The boating sector The Apulia Regional Government, Ministry of Economic Development, with this brochure, aims to present Apulia’s boating sector to both national and international markets, in the conviction that the excellence achieved by Apulian enterprise will continue to find important development in exports. In a region such as Apulia, featuring an exceptionally long coastline and tourism in strong expansion, the boating sector can indeed be a motive force for economic development. In fact this area interlinks with boat-building, tourism port services and fishing itself. These integrated sectors can make the difference, rendering Apulia still more attractive to tourism operators, to the ever-increasing numbers of visitors who decide to come to the region, and for those who have made fisheries the basis of their own employment.

In spite of the global crisis, in 2013 the exports in boating grew 16.3% over the previous year. This export data, together with the high numbers of registered boats and yachts, operating licenses and moorage berths, defines a sector that in Apulia has particularly ample opportunities for growth. However, to reap the opportunities requires continued innovation and internationalization. The Apulia Region Government has engaged deeply in this sense, through purpose-specific incentives and targeted policies of accompaniment on foreign markets. In fact the Region’s current biennial program for promotion of internationalization has placed great importance on the boating sector. Under the next program of EU structural funds, the Region will continue to promote internationalization and innovation in this sector, with equal commitment.

OUR
STORY Apulian lands meets the sea along a total of 800 kilometers of coastline: extending from Gargano in the north to the Bari coast, then descending the Salento peninsula, where Santa Maria di Leuca at the extreme south divides the Adriatic and Ionian seas, then finally ascending to the port city of Taranto. This is the Region of Apulia, a mosaic of colors, flavors, peoples and traditions that have shaped a unique territory. Since ancient times the region has been an arrival point for voyagers, sailors and entire peoples, as so richly recalled by the myths of Aeneas’ landing.

It has also been a strategic place, since the times of the ancient Romans, who conquered the region and made the port of Brindisi their base for the conquest of the commercial routes to the near and far East. In fact the name “Brindisi” recalls the close bond between the city and its port: the name derives from brendon or “deer” in the ancient Messapian language, and refers to the form of the harbor, in the shape of a deer’s head.

APULIA: A UNIQUE Even after more than two millennia, the Apulian region still maintains the same high levels of importance in the Mediterranean basin. In addition to the commercial and military aspects, Apulia has been able to exploit its unique position to create value and wealth from tourism, and from the winning combination of lands and sea. Here, the sea itself is rich in history and mythology: from the Saracen towers, that served to guard against the arriving pirate fleets, to the many sea legends of Apulia: such as the myth of the siren LeucĂ sia, whose fateful call lured sailors and fishermen onto the shoals of Capo di Leuca.

For years, the Region of Apulia has pursued policies, targeted investments and actions that give direction and vigor to the entire marine-related economy. The launch of a dedicated Business Cluster, the strengthening of infrastructure and the implementation of business incentives are just some of the undertakings accomplished by the Regional Government.

This blending of innovation and tradition concerns the entire productive system and the complex of port services, including mooring, maintenance and storage.
ECONOMY: SKILLS “From tradition to innovation” – this is the key to the success of the Apulian boating sector. The entire boating-related economy stems from a millennial history of construction of fishing boats, necessary to one of the region’s long-standing sources of productivity. Today the sector has become a leader in research and innovation, where highly talented traditional boat-builders work alongside firms that are at the vanguard of world-wide markets.

In line with this, the mission of the Boating industry Business Cluster is to incentivize cooperation between different actors, in the areas of research and innovation, the development of human capital, the recovery of traditional skills and in relations with actors in other nations. This business cluster also has the aim of sustaining the marine and boating sector related to tourism, which is another important component of the regional economic system.

A Bridge BeTWEEN
The region benefits from a very well developed higher education and research system: one polytechnic institute and four universities, offering a total of 231 degree programs under 30 separate faculties, operating alongside six technological clusters. The technological clusters engage in leading-edge research projects, which strengthen the region’s human capital and create a fabric of advanced skills able to serve the needs of the different productive sectors.
RESEARCH ENTERPRISE AND
The Business Cluster is an instrument for the promotion of growth and innovation in the entire Apulian marine sector, through incentivizing synergies between all private and public stakeholders. It serves as a bridge for communications between research institutes and consortia, universities and technological clusters, linking them with the needs of businesses and the public and social administrations. In this way the Apulian model of growth is directed towards intelligent, sustainable and inclusive solutions.

National Nanotechnologies Laboratory (NNL) The NNL is a specific centre of excellence within the National Research Council (CNR), where more than 100 researchers work on applications of nanotechnologies, new materials and instruments, in fields such as electronics, photonics, energy, life sciences, nanomedicine and security.
APPLIED RESEARCH IN Consortium for Materials Engineering, Design and Technologies (CETMA) CETMA is a public-private consortium promoted by ENEA (Italian National Agency for New Technologies, Energy and Sustainable Economic Development) active in applied research in a selected fields, especially materials engineering, informatics and industrial design.

An example of the integration of modern technologies in a historic sailing craft.
Apulia-based businesses successfully address the challenges of the modern market. Artisanal producers have integrated and in some cases amalgamated with more technologically advanced producers. The prized traditional materials characteristic of the region are integrated with new and composite materials, with careful attention to ecosustainability and the reduction of pollutants emitted in marine environments.

The new synergy between the various actors in the Apulian marine sector offers fertile ground for research and applied experiment, and has brought about major innovations in the creation of new construction materials, production processes and the use of technologies.

Apulian boatyards and industries also apply the most recent materials and technologies for interior finishing and furnishings.
Innovation is also applied to environmental concerns, through research into new systems for reduction of emissions and energy and materials consumption, and to introduce new eco-compatible processes. This is the case in new processes for fiberglass vacuum molding and plasma surface treatments.

“Innovation in production� means research and development of new processes and materials. This is the case for MAC and VIS4Factory, two advanced research projects for the renewal of production methodologies in the marine and boating sector. BLU-ACHEOSYS is another project, for development of innovative documentation and monitoring systems for underwater properties, structures and objects. The systems apply advanced sensors, unmanned submersibles and virtual reality techniques for research and development of underwater heritage and assets.

The model of synergies between research and business has also produced important results in the evaluation and benefit from Apulia’s rich underwater heritage. One example is the IT@CHA Project, developed with the participation of ENEA, for specific applications of advanced technologies and methods in the development and management of underwater heritage.

TOURISMAND
BOATING: Apulia has been and always will be a destination for voyagers from around the world. The region’s strategic position, its history and uniqueness, make it the perfect host for a multitude of tourists, who are accommodated by high-quality port services. The tourism sector is in a longterm phase of continual growth, both in terms of numbers and quality of service.
Other than the major ports of the region, there is ever more tourism development at the many ports that have always served for entry to the territory, since the legendary times of Aeneas. For example in 2013, two new port systems were completed at the towns of Polignano and Manfredonia, both of which are ideal points for operating tours of the region and for further travel to Greece, Croatia and Montenegro.

The many Apulian recreational ports represent a great asset for tourism and for the entire boating sector.
The continuous modernization of port and marina infrastructure is a further lever for the development of tourism within the boating sector.
Apulia is one of Southern Italy’s most dynamic regions. The development model to promote new synergies between businesses and research to improve infrastructure and the availability of a qualified workforce has proved to be a winning strategy for all manufacturing sectors.
The regional government ensures high standards in the management of international relations, as well as support for new foreign operations arriving in the territory.

Overall the Apulia Region Government has activated investments of over 3 billion euro in its own territories, which is triple the base funds accessed from the public sector, at 865 million euro. For the next program of ERDF funds the regional government will provide allocations to the productive system of more than 2.4 billion euro, representing 44.36% of the entire regional ERDF Programme budget.
INCENTIVES FOR The strategic push towards synergies in the spheres of enterprise and production has created experimentation, innovation and transfers of knowledge and know-how. At the same time, the Regional Government has made available notable resources for the promotion and support of Apulia’s different economic sectors. The resources originate in large part from the European Regional Development Fund (ERDF), and are directed towards firms of different sizes, present in the various productive sectors active in Apulia.

Regional programme contracts for large enterprises 292 million euro were awarded to manufacturing firms for the development of activities and projects that have reinforced the competitiveness, the draw of investment and the development of employment in the region.
Regional programme contractS for the tourism sector With allocations of 50 million euro, this program has favored further growth in sustained off-peak tourism.
AID for medium-sized companies and consortia of small-to-medium sized businesses (Integrated Incentives Packages) 201 million euro were allocated for activities in manufacturing, service industries, agro-food processing and commercialization, to create employment, social stability and economic dynamism.
AID for medium and consortia of small-TO-medium enterprises active in tourism SECTOR (Integrated Incentives Packages for the Tourism Sector) Applying a budget of 54 million euro, this intervention has further raised the standards of quality and classification in the Apulian tourism offer.
Aid packages for micro & small business (Title II) Total allocations of 107 million euro have strengthened the economic activities of small and very small businesses, particularly through improved access to credit.
Aid packages for small Businesses for touristic sector (Title II – Tourism) This instrument provided 25 million euro in aid to small and medium enterprises active in the tourism and lodging sectors, in management of tourist port and beach services, and to small and medium businesses that undertook new tourism and hotel initiatives, including the restorationrenovation of architecturally significant and historical properties.

Aid packages for innovative small businessES in early development This program, applying a total of 15 million euro, has stimulated the birth of micro and small enterprises based on productive applications of recent research results in the industrial sectors strategic to Apulia’s regional development (new materials, advanced logistics, advanced ICT manufacturing, energy conservation and environmental enhancement, public health, agro-food systems).
Aid packages for OPERATIVE innovative small businessES With a budget of 15 million euro, this initiative has supported the consolidation and growth of innovative micro and small enterprise active in the strategic industrial sectors identified by the Apulia Region Government (new materials, advanced logistics, advanced ICT manufacturing, energy conservation and environmental enhancement, public health, agro-food systems). The program supported investment projects proposed by businesses already in operation.
Integrated incentive packages for small businessES Over 49 million euro were allocated to the most dynamic of small Apulian businesses, for consolidation, innovative restructuring and expansion.

Aid packages for setting up or moving to SUBurban areas The Regional Government provided 10 million euro in support to business consortia and networks engaged in transferring their existing production systems away from cities with a population of over 40,000, towards extra-urban industrial areas and production parks.
Call for proposals: Internationalization The current call represents the first regional incentive program for business internationalization. With a budget of 20 million euro, the objective is to increase the number of exporters operating in Apulia.
New enterprise initiatives (NIDI) This initiative of the Apulia Region Government is directed at women, youth, the unemployed, persons subject to layoff, contract staff and the selfemployed, who wish to begin a new business. The program provides 54 million euro in forgivable loans and mortgage financing, with investment insurance of up to 80% or 100%.
Regional technological clusters for innovation With a budget of 30 million euro, this instrument strengthens activities in industrial research, experimental development and innovation in micro, small, medium and large business, in the thematic sectors identified under the SmartPuglia2020 Strategy: Sustainable manufacturing; Environmental and personal health; Inclusive, creative and digital communities. 85
