A glimpse at manufacturing in Apulia The creative industry sector This short publication has been produced to enable the Apulia Region to present its creative industry sector to those working in the same sector elsewhere in Italy and abroad. It is a sector characterized by the many different production branches it embraces, from cinematographic productions to a very diverse entertainment industry (art, theatre and dance), the communications services sector, graphics, event organizing and the music industry. In Apulia today, there are more than 22 thousand businesses operating in this sector with a workforce more than 57 thousand strong. In the 2007-13 national programming of European structural funds, Apulia was the only Italian region to define a policy for business clusters serving the territory’s creative industry and to commit to providing creative start-ups with significant support. The primary objectives of the policies drawn up by the regional government to promote this sector are to create new businesses and internationalize those already operating. 4
Over the years, calls to tender and ad hoc initiatives have met with significant results and today, Apulia is the third most prolific region in terms of youth enterprise within Italy’ cultural sector, where exports rose by an impressive 169% between 2012 and 2013. Today, the creative industry is taking Apulia to the rest of the world and is also an important stimulus to the region’s tourism appeal. The number of international film productions choosing to shoot on location in Apulia is rising, as is the number of tourists who choose to come to Apulia because of its cultural attractions. Apulia is convinced that creativity is pivotal to a modern, sustainable and comprehensive development of the region. Culture is seen as a key element in both social cohesion and the active and creative participation of the region’s population.

Creativity, such a quintessential characteristic of this region, is also the catalyst for policies promoting sustainable and comprehensive growth. The creative industry system is, in fact, an extensive and highly articulated productive reality in which culture is translated into ventures able to endow the entire region with even greater value.
APULIA IS Giuseppe De Nittis, one of Italy’s most important Impressionists; Carmelo Bene, actor, playwright, director, author and poet and Giovanni Laterza, the legendary founder of the publishing house that bears his name, are just three past exponents of Apulian genius – forerunners of the modern creativity that has turned Apulia into a land in which visual arts, music, dance and theatre abound, as do the new media, communications, design and technology.

In the 2007-13 national programming of European structural funds, Apulia was the only Italian region to believe that the creative sector was significant to growth and greater competitiveness, and this was evidenced in the defining of specific policies regarding the territory’s creative industry clusters and introducing ways to support creative start-ups. It is yet more proof that Apulia is one of the most dynamic of Italy’s southern regions, and is now third in terms of youth enterprise in the cultural sector.

In Apulia, culture and creativity play an important part in its modern and sustainable future growth. Creativity in fact, is not just a feature of cultural growth, it is also pivotal to the economic and industrial development of various productive sectors. Backing the demand for culture, developing a territorial marketing strategy, promoting the arts, cultural and entertainment networks and offering incentives for businesses are just some of the initiatives introduced by the regional government to support the growth of creative industry.

THE CREATIVE
INDUSTRY’S As far as the regional government’s vision of the economy is concerned, union is strength, which is why it has encouraged the establishment of productive business clusters aimed at stimulating growth in the region’s economic and industrial sectors. Every cluster takes care of the needs of the businesses it encompasses, represents them in institutional and economic contexts, sets in motion coherent territorial production chains and strategic marketing campaigns, promotes research and fosters the sharing of know-how and knowledge between those in the same cluster. There are two business clusters in the creative industry sector and they effectively affiliate businesses, research centres, universities and associations with a view to developing the sector as a whole.

The “Puglia Creativa” business cluster was born of the need of businesses in the sector to create a co-operative network able to improve, innovate and develop the entire creative production chain. The cluster’s primary objectives were not only to advance the businesses involved, support research and develop the technological infrastructure but also to design more functional organizational and administrative models and introduce territorialwide marketing activities, protect intellectual property rights and facilitate access to credit.
REGIONAL BUSINESS CLUSTERS Active since 2009, the DIALOGOI (regional communications, publishing, graphics and specialist printing industry) business cluster comprises businesses of different sizes and activities with a view to establishing a single network able to compete on both national and international markets. The cluster directs its attention towards the entire Mediterranean basin hoping to become a hub that will attract all the talented and creative people in the area.

Apulia can boast a long tradition of publishing, graphics and communications – a lively reality, now further invigorated by the use of multi-medial technologies. New products able to adapt to an ever-changing market are trialled alongside those that have stood the test of time.
PUBLISHING, PAPER PROCESSING AND FINISHING Utmost professionalism, the widespread presence of specialist businesses, state of the art machinery and effective logistics are just some of the strong points of a sector characterized by its spirit of initiative and dynamism. A sector that plays a key role in the region’s economy and that is ever closer to establishing a network model of businesses that collectively produce and promote culture throughout Italy.

Undoubtedly the region’s flagship industry, today as yesterday Apulian publishing is a source of richness for the entire region. Publishing houses of international renown continue to thrive amidst the small and medium sized publishers springing up across the territory that tend to specialize in books about history, culture and those of interest to tourists and that imbue the entire sector with vim and vigour. There are also an ever-increasing number of specialist marketing and communications consultancies appearing across the region that operate in a range of fields including brand consulting, marketing strategies, event organizing and advertising.

The region’s many specialist printing and graphics companies also contribute to the strength of the creative sector. Their success is rooted in their disposition for innovation and their state of the art equipment that enable them to create products of a particularly high quality and to endow the whole sector with a strong sense of dynamism.

CINEMA ANDMUSIC The region’s beauty has always been a source of inspiration to the world’s artists, and an increasing number of films are being set in Apulia. In 2013 alone, around one hundred TV and cinematographic productions have chosen Apulia as their ideal location, fostering a bona fide industry in the process. Thanks to realities such as the Apulia Film Commission – strongly backed by the regional government as part of its efforts to attract audio-visual productions – Apulia is today one of the preferred destinations of directors and producers, not just for its beautiful landscape, but also because of the competitive services and high levels of professionalism available locally. Working in synergy with the Region, the Apulia Film Commission has given rise to a real “Apulian Cinema Industry”, making funds worth 10 million Euros available to local companies. 30
The music sector also continues to ensure that Apulia enjoys high visibility both in Italy and elsewhere. Having already established a reputation for the seasons of symphony music hosted in the region’s most prestigious theatres, in recent years, the rhythms and dances linked to Apulia’s tradition of popular music are also proving highly successful and are attracting visitors from throughout the world. One of many examples is the “Notte della Taranta” (Night of the Tarantula), a music festival dedicated to the Salento district’s traditional folk music that has now achieved international acclaim.

APULIA TO THE WORLD There are also many “made in Puglia” artists who regularly feature in the music charts whose success has made it possible to establish a dynamic and creative music industry. Producers, distributers and managers, record labels, recording studios, the organizations of events and festivals are all part of a long chain that is taking Apulian culture to the world. 31

APULIA The fusion of the many cultures that have alternated and intermingled in Apulia across the centuries, have created a truly multicultural artistic testing ground - totally unique to the region - whose ebullience is clear to see in the many local schemes actively promoting culture, theatre, dance and the visual arts throughout the territory. The painting, design, illustrating, graphics, writing, photography and sculpture produced in Apulia not only provide evidence of the region’s traditions but are also instrumental in its cultural and economic growth. It means that experimental combinations of these art forms, aimed at discovering new kinds of artistic contamination find themselves on fertile ground. One example of this can be found at Bari’s Petruzelli theatre; a multicultural hotbed that is home to the best in classical music, ballet, singing and the figurative arts, not forgetting the mastery of the craftsmen and women who build the sets. 38
Another example of the synergy created by those in the industry is the Teatro Pubblico Pugliese (the Apulian Public Theatre) founded with the precise aim of spreading the region’s theatre, dance and music culture as far as possible. It has been doing just that throughout the region since 1979, thanks to the many activities of those who not only breathe culture, they also generate it. Add the contributions of the many small and youth associations across the region to the initiatives of the Public Theatre and it is plain to see that Apulia is a land that is truly rich in culture. The increasing number of young Apulian theatre and dance companies that take part in major international festivals yet more evidence of the territory’s growing and lively culture.

NEW
TECHNOLOGIES, In Apulia, the coming together of creativity and new technologies has brought to light new talents and initiatives that continue, year by year, to launch the region on the international stage. Video mapping, sound design, animation and digital painting are just some of the new art forms that use technology as a creative tool. Digital Pride, an international festival of digital arts that unfolds in various locations in Apulia, is one of the most successful initiatives of recent times, founded with the aim of promoting all forms of creativity linked to new technologies and to become a point of reference for all young artists.

Digital Pride also sets out to be a place where artists, those involved in the sector and the public can meet, as well as a training ground and a promoter of a new kind of cultural sensibility. New technologies have brought a sparkle and dynamism not just to the artistic field, but also to the world of traditional media such as radio and television. This sector is continually changing and there are many active companies across Apulia working in the fields of television and radio making maximum use of these new technologies.
AN IMPETUS FOR
CREATIVITY AND DYNAMISM Design is yet another diverse field impacted by the new technologies. It is thanks to digital technologies in fact, that Apulian designers are finding new tools with which to transform the territory’s raw materials into unique objects. In Apulian design, it is innovation and tradition that lay behind the creativity that makes the “made in Puglia� brand so distinctive wherever in the world it is seen.

Only the sharing and spreading of knowledge can bring wealth and growth to the entire territory and it is the regional government’s hope that by supporting both real and virtual communities, social and organizational innovation can be achieved. By encouraging the establishment of online comparative platforms, the regional government confirms its belief in the active role played by people in identifying and responding to needs by coming up with new ideas and seeking solutions.
DIGITAL AND The “Bollenti Spiriti” (Hot-blooded spirits) programme is just one of the tools, introduced as one of a range of the region’s youth policies aimed at encouraging entrepreneurial growth in the creative industry sector. Urban laboratories, and the so-called “laboratori dal basso e principi attivi” are the Bollenti Spiriti’s main initiatives. Urban workshops for example – an idea the regional government is particularly keen on - make under-used local spaces available to youngsters where they can give free reign to their creativity and the most innovative artistic projects imaginable. The dual purpose of this strategy means that towns benefit from redevelopment and at the same time, opportunities are created for youth training and jobs. 50
As a result of the “Bollenti Spiriti” programme there have been a great many initiatives that mean urban spaces are being reutilized and redeveloped. Activities have got underway and progressed thanks to the digital communities the programme has fostered and the participation of potential users of those very same spaces in the future. The programme is a model of participatory planning that also uses the digital community to seek funding along the lines of crowdfunding. Planning events and managing these spaces involves all aspects of Apulia’s cultural sector.
CREATIVE COMMUNITIES Renewed urban spaces are the hatcheries that allow both new artistic companies and young entrepreneurs in the cultural sector to be born. For young Apulian artists, “Bollenti Spiriti” provides the impetus to create new communities as well as an opportunity for visibility on both national and international stages.

Apulia is one of Southern Italy’s most dynamic regions. The development model to promote new synergies between businesses and research to improve infrastructure and the availability of a qualified workforce has proved to be a winning strategy for all manufacturing sectors.
The regional government ensures high standards in the management of international relations, as well as support for new foreign operations arriving in the territory.
INVESTING IN APULIA The great strength of the “Apulian model” is the guarantee of clear guidelines for economic operators, including the creation of incentive packages for all types of Apulian businesses that are dynamic, proactive leaders in their respective sectors, operating at an international level, open to experimentation, but also custodians of a heritage of rich artisanal traditions.

Overall the Apulia Region Government has activated investments of over 3 billion euro in its own territories, which is triple the base funds accessed from the public sector, at 865 million euro. For the next program of ERDF funds the regional government will provide allocations to the productive system of more than 2.4 billion euro, representing 44.36% of the entire regional ERDF Programme budget.
INCENTIVES The strategic push towards synergies in the spheres of enterprise and production has created experimentation, innovation and transfers of knowledge and know-how. At the same time, the Regional Government has made available notable resources for the promotion and support of Apulia’s different economic sectors. The resources originate in large part from the European Regional Development Fund (ERDF), and are directed towards firms of different sizes, present in the various productive sectors active in Apulia.

REGIONAL PROGRAMME CONTRACTS FOR LARGE ENTERPRISES 292 million euro were awarded to manufacturing firms for the development of activities and projects that have reinforced the competitiveness, the draw of investment and the development of employment in the region.
REGIONAL PROGRAMME CONTRACTS FOR THE TOURISM SECTOR With allocations of 50 million euro, this program has favored further growth in sustained off-peak tourism.
AID FOR MEDIUM-SIZED COMPANIES AND CONSORTIA OF SMALL-TO-MEDIUM SIZED BUSINESSES (INTEGRATED INCENTIVES PACKAGES) 201 million euro were allocated for activities in manufacturing, service industries, agro-food processing and commercialization, to create employment, social stability and economic dynamism.
AID FOR MEDIUM AND CONSORTIA OF SMALL-TO-MEDIUM ENTERPRISES ACTIVE IN TOURISM SECTOR (INTEGRATED INCENTIVES PACKAGES FOR THE TOURISM SECTOR) Applying a budget of 54 million euro, this intervention has further raised the standards of quality and classification in the Apulian tourism offer.
AID PACKAGES FOR MICRO & SMALL BUSINESS (TITLE II) Total allocations of 107 million euro have strengthened the economic activities of small and very small businesses, particularly through improved access to credit.
AID PACKAGES FOR SMALL BUSINESSES FOR TOURISTIC SECTOR (TITLE II – TOURISM) This instrument provided 25 million euro in aid to small and medium enterprises active in the tourism and lodging sectors, in management of tourist port and beach services, and to small and medium businesses that undertook new tourism and hotel initiatives, including the restorationrenovation of architecturally significant and historical properties.

AID PACKAGES FOR INNOVATIVE SMALL BUSINESSES IN EARLY DEVELOPMENT This program, applying a total of 15 million euro, has stimulated the birth of micro and small enterprises based on productive applications of recent research results in the industrial sectors strategic to Apulia’s regional development (new materials, advanced logistics, advanced ICT manufacturing, energy conservation and environmental enhancement,

The program supported investment projects proposed by businesses already in operation.
INTEGRATED INCENTIVE PACKAGES FOR SMALL BUSINESSES Over 49 million euro were allocated to the most dynamic of small Apulian businesses, for consolidation, innovative restructuring and expansion.

The current call represents the first regional incentive program for business internationalization. With a budget of 20 million euro, the objective is to increase the number of exporters operating in Apulia.
NEW ENTERPRISE INITIATIVES (NIDI) This initiative of the Apulia Region Government is directed at women, youth, the unemployed, persons subject to layoff, contract staff and the self-employed, who wish to begin a new business. The program provides 54 million euro in forgivable loans and mortgage financing, with investment insurance of up to 80% or 100%.
REGIONAL TECHNOLOGICAL CLUSTERS FOR INNOVATION With a budget of 30 million euro, this instrument strengthens activities in industrial research, experimental development and innovation in micro, small, medium and large business, in the thematic sectors identified under the SmartPuglia2020 Strategy: Sustainable manufacturing; Environmental and personal health; Inclusive, creative and digital communities.
