California Gov. Gavin Newsom has signed the state’s historic reparations bill into law.

Assembly Bill (AB) 3121 moves descendants of enslaved Americans one step closer to getting restitution for centuries of free labor and legal discrimination that followed it, supporters say. But Black Californians

who may qualify for reparations payments, should not expect a check any time soon for the ills of slavery.

AB 3121, titled “The Task Force to Study and Develop Reparation Proposals for African Americans,” would create a nine-member commission to investigate the history of slavery in the United States, the extent of California’s involvement in slavery, segregation and the denial of Black

citizens their constitutional rights — and how much the state benefited from those activities and policies.

Assemblymember Shirley Weber (D-San Diego), who is chair of the California Legislative Black Caucus, authored the bill.

Between both houses of the Legislature, 93 lawmakers voted in favor of AB 3121 while 15, all Republicans, opposed it. Ten legislators

abstained from voting on the bill.

The bill would require the task force to identify, compile, and synthesize the relevant corpus of evidentiary documentation of the institution of slavery that existed within the United States and the colonies.

SBA Awards $19 Million to Expand Small Business Exporting

CALIFORNIA – The U.S. Small Business Administration announced today that 48 state international trade agencies successfully competed for $19 million in grants to support export growth among small businesses through SBA’s competitive State Trade Expansion Program (STEP).

Inglewood City Council Increases Debit Card Amount, Number of Months for Rent Relief

Despite the financial damage COVID-19 has caused throughout the region, causing some cities to consider reducing city services, layingoff employees and other cost saving measures, the Inglewood City Council increased the benefit amount from $500 to $1,000 per person for the 1,200 applicants in the COVID-19 Debit Card Program and increased the number of months for rent relief from two (2) to three (3) for the Inglewood Rent Relief Program.

At the end of this week’s city council meeting Mayor Butts shared a video news report on the impact COVID-19 has had on the City of Anaheim which derives the majority of its revenue from Disneyland. Anaheim is facing a $100 million shortfall as a result of revenue lost by Disneyland’s closure and the revenue that has not been collected by the adjacent businesses and service providers.

Mayor Butts announced that the City of Inglewood will face an estimated $9.3 million deficit for this fiscal year and hastened to add that the city’s reserves will likely sustain Inglewood through this fiscal year and next year as well. He commended the city staff for implementing the council’s fiscal prudence and the collective work of the council for making the decisions that would protect the city during a rainy day and even during a Pandemic.

During the council meeting the council approved Amendment Three to Agreement No. 19-077 for the Welfare-to-Work Vocational, Intermediary and Direct Services by and between the County of Los Angeles and the City of Inglewood, serving as the administrative entity for the South Bay Workforce Investment Board; approved Amendment No. 2 to Agreement No. 19-051 with Universal Protection Service LP, dba Allied Universal Security Service, extending the agreement an additional six months for the provision of unarmed security officer services at Inglewood City Hall, the Senior Center, the City Yard, Main Library, and CrenshawImperial Branch Library; approved Amendment No. 1 to Agreement No. 17-541 with County Hills Animal Clinic to continue providing veterinary services for the Police Department’s canines; approved Amendment No. 1 to Agreement No. 20-097 with ABC Builders, Inc., extending the term an additional 30 working days for work related to the Rogers Park Restroom Project; approved Amendment No. 1 to Agreement No. 20-070 with Advantec Consulting Engineers, Inc. to extend the contract to December 31, 2021,

for the Intelligent Transportation System (ITS) Phase V Project. (Prop.

The council adopted a resolution establishing the City’s tax-supported appropriations limitation for Fiscal Year 2020-2021 and a resolution removing Matrix Trust as the trustee of the City of Inglewood Retirement Health Savings Plan, and appointing the City as the Successor Trustee and ICMA-RC as the new record keeper.

The council adopted another resolution amending the Annual Budget for Fiscal Year 2019-2020 for budget adjustments needed due to scheduling changes and/or change orders for various on-going Capital Improvement Projects under current contracts.

Member Dotson thanked 2nd District Board of Supervisor candidate Herb Wesson, the SCLC and Dr. Ken Orduna of the Central Neighborhood Health Foundation for their recent event where 150 food bags were distributed to neighborhood residents, census takers were completing census forms and COVID-19 testing was being conducted.

Member Padilla thanked everyone involved in clearing a dilapidated property in the city that will eventually be the site for 20 housing units. Member Franklin thanked everyone involved in clearing the homeless encampment at Prairie and Imperial Highway.

Biden Leads Trump Among Latino Voters

Democratic presidential nominee Joe Biden holds a significant lead over Donald Trump among registered Latino voters, garnering 62% of support, compared with Trump’s 26%, according to a new Wall Street Journal/NBC/ Telemundo poll.

The survey finds Trump’s support among Latinos to be roughly in line with his standing in 2016. Hillary Clinton won 66% of the Latino vote, exit polls found that year, while Trump received 28%. About 12% of Latino voters remain undecided this year, the new survey finds.

The Journal/NBC/Telemundo poll includes some warning signs for Biden: Trump’s favorability among Latino voters has improved from four years ago. In September 2016, 78% had a negative view of him, compared with 56% today.

The survey of 300 Latino voters was taken Sept. 13-16, before the death of Supreme Court Justice Ruth Bader Ginsburg on Friday introduced a new factor into the presidential race. It was conducted by Democratic pollster Jeff Horwitt and Republican Bill McInturff.

Biden acknowledged to reporters that he had more work to do to win over Latino voters. “Look, what I have to do is make the case why it will be so much better for the Hispanic community, the Latino community, if in fact Trump is no

longer president,” he said.

Compared with registered voters overall, Latino voters in the survey reported a lower level of interest in the election. Some 67% rated their level of interest at a 9 or 10 on a 10-point scale, compared with 80% of voters of all races and ethnicities.

The poll also shows the economy to be a top issue for Latino voters. Those surveyed gave Biden only a slight edge on the issue over Trump, with 39% saying the president would be better at dealing with the economy, compared with 41% who said Mr. Biden would be better.

Biden holds wide leads on other top issues, including on handling coronavirus, addressing the concerns of the Hispanic and Latino community and treating immigrants humanely.

The poll also found that the majority of Latino voters plan to vote before Election Day, with 31% saying they would vote by mail and 23% saying they would vote early in person. Some 40% said they would vote on Election Day. The margin of error for the Journal/ NBC News/Telemundo survey was plus or minus 5.7 percentage points. The poll was also in line with previous WSJ/ NBC data between January and August of this year, which averaged together found Biden leading Trump, 61% to 29%. It didn’t break down results based on country of origin.

American Descendants of Slavery (ADOS), an organization that advocates economic empowerment and reparations for Black Americans, praised the efforts of its organizers, activists, and allies throughout the state of California “to see this bill through to its successful end.”

ADOS California comprises chapters in Los Angeles, Sacramento, the Inland Empire, Fresno, San Diego, and the San Francisco Bay Area.

“Senate passage of AB 3121 brings our great state of California one step closer to finally confronting its legacy of supporting the institution of Slavery, Jim Crow, and ongoing racial exclusion,” Chris Lodgson of ADOS said in the written statement. “The fight is not over. We look forward to the opportunity for follow-up in the upcoming legislative session where AB 3121 can be enhanced to ensure it meets this historic moment in our nation’s history.”

Reparations are compensation to amend for a wrong that was committed.

In the case of African Americans, reparations would apply to the production and free labor from the enslaved.

At certain points in America’s history, reparations for historic injustices have been settled. Native Americans have been provided land grants and billions of dollars in various parts of the United States because they were killed and robbed of their ancestral territories.

Japanese Americans received billions and some of their property was returned because they were placed in incarceration camps during World War II. Those injustices happened under President Franklin D. Roosevelt’s Executive Order 9066, shortly after Japan’s attack on Pearl Harbor.

The United States made amends through the Marshall Plan to help Jewish people obtain compensation for the Holocaust. The plan, also known as the European Recovery Program, was enacted in 1948 and paid out over $15 billion to help the continent rebuild.

African Americans, with all the atrocities they faced during and after slavery, are the only group that has not been awarded any compensation for state-sanctioned racial discrimination.

“This can be accomplished by ensuring Black American Descendants of U.S. Slavery and Jim Crow are the sole and exclusive focus, that Task Force membership is expanded to include leading reparationists and reparations scholars, and requiring the California legislature to consider the Task Force’s proposals for redress,” Lodgson said.

Senator Bradford Achieves First-in-the-Nation Bill to Help Renters Improve Their Credit Scores

SACRAMENTO –­ Governor Gavin Newsom signed Senate Bill 1157, authored by Senator Steven Bradford (D-Gardena). This bill requires landlords managing medium- to large, subsidized, multi-family housing units in California to offer their tenants the option of having their rental payments reported to a major credit bureau.

“This bill, the first of its kind in the nation, starts to correct the longstanding inequity where those with the least resources have to fight the hardest to establish and improve their credit scores,” said Senator Bradford.

“Having a good credit score is the first step in helping renters achieve the Senator Steven Bradford (D-Gardena).

According to the U.S. Census American Community Survey, just over 45% of Californians are renters. Yet, at the present time, although failure to pay one’s rent has a negative impact on one’s credit, most Californians who make ontime rent payments fail to receive any benefit to their credit scores for making those on-time payments. This is true because many landlords do not submit their tenants’ “full-file” (positive and negative) rental payment history to any

SACRAMENTO, CA —Governor Gavin Newsom signed into law Assembly Bill (AB) 3308, by Assemblymember Jesse Gabriel (D-Woodland Hills), which empowers school districts in California to utilize low-income housing tax credits to construct affordable housing for teachers and school employees on district-owned land. The legislation also clarifies that local governments can work collaboratively with school districts to build affordable housing for their employees as well as members of the general public.

California’s affordable housing crisis is particularly acute for teachers and school employees, many of whom cannot afford to live in the communities where they work. For example, in Los Angeles, an entry-level teacher would have to spend more than 85 percent of their income to afford an average median-level rental unit. As a result, many teachers in Los Angeles are forced to work second or third jobs, crowd together in small apartments, or endure lengthy super commutes from communities as far away as Riverside, San Bernardino, or Ventura.

“It’s shameful that so many teachers have to work second jobs or spend four hours a day commuting just to afford rent,” said Assemblymember

Jesse Gabriel. “We must do more to address California’s affordable housing crisis, particularly for those who have committed themselves to educating our kids and protecting our communities.

This legislation will empower school districts and local governments to work together and will ensure that all tools are on the table to create more affordable housing.”

AB 3308 clarifies California’s Teacher Housing Act to ensure that school districts retain important incentives and tools for building desperately needed affordable housing. Moreover, by empowering school districts to build on land they already own (rather than acquiring expensive new property), this legislation will enable school districts and local governments to deliver new affordable housing at a substantially lower cost. AB 3308 received bipartisan support in the Legislature and was supported by a statewide coalition which included the California Federation of Teachers, the California School Employees Association, and the Los Angeles, San Francisco, and San Diego Unified School Districts.

SB 1157 includes a delayed operative date of July 1, 2021 to allow landlords reasonable time to prepare for implementation.

For a Lakers franchise that has had a galaxy of stars throughout its illustrious history including the likes of Magic Johnson, Kobe Bryant, Jerry West, Kareem Abdul Jabbar, Elgin Baylor, James Worthy, Wilt Chamberlain, Gail Goodrich and many others, it has never had a revolutionary figure such as LeBron James.

James began what was destined from the jump to be a glorious and record breaking career in Northeast Ohio in Cleveland just a short drive from where he was born and raised in Akron.

That was 17 years ago with a world of expectations heaped upon him after skipping college for the NBA and becoming the No. 1 over all pick by the hometown Cleveland Cavaliers.

As he clutched the Larry O’Brien NBA Championship Trophy, cried and channeled all of the emotions of his enduring journey from a fatherless child to a young mother, poverty, the weight of others expectations, the draught, LeBron James was drained.

A year later the same Cavaliers team was swept into no mans land by the Warriors which won their third title in four years. that would alter the landscape of the All that was left for James was to chart the next and perhaps final chapter NBA forever.

He kept his focus on the ultimate goal that of winning an NBA title.

He is here now, against an old foe that wanted to desperately keep him, but vows to beat him.

As Elton John would sang, it’s the circle of life.

Louisville Police murdered Breonna Taylor on March 13, 2020. Since her tragic death she has been a martyr that has sparked activism from all over the World in a movement called SAY HER NAME. She was sleeping peaceful in her apartment the night of March 13, 2020 when police wrongfully conducted a no-knock warrant firing gunshots into her apartment, which hit Breonna Taylor in the chest.

Just recently the family was issued a 12 Million-Dollar settlement for her wrongful death, but the police, who never reported the incident, were not charged for her murder. However, since their death Kentucky has banned noknock warrants. But celebrities, social media influencers, and activist feel as if this is not enough, thQey have all posted “The Police must be held accountable as well. Arrest The Cops Who Murdered Breonna Taylor”.

On Sept. 26, Jennifer Marie, an activist in Hollywood had a protest on Hollywood and Ivar. She organizes with a non-profit organization called “CRE8 The Change”. She has been protesting non-stop since George Floyd’s death about police brutality.

She says, “[Enough Is Enough] My heart behind this was the disturbing injustice that took place with George Floyd then Breonna Taylor… I was strongly encouraged by The Until Freedom Group that moved their headquarters to Louisville to make sure Justice was served in the Breonna Taylor case. We stand united with them.

I feel that I am Breonna Taylor”.

What most people fail to realize with this case is that The Cops never reported the entire incident to their department; they submitted blank paperwork, which makes you wonder what really happened? Jennifer Marie said, “I am floored by how they were attempting to push this case under the rug and deceive the public. I want to believe this is one time they cannot do that.” After speaking to many protesters it’s the abuse of power that’s really motivating people to take to the streets.

This case is far from over; Subsequent to Attorney General Daniel Cameron concluding on Wednesday, September 23, 2020 that no charges were going to be placed against the officers for the murder of Breonna Taylor, protest vamped up. Protest and public outcry was so loud that The Governor of Kentucky, Andy Beshar, and one of the Juror’s are asking to see “All The Evidence” from the incident. Meaning they want to know the details of the murder that was left out of the police report, and left out of the information given to The Grand Jury. Jennifer Marie responded from this news with joy, “[I] will be protesting until justice is served, and continue to Say Her Name”.

Early storylines to watch, and what they mean for the Rams For a Rams defense that came away disappointed by how last week’s game against the Bills ended, this week’s game against the Giants might provide a prime bounceback opportunity.

The Giants are tied with the Vikings and Washington for the second-most giveaways in the NFL so far, throwing four interceptions and losing three fumbles. That propensity for mistakes could set up Los Angeles’ defense – tied with the Atlanta Falcons and Pittsburgh Steelers for ninth-most takeaways in the NFL (five) – with the chance to play a complementary role to its offense, as far as setting up scoring opportunities for the offense and affecting field position.

That said, it doesn’t mean the Giants shouldn’t be taken seriously by the Rams – L.A. head coach Sean McVay

would be the first to say they respect every opponent, regardless of record or production.

Slayton, a 2019 fifth-round pick, can threaten defenses deep. In just 17 career games, he has averaged 15.5 yards per catch, so the Rams’ secondary will have to be mindful of where he is at all times.

Additionally, Evan Engram gives Jones a seam-stretching tight end who has also averaged double-digit yards per catch in his career (11.4).

Though without Barkley, Jones still has capable offensive playmakers at his disposal. Thus, this not only places added importance on a disciplined effort by the Rams’ secondary, but also another strong performance by their run game to keep the ball out of the hands of Jones, Slayton and Engram. Freeman’s Giants debut doesn’t mean he should be ignored, either – he still had 1,000 yards from scrimmage last season, and another week to familiarize himself with their playbook could help him turn in a more productive performance.
