A glimpse at manufacturing in Apulia The ‘green economy’ sector With this brief publication, intended for international markets and national and international actors, the Region of Apulia presents the Apulian green economy: a production sector of excellence and careful strategy, situating the region in a leadership role for Italy. Today, Apulia alone produces 17% of Italian energy from wind, photovoltaic and bioenergy, and over 36% of the energy consumed by Apulians is from renewable sources. In the Region of Apulia, directing development towards the green economy has been a priority from the start. Thus the region is today equipped with the most advanced normative structures in the environmental sphere, in production of energy from renewable sources, and in the area of bio-construction. Building companies are required to provide structures with an ever more efficient energy profile, which avoid heat loss. Construction must move towards sustainability, reducing the enormous environmental impact of traditional construction and drawing on local natural materials. Similarly, development of renewable energy must avoid damage to the landscape, including the shift of plant installations from ground locations to rooftops. 4

The Regional Government also supports the Apulian research system, for the support of regional enterprise in innovation processes, and to respond to the ever increasing challenges of integrating economic development with protection of environmental and human health. In this era of human history and in the current economic climate, the “green economy” represents a great opportunity for resurgence, for economic, territorial, and social development. The green sector meshes the necessity of preserving and enhancing our living environment with the demand for development and work on the part of today’s men and women, and of coming generations. Apulia presents itself on the international markets and to the actors in the sector as a reliable partner, both for the points of excellence achieved in the production fabric and for the good practices that are now activated in the administration of clean energy, the environment and sustainable development.

But for Apulia the green economy is not just a core production sector, rather an approach to the entire productive and industrial sphere. All sectors are incentivized to use production processes that respect the environment, under the shared view that sustainability strengthens the territorial economy.

SUSTAINABILITY: To the Regional Government, respect for the environment and persons is a core mission, which has brought Apulia to a ranking among the most “virtuous” of Italian societies. With development policies that are attentive to the environmental issue, and a normative structure among the most innovative in Italy, Apulia maintains constant placing as a leading region in clean energy: now first for the production of energy from wind and photovoltaic sources, and third for production of bioenergy. Further, Apulia is among the top achievers for the recovery of polluted sites, for constant growth in rates of separated waste collection, for the protection of coasts and seas, and for legislation in the area of construction.

APULIAN VALUE AND VISION The Regional Government recognises its role in the challenges for development of an industrial system that respects the territory and the health of the citizens – among these: promotion of “self-produced” energy; increase in use of clean energy; sensitisation and incentivization of firms towards sustainability in production processes; and finally, favoring the use of new technologies with minimal environmental impact. 9

In Apulia, companies are called on to participate in protecting the territory, and not just the firms engaged in alternative energy production, that operate in sustainable construction or are directly involved environmental protection. Rather the entire industrial system is stimulated to reduce pollutants, and to develop and use low-impact technologies. Firms work together with the Regional Government and system of business clusters, gaining further support in the exchange of know-how and technologies at the international level.

ECONOMY

The Regional Government further supports the sector by favoring internationalization and the attraction of foreign investment. For this, Apulia is the leader of the inter-regional “China-Italy Green Exchange Project� (CIGEX 2013-2015), in collaboration with the Ministry of Economic Development and the Italian Trade Agency (ICE), supporting Italian firms and universities in cultural and educational exchanges with China.

This not only assists the internationalization of the firms, it becomes an instrument for the spread of good practices and environmental themes. The companies that work in the green sector are in constant increase, and among them are a significant number of young companies that invest in eco-efficiency. In Apulia, such firms reach a 5% share, exceeding the national figure, which trails at 3%. Further witness to the unique Apulian entrepreneurial interest in sustainability is seen in the fact that 25% of the regional power grid contracts involve green themes.

“La Nuova Energia” business cluster was formed to support growth in the sector of energy production from renewable sources. The top aims are the development of research, technological innovation and education; the promotion of certification for energy efficiency, and finally the modernisation of distribution-related infrastructure. The cluster also works for the development of a regional production system specialised in energy-generation plants and components.

The Apulian Renewable Energies and Energetic Efficiency Business Cluster cooperates actively with the Regional Government on energy policy, and stimulates the sector towards greater internationalization. Finally, through agreements with the major banks, the cluster ensures that firms have simplified access to credit.

Apulian Sustainable Construction The Apulian Sustainable Construction Business Cluster was formed to develop sustainable construction in Apulia and to promote the quality of the production in the market. The strategic aims are to strengthen the relationship between firms and public agencies; to stimulate engineering quality with reduction of impact; and finally to promote technological research and innovation.

The cluster acts to favour the use of innovative materials and design technologies, to experiment in uses of traditional materials and plants, and to stimulate firm investment in research and technological innovation. The cluster also operates to broaden the market, targeting products and services with higher value added. Finally, it favors the birth of new professional profiles that bridge the technical and market spheres: individuals who are qualified to understand and diffuse sustainability in construction and urban development.

The Apulian Environmental and Reuse Business Cluster creates a bridge between the production and research spheres. It aims to favor industrial research and technological innovation in production processes, with the objective of reducing waste generation and the use of polluting agents in the production stage. DIPAR targets constant growth of environmental awareness in the working world, through formation of specialised human resources that can operate in firms and in public administration.

ENVIRONMENTAL AND REUSE The DIPAR strategy is to create self-stimulation of linkages between public and private actors, for creation of a new production chain that operates in full respect of the territory and individuals implicated in the waste, reclamation, and water systems sectors. A further objective is to favor internationalization of the firms, including support for technological transfer from Apulian firms to the developing nations, thus spreading best practices and technologies for safeguarding the environment.

The National Energy Technology Cluster (Di.T.N.E.) was born out of a push for energy research originating within certain companies, Italian universities and laboratories, progressing to recognised levels of excellence. The choice of the city of Brindisi as the headquarters of the national district was a new recognition of the Apulia’s leading role in the field of research and technological development, in this case for the production of renewable energy.

NATIONAL ENERGY TECHNOLOGY CLUSTER Since formation, Di.T.N.E. has had three strategic aims: support for research in the energy field; favoring technology transfer between national and international actors; finally, bridging research, enterprise, credit agencies and the territory.

At the operational level, Di.T.N.E. cooperates with institutions for national and international initiatives, favors connections between all the actors that operate in the field of renewable energy, and supports applied research in the different production sectors. In research, the focus of Di.T.N.E. is on: components and systems for conversion of energy; systems for reduction and reuse of CO2; new technologies for smart grids; innovative-energy components and systems for renewable sources; energy savings and efficiency. For the Apulian territory in particular, the national district works towards development of sustainable industry, including applications of new technologies, in cooperation with the Lecce Dhitech Technological District (for hi-tech), and the Bari Mechatronics and the Foggia D.A.Re (for agrifoods) districts.

Networks of laboratories, situated within the top Apulian universities and research centres, serve as true territorial distribution nodes, providing companies with access to their advanced technological specialisations. Their objectives are to generate diversified and specialised production within the region, and to respond to specific social needs. There are eight unique laboratory networks in the green economy sector: LIEMP, PHASHYN, PHOEBUS, ZERO, RINNOVABILI, RELA-VALBIOR, VOC and Odor, and WAFITECH.

Universities, research centres, laboratories and firms work together for a sustainable Apulia.


High levels of solar irradiation throughout the year, constant winds in certain zones, and great availabilities of agricultural lands for production of biomass: these are some of the elements that make Apulia the nation’s leading region for clean energy. Apulia is a constant leader in the production of energy from renewable sources, and thus assumes a key role in defining national energy policies. Thanks to an excellent research system and a well-diffused green knowledge, the region has become a place of innovation and experimentation: a driver for all of Italy.

APULIAN CLEAN Recognising the need to reduce greenhouse gas production and limit dependence on fossil sources, the Regional Government engaged early in the development of an economic and entrepreneurial system centred on renewable energy sources. The actions put in place include the facilitation of private initiatives; the provision of financing; attraction of foreign investment; and the promotion of sustainability concepts and landscape protection in all sectors.

The natural consequence of this work is the emergence of Apulia as the national leader in energy innovation, including in the sense of targeted policies: these direct research towards innovation in productive processes, so as to limit the impacts on the territory. This direction is also achieved through the regional normative structures, which limit the size and capacity of energy plants relative to real regional needs and landscape impacts. As an example, traditional photovoltaic panels and wind-turbine blades are being superseded by mini and micro-wind plants and thin photovoltaic films. In parallel, increasing research is concentrated on new solutions for the correct disposal of outdated plants.

ENERGY The Regional Government vision, and the policies put it has put in place, have assisted firms to innovate processes and products that gain consensus in the international field. One example is a small group of Apulian engineers and inventors active in new technologies for photovoltaic production, who have produced revolutionary models that resist the most extreme climatic conditions, while also exceeding traditional plant efficiencies. This new technology is gaining global market success, particularly in the Middle East, Africa, Asia and Latin America. The Regional Government continues to pursue the challenge of constructing a totally sustainable economic system. This is an explicit, precise commitment - to protect the territory, to preserve agricultural lands, and to ensure the security of the citizens, for an Apulia that is ever greener. 41


In Apulia, incentivization is provided for “self-production� of energy using mini-wind systems.


The Regional Government is on the front line in activating policy that favors growth in the bio-construction sector, for the evolution of a sustainable future. The regional norms on environmental themes push towards optimised consumption in heating and airconditioning, and facilitate greater efficiency in public buildings. Schools, municipal offices, fruit and vegetable markets are some of the structural types where the Regional Government has assigned specific resources, for savings in electricity, heating oil, and for reduced atmospheric CO2 emissions.

BUILDING As further proof of the commitment to this policy direction, Apulia was the first region in southern Italy to install a geothermal plant for public buildings: specifically for a regional ministerial office. In this innovative system, heat exchangers operating at the ground/aquifer interface provide heat storage or release, depending on the seasonal demands.

In Apulia, the private sector also contributes to development in the bio-construction sector. The year 2014 saw the opening of a major plant for transformation of hemp straw as building material. The factory is doubly important: on the one hand it produces completely green material for bio-construction; on the other, the crop contributes to land restoration in areas suffering from past damages, enabling a return to agricultural use.

TOMORROW The favorable normative context, the presence of a wide range of incentives, and a regional system of research and excellent universities, make Apulia a region where sustainable construction provides benefits, both for today and tomorrow.

The Apulian normative structure ensures that construction to “bio� standards is economically sound.


The Regional Government is also heavily engaged in safeguarding the environment, through constant environmental monitoring and “virtuous” waste management. The normative framework is subject to continuous review, and substantial resources are allocated in support of specific objectives. Regional agencies have been assigned the means and responsibilities for constant monitoring of the air, water and soils. In witness to the great attention to public health, Apulia is the first Italian region to activate an action plan focused exclusively on asbestos removal throughout the territory (BRAP).

APULIA

“Zero Waste” is a key term in Italy’s Regional Waste management Plan, which Apulia is one of the few regions to have implemented. This plan initiated a new cycle throughout the territory, for retirement of older thermal-energy plants and continuous increase in segregated refuse collection. The Regional Government has also decentralised the administration of humid-fraction waste management, with provision of 12.5 million euro of support.

FOR THE

ENVIRONMENT

Local universities and research centres are also committed to the safeguard of the territory, acting through constant participation in the detailed analysis of the territory, and the application of their resources in continuing identification of critical issues and innovative solutions. Apulian businesses also subscribe to sustainability values. An example of this is the recent signing by a Salento-based firm, to undertake a joint project with one of the largest Italian textile companies and the Regional Government. The accord includes a Regional Programme Contract for 6.2 million euros, for development of luxury-fibre production systems using only natural raw materials, such as chitosanes, and with substantial reductions in water and energy use. 48

Apulia is one of Southern Italy’s most dynamic regions. The development model to promote new synergies between businesses and research to improve infrastructure and the availability of a qualified workforce has proved to be a winning strategy for all manufacturing sectors.

Overall the Apulia Region Government has activated investments of over 3 billion euro in its own territories, which is triple the base funds accessed from the public sector, at 865 million euro. For the next program of ERDF funds the regional government will provide allocations to the productive system of more than 2.4 billion euro, representing 44.36% of the entire regional ERDF Programme budget.

INCENTIVES The strategic push towards synergies in the spheres of enterprise and production has created experimentation, innovation and transfers of knowledge and know-how. At the same time, the Regional Government has made available notable resources for the promotion and support of Apulia’s different economic sectors. The resources originate in large part from the European Regional Development Fund (ERDF), and are directed towards firms of different sizes, present in the various productive sectors active in Apulia.

Regional programme contracts for large enterprises 292 million euro were awarded to manufacturing firms for the development of activities and projects that have reinforced the competitiveness, the draw of investment and the development of employment in the region.

Regional programme contractS for the tourism sector With allocations of 50 million euro, this program has favored further growth in sustained off-peak tourism.

AID for medium-sized companies and consortia of small-to-medium sized businesses (Integrated Incentives Packages) 201 million euro were allocated for activities in manufacturing, service industries, agro-food processing and commercialization, to create employment, social stability and economic dynamism.

AID for medium and consortia of small-TO-medium enterprises active in tourism SECTOR (Integrated Incentives Packages for the Tourism Sector) Applying a budget of 54 million euro, this intervention has further raised the standards of quality and classification in the Apulian tourism offer.

Aid packages for micro & small business (Title II) Total allocations of 107 million euro have strengthened the economic activities of small and very small businesses, particularly through improved access to credit.

Aid packages for small Businesses for touristic sector (Title II – Tourism) This instrument provided 25 million euro in aid to small and medium enterprises active in the tourism and lodging sectors, in management of tourist port and beach services, and to small and medium businesses that undertook new tourism and hotel initiatives, including the restorationrenovation of architecturally significant and historical properties.

Aid packages for innovative small businessES in early development This program, applying a total of 15 million euro, has stimulated the birth of micro and small enterprises based on productive applications of recent research results in the industrial sectors strategic to Apulia’s regional development (new materials, advanced logistics, advanced ICT manufacturing, energy conservation and environmental enhancement,

The program supported investment projects proposed by businesses already in operation.

Integrated incentive packages for small businessES Over 49 million euro were allocated to the most dynamic of small Apulian businesses, for consolidation, innovative restructuring and expansion.

The current call represents the first regional incentive program for business internationalization. With a budget of 20 million euro, the objective is to increase the number of exporters operating in Apulia.

New enterprise initiatives (NIDI) This initiative of the Apulia Region Government is directed at women, youth, the unemployed, persons subject to layoff, contract staff and the self-employed, who wish to begin a new business. The program provides 54 million euro in forgivable loans and mortgage financing, with investment insurance of up to 80% or 100%.

Regional technological clusters for innovation With a budget of 30 million euro, this instrument strengthens activities in industrial research, experimental development and innovation in micro, small, medium and large business, in the thematic sectors identified under the SmartPuglia2020 Strategy: Sustainable manufacturing; Environmental and personal health; Inclusive, creative and digital communities.
