pacify groups opposed to the bill or the scores of parents who have flooded the Capitol to protest. Many parents took to social media, where they said the revised bill is worse, arguing that new penalties could have a chilling effect on the willingness of doctors to write medical exemptions.

The bill originally allowed for the health department to review and potentially reject any child’s medical exemption approved by a doctor. As modified, SB 276 would allow for such reviews only at schools with immunization rates of less than 95% or for doctors who grant five or more medical exemptions in a year.

A doctor would have to certify, under penalty of perjury, that the medical exemption is “true, accurate and complete.”

Many public health advocates support tougher immunization laws, and a recent poll reported that 3 of 4 Californians also support strong requirements amid a major measles outbreak that has infected more than 1,000 Americans.

California already has some of the strictest childhood vaccination laws in the U.S., with the state requiring immunizations to attend public or private schools. A doctor can excuse a child from some or all vaccinations if there is a medical reason to do so, but questions have been raised about whether some doctors are improperly approving exemptions.

Under the bill, the state would have the authority to bar certain doctors from writing medical exemptions for up to two years if the health department determined they posed a risk to public health. Doctors with pending investigations by the Medical Board of California or Osteopathic Medical Board of California related to vaccines would also not be allowed to write new exemptions until they were resolved.

The state would track all rejected medical exemptions and share that information with the licensing boards.

This lawsuit would eliminate: protections for people with pre-existing conditions; the ban on lifetime and annual limits on health coverage; the Medicaid expansion covering 15 million Americans; health insurance affordability tax credits assisting 9 million Americans; bans on discriminatory insurance practices that force women to pay more for coverage; and young adults’ ability to remain on their parents’ insurance until age 26, and more.

Note that this was two and a half years after President Lincoln’s Emancipation Proclamation - which had become official January 1, 1863. The Emancipation Proclamation had of freedom. Another story is that the news was deliberately withheld by the enslavers to maintain the labor force on the plantations. And still, another is that federal troops actually waited for the slave owners to reap the benefits of one last cotton harvest before going to Texas to enforce the Emancipation Proclamation. In this week’s city council meeting Mayor Butts responded directly to a public comment assertion related to the city’s finances. He immediately corrected the erroneous comment by declaring that the city had a $60 million surplus in the reserve fund instead of a staggering deficit as had been suggested. Mayor Butts said that he did not plan on making a statement but he decided at the end of this meeting that he had had enough of the ridiculous reporting and wanted to describe what began in 1944 that many in the community may not know about and what the mainstream reporters failed to properly investigate.

In 1944 voters allowed a pension tax levy to fund the PERS pension plan for employees. In 1983 the council approved an ordinance to cover the pension shortfall with a tax of $0.14 per $100, to enact the provisions of the 1944 vote. They let bonds to pay the shortfall of the unfunded pension liability and that action was challenged in court after 1978 with Prop 13 that required a vote of the people. The court found it ok for cities to pay certain portions of the obligation to finance pensions. The problem for Inglewood however, was that at that time the city’s credit was not good and they could only finance at five percent.

Because of a number of measures that were undertaken during Mayor Butts’ administrative leadership, Inglewood’s credit rating improved dramatically and new bonds were issued at three percent, with the advance approval of the bond rating agency and the city’s bond council. The lower rated bond was not a new tax but an ongoing obligation to be repaid. Inaccurate reporters reported that Inglewood maneuvered $36 million to cover a staggering deficit. Mayor Butts pointed out that the amount was $35 million and when the old bond closed the money was returned to the city and the City of Inglewood has not struggled for years with a staggering deficit, as had also been reported.

agency that evaluates an entities fiscal health, issued an advisory indicating that Inglewood’s percentage of unobligated general fund reserves, compared to our spending plan, was 43 percent and our financial liquidity far exceeded any city in the nation that they measure.

Some news agencies erroneously and maliciously reported that the city used funds for pay raises and bonuses for the city’s executive staff. The fact is everyone in the city received a five percent pay increase last year. In a failed and feeble attempt to disparage the mayor and city council they reported that the funds were used for pet projects.

Mayor Butts listed projects where money has been earmarked including; $1.6 million for Ash Park renovation, 20 new police vehicles, asbestos carpet removal in the library and $1 million for a new roof for the city yard facility.

The mayor also commented on another story related to his connection to his brother’s 2012 employment, a matter in which the mayor did not vote and was not involved, yet another attempt to question the mayor’s honor and integrity.

One news outlet frequently uses terms like “dodged prosecution; possibly unlawful,” or “no law authorizing,” with the intent of inferring that some law has been broken when the truth is just the opposite.

Could it be that there are evil forces that are behind all of the false and misleading news reporting on the City of Inglewood and Mayor Butts personally? Could it be that an element of racism has found its way into the reporter’s notebooks who write the stories about the City of Inglewood and Mayor Butts? Could it be the silent, well-heeled financial backers of one of Mayor Butts’ recent mayoral campaign rivals, who stuffed the loser’s campaign fund with over one million dollars, are encouraging negative news stories – to make themselves feel better for wasting over a million bucks?

Who knows what lurks in the minds of those reporters? If they really want to know and report the truth, they should agree to Editorial Board meetings with the mayor to get the truth from the man who has led the way in establishing the City of Inglewood as the most successful city in the United States.

It’s no secret that the Lakers have traded Lonzo Ball and a few other players for Anthony Davis. Lonzo was expected to be the LA Lakers Franchise player but he was never able to reach his expected full potential. He had multiple injuries over the past few years and averaged extremely low numbers overall. He was just unable to rise to the occasion.

While most people feel it was nothing but basketball business, his father took it personal. Council Member Padilla acknowledged that rent stabilization is a hot topic and thanked everyone for their input. He admonished everyone to be patient and explained that the council is looking out for the best interests of the renters and the property owners. Padilla also warned the community to look out and listen for illegal fireworks. The loud booms you may hear are illegal in the City of Inglewood and should be reported to the Inglewood Police at 310-412-8771. The only fireworks that are legal are the ‘Safe and Sane’ fireworks that will be available

Council Member Franklin thanked the community for their indulgence during his absence and reported the progress on numerous road repairs on Imperial, Prairie , Van Ness and Yukon. He also announced that a new AM PM Minimarket and ARCO gas station is in process in his district.

“It was awesome to see Vince tossing balls with the kids and the gear giveaway was a huge hit not only for the kids who play football, but for their family members too,” said Sergeant Blaylock. “I heard kids say they even got an extra pair of cleats for their friends! You could tell by speaking with the parents that this was a huge hit for the kids and they hope the Rams put this on annually.”

As an Inglewood resident since childhood, Inglewood P.D,’s Senior Community Affairs Liaison Cinder Eller-Kimbell is thrilled to see the Rams’ involvement and presence in the community she continues to call home.

“This is beyond amazing. I grew up in Inglewood and I’ve been here since I was seven-years-old so to see this come full circle is special,” said

Eller-Kimbell. “It brings the community together and there’s really a strong sense of pride.”

As LA Stadium approaches one year until its completion, the Rams are committed to serving as a valuable community partner and dedicating resources to engage and support the Inglewood community.

Since the team moved back home to Los Angeles in 2016, Rams staff members have provided more than 1,000 hours of community service in Inglewood, engaged 13 Inglewood Unified School District schools and students of all grade levels in community programs, and hosted 22 PLAY 60 events for more than 5,300 Inglewood students.

Capital punishment has historically been marked by racial discrimination,and that has been true no matter where it is still practiced. In 2016, the NAACP Legal Defense Fund found that although black people make up 13 percent of the population, they make up 42 percent of the death row population overall. Within this context, what has happened in LA is noteworthy. Of the 22 people sentenced to death during Lacey’s tenure, 13 identify as Latino, eight are black, and one is Asian.

One reason for the disparity overall is that death sentences are frequently handed down to defendants who lack the resources needed for a good defense lawyer, so they must rely on often-inadequate court-appointed counsel. According to the report, of the 22 people sentenced to death since 2012 in LA, eight were represented by lawyers who either already had serious misconduct charges or would go on to have them.

One of the defendants even represented himself at trial and offered no exculpatory evidence during the guilt phase, basically guaranteeing that he’d be sentenced todeath.

Lacey’s penchant for seeking death

Gavin Newsom announced a moratorium on capital punishment in the state, effectively granting a temporary reprieve for California’s 737 death row inmates. “I do not believe that a civilized society can claim to be a leader in the world as long as its government continues to sanction the premeditated and discriminatory execution of its people,” he said. Nonetheless, Californians remain divided on the matter, with recent polling showing that 61 percent of residents support continuing the death penalty, even as its popularity wanes nationwide.

But in Lacey’s LA County district, voters prefer life sentences over death, according to an April 2019 Quinnipiac University poll, which found only 34 percent in favor death sentences, with 56 percent opposed. “Lacey’s office continues to seek the death penalty in the face of unmistakable evidence that the practice disproportionately affects black and brown people and people without access to quality counsel,” said Jessica Farris, the director of criminal justice at the ACLU Southern California said. “The discriminatory and unfair death penalty has no place in a just California.”

MORE WOMEN AND MINORITIES NEEDED FOR FINANCIAL PLANNING JOBS

Americans’ need for competent and ethical financial advice continues to grow, but the population of professionals who can provide such advice is shrinking.

At the same time, the demographics of wealth in the U.S. are shifting. The average net worth of African American families increased by 30 percent from 2013 to 2016, according to the Federal Reserve. Women now control more than one-third of wealth in the country, according to The Boston Consulting Group. And an “InvestmentNews” report found the top-fifth of Latinos, or more than 2.1 million households, have an average wealth of more than $400,000.

Not reflecting these changes, however, are the demographics of today’s financial planning workforce. Less than one-fourth of the more than 84,000 Certified Financial Planner (CFP) professionals are women, and only 3.6 percent are Black or Latino.

The gap between the current state of the financial planning profession and what is needed in this shifting landscape presents big career opportunities for aspiring CFP professionals, particularly female and minority candidates.

“We need more financial planners,” says Brittney Castro, a Los Angelesbased Latina CFP professional. “It’s such a great career. You’re helping people with their money, you make good money, and you have ultimate freedom over your time. That’s a win-win-win.”

Financial planners earn a median pay of $89,000, according to the Bureau of Labor Statistics, which also projects that job opportunities within the financial advisory industry are expected to grow by 15 percent between 2016 and

2026. This means CFP professionals can enjoy lucrative careers with long-term opportunity and room for growth, all while helping others.

The ways in which diverse financial professionals benefit their communities is multifaceted, according to Justin Sullivan, CFP, an African American investment advisor for a wealth management company in Atlanta. Giving back is a central part of the work, he says, whether through formal financial planning services or simple conversations with people in the community. “I think we take for granted what people know, especially when you talk about groups that have not historically been exposed to wealth.”

Becoming a CFP professional also provides opportunities to serve as a mentor for future generations of financial planners and encourage even greater diversity in the profession. “There are not many of us -- women of color -- who are financial planners, so I have a responsibility,” says Rianka Dorsainvil, a CFP professional in Washington, D.C. “I have to volunteer and raise my hand for leadership positions so other women of color can say, ‘I see her in me, so I can do that too.’”
