2014 IPA FOUNDATION RAGBRAI TEAM In 2014, the IPA Foundation supported a team of 15 IPA members and friends of pharmacy for the 42nd Annual Register’s Great Bicycle Ride Across Iowa (RAGBRAI) on July 20-26 to: • Provide a new mechanism to engage IPA members • Provide a unique networking opportunity with pharmacy staff at pharmacies along the route as well as with the pharmacists hosting the team each night in their homes • Promote the profession with screenings at pharmacies along the route • Promote the profession with a ‘Pharmacy Bike Trailer’ that provided OTC/self-care items to riders • Support fundraising efforts of the IPA Foundation The team visited 14 pharmacies, held 3 health screenings, meet with over 40 members and more though fun filled week during its trip from Rock Valley to Guttenberg. THOMAS R. TEMPLE LEADERSHIP ENDOWMENT The Thomas R. Temple Leadership Endowment was organized with the goal of raising $750,000 to endow the Leadership Pharmacy program into perpetuity. The endowment, named after the founder of Leadership Pharmacy, Tom Temple, CEO Emeritus of the Iowa Pharmacy Association, is a joint effort between the IPA Foundation and the Pharmacy Society of Wisconsin (PSW) Foundation with both organizations splitting the goal equally. To date, over $324,955 in pledges and contributions have been made over the last 4 years, getting that much closer to reaching Iowa’s $375,000 portion.

The Eggleston-Granberg Golf Classic is an annual fundraising event sponsored by the IPA Foundation. The event is designed to build relationships between pharmacists and student pharmacists for a day on the golf course. All proceeds from the Golf Classic provide scholarships and support for student pharmacists at Drake University and the University of Iowa Colleges of Pharmacy. This year’s Golf Classic was held on September 19, 2014, at Brown Deer Golf Club in Coralville with 105 pharmacists, student pharmacists, and friends of pharmacy participating and raising $9,382 for student pharmacist support. A special thank you to all of the participants, volunteers, and sponsors.

LEGISLATIVE DAY Over 150 pharmacists and student pharmacists descended upon the Iowa State Capitol building in a sea of white coats to advocate for the pharmacy profession. The day included a legislator breakfast, updates on state issues in pharmacy and public health, and, of course meeting with legislators with PBM regulation being the main talking point.

IPA Legislative Day & Capitol Screenings


The 2015 Midwest Pharmacy Expo was held at the Community Choice Credit Union Convention Center in downtown Des Moines. This year’s Expo continued with the multistate initiative started in 2014 and saw pharmacists, student pharmacists, and association leaders from several Midwestern states attend. For the third year in a row, Expo kicked off on Friday with an interprofessional conference with pharmacists, physicians, and other prescribers participated alongside each other in a program on palliative care. While the highlights are many, few were bigger than the joint keynote session on Sunday featuring ASHP CEO Paul Abramowitz alongside APhA CEO Paul Menighan discussing the importance of provider status.

IPA HITS THE ROAD

IPA partnered with local pharmacy associations throughout Iowa to provide one hour of patient safety continuing pharmacy education. Rachel Digmann, PharmD, BCPS and Kate LaFollette, RN, both from Telligen, spoke on Medication Managementacross care transitions. Over 320 pharmacists and pharmacy technicians from across the state attend these events. IPA staff and leadership also used these events as an opportuinty to visit over 20 pharmacy practices and local communities. In 2015, the IPA Goes Local program will feature an interprofessional eduction program for pharmacists and other healthcare professionals.

IPA’s Annual Report to the membership is an opportunity to share our Association’s accomplishments, activities, milestones and hurdles over the past 12 months. This report focuses on the previous administrative year: July 1, 2014 – June 30, 2015. As pharmacy practice evolves across all settings, Iowa’s pharmacists, technicians and student pharmacists are speaking up and taking action to ensure that, as a profession, we control our own destiny. This past year saw movement towards the inclusion and compensation of pharmacists as key patient care providers in every integrated healthcare delivery model. Insurers, patients, legislators and other providers are realizing pharmacy’s vital role in ensuring appropriate medication use, reducing medication-related adverse events, preventing hospital readmissions, providing disease prevention services, and helping patients manage chronic conditions. Statewide, the voices of our members advocating for the prosperity and advancement of our profession are being heard and well received. Providers and other healthcare organizations are listening and partnering with IPA to develop a more collaborative healthcare model. The unanimous passage and signing of another PBM bill is the result of our members’ persistent grassroots efforts to standup for fair business practices in our industry and provide continued access to care for Iowa’s patients. Provider status gained momentum this year with companion bills in both the US House of Representatives and Senate. Iowa was at the forefront of this effort, working closely with Senator Chuck Grassley (R-IA), the lead sponsor for the bill, and his office in developing the language for the Senate version of the Pharmacy and Medically Underserved Areas Enhancement Act. The introduction of this legislation is a reflection of the efforts of our members to engage Senator Grassley and the pioneering work done in our state to show the value of pharmacy in the healthcare system. While advocacy on a state and national level provides the means to advance practice, the work of shaping future practice settings is being done by innovative healthcare providers right here in Iowa. IPA continues to support projects like the Trinity Pioneer ACO MTM program and the New Practice Model initiative that are developing the blueprint for pharmacists and pharmacy technicians to practice at the top of their education and be compensated accordingly. A partnership with IDPH resulted in the creation of the Practice Advancement Forum a one-day conference designed to provide practical applications for advancement across all practice settings. The profession of pharmacy in Iowa is well past the early adoption phase and is looking at full scale practice evolution as a member of the health care team. We must continue the work that is being done, together as a membership and as a profession. ADVOCACY

PBM Regulation PBMs were, again, IPA’s top legislative priority. This year, efforts were focused on legislation that would give the Iowa Insurance Division (IID) the explicit authority to investigate PBMs in accordance to the law that was passed last year (H.F. 2297). The IID had been stonewalled by the PBMs in their attempts to carry out investigation with the PBMs claiming the IID did not have the authority to enforce the law. H.F. 395 addressed that by granting the IID the explicit authority needed within the Iowa code to enforce the law as it was intended. The law passed unanimously in both the Iowa House and Senate with strong bipartisan support and was signed by Governor Branstad on April 2. The law went into effect immediately. Provider Status This year saw the introduction of the Pharmacy and Medically Underserved Areas Enhancement Act, companion bills in the US House (H.R. 592) and Senate (S. 314) that would grant pharmacists provider status under Medicare Part B while providing care in areas designated Healthcare Provider Shortage Area (HPSA), Medically Underserved Area (MUA), or Medically Underserved Population (MUP). Iowa Senator Chuck Grassley was the lead sponsor of the Senate bill. He and his office worked closely with IPA in drafting this bill. IPA continues to urge members to contact their legislators to ensure that Iowa’s entire Congressional Delegation supports these bills. Grassroots IPA focused its grassroots efforts on PBM legislation with over 80 contacts made to Iowa legislators by IPA members. In support of provider status, IPA also encouraged members to thank Senator Grassley for his leadership as the lead sponsor of S.314, Pharmacy and Medically Underserved Areas Enhancement Act and contact their legislators to support the bill in their respective chambers. IPPAC The Iowa Pharmacy Political Action Committee (IPPAC) raised $15,725 in contributions from pharmacy professionals. IPPAC supports state

legislative candidates that support pharmacy issues and contributed $24,915 to to candidate committees. Preserve Pharmacy Practice Fund IPA established the Preserve Pharmacy Practice Fund specifically for legal efforts related to the PCMA lawsuit against the State of Iowa over H.R. 2297 and ongoing legislative strategy to tackle PBMs in Iowa. Board of Pharmacy Appointments Iowa pharmacists Dr. Jason Hansel (Bettendorf) and Edward McKenna (Storm Lake) were appointed by Governor Branstad to their first and second terms respectively on the Iowa Board of Pharmacy. Susan Frey (Villisca), also a member, retired from the Board after serving the maximum of three 3-year terms. Capitol Screening Day On Tuesday, April 7th, with over 15 students, legislators and other State Capitol guests were provided nearly 60 blood pressure and blood sugar screenings at the annual Capitol Screening Day. Political Leadership Breakfast Held during the 2015 Midwest Pharmacy Expo, this year’s Political Leadership Breakfast featured Senator Chuck Grassley (R-IA). As the lead sponsor S. 314, much of the discussion with the Senator Grassley was focused on provider status for pharmacists. Rep. John Forbes Re-elected Representative John Forbes (D-40), an IPA pastpresident, was re-elected for a second term in the Iowa House of Representatives.

PROFESSIONAL LEADERSHIP

Rotation site IPA served as an Advanced Practice Experience (P4 rotation) to 10 student pharmacists from the Colleges of pharmacy at Drake University and the University of Iowa, educating them on the role of professional organizations in pharmacy practice. Past Presidents Council IPA held its 7th meeting of the Past Presidents Council which provides advice and counsel to the Board of Trustees and staff. All past presidents are invited to serve on the council which meets in conjunction with the IPA Annual meeting.

Iowa Pharmacy Recovery Network IPA continues to work closely with the Iowa Board of Pharmacy to maintain a successful Iowa Pharmacy Recovery Network (IPRN) program serving pharmacy professional dealing with impairment, addiction, abuse, and mental health issues. IPA would like to congratulate Emily Dykstra and Bruce Alexander, long-time advocates of IPRN, on their recent retirements! Pharmacy Resident’s Meeting The Annual Resident’s Meeting was held on October 7, 2014 at the Sheraton in West Des Moines, and served as a platform for close to 40 residents across Iowa to come together to network, learn from each other, and interact with IPA leadership and staff. Held in conjunction with the College Night at Drake University, this year’s meeting also allowed residents to interact with over 100 student pharmacists interested in pursuing a residency. The partnership between IPA and residency programs in our state showcase the value in collaboration for the betterment of our profession. Iowa Receptions IPA, the University of Iowa and Drake University hosted Iowa Receptions at the 2014 ASHP Midyear Meeting in Anaheim and the 2015 APhA Annual Meeting in San Diego. Osterhaus’ Term as APhA President Iowa pharmacist Matt Osterhaus completed his term has APhA President. Communications IPA continues to use a variety of communication platforms to engage, educate and inform members: • IPA’s weekly Top 5 email newsletter features the “top 5” stories of the week from the pharmacy profession. During the legislative session, it becomes the Top 5+1, featuring a weekly update on legislative activity. • The quarterly Journal of the Iowa Pharmacy Association publishes peer reviewed articles in addition to news, features, and editorials from pharmacy leader across the state and nation. • IPA continues to use Facebook, Twitter, and LinkedIn to interact with members

EDUCATION

Collaborative Education Institute (CEI) CEI was founded in 2008 with stakeholders including the IPA Foundation, The University of Iowa College of Pharmacy, and Drake University College of Pharmacy, and continues to be a leader in providing innovative live and web-based continuing pharmacy education (CPE) in the areas of preceptor development, health care quality, immunization administration, health coaching, and up to date clinical, management, law and patient safety activities which assist pharmacists and pharmacy technicians in advancing their continuing professional development (CPD). CEI New Website & Buckets The CEI launched a new, easier to use website that allows learners to manage their education more effectively. The website navigation is simplified, reflecting the introduction of CEI’s streamlined access to their programming. CEI’s content is now organized into “buckets” prepackaged bundles of CPE activities that give learners easier access all year long to the programs that they need. Purchasing a whole bucket will grant access to programs required for Pharmacist Relicensure and Pharmacy Technician Recertification or to hone your skills in Preceptor Teaching, Student Professional Development, and Leadership. IPA Goes Local In its third year, IPA Goes Local is partnering with local associations to present a healthcare collaboration program to pharmacists and prescribers across the state. This year’s interprofessional program was a collaboration with the Iowa Department of Public Health. Tech Forum IPA hosted the 2014 Pharmacy Technician Educational Forum on October 25, 2014. This one-day educational forum was attended by over 50 pharmacy technicians from across the state. Free Relicensure/Recertification CPE For Members IPA members now receive CEI’s Relicensure (pharmacist) or Recertification (pharmacy Technician) bucket for free. Through this new membership benefit, members will receive all of the required CPE for their relicensure or recertification for free.

THANK YOU IOWA PHARMACISTS…YOUR GENEROSITY SUPPORTS THE PHARMACY PROFESSION. 2014-2015 was a positive year for the IPA Foundation. Our fundraising initiatives experienced growth. In particular, the Thomas R Temple Leadership Endowment Fund grew by more than $46,000, grants for practice development exceeded $90,000, a successful golf tournament resulted in over 100 participants hitting the links in support of student scholarships and educational initiatives, and the Inaugural IPA-F RAGBRAI team participated in The Register’s Great Annual Bicycle Ride Across Iowa from July 20-26, 2014. 15 riders took part in this annual event. Along the route they visited 17 pharmacies, provided health screenings and promoted the pharmacy profession along the way. We invite you to showcase the efforts of the IPA Foundation by hanging up this calendar and celebrating our programs of charitable support all year around. We also want to acknowledge our roster of Foundation contributors. Karbeling Leadership Award

Matthew J. Farley (University of Iowa) and Laura Vollmer (Drake University) were the recipients of the 2014 Karbelling Leadership Award. The award recognizes student pharmacists for their contributions to professional organizations and the political process and includes a trip to Washington, D.C., for visits with national organizations and Iowa’s Congressional delegation.

IPA College Nights

IPA and the Colleges of Pharmacy at Drake and the University of Iowa hosted “College Nights” to introduce student pharmacists to the role of IPA and the benefits of involvement. Over 400 students heard from a panel of practitioners about the profession and its future direction.

Max W. Eggleston Executive Internship in Association Management

This 12 week summer internship at IPA headquarters and directly supported by the IPA Foundation. In its 34th year, the program trains student pharmacists for leadership positions by exposing them to association work and the issues facing the profession. IPA welcomed Natalie Roy (2016 PharmD candidate, Drake University) as this year’s Executive Intern.

Silent Auction

The 2014 IPA Foundation Silent Auction featured several new events including the red envelope, beer and wine ring toss, and slippers sale to add excitement to the annual event that raises $15,000 to support Foundation initiatives.


ADOPTED POLICIES FROM THE 2014 HOUSE OF DELEGATES

The Iowa Pharmacy Association’s 2014 House of Delegates welcomed over 100 delegates consisting of pharmacists, pharmacy technicians, and student pharmacists to Altoona on June 13-14, 2014. The chairs of the Policy Committees on Public and Professional Affairs presented their thoughtful recommendations to the House for debate. The direction of the Iowa Pharmacy Association will be led by these policy statements that were adopted by our members.

14-U1: Biosimilar Medications (“Follow-on Biologics”) & Interchangeability

• IPA supports the development of safe and effective biosimilar medications in order to provide more affordable and accessible treatment options for patients. • IPA supports the FDA’s role to develop a scientifically-based process to determine interchangeable versions of biologic medications. • IPA opposes the implementation of state regulations regarding biosimilar medication interchangeability that do not align with FDA guidance. • IPA supports appropriate post-marketing surveillance to ensure the safety and efficacy of biosimilar medications. • IPA supports education of pharmacists and other health care professionals concerning the appropriate use of biosimilar medications.

14-U2: Non-Resident Pharmacies

• IPA supports collaboration with the Board of Pharmacy and other stakeholders to determine appropriate licensure of non-resident pharmacies that promotes patient safety without restricting access to care. • IPA recommends non-resident pharmacies comply with the same Iowa Board of Pharmacy regulations required of resident Iowa pharmacies. • IPA supports the pharmacist-in-charge of a non-resident pharmacy must be licensed to practice in Iowa. • IPA recommends the use of a systematic process to approve or deny licensure of a non-resident pharmacy with assistance of a standardized inspection service, other Boards of Pharmacy, and the National Association of Boards of Pharmacy (NABP).

14-U3: Distribution of Medications in Emergency Situations

• IPA supports the professional judgment of pharmacists acting in the best interest of the patient during an emergency or life-threatening situation. Such actions should be given protection from civil and criminal prosecution. • IPA supports collaboration with necessary stakeholders to implement community-based public health programs where pharmacists provide medications to be used in emergency or life-threatening situations. • IPA encourages the education of health care professionals, patients, and caregivers about the use of medications during an emergency or life-threatening situation.

14-R1: Role of Pharmacy in Meaningful Use

• Reaffirm IPA policies 09-R1 and 06-U2. • IPA supports appropriate and equitable compensation for pharmacists’ contribution to achieving meaningful use standards.

14-R2: Reimbursement and Safety of Specialty Medications

• IPA recommends public and private payers, pharmaceutical manufacturers, and health care providers collaborate to create standardized, outcomes-based, and safe processes for distribution and administration of specialty medications to ensure appropriate care coordination. • IPA supports timely payment authorization and coverage verification processes that facilitate communication among patients, pharmacists, other health care providers, and payers prior to therapy administration. • IPA recommends education of payers, healthcare professionals, and pharmaceutical manufacturers on the issues associated with reimbursement and integrity of specialty medications that are managed through limited (or restricted) distribution channels.

14-R3: Accreditation of Pharmacy Technician Education Programs

• IPA supports the accreditation of pharmacy technician education programs. • IPA supports the availability of accredited pharmacy technician education programs that are affordable, prepare individuals for practice in a variety of settings, and assist in the creation of expanded roles for pharmacy technicians. • IPA recommends evaluation of the impact accredited technician education has on pharmacy technician effectiveness and patient safety. IPA recommends the utilization of the results by the Board of Pharmacy, employers, and other stakeholders to develop standardized policy and procedures for technician education.

14-NBI-01: Regulation of Pharmacy Benefit Managers (PBMs)

• IPA supports that contracts between PBMs and Pharmacy providers are fair to both parties and made in good faith. • IPA encourages Pharmacy Service Administrative Organizations (PSAOs) to represent their pharmacy customers fairly and responsibly when signing PBM contracts on the pharmacy’s behalf and to do all work to ensure fair and reasonable payment is received by the pharmacy. • IPA supports PBMs’ MAC pricing methodologies that are transparent (obvious, clear, and unambiguous), up-to-date, and based on rates available to multiple Iowa pharmacies. • IPA supports that PBMs respond and update pricing in a timely (within 72 hours) and fair manner to requests and concerns about MAC prices. • IPA supports retroactive payment from PBMs to pharmacies when price updates are delayed.

PRACTICE ADVANCEMENT

The Iowa Pharmacy Association provides members with comprehensive resources designed to advance the practice of pharmacy and promote safe and effective medication use to improve the health of patients, while the IPA Foundation works to support practice-based research initiatives and fosters innovative pharmacy practice activities.

New Practice Model Initiative

Under the authority of the Iowa Board of Pharmacy, a pilot and research demonstration project was designed to ensure safe and effective medication dispensing through a pharmacy technician verification process (i.e., Tech-CheckTech) in community practice as a means to provide pharmacists the time and resources for clinical pharmacy services. With additional support by the Community Pharmacy Foundation and the National Association of Chain Drug Stores, and in partnership with Drake University Colleges of Pharmacy and Health Sciences and the Collaborative Education Institute, IPA has provided pharmacists and pharmacy technicians working at 17 various types of community pharmacies the opportunity to further their professional development and patient care services through involvement in the NPM pilot project. While Phase 1 (7 sites) began in November 2014 and Phase 2 (10 sites) began in June 2015, findings will be distributed via reports to all stakeholder groups beginning in 2016.

Trinity Pioneer ACO MTM Program

Since 2011, IPA has been working with UnityPoint Health, previously the Iowa Health System, to integrate pharmacist services within their pioneer ACO model. With additional support of the Community Pharmacy Foundation, McKesson, NACDS Foundation and strategic partnerships with OutcomesMTM and The University of Iowa, IPA promoted the impact of community pharmacist-delivered MTM services on hospital readmission rates, incidence of adverse drug events and healthcare costs for ACO patients.From November 2013 to June 2015, pharmacists working in the eight-county region in Central Iowa were given the opportunity to provide MTM services to eligible Medicare beneficiaries of Trinity Pioneer ACO will be eligible for MTM services in an effort to reduce overall hospitalization and 30-day hospital readmission rates.

Pharmacy Practice Model Initiative (PPMI)

To further align with national efforts, IPA expanded its PPMI efforts in 2014 to provide hospital pharmacists further opportunity to provide direct patient care services. Throughout the past year, IPA convened meetings of the Hospital Leadership Team, a group of pharmacy directors across the state, to discuss and align efforts for practice change in Iowa hospitals and health-systems. IPA also worked to have more than 50% of hospitals complete the PPMI Hospital SelfAssessment survey tool. The results of this survey tool provide hospital pharmacy departments a gap analysis for how to address the need for additional pharmacy services in their institution.

Patient Safety Programs: Katy’s Kids & TakeAway

Since 1988, IPA has offered the Katy’s Kids as a program to teach children about medicines and medicine safety. Katy’s Kids strives to instill a sense of proper medication use in children. Presentations were given in classrooms by pharmacists and student pharmacists across the state of Iowa this past year. With support from the Iowa Board of Pharmacy and in collaboration with Sharps Compliance, Inc., IPA has provided pharmacies access the opportunity to serve as a safe disposal site for unused and expired medications through the TakeAway medication disposal program. In 2015, the TakeAway program will evolve to adhere to the updated DEA regulations for disposal of controlled substances.
