Constitutions/Bylaws of ASEAN Public Relations Network Introduction London School of Public Relations (LSPR) - Jakarta was established in 1992 by Prita Kemal Gani, MBA, MCIPR, APR and offers Bachelor Degree and Master Degree in communication studies. LSPR is dedicated to produce high quality and skilled communication graduates. As a leader of communication institutes in Indonesia, LSPR – Jakarta creates an interactive learning environment and research structure, as well as recognize the need to globalize the next generation by collaborating with other international organizations, institutions, and universities. LSPR – Jakarta is now globally recognized as the leading graduate school of communication in Indonesia. It pioneers creative excellence in programs, events and activities that have become references for other educational institutions especially in the communication field. Credible media such as Tempo, Mix Magazine and Sindo Media have awarded LSPR - Jakarta as the Best Graduate School of Communication in Indonesia. LSPR – Jakarta has an A accreditation by the BAN PT (National Accreditation Board for Higher Education) and has ISO 9001:2008 and IWA 2:2007 certification for its quality standards. Both accreditation and certification assures the quality of LSPR – Jakarta and is acknowledged locally and internationally. LSPR – Jakarta is recognized internationally and offers international programs which include cooperation with United Kingdom, Australia, The United States of America, Singapore, Malaysia, The Philippines, The Netherlands, France, Germany, Japan, Hong Kong, Macau and China. About LSPR – Jakarta as the Centre for ASEAN Public Relations Facing the challenges ahead of the ASEAN Community 2015, Mrs. Prita Kemal Gani MBA, MCIPR, APR, Founder & Director of LSPR – Jakarta, who is also the Chairperson of PERHUMAS (Public Relations Association of Indonesia), has taken the initiative to make LSPR – Jakarta as the Centre for ASEAN Public Relations. LSPR – Jakarta, Centre for ASEAN Public Relations prepared a platform for Public Relations (PR) Leaders, PR Educators, PR Practitioners and others in 10 ASEAN member countries with the aim to connect, meet, discuss, share current issues and create integrated programs that will develop the quality of PR in Indonesia, Singapore, Thailand, Philippines, Brunei Darussalam, Cambodia, Malaysia, Myanmar, Vietnam and Laos. The platform’s name is ASEAN Public Relations Network. About ASEAN PR Network With the objective to champion connectivity, friendship and mutual understanding among ASEAN member countries, gaining skills and strength from one another’s PR best practices; ASEAN Public Relations Network will conduct regular activities that benefit the PR society in general especially its members.
To ensure that this objective is fulfilled, an annual conference, seminars and workshops will be organized to gather all PR professionals, PR institutions, and PR associations from the ASEAN member countries to meet minds and discourse on pertinent PR issues affecting the South-East Asian region. Any collaborative efforts to strengthen the ties among the ASEAN member countries will be of the utmost priority for the network.
Chapter 1 Article 1 Name & Time This organization is called “ASEAN Public Relations Network” abbreviated to APRN. APRN was established in Jakarta and is a non-profit organization. Chapter 2 Foundations & Principles Article 3 Foundations In achieving its objectives, APRN and its committee reaffirm and uphold the basic principles written in declarations, agreements, conventions, concords, treaties and other ASEAN instruments. Article 4 Principles ASEAN Public Relations Network and its committee are obligated to act according to these principles: 1.
Uphold the United Nations Charter and international law, including the international humanitarian law.
2.
Honor the cultural, lingual, and religious differences adopted by the ASEAN population by stressing on mutual value within the spirit of unity in diversity;
3.
ASEAN centrality in external relations on political, economic, and socio-cultural aspects by maintaining an active role, inclusive and indiscriminative;
4.
Adhere to rules of multilateral public relations based on ASEAN regulations to execute economic and cultural commitments effectively and progressively reducing them to the point of eliminating obstacles towards the integration of ASEAN area.

To facilitate between APRN member countries to create relations between practitioners, academics, and PR associations in ASEAN countries.

To advance mutual recognition in the pursuit of common goals, and promote awareness of the professional PR discipline among the ASEAN Community.

c. PR Associations Chapter 5 Membership Article 9 Membership Category 1.
Regular membership: Open to all public relations practitioners who are citizens of ASEAN countries / or international citizens who worked/lived in ASEAN environment. Regular members must possess certification in the field of public relations issued by an association or certification body from ASEAN countries.

Institutional membership: Open to all educational institutions in Indonesia, and ASEAN countries which are approved and accredited by Indonesian Ministry of Education and Culture or Educational Council in ASEAN countries. Government or non-government institutions Formal or non-formal educational institutions Associations in the field of public relations
3.
Academic membership: Open to academics with an educational background in the field of public relations
4.
Student /Researcher membership: Open to all college or university students who are studying and undergoing research in the field of public relations in Indonesia and other ASEAN countries Article 10 ASEAN State Membership
The member states of ASEAN Public Relations Network are The Republic of Indonesia, The Nation of Brunei Darussalam, Kingdom of Cambodia, Democratic People Republic of Laos, Malaysia, The Republic of The Union of Myanmar, Republic of the Philippines, Republic of Singapore, The Kingdom of Thailand and Socialist Republic of Vietnam.
Chapter 11 Rights and Obligations Rights Members who possess rights and obligations are: eligible to enter the APRN directory receive a rebate in activities held by APRN Obligations Payment of annual membership fees based on their membership category: Regular membership = US$ 150 Institutional membership = US$ 250 (for 3 persons in each institution) Corporate membership = US$300 (for 3 person in each institution) Academic membership = US$ 100 Student/Researcher membership = US$ 50

Submission and admission procedure for the ASEAN membership must be arranged by the Governing Body

The assets of ASEAN Public Relations Network consist of movable and immovable properties.

The assets of ASEAN Public Relations Network are acquired from: a. The establishment of ASEAN Public Relations Network is funded by The London School of Public Relations – Jakarta in the amount of Rp. 300.000.000,- and USD$10.000,b. Annual Membership Fees c. Non-binding donations/sponsorships d. Other valid businesses events such as organizing seminars, workshops, conferences, certification programs etc. and organizing events such as awarding ceremonies, etc.

ASEAN Public Relations Network Professional Ethics Principles
1.
Personal Commitment A PR Professional must possess moral standards and reputation as credible as possible in practicing in the public relations profession
2.
Attitude towards Superior/Client A PR Professional must work fairly with their superior/client, must be able to guarantee the safety of superior/client secrets, and possesses a good working attitude in carrying out their PR activities
3.
Attitude towards Society A PR Professional must not manipulate information which may tarnish the profession of public relations
4.
Attitude towards mass media/press A PR Professional must participate in helping to spread information for public interest
5.
Attitude towards co-workers A PR Professional must build a good and professional relationship with their co-workers
